Most terrorist attacks in recent years have used explosive devices, many of which were home-made from chemicals, such as fertilizers or swimming pool cleaning agents that are currently widely available to the general public. Some EU Member States have already taken legislative or non-legislative measures to restrict the availability of chemical precursors to explosives. However, due to differing national rules, they may be restricted or controlled in one country, yet freely available in another. The draft EU regulation would ensure the same level of control over access to certain chemicals throughout the EU.
The key aim of the proposed rules is to restrict the access of the general public (i.e. private users), to high-risk chemicals in concentrations that make them easy to use to make home-made explosives. Sales of products containing certain chemicals, which are listed in Annex I of the draft regulation, will be banned if these chemicals exceed a certain concentration. Most consumers will be able to use alternative products which are already widely available. Sales of chemicals in higher concentrations would be permitted only to consumers who can document a legitimate need to use the chemical. These consumers will be able to obtain a licence to continue purchasing those products. Some products, containing chemicals of concern for which concentration thresholds cannot be set (Annex II of the regulation), will continue to be sold without any restrictions to consumers, but their sales will be better controlled, for example through a mechanism for reporting “suspicious transactions”. The proposed rules would oblige wholesalers and retailers to report such transactions to a single national contact point, which should be designated within a law enforcement authority, MEPs add.
This Civil Liberties Committee vote gives Parliament’s rapporteur a mandate to start negotiations with Council. The aim is to reach an agreement before the end of 2011. The regulation would enter into force 18 months after its adoption by Parliament and Council.

Come proteggersi dai fulmini

I fulmini sono delle scariche elettriche che si verificano nell’atmosfera, ad alta intensità di corrente. Si originano nelle nuvole e solo nel 10% dei casi si scaricano al suolo, con potenziali effetti distruttivi su uomini e cose. Per questo motivo, la Società Italiana di Pediatria Preventiva e Sociale (SIPPS), rielaborando le indicazioni dell’Istituto Superiore di Sanità, ha ritenuto opportuno mettere a punto alcune regole di comportamento, finalizzate alle attività che coinvolgono maggiormente i bambini e gli adolescenti. Ecco come comportarsi in casa o all’aperto:
Se ci si trova all’aperto: bisogna evitare di stare sotto un albero, oppure accanto ad oggetti appuntiti o metallici, nonché accanto a strutture che potrebbero crollare, quali pali, ecc. Nei campeggi, è raccomandabile rimanere al di fuori delle tende. E’ sempre meglio stare rannicchiati, piuttosto che distesi, o in piedi. Grotte e anfratti costituiscono condizioni di protezione
Se ci si trova in prossimità di fiumi o di laghi, è pericoloso stare sulla riva, e soprattutto fare il bagno poiché l’acqua conduce bene la corrente elettrica. Inoltre bisogna ricordare che l’acqua dolce, specie se a basse temperature, rappresenta un particolare pericolo per gli annegamenti
Se si naviga in barca, è preferibile attraccare, oppure andare al largo, poiché le zone interessate sono solitamente circoscritte. Bisognerebbe stare lontano dall’albero e cercare di creare un collegamento diretto tra l’albero ed il mare. A pericoli analoghi è esposto chi fa il bagno a mare, o soggiorna sulla riva
Se si sta in casa, si è abbastanza sicuri, purché si abbia un impianto elettrico a norma. È però sempre preferibile non fare il bagno, staccare dalle prese di corrente le apparecchiature elettroniche, informatiche e gli elettrodomestici non indispensabili in quei momenti, staccare il cavo dell’antenna tv, evitare di parlare al telefono fisso e non stare accanto ai camini
I mezzi di trasporto (auto, roulotte, treni, funivie) sono sicuri, in quanto si comportano da “gabbia di Faraday”, scaricando la corrente al suolo. Gli aerei solitamente volano al di sopra delle nubi temporalesche. Secondo il Sistema Italiano di Rilevamento dei Fulmini (SIRF)

