American Chemical Society honors Senator Udall, Congressman Smith and OSTP Director Holdren for Public Service

WASHINGTON.White House Office of Science and Technology Policy (OSTP) Director John P. Holdren, Ph.D., U.S. Rep. Lamar Smith (R-Texas) and U.S. Sen. Mark Udall (D-Colo.) will receive the American Chemical Society’s (ACS’) 2013 Public Service Award for their vision and leadership in public policy that benefits science, engineering and innovation.

Romania Modernizes Revenue Administration

WASHINGTON.The World Bank’s Board of Executive Directors today approved the EUR70 million Revenue Administration Modernization project for Romania. Through this project, the World Bank is partnering with the country to increase effectiveness and efficiency in the collection of taxes and social contributions; increase tax compliance; and reduce the administrative burden on taxpayers to comply with their responsibilities under the tax laws. The National Agency for Fiscal Administration (NAFA) will manage the implementation of the project.Modernization of revenue administration is an important component of the Government’s economic reform program. Despite recent fiscal adjustment efforts, the external environment in Europe and weak growth in Romania will continue to pose a risk to macroeconomic stability. Given the limited headroom for new spending there is a strong interest in improving the efficiency and effectiveness of revenue collection. The government of Romania places importance on an effective tax administration that can encourage voluntary compliance and deal with tax evasion in a more efficient and technology-aided environment.The World Bank’s Doing Business Report 2013 shows that in Romania there is still much to be done to improve the ease of paying taxes and reduce the high number of tax payments. Also, Romania has a large number of small taxpayers facing a complex tax regime – both taxpayers and NAFA must use resources to manage their responsibilities disproportionate to the revenue contribution made by this segment of the economy.Revenue performance gains during the boom years of 2004-07 were modest with the revenue-GDP ratio rising from 27.2 to 29.0 percent; while revenue losses during the recession were severe, with tax-GDP ratio dropping back to 27.2 percent in 2010. Romania’s tax efficiency index is one of the lowest in EU countries, at 54 percent and 61 percent for VAT and social contributions respectively.Investments in key government institutions, including and not limited to revenue administration, are an important pre-condition for Romania to continue its convergence with the European Union.A modernized NAFA means one that is more efficient and effective. In general, a modern tax administration will seek to minimize direct contact with the taxpayer, and taxpayer service is provided through the use of a robust self-service website, through an accessible call center, and other means available. Reduced physical contact also minimizes opportunities for corrupt behavior. The project will implement an improved taxpayer service function to meet these challenges. Once the project will be completed, NAFA staff will be properly trained and distributed across the organization, with a focus on staff re-assignment to key areas such as audit and debt collection.The development of the project design has been informed by past work, including a recent World Bank functional review of the Ministry of Public Finance, several International Monetary Fund (IMF) diagnostic reports, and various European Union (EU) studies. There are four main project components: (1) institutional development; (2) increasing operational effectiveness and efficiency; (3) taxpayer services and corporate communication; and (4) project coordination and management. The loan is a LIBOR-based Euro single currency IBRD Flexible Loan plus fixed spread, with 12-year maturity, including a five-year grace period, with level repayment pattern. The expected effectiveness date is October 2013.

World Bank Continues Helping Industrial Enterprises in Uzbekistan Become More Energy Efficient

