Vogliamo essere guidati

Il destino dell’essere umano non sembra quello di agire da solo ma di farlo in comunità sotto la guida di un leader che a un certo punto riconosciamo per tale. Se ci limitiamo al solo caso italiano, ma non siamo soli nel mondo, ovviamente, e limitiamo la riflessione agli eventi più recenti possiamo dire che Mussolini ha rappresentato tutto questo, nel bene e nel male, ma anche il coevo Hitler nella colta Germania non è stato da meno. Nel nostro paese è seguita, negli anni post-bellici, una ricerca spasmodica del leader. La stessa democrazia cristiana e il partito comunista ci hanno mostrato vari campioni da De Gasperi ad Andreotti, da Togliatti a Berlinguer. Ne avevano il carisma ma, ad eccezione di Andreotti, erano una specie di scirocco che durava tre giorni e poi spariva. Ci volle negli anni novanta lo choc imposto dai giudici di mani pulite per far emergere una figura di leader e l’impressione che fosse incrollabile sotto la scure dei processi che furono intentati a suo carico e degli intrighi di palazzo. Divenne per molti italiani l’uomo del destino e se ne fecero carico a dispetto di tutto e di tutti. Ma avere nel sangue la leadership non significa, necessariamente, essere un dittatore o un popolano del taglio di Masaniello. Significa rappresentare un disagio esistenziale reale e declamarlo con forza e convinzione. Questo è per me Grillo. E il popolo che lo segue è quello che è crollato subendo il peso di chi lo ha tradito con il sistema del pifferaio e chi crede di governare con un’ubriacatura di democrazia del consenso nella logica del tutto cambiare per nulla cambiare. Halifax Reduces Mortgage Rates

HAlifax, England, PRNewswire Halifax has announced a number of rate reductions across its range in a move to further support the UK’s mortgage market. Available from today (19th March), selected rates have been reduced by up to 0.30% on a number of fixed rate and tracker mortgages.
2 year 60 % LTV fixed homemover product reduced by 0.10% to 2.49 % for properties under £150,000 (£995 fee), and reduced by 0.20% to 1.99 % for properties over £150,000 (£1,995 fee). 2 year 75% LTV fixed remortgage rates reduced by 0.20% to 2.89% for properties under £150,000 (£995 fee), and reduced by 0.30% to 2.39% for properties over £150,000 (£1,995 fee). 2 year 80% and 85% LTV fixed and tracker remortgage rates reduced by 0.20%. Upon completion of their mortgage, Halifax customers will also receive £500 cashback to help with the cost of moving. This offer is available on all first time buyer and home mover products until 5th April 2013.

The gap between men and women’s earnings has narrowed over the past decade as women’s earnings have risen faster than men’s. Women’s earnings for full-time employees have increased by 37%, on average, in the last ten years compared with a 30% rise for men, reducing the premium for male earnings from 40% in 2002 (£27,829 against £19,911).Women’s earnings have fared better during the financial and economic downturn, rising by an average of 13% between 2007 and 2012 compared with a 7% increase for men.Nevertheless, men in full-time employment continue to be paid significantly more than women in full-time employment. Fondi europei per 3.6 milioni di euro per ex-lavoratori di Agile S.r.l.