Anche l’agenzia di rating Moody’s ci ha declassato, dopo che lo aveva fatto Standard&Poor’s. La risposta del governo: era atteso, stiamo lavorando. A cosa stiano lavorando non è dato di capire. La Bce ci sollecita a prendere decisioni per rimettere in carreggiata il nostro Paese: interventi sul sistema pensionistico, sul pubblico impiego, sulle privatizzazioni sulla flessibilità nei contratti di lavoro. Praticamente ci ha detto cosa fare. Era, e’, l’occasione per afferrare, come si suol dire, il toro per le corna, ma non si fa nulla. Con i suggerimenti della Bce e le iniziative che ne deriverebbero il presidente del Consiglio, Silvio Berlusconi, potrebbe iniziare una “road show” europea e internazionale “vendendo” il prodotto delle sue iniziative. Per ora il prodotto non c’e’ e non c’è la credibilità di chi dovrebbe proporlo. (Primo Mastrantoni, segretario Aduc)

“E’ urgente ridare significato al ruolo del giurista, che non è solo un operatore di diritto, ma deve riscoprire la funzione di promuovere, perseguire e applicare la giustizia”. Con queste parole il prof. Alberto Gambino, direttore della Scuola di Specializzazione per le Professioni Legali dell’Università Europea di Roma ha esordito in occasione dell’inaugurazione di questa Scuola, che formerà nei prossimi anni aspiranti magistrati, notai ed avvocati. “Tanti fatti di cronaca, spesso rilanciati dai media, lasciano intravedere una supremazia degli interessi economici sulle ragioni della giustizia, come i tanti reati prescritti che riguardano fatti corruttivi o le truffe impunite ai danni dei più deboli – ha proseguito il prof. Gambino – ma proprio di qui occorre ripartire riaffermando lo stretto legame che esiste tra il ruolo di chi opera nel diritto e l’etica pubblica”. “Questa è l’unica bussola in grado di segnare la rotta a chi forma giuristi che aspirano un giorno ad essere magistrati dell’equità, avvocati scrupolosi e notai custodi della legalità”, ha concluso Gambino. La Scuola di Specializzazione per le Professionali Legali dell’Università Europea di Roma, attivata a partire dall’anno accademico 2011/12, si pone, per tutti i laureati del territorio nazionale, quale strumento di crescita professionale, in armonia con i principi che animano l’attività di questa università. Lo scopo è quello di favorire lo sviluppo dell’insieme delle attitudini e delle competenze necessarie per poter svolgere l’attività di magistrato, avvocato e notaio, secondo le peculiari inclinazioni di ciascuno. L’Università Europea di Roma vuole formare professionisti che siano non solo preparati, ma anche consapevoli dell’importante rilievo sociale del ruolo che andranno a ricoprire. Infatti il progetto formativo dell’Università Europea di Roma è orientato alla formazione integrale della persona. Oltre all’acquisizione di competenze professionali, lo studente ha la possibilità di crescere moralmente e nello spirito di servizio per gli altri.

Giornata mondiale dell’alimentazione

Roma, 11 ottobre, ore 11: presidio e primo info stampa Concentramento in Piazza di Porta Capena Adiacente Viale delle Terme di Caracalla. La sede Fao a Roma sarà nelle prossime settimane teatro di grandi scelte che riguardano la terra e la sovranità alimentare di tutti gli abitanti del pianeta.
Dal 10 ottobre prossimo oltre 50 delegati delle organizzazioni sociali e contadine di tutto il mondo saranno in Italia per seguire i negoziati sulle linee guida …e spingere gli Stati ad affermare i propri obblighi legali e naturali di anteporre ad ogni altra scelta diritti umani quali il diritto a un’alimentazione adeguata, alla salute, al lavoro a rischio nella crisi presente. Dal 10 ottobre sarà allestito un presidio della società civile fuori della FAO dove saranno tenute delle conferenze stampa – correlate con le azioni dirette – che spiegheranno con l’aiuto di testimonianze dirette dal campo, alla stampa e all’opinione pubblica, l’andamento dei negoziati, le loro posizioni e proposte.
Dal 10 al 14 Ottobre ci sarà la discussione delle Linee Guida sul Governo dell’accesso alla terra, al territorio di pesca e delle foreste, che potrebbero essere uno strumento importante per fermare il Land grabbing, ovvero l’accaparramento di terre agricole in tutto il pianeta che vede anche importanti responsabilità di imprese e istituzioni italiane in molti Paesi in via di sviluppo
Il 16 e il 17 Ottobre si celebrerà la Giornata Mondiale dell’alimentazione, nel 60esimo anniversario dello spostamento a Roma dell’Agenzia delle nazione unite per l’Alimentazione
Fino al 22 Ottobre si riunisce il Comitato per la Sicurezza Alimentare , (Cfs) Organismo globale di governo dell’alimentazione , con la partecipazione della società civile che discuterà alla pari con Stati, Organizzazioni e settore privato su temi strategici per affrontare la crisi alimentare come la speculazione sui prezzi e il commercio del cibo.
Il Comitato italiano per la Sovranità Alimentare, con le oltre 270 associazioni, movimenti e reti che ne fanno parte, promuove un calendario comune di attività in tutta Italia in occasione della Giornata Mondiale dell’Alimentazione – ribattezzata dal CISA la Giornata Mondiale della Sovranità Alimentare.