WASHINGTON. The World Bank’s Board of Directors today approved a US$100 million credit to the Republic of Uzbekistan as an Additional Financing to the Energy Efficiency Facility for Industrial Enterprises Project (UZEEF). The project is helping improve energy efficiency in the industrial sector resulting in reduction of power and fuel usage, and greenhouse gas emission. The proposed additional credit will co-finance energy efficiency sub-projects in industrial enterprises and ensure transfer of state-of-the-art technologies.Uzbekistan is one of the most energy intensive countries in Eastern Europe and Central Asia and a large carbon dioxide emitter. Reducing energy consumption and conserving energy are top economic priorities of the government. There is a wide consensus that the potential for energy savings is huge through implementation of energy efficiency measures in the industrial sector that uses outdated machinery and equipment. The project’s objective is to improve energy efficiency in industrial enterprises by designing and establishing a financing mechanism for energy saving investments. Improving energy efficiency and reducing energy consumption in industrial enterprises will improve the overall competitiveness of the Uzbek economy, free up scarce energy resources, and reduce greenhouse gas emissions.The original UZEEF project has been successful and it is expected that the credit will be fully disbursed by the end of 2014, about 12 months ahead of original plans. The original project finances sub-projects with estimated energy savings of more than 50,000 MWh. The additional financing would further enhance and scale up the development impact of the project by financing more energy efficiency sub-projects with approximately 200,000 MWh energy saving potential and 400,000 tons of CO2 emissions reduction cumulatively.Two state-owned banks (Asaka Bank and Uzpromstroybank) and a private bank (Hamkorbank) are the financial intermediaries for the project. Although the industrial sector is quite varied, typical energy efficiency investments involve simple replacements or upgrades of boilers, replacement of outdated equipment and machinery, installation of variable speed drives, and the use of wasted heat for power generation. Energy intensive industries, such as metallurgy, chemical, building materials, and the food processing, with a relative high share of energy consumption in total production costs, are particularly good candidates for energy efficient investments.

World Bank Continues to Support Croatia’s Innovation Potential

WASHINGTON.The World Bank’s Board of Executive Directors today approved the Second Science and Technology Project (STP II) in the amount of EURO20 million (USD$26.24 million equivalent). STP II will help those involved in research and innovation, including public research institutions, scientific communities, high performing scientists, and young researchers, to fully benefit from EU accession by increasing their capacity to apply for and implement EU-funded projects.STP II builds on a successful previous Science and Technology Project designed to strengthen Croatia’s innovation potential and increase its competitiveness by supporting the design and implementation of R&D programs managed by the Business Innovation Croatian Agency (BICRO) and the Unity through Knowledge Fund (UKF). It also assisted public research organizations to commercialize their research and improve the collaboration with the business sector.STP II will continue to support programs for small- and medium-enterprises (SMEs) and scientists helping them to benefit from EU funds. This will be done by assisting selected public sector institutions design proposals and implement projects financed by EU funds. Through R&D financing, the project will help stimulate the demand for EU funds from the business and scientific communities, particularly SMEs, high performing scientists, and young researchers.“Experience from other EU member states shows that efficient use of EU funds for R&D and innovation has led to growth and productivity increases as well as creation of high skilled jobs, including for youth and women. This is of particular importance in times of economic crisis when public and private investments in R&D and innovation are limited.” said Mamta Murthi, Country Director for Central Europe and the Baltic Countries. “It is, therefore, vital for Croatia to seize the opportunity and efficiently use the forthcoming EU funds to further boost Croatia’s innovation potential. We are very pleased that Croatia has again chosen the World Bank to partner in this effort.”Since joining the World Bank in 1993, Croatia received support from the global development institution in the form of financial and technical assistance, policy advice, and analytical services. To date, the Bank has supported 48 projects in the amount of US$3.3 billion, and it has approved 52 grants with a total value of US$70 million.