La commissione per i bilanci del Parlamento europeo ha approvato martedì finanziamenti per un valore di €3.689.000 dal Fondo europeo di adeguamento alla globalizzazione (FEG) per sostenere il reinserimento nel mondo del lavoro di 856 ex dipendenti della ditta italiana di servizi informatici Agile S.r.l.. L’azienda è fallita nel 2010 a causa di una forte flessione della domanda.
Agile Srl, una società informatica presente in 12 delle 20 regioni italiane, era nel processo di cambiare la sua strategia commerciale quando la crisi ha colpito il settore e tagliato l’azienda fuori sia dalla domanda sia dal credito. L’azienda, che era in procinto di terminare l’offerta di servizi di call center a livello locale per lanciare una un’offerta integrata di servizi IT a livello multi regionale, si è trovata con pesanti perdite e, infine, in una situazione d’insolvenza. Di conseguenza, Agile ha dovuto ridurre il personale di 1.257 persone: fra questi 856 avranno il sostegno finanziario del FEG.
I fondi del FEG possono essere utilizzati per misure di reinserimento nel mondo del lavoro, come l’orientamento professionale, le indennità, per la ricerca, la formazione professionale e l’aggiornamento delle competenze, I contributi a lanciare un business, e i contributi per un cambio di residenza o per gli spostamenti. L’Italia aveva chiesto già nel dicembre 2011 il finanziamento del FEG, ma la valutazione finale della domanda da parte della Commissione europea è stata approvata solo a ottobre 2012. Per I deputati della commissione bilanci, la procedura è stata troppo lenta.
La proposta è stata approvata con 30 voti a favore e 2 contrari. Sarà necessaria l’approvazione della plenaria, prevista durante la sessione di aprile a Strasburgo, e del Consiglio, affinché I fondi possano essere erogati.
Il FEG prevede aiuti per i lavoratori che si sono trovati in esubero a causa di cambiamenti strutturali nei flussi commerciali mondiali. Questa è la prima domanda FEG a essere approvata nel quadro del bilancio 2013.

Credito:banche tagliano 167 milioni al giorno

Ogni giorno le banche hanno tagliato i prestiti alle imprese e alle famiglie italiane per un ammontare pari a 167 milioni di euro. Mentre la media mensile della riduzione degli impieghi è pari a 3,5 miliardi di euro. In totale, tra gennaio 2012 e gennaio 2013, la contrazione del credito alla cosiddetta economia reale è stata pari a 42,2 miliardi. Queste le conclusioni più rilevanti del rapporto del Centro studi Unimpresa sul credito delle banche a famiglie e imprese. La media giornaliera è stata calcolata prendendo in considerazione i soli giorni lavorativi (253 nel 2012). Complessivamente lo stock di finanziamenti erogati dagli istituti di credito si è ridotto del 2,79%, calando dai 1.516,4 miliardi del gennaio 2012 ai 1.474,1 del gennaio 2013. Dati che evidenziano un sensibile credit crunch.
Nel dettaglio, i prestiti alle imprese sono passati da 899,3 miliardi di euro del 2012 a 865,7 miliardi di inizio 2013 con una riduzione del 3,74%, vale a dire 33,6 miliardi in meno nell’arco di un anno; ogni mese, perciò, la riduzione è stata pari a 2,8 miliardi che vuol dire una media giornaliera di 133 milioni. Guardando alla durata dei finanziamenti, sono diminuiti sia quelli a breve (fino a 1 anno) passando da 349,3 miliardi a 334,5 miliardi (-13,8 miliardi cioè -3,95%), sia quelli a medio periodo (fino a 5 anni) calati da 132,3 miliardi a 126,7 miliardi (-5,6 miliardi cioè -4,28%). Giù anche i prestiti al lungo periodo (oltre 5 anni) che hanno fatto registrare una contrazione di 14,1 miliardi (-3,4%) passando da 417,6 miliardi a 403,4 miliardi.
In difficoltà anche le famiglie che si rivolgono alle banche per avere prestiti. La stretta ai rubinetti riguarda sia il credito al consumo sia i mutui per l’acquisto della casa. In totale, l’ammontare dei finanziamenti alle famiglie è passato, tra gennaio 2012 e gennaio 2013, da 617 miliardi a 608,4 con un calo dell’1,39%, cioè 8,5 miliardi; ogni mese, perciò, la riduzione è stata pari a 716 milioni che vuol dire una media giornaliera di 34 milioni. Un volume di denaro assai consistente che poi ha contribuito a determinare, insieme con l’aumento della pressione fiscale (in particolare l’Imu), il crollo del mercato immobiliare. I mutui hanno visto una diminuzione di 2,3 miliardi di euro (-0,65%) da 367,1 miliardi a 364,7. Il credito al credito al consumo e gli altri tipi di prestiti personali sono scesi da 249,5 miliardi a 243,7 con una contrazione pari a 5,8 miliardi (-2,34%).
“Ogni volta che analizziamo i dati sul credito ci convinciamo che uno dei motivi della recessione nasce proprio dal motore dei prestiti fermo” osserva il presidente di Unimpresa, Paolo Longobardi. “La possibilità di far ripartire l’economia, quindi, si fonda proprio dalla capacità di rimettere in moto i finanziamenti alle imprese e alle famiglie” aggiunge Longobardi convinto che “va rimessa in circolazione liquidità, per consentire alle famiglie di spendere, quindi ai consumi di ripartire, e alle famiglie di fare investimenti e guardare al futuro con fiducia. Se ne occupi il prossimo Governo: quello del credito insieme col fisco deve essere la priorità. Questo dimostra che non intendiamo gettare la croce addossi ai banchieri, i quali devono fare i conti con gli effetti devastanti della crisi e della recessione, a cominciare dall’aumento delle sofferenze, cioè dei prestiti che non vengono rimborsati proprio per l’economia che ristagna. E’ una spirale negativa che va interrotta, ma servono misure da parte dello Stato e altissimo senso di responsabilità da parte dei partiti politici che proprio in queste ore discutono circa la formazione di un nuovo Esecutivo: l’Italia è a un bivio”.

