Roma 16 febbraio, dalle ore 16, Radicali Italiani terranno a Roma un presidio anticoncordatario in concomitanza con le celebrazioni per l’anniversario della firma del Patti Lateranensi e del Concordato del 1984. Mentre Governo e leader politici italiani, tra cui Alfano, Bersani e Casini, si riuniranno per festeggiare questa ricorrenza infausta tanto per
lo Stato quanto per la Chiesa, Radicali Italiani sarŕ davanti all’ambasciata italiana presso la Santa Sede (via delle Belle Arti, 2) a riaffermare l’urgenza dell’abolizione del Concordato e della denuncia del Trattato lateranense. Per affrancare la nostra Repubblica dal peso economico e civile di uno Stato assoluto e confessionale, per assicurare finalmente il diritto a una vera libertŕ religiosa. Al presidio prenderanno parte il segretario di Radicali Italiani Mario Staderini, il tesoriere Michele De Lucia, parlamentari, dirigenti e militanti radicali.

Adesione della Croazia all’U.E.

“Ho chiesto di intervenire a titolo personale per lasciare un segno, che è il segno di un ricordo di carattere morale. Io sono cittadino italiano e lo sono perché mia madre, che veniva dalla dolce terra dell’Istria, scelse di essere italiana; perché mio nonno, che era stato volontario nella Grande Guerra, scelse di essere italiano. Io ho ben chiaro che vi sono, e lo dico da patriota e da europeo, le ragioni dell’integrazione europea, ho ben chiari gli interessi economici e commerciali e mi rendo perfettamente conto di cosa sia la cooperazione, la collaborazione con la Croazia”. Lo dichiara il coordinatore nazionale di Futuro e Libertà, Roberto Menia, nel corso della discussione alla Camera dei Deputati sull’adesione della Croazia all’Unione Europea. “È certo detto che la Croazia di oggi è cosa ben diversa da quella di Tito – prosegue il coordinatore di Fli – ma rispetto alla mia storia personale mi trovo di fronte a un muro mai abbattuto e un interrogativo di carattere morale mi si pone. I presidenti di Italia, Croazia e Slovenia, nel 2010, durante il concerto di Riccardo Muti, hanno simboleggiato la riconciliazione, ma era anche un atto di ipocrisia perché il gesto di inginocchiarsi sulla grande foiba di Basovizza non l’hanno compiuto”, evidenzia Menia.“Per quelli che hanno lasciato tutto dall’altra parte del confine, terre, morti e ricordi, è una questione mai risolta. L’ultima legge che facemmo, circa 10 anni fa, sugli indennizzi ha liquidato un ulteriore acconto, ma l’indennizzo definitivo non arriverà mai. La Croazia ha ereditato tutti i frutti delle rapine titoiste e non ha mai restituito nulla. È colpa anche di noi italiani se perdiamo la memoria nazionale. Dubrovnik – precisa il coordinatore di Fli – è in realtà l’antica Ragusa, la quinta repubblica marinara, Split è in realtà Spalato, la città di Diocleziano, e molti non sanno che a Pola c’è un’arena romana più antica del Colosseo”. “E Bruno Vespa non trova di meglio che invitare a “Porta a Porta” una storica revisionista. Tassa sui rifiuti non è dovuta nei locali accessori alle abitazioni