CISAC announces first 80 speakers of the World Creators Summit

Debiti Pa, le farmacie aspettano 800 milioni di euro

Circa dieci miliardi di euro per la sola fornitura di farmaci e dispositivi medici ad alta tecnologia. A tanto ammonta il credito che vantano farmacie e imprese farmaceutiche e del biomedicale dalla pubblica amministrazione, mentre proprio la sanità nel suo complesso sarebbe la voce che pesa per circa il 50% sul totale dei debiti della Pa (stimati dalla Banca d’Italia intorno ai 90 miliardi di euro). Soldi che le Regioni e le Asl pagano con ritardi che sfiorano anche i due anni, mettendo a rischio migliaia di attiv ità private. L’esposizione di Asl e Regioni, come si legge anche nelle analisi del servizio studi della Camera sul decreto che sblocca i pagamenti della Pa, nel 2010 (ultimo dato disponibile) si attestava sui 35,6 miliardi di euro. Di sicuro però, i privati hanno fatto i conti: le farmacie, ad esempio, registrano ritardi di qualche mese nel rimborso e attualmente aspettano circa 800 milioni di euro, concentrati in Calabria, Campania, Lazio, Piemonte, Sicilia come spiega Federfarma. Se il Piemonte e nel Lazio ci si attesta su ritardi di massimo un paio di mesi, così come in Sicilia, in Calabria il ritardo medio è di tre mensilità, con un picco di 4 a Crotone, dove le farmacie aspettano anche rimborsi relativi al 2011. In Campania, dove già qualche farmacia è fallita, il ritardo medio è di 5 mensilità con un picco di 7 a Napoli. Ma a subire pagamenti troppo dilazionati nel tempo sono soprattutto le imprese: Assobiomedica as petta circa 5 miliardi di euro, soprattutto dalla Campania, con cui è stato siglato un protocollo d’intesa per lo sblocco di 585 milioni ma lo “scoperto” a febbraio 2013 era stimato in circa 824 milioni. Ma tra i peggiori ci sono anche Lazio (565 milioni), Piemonte (480 milioni) e Calabria (458 milioni). Le industrie farmaceutiche, secondo le stime di Farmindustria, aspettano circa 4 miliardi di euro, con una media nazionale di ritardo nei pagamenti di 236 giorni negli ultimi 4 trimestri, che vedono in prima fila il Molise con 749 giorni, seguita a stretto giro dalla Calabria (672 giorni) e con un margine di distanza dalla Campania, che paga i produttori di farmaci con circa un anno di ritardo. Ma è lunga la lista dei creditori per i quali il decreto sblocca-pagamenti mette a disposizione in due tranche 14 miliardi di euro, più di un terzo del totale: oltre alle imprese del farmaco e del biomedicale ci sono infatti le altre forniture (a partire dagli appalti per la gestione di mense, servizio rifiuti, lavanderia), ma anche le imprese che si occupano della manutenzione e della ristrutturazione di ambulatori e ospedali e tutta la galassia delle strutture private ma convenzionate con l’Ssn. Solo gli ospedali privati aderenti all’Aiop, aspettano, secondo le stime circa 4 miliardi di euro. Ma poi ci sono anche le strutture a cavallo tra il “socio” e il “sanitario”. Senza dimenticare le migliaia di ambulatori accreditati che offrono prestazioni specialistiche, esami diagnostici, medicina fisica e riabilitativa e visite specialistiche.(fonte farmacista33)

World Jewish Congress Plenary Assembly to convene in Budapest on 5-7 May 2013

NEW YORK / BUDAPEST – The World Jewish Congress (WJC) will hold its 14th Plenary Assembly in Budapest, on 5-7 May 2013, to discuss matters of importance to the Jewish people globally, including the alarming rise of neo-Nazi political parties in several European, and other, countries, and the situation in the Middle East. 500 delegates and observers from the WJC’s affiliated Jewish communities and organizations in 100 countries are expected to convene in the Hungarian capital. Hungary’s Prime Minister Viktor Orbán has confirmed that he will address the opening dinner on 5 May. Other keynote speakers at the Plenary Assembly will include Germany’s Foreign Minister Westerwelle, Cardinal Péter Erdő, the archbishop of Esztergom-Budapest and current president of the Council of European Bishops Conferences, as well as various special envoys to the Middle East. Delegates will also elect a new WJC Executive for the next four years.WJC President Ronald S. Lauder said: “This will be a good opportunity to show that by standing united, world Jewry can make its voice heard and can improve things. Biohit Oyj buys an Italian diagnostics distributor with share issue and updates its profit guidance

Biohit Oyj Finnish healthcare company Biohit Oyj and Italian Euroclone S.p.A. have agreed an acquisition wherein Biohit Oyj buys Euroclone S.p.A. subsidiary Euroclone Gastro S.r.l. that is focused on the gastrointestinal diagnostics. Following the aquisition, Euroclone Gastro S.r.l. will form a fully Biohit-owned subsidiary, Biohit Healthcare S.r.l., to strengthen Biohit Oyj’s diagnostic distribution in Italy.Biohit Oyj’s Board of Directors has made ​​the decision about the acquisition. Acquisition agreement will be signed and the acquisition is expected to be closed during April 2013.The purchased company was founded in March 2013 to implement this transaction. Euroclone S.p.A. has previously acted as a distributor of Biohit Oyj’s diagnostics in Italy. Politica e lo psicodramma italiano