BRICS development bank can rival IMF and World Bank

Professor of International Business Geoffrey Wood believes the new BRICS development bank can rival the International Monetary Fund (IMF) and the World Bank if it can reconcile its competing agendas. Leaders of the so-called BRICS nations – Brazil, Russia, India, China and South Africa – are in Durban putting together the new bank, which will initially focus on infrastructure and development projects. The BRICS nations make up 40 per cent of the world’s population and 17 per cent of world trade and though where it will be based and how much capital it will have is yet to be decided Professor Wood, of Warwick Business School, can see it becoming a big attraction for emerging markets.
“The track record of the IMF and World Bank austerity policies are very mixed, and there is little doubt that many nations would welcome an alternative to these bodies,” said the Warwick Business School Professor. “This is likely to make the BRICS development bank hugely influential if, indeed. But, in the short term, this is contingent on the extent to which it reconciles the competing agendas of the BRICS countries. “Most people assume that the current economic crisis has led to a great strengthening of the power of the World Bank and the IMF, and that this power is largely uncontested. What is interesting however, are the limits of the power of these bodies. “The aftermath of the Asian financial crisis saw a number of countries in Asia – and Russia as well – stockpiling foreign exchange reserves precisely so they did not have to make recourse to the IMF or World Bank again. “The proposed BRICS development bank represents an important new development, that, potentially further circumscribes the influence of these bodies. “The BRICS development bank will be extremely attractive to many developing countries who have had their fingers burned through engaging with the World Bank and the IMF. “In theory, the BRICS bank could erode the role and status of the IMF and the World Bank. However, the details of how the BRICS bank is governed and how it will operate remain unclear. What is even unclear is the amount of initial capitalization; very different sums of money are being bandied about. It will certainly be some years before the bank is operational, but in the long term it could have a significant impact.” The bank would have access to a huge and growing market, though the power struggle between the nations involved could lead to difficulties says Professor Wood.“China holds vast foreign exchange reserves and is likely to be, in some manner or other, the dominant player in the BRICS bank,” said Professor Wood.
“As the weakest BRICS member, South Africa has perhaps most to gain from establishing the bank, although all may gain from the international clout the new body may confer.“South Africa is the smallest BRICS member and has become increasingly reliant on minerals exports, which provide volatile revenue streams and, ultimately are a depleting resource.“South Africa could be faced by a balance of payments crisis in the future, and the BRICS bank could potentially be a lifeline for it.”