La Commissione tributaria regionale della Sicilia, con alcune sentenze ha stabilito che la tassa sui rifiuti non è dovuta locali accessori alle abitazioni. I giudici tributari si sono riportati al contenuto di una circolare ministeriale secondo la quale “devono considerarsi esclusi dal calcolo della superficie rilevante per l’applicazione della tassa sui rifiuti urbani quei locali il cui uso è del tutto saltuario ed occasionale e nei quali comunque la presenza dell’uomo è limitata temporalmente a sporadiche occasioni ed a utilizzi marginali “il garage di uso privato è luogo adibito al ricovero di uno o più veicoli e quand’anche la persona vi si trattenga per tempi non brevi, non è plausibile ipotizzare che ne derivino rifiuti”.Inoltre il contribuente stesso non ha l’onere della prova di dimostrare che il garage non produce rifiuti, ma il fatto stesso che il Comune classifichi quel determinato immobile come garage, lo esonera da qualsiasi richiesta di fornire la dimostrazione che non si tratta di un locale idoneo a produrre rifiuti”.
I giudici tributari di appello con le sentenze, hanno chiarito che i locali adibiti a garage non sono assoggettabili alla tassa sui rifiuti solidi urbani, restando in questi locali del tutto sporadica e di mero passaggio la presenza dell’uomo quale fattore di produzione di rifiuti urbani. In particolare, è stato affermato che “essendo ipotizzabile una presenza umana sporadica durante la giornata e che si protrae per pochissimo tempo (quello materiale di scendere dall’automezzo ricoverato, di chiudere la portiera e di serrare la porta di accesso, operazione quest’ultima che si effettua da fuori il locale), anche a volerlo, l’uomo non avrebbe neppure il tempo o l’opportunità di produrre rifiuti”.
Viene confermato quindi dalla Commissione tributaria regionale che i locali accessori alle abitazioni come i “garage”, cantine e solai, utilizzati solo saltuariamente, non sono ricompresi tra le superfici assoggettate alla tassa sui rifiuti solidi urbani.

Accesso al trattamento previdenziale

Ieri si è tenuto il previsto incontro sul regolamento concernente le misure di armonizzazione per l’accesso al trattamento previdenziale per gli appartenenti alla Polizia di Stato, previsto dall’art. 24 comma 18 del D.L. 201/2011. L’incontro è stato presieduto dal Vice Capo della Polizia, Prefetto Basilone, con la partecipazione del Direttore dell’Ufficio per le Relazioni Sindacali, del Direttore dell’Ufficio Pensioni e Previdenza e dei rappresentanti dell’Ufficio Legislativo del Dipartimento. Il Vice Capo della Polizia, nel comunicare che vi è già stato un incontro preliminare tra le Amministrazioni del Comparto per una disamina delle posizioni di merito di ciascuna di essa, ha richiesto alle organizzazioni sindacali di esprimere le singole posizioni rispetto alle misure di armonizzazione del trattamento pensionistico. L’incontro è risultato sin dall’inizio una mera ricognizione priva di qualsivoglia progetto in merito al quale poter esprimere posizioni sindacali ben definite. Il SIAP, il SILP CGIL, il COISP e l’ANFP, hanno evidenziato la necessità di acquisire, in via pregiudiziale, quali siano gli elementi che possono essere posti a base di una discussione per la definizione delle misure di armonizzazione, per l’accesso alla pensione. Le predette OO.SS. hanno fermamente sottolineato la contrarietà a qualsiasi penalizzazione degli istituti previdenziali attualmente in vigore in ragione del riconoscimento della specificità, ribadita anche nel corso dell’incontro per la manovra con il Presidente Monti, poi riconfermata dalla norma finanziaria. È stato, altresì, richiesto che nelle more dell’emanazione del previsto Regolamento, l’Amministrazione emani una ulteriore circolare che chiarisca agli uffici periferici le modalità d’accesso al trattamento previdenziale per coloro che maturano i requisiti per il conseguimento della pensione in tale periodo.
Nella circostanza abbiamo evidenziato che parallelamente all’emanazione del regolamento per le misure di armonizzazione, occorre avviare un definitivo confronto sulla previdenza complementare e sul riordino delle carriere. Il Vice Capo della Polizia si è riservato di farci conoscere tutti gli elementi richiesti prima di avviare un successivo confronto che per le scriventi OO.SS. dovrà tenersi con il Governo, come previsto dalle norme che disciplinano i rapporti e le materie di confronto negoziale tra sindacati di Polizia e Governo. “Tecnologia HYST: dalle biomasse alimenti ed energia sostenibile”