Cosa ci stia capitando come “popolo di elettori” è a dir poco sconcertante. Nel 2011 Berlusconi è stato costretto a dimettersi per evitare il tracollo dell’Italia. Così uno dei più potenti partiti del dopoguerra ha perso in tre anni circa la metà dei suoi parlamentari. E’ stato costretto ad appoggiare un governo cosiddetto di tecnici che ha fatto al suo posto il “lavoro sporco” nel rimettere in carreggiata il nostro dissesto economico e finanziario non senza farci pagare un rigore senza crescita. Nonostante ciò, come se nulla fosse, Berlusconi si è “rifatta la faccia” ed è sceso di nuovo in campagna elettorale autodifinendosi salvatore della patria. Ora da novello tribuno del popolo lancia i suoi anatemi nei confronti di chi cerca di isolarlo e invoca un governo di larghe intese. A questo punto c’è da chiedersi se viviamo in un paese normale oppure no. Noi continuiamo a votare e a seguire un uomo che ci ha portati a una crisi di sistema senza precedenti e ancora a ritrovarci, da parte di una significativa componente del Pd, a sostenerlo per un governo da gestire insieme. Abbiamo dimenticato tutto: le figuracce che ci ha fatto fare in capo internazionale, le sue vicende giudiziarie che hanno finito con il ridicolizzare la giustizia del nostro paese che per anni lo insegue per giudicarlo e tutte le volte ora per una provvidenziale prescrizione o leggi ad personam come la depenalizzazione del falso in bilancio si ritrova a capo a dodici. UNICEF / OMS: un nuovo piano per affrontare polmonite e diarrea che potrebbe salvare 2 milioni di bambini ogni anno

Un nuovo Piano d’Azione mondiale lanciato oggi dall’UNICEF e dall’OMS può salvare ogni anno 2 milioni di bambini da morti per polmonite e diarrea, due delle malattie killer per i bambini sotto i cinque anni di età. Nel 90% dei casi, queste morti avvengono nell’Africa subsahariana e nell’Asia meridionale.Il Piano d’Azione Mondiale Integrato per la Prevenzione e il Controllo della Polmonite e della Diarrea richiede una maggiore integrazione degli sforzi per prevenire e curare queste due malattie, stabilire obiettivi ambiziosi per ridurre il tasso di mortalità ed aumentare i livelli di accesso ad interventi salva vita dei bambini.
«Troppo spesso, le strategie per contrastare la polmonite e la diarrea sono condotte in parallelo, senza sinergie”, ha dichiarato Elizabeth Mason, Direttore per il Programma della Salute Materna, neonatale, infantile e giovanile dell’OMS. Ma come dimostrano paesi come Bangladesh, Cambogia, Etiopia, Malawi, Pakistan e Tanzania, integrare sempre più strettamente queste strategie ha senso sia dal punto di vista sanitario che economico».Molti fattori contribuiscono ad entrambe le malattie, per cui nessun intervento singolo può efficacemente prevenire, curare o controllare la polmonite o lo diarrea. Tuttavia, come i paesi più ricchi hanno dimostrato, ci sono degli elementi chiave per ridurre il numero di infezioni e morti causati da entrambe le malattie. Per esempio, una buona nutrizione e un ambiente pulito aiutano a proteggere i bambini da polmonite e diarrea. Si stanno testando nuovi vaccini per proteggere i bambini da entrambe le malattie. Un buon accesso ai servizi sanitari e i farmaci giusti possono garantire che i bambini ricevano le cure necessarie. Ma molti degli sforzi che si realizzano nei Paesi a basso e medio reddito per contrastare la polmonite e la diarrea devono ancora fare tesoro di questi elementi comuni.«È un problema di equità. I bambini poveri nei paesi a basso reddito sono più esposti al rischio di morire a causa di polmonite o diarrea, ma sono anche quelli che hanno meno possibilità di accedere agli interventi di cui necessitano”, ha detto Mickey Chopra, Responsabile per i programmi sanitari dell’UNICEF.
“Sappiamo cosa occorre fare. Se, nei 75 Paesi con il più alto tasso di mortalità applicassimo all’intera popolazione la stessa copertura di interventi di base dei quali godono il 20% delle famiglie più ricche, potremmo prevenire la morte di 2 milioni di bambini già dal 2015, la data finale degli Obiettivi di Sviluppo del Millennio”, ha detto Chopra.
Il nuovo Piano d’Azione UNICEF/OMS stabilisce obiettivi globali chiari da raggiungere entro il 2025: riduzione del 75% dell’incidenza di polmonite acuta e diarrea rispetto ai livelli del 2010 tra i bambini sotto i 5 anni di età, e l’eliminazione virtuale delle morti causate da entrambe le malattie nella stessa fascia di età. Il piano punta anche a una riduzione del 40% nel numero di bambini sotto i 5 anni che soffrono di malnutrizione cronica. Gli obiettivi del Piano di Azione sono significativamente più elevati rispetto agli attuali livelli di cura. Ad esempio, esso richiede che il 90% della popolazione infantile mondiale abbia accesso ad antibiotici contro la polmonite e ai sali per la reidratazione orale contro la diarrea, rispetto ai livelli attuali (rispettivamente del 31 e del 35%). Come obiettivo intermedio, almeno metà di tutti i neonati sotto i 6 mesi dovrebbero essere allattati esclusivamente al seno, rispetto al livello attuale del 39% (dato 2012). Tutti i bambini dovrebbero avere accesso a servizi igienici adeguati e ad acqua potabile sicura, che oggi sono garantiti rispettivamente al 63% e all’89% della popolazione infantile globale.Inoltre, il Piano prevede che si continui a lavorare sui progressi già realizzati in quei Paesi che hanno introdotto nuovi vaccini contro il pneumococco e il rotavirus, in modo da raggiungere il 90% della copertura vaccinale contro questi patogeni entro la data fissata.