International Centre on Birth Defects

ICBD – Alessandra Lisi International Centre on Birth Defects and Prematurity – Centro Collaborativo dell’Organizzazione Mondiale della Sanità, ha presentato a Roma in mattinata il mese della prevenzione dei difetti congeniti e della prematurità per accendere i riflettori sulla salute riproduttiva e preconcezionale attraverso una serie di iniziative informative e l’invito a visitare il sito http://www.primadellagravidanza.it.
Ha aperto i lavori Davide Cavazza, Unicef, che ha evidenziato la necessità di fare rete tra le istituzioni che si occupano della salute dei bambini: “Oggi siamo sempre più consapevoli di quanto si deve fare per azzerare la mortalità infantile e migliorare le condizioni di vita dei bambini in ogni angolo della Terra. Ma non è possibile demandare tutto all’Onu: ognuno deve fare la sua parte, promuovendo azioni concrete dall’informazione alle iniziative sul campo. Unicef Italia è ben felice di sostenere la campagna ICBD di prevenzione degli esiti avversi in gravidanza per far nascere sempre più bambini in piena salute”.
Il prof. Pierpaolo Mastroiacovo, direttore ICBD, ha sottolineato nel suo intervento le azioni da mettere in campo per diffondere il messaggio della campagna che durerà tutto il mese di aprile con incontri informativi in tutta la penisola: “Ogni cittadino ha il diritto di essere informato sulle nuove conoscenze scientifiche che ogni giorno si raggiungono, con piccolissimi e impercettibili passi, e che incidono sull’esistenza di noi tutti”. E, a proposito della campagna di comunicazione: “Diamoci tutti da fare, ciascuno nel proprio ambito, per divulgare con testardaggine alcune regole di salute che possono contribuire a far nascere più bambini sani nelle prossime generazioni e con un bagaglio di salute più robusto”. In quest’occasione sono presentati i primi risultati di uno studio, coordinato da ICBD, e realizzato in sette ospedali del nostro Paese sui fattori di rischio preconcezionale nelle neo mamme: il 41% è over 35, il 58% non ha effettuato indagini preliminari e solo il 28% assumeva acido folico prima della gravidanza, ma il 65% ha programmato la maternità (si veda cartella stampa allegata). Una prevenzione che deve essere fatta anche in ospedale come ha spiegato il prof. Vincenzo Scotto di Palumbo, direttore U.O. Ostetricia e Ginecologia dell’ospedale S. Spirito di Roma, “La nostra esperienza tra il 2011 e il 2013, in piena aderenza alle linee guida ICBD, con la costituzione di un ambulatorio preconcezionale tra i primi in Italia, ha visto l’inserimento dell’Ambulatorio nel percorso nascita. Con un grande punto di forza è una struttura pubblica, completamente gratuita”. Non è un percorso semplice, ma necessario perché l’ospedale sia un ponte tra territorio e cittadino “Vi sono difficoltà da superare tra cui la diffusione del progetto di promozione della salute prima della gravidanza, occorre comunicare la novità dell’ambulatorio, concentrando l’attenzione della popolazione sulla prevenzione primaria degli esiti avversi della riproduzione”. Vi sono azioni immediate da portare avanti, a costi davvero minimi: “In questi due anni abbiamo collaborato alla realizzazione di un modello informatico del questionario e del colloquio. In futuro la nostra azienda sanitaria potrebbe realizzare la consulenza online rispettando le normative richieste a un’azienda pubblica”. Ha chiuso la mattinata, la relazione di Alberto A. Tozzi, Pediatra dell’UO Epidemiologia del Bambin Gesù di Roma: “Non si dice mai abbastanza che con l’arrivo di internet, con la diffusione dei social network, il rapporto dei pazienti con le patologie, ma ancor prima con le misure di prevenzione, è cambiato. Oggi il paziente è informato: dal 60 all’80% delle donne in età fertile ha acceso a internet e arriva dal medico con le idee molto più chiare rispetto agli anni passati”. E prosegue spiegando che: “Nel campo della prevenzione in epoca preconcezionale, la probabilità di un incontro tra medico e paziente non è elevata, dato che la raccomandazione di effettuare una visita medica in epoca preconcezionale è ancora scarsamente seguita. Il ruolo dell’unità operativa Malattie multifattoriali e fenotipi complessi dell’Ospedale Bambino Gesù, è monitorare attraverso Internet le esigenze informative delle donne che pianificano una gravidanza e offrire loro, attraverso lo stesso canale, raccomandazioni personalizzate. A breve, saremo in grado di elaborare un vero sistema di sorveglianza epidemiologica e una piattaforma web dedicata alle donne che pianificano una gravidanza attraverso la quale queste ultime potranno ottenere informazioni personalizzate secondo il proprio profilo di rischio”.