Montelibretti (RM) 23 Febbraio 2012 – ore 10.00/13.00 CNR: Area della Ricerca RM1 Via Salaria Km 29.300 il CNR (Consiglio Nazionale delle Ricerche) e l’Associazione Scienza per l’Amore, in collaborazione con la società BioHyst, organizzano il convegno: “Tecnologia HYST: dalle biomasse alimenti ed energia sostenibile”. La tecnologia HYST (Patent Application WO 2011/061595A1) è un sistema di trattamento delle biomasse, che agisce per via esclusivamente fisica “disaggregando” le strutture dei vegetali attraverso ripetuti stadi d’urto ad alta velocità tra i frammenti del materiale processato. È un procedimento semplice, a basso costo e a impatto ambientale nullo, alternativo ai comuni processi che modificano la materia per via chimica o termochimica. I risultati sin qui conseguiti autorizzano a ritenere che il sistema HYST possa essere una soluzione per la valorizzazione di molte biomasse, tra cui scarti e sottoprodotti, al fine di conciliare necessità alimentari ed energetiche. Impiegare la stessa biomassa per più scopi è il concetto chiave: una risorsa per cibo, energia, chimica, farmacopea. La tecnologia HYST nasce nell’ambito di un progetto umanitario, oggi chiamato Bits of Future: food for all, promosso dall’Associazione Scienza per l’Amore. Lo scopo di tale progetto è quello di sostenere la crescita dei Paesi in Via di Sviluppo ottimizzando, attraverso la HYST, l’utilizzo delle risorse locali per combattere la fame, la povertà e le carenze energetiche. Church, Charity and Business Leaders Call for Community Energy Revolution

Swindon, England, (PRNewswire)The National Trust, along with a coalition of civil society leaders from UK organisations with over twelve million members, has called for community energy to play a substantial role in meeting the country’s climate change targets.Leading figures from The Co-operative; the National Trust; The National Federation of Women’s Institutes; the Church of England and Campaign to Protect Rural England will today meet Chris Huhne, Secretary of State for Energy and Climate Change, to launch their joint ‘vision for community energy’, which supports dramatically scaling up the number of community owned renewable energy projects across the country, and to discuss how the Government can best assist.The National Trust has been working on its low carbon villages (LCV) project which aims to tackle the disillusionment and helplessness that many people feel about climate change in two Trust owned villages, Coleshill in Oxfordshire, and Cambo on the Trust’s estate at Wallington, Northumberland. Through a process of engagement over a three-year period, LCV aimed to develop positive and practical solutions that could set villagers on a journey to low-carbon living. The energy projects the charity has undertaken across all of its places as part of its commitment to generating half of the UK’s energy from renewable energy sources by 2020 can be seen on the National Trust energy map, found on the charity’s site.Patrick Begg, Director of Rural Enterprise at The National Trust, commented: “Many other European countries are way ahead of the UK, as we found out when visiting German communities last year. Reed.co.uk Advise Jobseekers to Harness Social Media

Over the past 27 years, Haier has endeavored to establish a world-famous brand in the international marketplace. So far, it has established 61 sales centers, 10 R&D centers, and 21 industrial parks across over 160 markets. It has also been ranked by Euromonitor as the No. 1 Global Major Appliances brand in terms of market share in the world for years consecutively.Based in Osaka, Haier’s Asian headquarters oversees two R&D centers in Tokyo and Kyoto, respectively. It has registered a capital of 250 million yen to date, and currently has 220 employees. Humanitarian, rehabilitation and development assistance