Alitalia: risarcimenti piccoli azionisti

La nebulosa vicenda inerente la privatizzazione di Alitalia, che per dirla a parole del capofila degli interessati, l’avvocato leccese Francesco Toto, sarebbe “la truffa del secolo magistralmente organizzata dall’on. Silvio Berlusconi in danno dei cittadini” non convince nessuno, men che meno moltissimi piccoli risparmiatori che investirono tutto dando fiducia alle promesse dell’allora premier in pectore on. Berlusconi alla vigilia delle scorse elezioni politiche del 2008 e che dopo la (a dir poco) farraginosa operazione si ritrovarono con un pugno di mosche in mano al posto delle azioni possedute e quindi dei risparmi investiti. È di poco inferiore a 25.000.000,00 di euro la somma che decine di azionisti di minoranza, rappresentati e difesi dall’avvocato Francesco D’Agata e dallo stesso avvocato Francesco Toto (anch’egli azionista Alitalia), chiedono all’on. Silvio Berlusconi, ed ora anche in solido al Ministero dell’Economia e delle Finanze, a titolo di risarcimento dei danni subiti per il ritenuto illecito smembramento ed il sostanziale fallimento dell’ex compagnia aerea di Stato. I legali hanno deciso di ricorrere all’istituto della mediazione introdotto di recente dal decreto legislativo 28/2010 sotto la forte spinta dell’ex Ministro di Giustizia on. Angelino Alfano, ed hanno provveduto a depositare le dettagliatissime e motivate istanze presso la sede di Lecce del “Centro Nazionale di Mediazione e Conciliazione –Aprile Group S.r.l.”. La questione, come è noto, si dipana tra un processo civile incardinato nel 2009 innanzi al tribunale monocratico di Lecce ed una denuncia-querela, trasmessa per competenza territoriale alla Procura della Repubblica di Roma (che attende udienza innanzi al GIP per la prevista discussione in camera di consiglio), nei confronti del premier Berlusconi, proposta dall’avv. Francesco Toto. Il mediatore incaricato di gestire la controversia, dott. Massimo Aprile, ha già fatto sapere che già da oggi provvederà a convocare le parti per l’incontro che quasi certamente si terrà entro la fine del mese corrente.

Gibson’s Opportunity to Renounce Greenpeace and FSC

On Saturday, October 8, a rally will take place in Nashville in support of Gibson Guitar as left-wing groups funded by George Soros continue in their attempts to smear this household American brand. Attendees at the rally include Tennessee Representative Marsha Blackburn, Gibson CEO Henry Juszkiewicz, radio hosts Steve Gill and Phil Valentine and Tea Party Express Chairman Amy Kremer. The rally follows calls of support from House Speaker John Boehner and Texas Governor Rick Perry, who have jumped to Gibson’s defense. But as expected, Gibson is still coming under attack from left-wing groups and activists such as Glenn Hurowitz, despite embracing some of the most rigid standards for forestry products set by the Rainforest Alliance and Greenpeace. In a letter to CEO Juszkiewicz, the Consumer Alliance’s Andrew Langer notes that rather than receiving praise from the Green movement, Gibson has witnessed “raids by armed agents of the U.S. federal government and increased loathing from other members of the Green movement. In sum, partnering with radical environmental groups is always going to be a losing proposition.” Fundamentally, Langer recommends that Gibson should “not only reject the relationships you have formed with radical environmental organizations, but also join our growing mission to both educate, empower and mobilize people to stand up against Green injustice and promote free trade, economic growth and pro-consumer policies.” Meanwhile, the Greens and anti-Gibson crowd have surprisingly found themselves an ally in former Bush administration Agriculture Department official Mark Rey, who recently stated, “to say that the Lacey Act is an example of an extreme, unworkable regulatory framework is flatly preposterous.” That a former Bush USDA official, from an administration that was purportedly pro-trade, to believe Lacey shouldn’t be reformed is more than preposterous. The numerousexamples of over-criminalization throughout Lacey’s history justify a re-examination. And federal government’s arbitrary war against Gibson Guitar has now taken on even more controversy after one of Gibson’s spokespeople claimed that U.S. Fish and Wildlife Service agent Kevin Seiler “lied” in an affidavit filed in federal court. The federal government and the Green crusade against Gibson continues on.