FDA Approves Dotarem® (gadoterate meglumine), First Macrocyclic and Ionic Gadolinium-based Contrast Agent in USA

Dotarem® — which has been commercialized widely throughout the world since 1989 and more than 37 million doses administered[1] — is the only macrocyclic and ionic GBCA. Rischi per il pancreas dei nuovi antidiabetici

L’Agenzia europea dei medicinali (Ema) sta riesaminando i dati di un gruppo di ricercatori universitari indipendenti che suggeriscono un aumento del rischio di pancreatite e modificazioni cellulari pre-cancerose chiamate metaplasie del dotto pancreatico nei pazienti con diabete di tipo 2 trattati con gli incretino-mimetici, agonisti del recettore del peptide-1 glucagone-simile (Glp-1), o con gli inibitori della dipeptilpeptidasi-4 (Dpp-4). I risultati si basano sull’esame di un piccolo numero di campioni di tessuto pancre atico, ottenuti da donatori con o senza diabete mellito, morti per cause diverse dal diabete. Il Comitato per i medicinali per uso umano (Chmp) dell’Agenzia e il Comitato di valutazione dei rischi per la farmacovigilanza (Prac) stanno attualmente riesaminando le informazioni fornite dai ricercatori per determinare la necessità di eventuali ulteriori azioni regolatorie. L’Agenzia non ha ancora raggiunto alcuna conclusione e non vi è necessità per i pazienti di interromperne l’assunzione. Gli effetti sul pancreas erano stati identificati come un possibile rischio di questi medicinali già durante la valutazione iniziale per l’autorizzazione all’immissione in commercio. Attualmente centri di farmacovigilanza indipendenti in tutta l’Unione europea sono impegnati nella raccolta dei dati di sicurezza sui farmaci per il diabete. Lo studio Safeguard, finanziato dalla Commissione europea e realizzato nell’ambito della Rete europea dei centri per farmacoepidemiologia e farmacovigilanza (ENCePP), sta esaminando, tra l’altro, evidenze di pancreatite farmaco-indotta per medicinali che agiscono sul Glp-1 autorizzati prima del 2011, quando è stato avviato lo studio. Il sospetto

L’incontro tra i capigruppo del M5S e Bersani si è tenuto per la prima volta, in assoluto in Italia, in diretta streaming. Un fatto che ci saremmo aspettati ricco di apprezzamenti ed invece i maggiori commentatori politici, della carta stampata, hanno avanzato il sospetto che si trattasse poco meno di una sceneggiata dove sarebbe prevalso il preconfezionato rispetto ai possibili accordi sottobanco. E’ un passaggio che la dice lunga sul modo di pensare di un certo ambiente giornalistico abituato da qualche tempo a giudicare il pensiero politico non per quello che si dice ma per quello che si fa, ovvero il contrario delle dichiarazioni di facciata. Qui ci riporta, inevitabilmente il discorso sulla “fiducia” che i partiti tradizionali hanno persa proprio per i loro “vuoti di memoria” e il malessere, che ne è derivato, degli italiani. Anche l’affannarsi di Bersani nel contattare le parti sociali è un’altra concitata ricerca di trovare il consenso mentre ha finto di non sapere che sull’altro versante esiste un movimento che, elettoralmente parlando, ha espresso proprio quelle parti sociali dando loro voce sul tema della fiducia e della credibilità. E’ un indubbio fatto culturale. E’ mancata troppo a lungo la coerenza tanto che se si vuole realisticamente tirarne le somme non indugerei, se fossi il capo dello stato, ad affidare il mandato pieno al movimento cinque stelle. Una donna al Quirinale