Leaders from United Nations agencies and representatives of affected governments and major donors today called for an urgent scale-up of humanitarian, rehabilitation and development assistance to respond to rising levels of hunger in the Sahel region, caused by the combined effects of drought, high food prices, displacement and conflict. “This is a devastating drought. It’s throwing more than 10 million people into grave food and nutrition insecurity. Today, more than one million children are facing urgent malnutrition which can have devastating long-term consequences,” said UN World Food Programme (WFP) Executive Director Josette Sheeran, following a high-level meeting at WFP headquarters in Rome. Leaders attending the meeting called for a comprehensive, rapid and robust response to the crisis to address the needs of the most vulnerable – especially women and children – among the millions who have been affected by drought. They called for a combination of relief with early recovery and longer term development actions. In addition, they resolved to work together to meet immediate food security and nutritional needs of affected people, while supporting programmes that address the root causes of problems and help to strengthen resilience of communities living in areas that are affected by chronic drought. This would include support to smallholder farmers to improve self-reliance and resilience in the face of difficult climatic and economic conditions.All agreed on concrete steps to pave the way for a successful transition to early recovery and lay the foundation for sustainable development.Participants agreed on the following course of action:
• Support for short-term food security and nutrition crisis response, developed by and between national governments across the region, and regional organizations that can increase access to food, with a positive impact on the nutritional status of the most vulnerable populations. Scale up of existing safety net programmes as part of well-designed social protection systems and leveraging existing national food reserves, while safeguarding the productive assets and income sources of the most vulnerable to boost local food production.
• Delivery of targeted emergency food assistance, including- where appropriate – cash for work programmes, cash transfers and food vouchers, strengthening local markets and linking local production and consumption. Assistance would include delivery of targeted emergency food programmes through nutritionally enhanced products for young children and nursing or pregnant mothers, as well as therapeutic foods for children suffering from severe acute malnutrition.
• Deployment of early warning information management systems that support the repositioning and consolidation of needs assessments and provide regular, timely, and accurate updates on the evolving humanitarian situation. Use of this information to guide targeting of interventions, to help monitor progress to facilitate the development and implementation of comprehensive, integrated plans at the country level to reduce the risk of such crises recurring.
• A quick and effective response to the current internal and external displacement of populations in Mali as a result of fighting between the insurgents and Malian military forces, which will compound the already severe situation, most particularly in Mauritania, Niger and Burkina Faso.
• Development and implementation of plans that simultaneously provide for immediate assistance to avert a more severe humanitarian crisis during the coming lean season, while addressing the underlying causes of the crisis and allowing for early recovery of communities living in areas hardest hit by drought and lack of access to food.
• Continued support to the Governments of the Sahel and regional organizations to strengthen their capacity to address the structural causes of the recurring food crises in the region, including by targeted approaches to overcome obstacles in meeting the Millennium Development Goals, particularly Goal 1: reducing by half, the proportion of people living in hunger and poverty by 2015.
• Development of strategies and approaches that take into account the prevailing insecurity and recognise the need to incorporate disaster risk reduction, community security and conflict prevention interventions as integral to the response to the region.
• Build household, community, national and regional resilience to external shocks by supporting sustainable agricultural development, encouraging investment in smallholder agriculture and livestock systems and the creation and full implementation by ECOWAS of a pilot regional emergency humanitarian food reserve system, complementing the national food security instruments.
• Enhance coordination among UN agencies, national governments, regional institutions, non-governmental organisations, civil society groups, donors and other development partners to support an integrated and efficient response to humanitarian needs and medium to longer-term development needs of affected populations that will constitute an enduring response to the crisis.
• Immediate action by international donor community to mobilise the resources necessary to support the humanitarian, rehabilitation and development response to emergency needs affecting over 10 million people in the Sahel region, as well as longer-term recovery and food security programmes.
• Build partnerships for integrating humanitarian and long-term development approaches as part of a comprehensive strategy to build up resilience in the Sahel countries.
• Mainstreaming of disaster risk reduction into national development frameworks with a special attention to food security, and support for social protection programmes to assist the most vulnerable populations.
At the Rome meeting, participants included, the leadership of the UN World Food Programme (WFP), the Food and Agriculture Organization (FAO), the International Fund for Agricultural Development (IFAD), the UN Development Programme (UNDP),the Office for the Coordination of Humanitarian Affairs (OCHA), the European Commission’s Humanitarian Aid and Civil Protection department, joined by senior representatives from the United Nations Children’s Fund (UNICEF), the UN High Commissioner for Refugees (UNHCR), United States Agency for International Development (USAID) , representatives of the African Union (AU), Economic Community Of West African States (ECOWAS), the International Council Voluntary Agencies (ICVA), and a broad representation of donor governments, as well as WFP board members.

groups of people interact with each other and the landscapes they occupy. The result of these endeavours is Vitali’s crisp, unified and unmistakable style. In this film, Vitali allows himself to be observed during a series of shoots in the height of summer. Back in his studio, he goes through his prints and muses about his process and the beautiful subtleties he captures in apparently insignificant events.