Nissan achieves highest ever market share in Europe

Rolle (Switzerland) Nissan announced its highest ever market share in Europe, breaking a 16-year old record. Following strong performances across all major markets, Nissan achieved an overall September market share of 4.2% – a record in Europe and almost a full percentage point up on 2010. Nissan’s previous highest market share was 4.1% achieved in August 1995. The record month shows the company is on track to achieve one of the challenges contained in its ‘Nissan Power 88’ mid term plan, to establish Nissan as the largest volume Asian brand in Europe by 2016. September sales totalled 73,713 units (nearly 17,500 units up year-on-year) driven by robust sales of Nissan’s crossover family of vehicles, including Qashqai with 23,000 sales and JUKE with more than 14,000 sales (its highest monthly volume to date by almost 3,000 units). Nissan’s broad range of SUVs also contributed to the record month with the Barcelona-built Pathfinder tripling year-on-year sales; the Navara pickup – also produced in Spain – up 44% and X-TRAIL up 14% with over 3,000 sales. Calendar year to date, Nissan has now broken the half a million barrier having sold around 521,000 units – more than 117,000 over the same period in 2010. Nissan’s largest markets in September were the UK, with more than 19,000 sales, and Russia with over 13,000 sales and a 5.5% share of the market. Nissan remains the largest Japanese manufacturer in both the UK and Russia, as well asSpain. Elsewhere, all key markets within the region enjoyed a very strong month compared to 2010, with France up 19%;Spain up 29%; Germany up 47% and Italy up 60%.
The first of these new models will be the innovative NV400 large van which will expand Nissan’s acclaimed LCV range when it goes on sale across Europe later this month. Nissan is also planning to follow NV400 with the launch of a 100% electric zero-emission small van next year, further supporting Nissan’s business expansion plans and underlining the company’s commitment to zero emission leadership.

Caritas aids one million people in East African

Pope Benedict urged the international community to tackle the humanitarian emergency. He invited everyone “to offer prayers and practical help for so many brothers and sisters so harshly tested, particularly the children in the region.” The Caritas network of Catholic aid agencies is helping over one million people in East Africa’s food crisis, providing families with food, clean water, and a way to support themselves in the future. Caritas is developing and implementing programmes worth more than €30 million ($41 million). Presented to Pope Benedict were the Apostolic Administrator of Mogadishu and President of Caritas Somalia Archbishop Giorgio Bertin, Caritas Italy’s Director Paolo Beccegato and Ken Hackett, outgoing CEO of Catholic Relief Services (a U.S. Caritas member). Caritas Internationalis Humanitarian Director Alistair Dutton was also present. “Caritas members all over the world have moved quickly to help prevent suffering in East Africa through our partners on the ground,” said Dutton. “We will continue to care for the hungriest and most vulnerable victims. “Drought triggered the current crisis, but it’s as much a manmade as natural disaster. We must tackle chronic underdevelopment and help communities adapt to changing climates across the region. We must seek an end to conflict in Somalia if this is to be the only famine in East Africa this century.” The Pontifical Council Cor Unum is hosting a meeting 7 October in the Vatican, inviting Catholic aid agencies including Caritas and representatives from the Church of England to discuss new efforts to tackle the crisis. In Ethiopia, Caritas and its church partners have distributed food to approximately 500,000 people and is providing clean water to an estimated 250,000 people. In Kenya and Ethiopia, diocesan partners run feeding centres for malnourished children. To aid refugees fleeing Somalia, Caritas members are working in refugee camps to build sanitation facilities like showers and latrines. Because farmers have lost crops and livestock to the drought, Caritas is distributing drought-resistant seeds and is giving more than 10,000 animals to needy farmers. Ongoing programmes will improve water systems and train farmers in conservation techniques so that communities are more resilient in the face of extreme weather.