Si approssima la data in cui il Parlamento e i rappresentanti delle regioni saranno chiamati per eleggere il nuovo capo dello Stato. S’intensificano, in pari tempo, i contatti tra le forze politiche sia alla luce del sole sia nell’angolo più scuro del “Palazzo”. E’ un ciarlare che ha come comune denominatore la spartizione dei poteri, la preoccupazione di assicurarsi un certo controllo nei confronti del nuovo inquilino del colle più alto. Non si pensa ad altro e si prescinde dalla figura più rappresentativa, da quella che potrebbe imprimere una svolta al sistema Italia e ad avviarlo verso una reale modernizzazione a partire proprio dalle rappresentanze istituzionali. Un primo passo falso, purtroppo, è venuto con le candidature dei due rami del Parlamento. Persone, intendiamoci, di tutto rispetto, ma troppo inclini alla sudditanza partitocratica. Ora vi è l’opportunità di uscire dagli schemi tradizionali per puntare a un cambiamento che abbia un doppio significato proponendo una donna che per la sua levatura morale e per il suo impegno sociale possa interfacciarsi con più autorevolezza con gli interessi generali del paese. I tempi, del resto, sono maturi per una siffatta svolta se pensiamo che già abbiamo ottenuto un risultato significativo eleggendo più donne in parlamento e facendo abbassare l’età media degli eletti. New Cardiac Electrical Biomarker Featured In Johns Hopkins Abstract Demonstrates Strong Correlation To High Sensitivity Troponin To Rule Out Acute Myocardial Ischemic Injury

Because of this, VectraCor, Inc., an emerging medical device company for cardiovascular solutions, is pleased to announce that The Johns Hopkins Hospital presented an abstract at the ACC conference in San Francisco that utilized their VectraplexECG System. The abstract, entitled New Cardiac Electrical Biomarker Measured on 12-Lead ECG Strongly Correlates with High Sensitivity Troponin in Patients Admitted to the Emergency Department to Rule Out Acute Myocardial Ischemic Injury, was presented by Dr. Larisa Tereshchenko, M.D., Ph.D., FAHA, of The Johns Hopkins Hospital. The VectraplexECG System incorporates a novel biomarker, the Cardiac Electrical Biomarker™ (CEB™), which in real-time, detects ECG changes suggestive of an Acute Myocardial Infarction (AMI/Heart Attack). The CEB™ is an easy-to-read index number that will continuously display as the patient is monitored, potentially leading to faster treatment and clinician intervention for patients in the Emergency Department. Data was analyzed on 130 patients, participants of a prospective cohort study, admitted to the emergency department (ED) to rule out acute myocardial infarction. Overall, 475 ECGs and 489 High Sensitivity Troponin (HST) measurements were included in the analysis. The CEB™ showed a strong, positive correlation with (HST) (r=0.560; P=0.0007). The current “gold standard” for AMI detection is a long process which can continue up to 24 hours and involves placing 10 electrodes to produce a 12-lead ECG and measuring cardiac serum biomarkers (i.e. troponin) every 3-6 hours via invasive blood draws. The VectraplexECG System (FDA-cleared/CE Marked) uses only 5 electrodes to detect ECG changes suggestive of AMI and derives a 15-lead ECG (US) and the 22-lead ECG (EU). This will give the clinician more information with fewer electrodes, while potentially reducing lead placement error.