Confedir-Anief: una carta europea per rilanciare i diritti di 3,5 milioni di dipendenti pubblici

A proporla è stato il sindacalista Marcello Pacifico: il fallimento della privatizzazione dei contratti e delle norme applicate al pubblico impiego è un dato incontrovertibile. A 20 anni esatti dall’avvio di questo processo di privazione, occorre oggi chiedere all’Europa di venire in soccorso dei nostri lavoratori dello Stato, approntando una commissione ‘super partes’ che si occupi della realizzazione di un documento condiviso di cui beneficerebbero tutti i cittadini. Anche d’Europa.Approvare al più presto una carta europea, frutto del lavoro svolto da una commissione ‘super partes’, che sia in grado di garantire la mission universale e le regole dei dipendenti pubblici dell’Europa a 27: la proposta è stata fatta oggi a Roma da Marcello Pacifico, presidente Anief e delegato Confedir alle alte professionalità, direttivi e quadri PA, a conclusione del convegno Confedir-Unadis “Venti anni dalla privatizzazione del pubblico impiego: la dirigenza dello Stato tra riforma, controriforma e prospettive future”.Il sindacalista ha ricordato che negli ultimi due decenni l’azione combinata di norme e leggi volute dai vari Governi, per mere ragioni di finanza pubblica, in particolare i decreti legislativi 29/1993, 165/01 e 150/09, hanno spostato i contratti di circa 3 milioni e mezzo di dipendenti e dirigenti pubblici verso modalità sempre più di tipo privatistico. Influendo negativamente su più ambiti: dalla “stretta” sulle pensioni a quella che riguarda il trattamento di fine servizio, dal merito legato alle perfomance alla razionalizzazione esasperata delle spese, dai licenziamenti alla mobilità intercompartimentale coatta, sino alla cancellazione del 13% dei posti in un solo anno, al perdurante blocco dei contratti, alla mancata stabilizzazione e all’appiattimento delle carriere.Alla luce di questo andamento a senso unico, Pacifico ha quindi pubblicamente posto ai presenti al convegno due domande: “Perché si è voluto privatizzare il settore pubblico? E perché l’Europa non interviene?”. Il sindacalista ha quindi detto che l’intervento di un documento “di portata sovranazionale appare al momento l’unica strada percorribile per contrastare quella ‘controriforma’ in atto voluta dei decisori politici italiani. Una deriva che ha reso sempre più instabili gli impegni assunti negli anni dai Governi con le parti sociali, sotto la scure dei mercati, fino a penalizzare ingiustificatamente e discriminativamente i lavoratori assunti nel pubblico rispetto al comparto privato”.Secondo il sindacato, dunque, la realizzazione di un documento di stampo europeo, ancora di più in questa situazione di incertezza governativa nazionale, rimane al momento l’unica strada percorribile per arrestare la deriva di norme e contratti che negli ultimi anni si sono abbattuti contro i lavoratori statali italiani. “La sua attuazione, accompagnata da un serio piano di investimenti, sia sul versante dell’istruzione sia su quello della cultura, questo sì correttamente mutuato dai privati, porterebbe finalmente – ha concluso Pacifico – ad una corretta gestione dell’apparato pubblico. Della cui maggiore funzionalità godrebbero tutti i cittadini italiani e di tutta Europa”.

SIS II starts its operations today

Its implementation will protect the free movement of citizens, reinforcing their security.Commenting on the start of operations of SIS II, Civil Liberties, Justice and Home Affairs rapporteur Carlos Coelho (EPP, PT) and other Members of the European Parliament that have worked on this file, Ioan Enciu (S&D, RO) and Monika Hohlmeier (EPP, DE), said:”The Schengen Information System is by far the most important instrument for the security of the Schengen area, which is rightly considered the backbone of a Europe without borders and the area of freedom, security and justice. Today (9th of April) the second generation of the Schengen Information System will start operating – it is expected to operate 365 days a year, 24 hours per day.The Members of the European Parliament that have worked as rapporteurs and shadows on this file would like to highlight this major achievement. For several years, we have upheld the need for the establishment of a second generation of the SIS (so-called SIS II), not only because it will end the intergovernmental management and create a real European Schengen Information System.

M5S e le sue “due anime”

In questi giorni si stanno intensificando gli inviti al movimento perché assecondi la formazione del governo Pd. Il dibattito pare abbia coinvolto anche gli iscritti e i simpatizzanti e per quello che ci è dato di sapere attraverso una serie di e-mail inviate sul blog di Grillo. Credo, a questo riguardo, sia importante una precisazione. Grillo non è un fanatico moralista che vuole disfarsi dei signori della politica che da 20 anni si sono crogiolati con i loro inciuci. Ne avrebbe buon diritto, ovviamente. Il suo obiettivo è di mettere gli elettori italiani davanti alle loro responsabilità. Se ancora si vota il Pdl di Berlusconi e il Pd di Bersani questo significa che l’animo conciliante degli italiani si traduce in una forma di masochismo poiché finiamo di farci male da soli. Occorre che il sistema imploda e metta a nudo le rispettive responsabilità e si faccia piazza pulita di un sistema partitico, padronale o delle primarie che sia, che è andato in corto circuito ma stranamente a dirsi è proprio il popolo degli elettori a non accorgersene. D’altra parte non giriamoci tanto intorno. Pd e Pdl si sarebbero di certo messi d’accordo se non ci fosse stato nel mezzo la forza elettorale significativa del M5S. D’altra parte è poco credibile l’appello di fare il governo in fretta perché la casa brucia come se non lo sapessero da almeno dieci anni a questa parte. E quelli che avrebbero dovuto cambiare le cose dov’erano? A cercare oggi, come in passato, ancora una volta di spartirsi le poltrone. (Riccardo Alfonso fidest@gmail.com)

New Report – Child Poverty in rich countries

A timely study on child well-being in rich countries, launched today by UNICEF’s Office of Research, finds that the Netherlands and four Nordic countries – Finland, Iceland, Norway and Sweden – again sit at the top of a child well-being table; whilst four southern European countries – Greece, Italy, Portugal and Spain – are placed in the bottom half of the table.Report Card 11, from UNICEF’s Office of Research examines the state of children across the industrialized world. As debates continue to generate strongly opposed views on the pros and cons of austerity measures and social spending cuts, Report Card 11 charts the achievements of 29 of the world’s advanced economies in ensuring the well-being of their children during the first decade of this century. This international comparison, says the report, proves that child poverty in these countries is not inevitable, but policy susceptible – and that some countries are doing much better than others at protecting their most vulnerable children. [See attached key findings document]Report Card 11: Child well-being in rich countries measures development according to five dimensions of children’s lives – material well-being, health and safety, education, behaviour and risks, and housing and environment.The study does not find a strong relationship between per capita GDP and overall child well-being. For instance, Slovenia ranks higher than Canada, the Czech Republic higher than Austria, and Portugal higher than the United States.The report also finds that countries of Central and Eastern Europe are beginning to close the gap with more established industrial economies.Despite setbacks in some countries on specific indicators, the overall story of the 2000s is one of steady improvement in various fields of child well-being in the industrialized world. Every country for which data are available saw reductions in infant mortality and ‘low family affluence’, while the rate of further education enrolment increased.However, given the continued absence of up-to-date internationally comparative data on children’s lives (most data in the report is from 2010, the latest comparative information available), Report Card 11 reflects the outcome of government decisions in the period mostly before the crisis. The report states that the three years of economic hardship since then do not bode well for the present or near future.Nonetheless, for the most part, these data track long-term trends and reflect the results of long-term investments in children’s lives. Average levels of school achievement, or immunization rates, or the prevalence of risk behaviours, for example, are not likely to be significantly changed in the short term by the recessions of the last three years. And, when looking at the ‘behaviours and risks’ dimension of child well-being, there is good news across the board. For instance: among 11-15 year-olds in the 29 countries under review: only eight per cent say they smoke cigarettes at least once a week; just 15 per cent report having been drunk at least twice in their life; 99 per cent of girls do not get pregnant whilst still a teenager; and about two-thirds are neither bullied nor involved in fighting. However, exercise levels are low, with the United States and Ireland the only countries in which more than 25% of children report exercising for at least an hour a day.Report Card 11 also includes the views of the children themselves on their own life satisfaction. These findings – reflected in the children’s life satisfaction league table – are broadly in line with the data-based measurement of child well-being, with some notable exceptions: children in Estonia, Greece and Spain gave their countries a much higher ranking, while Germany, Luxembourg and Poland rank lower.To launch Report Card 11, UNICEF is organizing an event in Dublin on 10 and 11 April in association with the Irish Presidency of the Council of the European Union and in collaboration with Eurochild and the European Anti-Poverty Network. Campania, per operarsi fuori regione serve un’autorizzazione

Per operarsi fuori dalla propria regione, i cittadini campani hanno oggi bisogno di un nulla osta, oppure devono pagare di tasca propria. Lo stabilisce il decreto commissariale 156, pubblicato un paio di giorni fa sul Bollettino ufficiale della Regione Campania, che ha l’obiettivo di porre un freno alla fuga dei pazienti che si rivolgono a strutture situate fuori dal territorio regionale, fenomeno che costa alla Campania 400 milioni di euro all’anno. Per il momento è in fase sperimentale ed è limitato ad alcuni interventi “a elevato rischio in appropriatezza”, tuttavia il provvedimento appare destinat o a suscitare polemiche: c’è chi lo ritiene incostituzionale e chi pensa invece che potrebbe essere esteso sul territorio nazionale. Così spiega Raffaele Calabrò, consigliere del governatore per la salute, in una sua dichiarazione al Mattino di Napoli: «i cittadini hanno il diritto di scegliere dove farsi operare ma, se ciò determina gravi sprechi, la Regione può e deve controllare, nell’interesse degli stessi cittadini che pagano le tasse e chiedono legittimamente servizi e prestazioni adeguate». L’autorizzazione preventiva è rilasciata – o negata – da un’apposita commissione dell’Asl ed è richiesta solo per alcune patologie: in oculistica, gli interventi sulla retina, sul cristallino o sulle strutture intraoculari (a eccezione di retina, iride e cristallino), inoltre le malattie e disturbi dell’apparato muscolo-scheletrico e connettivo e gli interventi sul ginocchio purché non motivati da infezione. L e Regioni a cui si applicherà il decreto e che non potranno accogliere direttamente i pazienti provenienti dalla Campania sono solo quattro: Basilicata, Lazio, Molise e Puglia. È, infatti, alle strutture di queste Regioni che si rivolgono principalmente i cittadini campani.
