United in diversity: Anthems and flags of the European Union

This study’s purpose is to highlight the meanings and con­text underlying the appearance of the main symbols attached to each EU member country, that are the national anthem and the flag, by also associating the portrayal of this union. Because they are “united in diversity”, EU countries regularly put forward their colours and anthems, the lyrics and harmonies of which represent as many different historical context and traditions, which are not well known among Europeans. Yet, these symbols perfectly illustrate the concept of a “European federation of nation states” promoted by Jacques Delors, and based on both the uniqueness of each country, and on the lasting reconciliation among the countries in the EU, to the point where the fiercest showdowns between them these days are of the sporting variety! The Union makes sense in a globalising world, yet in its partners’ and competitors view “Europe” is grow­ing old and shrinking. The answer is not to build a new nation or superstate but to forge greater unity among countries and peoples while continuing to respect their unique characteristics and features.Bearing all of this in mind, this study has the merit of homing in on the nitty-gritty, of getting straight to the heart of the matter, condensing in a few lines the reasons why certain colours, words and tunes make our neighbours’ hearts beat that little bit faster. It is particularly useful, and even unique, in that it does not make do with simply introducing the EU countries’ symbols in alpha­betical order, it also illustrates the historical context that led to the develop­ment and adoption of the flags and anthems, grouping them together in like cat­egories.A feeling of belonging is something you build, it is a result of imagi­nary interpretation and needs to be rooted first and foremost in a political project, but it can also be usefully rooted in such tools as flags and national anthems. In the EU’s case it is not simply a matter of getting the peoples of Europe to feel greater attachment to the star-spangled flag or to the “Ode to Joy”. It is also necessary to help them learn more about the flags towards which their “European compatriots” turn and the anthems they entone on ceremonial occasions, at European sporting events or during the Olympic Games.

EU countries should stop illegal expulsions of Roma people and put an end to ethnic profiling, police abuse and human rights violations against Roma, says a resolution adopted by the Civil Liberties Committee on Thursday. The text, which assesses member states’ strategies to boost Roma integration, asks for more (and better use of) funds to prevent discrimination and reach small community projects. MEPs also call for concrete targets and an EU tool to monitor fundamental rights of Roma.The resolution, adopted with 40 votes to 1 with 2 abstentions, condemns the attempts to unlawfully limit the right to free movement of Roma and calls on EU countries to stop illegal expulsions. Civil Liberties MEPs also urge national governments to investigate and put an end to ethnic profiling, police abuse and other human rights violations against Roma. EU countries should also address the lack of birth registrations and certificates of Roma living in the EU, says the resolution.According to the European Commission’s data, with an estimated population of 10 to 12 million in Europe (approximately 6 million living in the EU), Roma people are the biggest ethnic minority in Europe.

Cette étude cherche à mettre en lumière les significations et les contextes d’apparition des deux principaux symboles attachés à chacun des pays de l’Union européenne, ainsi qu’à l’UE elle-même, que sont l’hymne et le drapeau.Parce qu’ils sont « unis dans la diversité », les pays de l’UE portent régulièrement haut et fort des couleurs et des hymnes dont la signification et l’harmonie expriment autant de contextes historiques et de traditions différentes, et connus de peu d’européens. Pourtant, ces symboles permettent à eux seuls de mieux comprendre le concept même de « Fédération européenne d’Etats nations » promu par Jacques Delors, basé tant sur la singularité de chaque pays que sur une construction européenne qui a permis une réconciliation durable entre les pays de l’UE, dont les affrontements les plus vifs se limitent désormais aux compétitions sportives. L’Union prend tout son sens dans la mondialisation, alors que « l’Europe » vieillit et rétrécit au regard de ses partenaires et concurrents. Pour autant, il ne s’agit pas de mettre en place une nouvelle nation ou un super Etat, mais d’unir davantage des pays et des êtres, tout en respectant leurs spécificités.Dans cette perspective, la présente étude a le grand mérite d’aller à l’essentiel en permettant d’en savoir plus en quelques lignes sur les couleurs et les paroles qui font battre le cœur de nos voisins. Elle est d’autant plus utile et originale qu’elle ne se contente pas de présenter les symboles des pays de l’UE par ordre alphabétique, mais se fonde sur le rappel des contextes historiques ayant conduit à l’élaboration et à l’adoption des drapeaux et des hymnes, tout en les regroupant en catégories communes.
Un sentiment d’appartenance se construit. Dans le cas de l’UE, il ne s’agit pas seulement de faire en sorte que les européens s’approprient davantage le drapeau étoilé et l’Ode à la joie. Il faut aussi œuvrer afin qu’ils connaissent mieux les drapeaux vers lesquels se tournent leurs « compatriotes européens » ainsi que les hymnes qu’ils fredonnent, à l’occasion des commémorations ou lors des championnats d’Europe et des Jeux olympiques.

Caritas and the Catholic Church in Central African Republic are calling for an immediate ceasefire as heavy fighting breaks out in the capital Bangui between forces loyal to the former president and the fighters who overthrew his regime.Archbishop Dieudonné Nzapalainga of Bangui said, “We’re deeply concerned about the crisis in Central African Republic. The situation in Bangui is chaotic. Many people have been killed. The fighting must stop immediately.“Women and children are coming to churches to seek safety across the capital. They have nothing to eat and drink, so we are giving them what we can.”There are about 10,000 people who are in St. Bernard Church and the monastery in the neighborhood of Boy- Rabe, where clashes started.Caritas Internationalis has been supporting relief efforts in the country through the national Caritas office.The Caritas Central African Republic director Fr Elysee Guendjande is in Caritas Internationalis headquarters in Rome for a meeting to discuss the humanitarian crisis.Fr Elysee Guendjande said the Catholic Church and Caritas Central African Republic is calling for an immediate ceasefire and says there is an urgent need for international aid as the humanitarian crisis spirals.

World Jewish Congress reaction to death of Nelson Mandela

NEW YORK – The president of the World Jewish Congress (WJC) has called Nelson Mandela, the former South African president and campaigner against the apartheid regime who passed away Thursday at the age of 94, “unquestionably the most inspiring human rights advocate of our times”. Ronald S. Lauder declared: “Nelson Mandela was one of those very rare leaders who were revered not just by their own people but universally, across all political and communal divides. As a builder of bridges, he was second to none, and with his huge charisma, wisdom, democratic convictions and tremendous determination he ensured that the transition of his country from an apartheid state into a free and democratic nation was successful.”Lauder added: “Whilst he will be greatly missed, Nelson Mandela will continue to serve as an inspiration for countless people around the word, including many Jews. He will always be remembered as one of the world’s foremost political leaders of the past century, not least because he managed to bring together the various ethnic and religious communities of his home country. South Africans have every reason to be proud of this great son their country.”In Cape Town, WJC Policy Council Co-Chairman Mervyn Smith, who also serves as head of the African Jewish Congress and is a past president of the South African Jewish Board of Deputies, said: “Nelson Mandela, from his young days as a lawyers’ clerk in Johannesburg, had a close relationship with South African Jews. During his trial from 1956 to 1961 and thereafter, he was defended by many Jewish lawyers and advocates. After his release from prison, he met with the leadership of the Jewish community frequently and counted many South African Jews as his personal friends.“On the day after he was elected president of South Africa in 1994, he attended Shabbat services at a synagogue in Cape Town. He was admired, revered and respected by the Jewish community and by all South Africans,” Smith added.

BRUSSELS, EU-US trade talks should create a more level playing field by removing taxes on European brewers from which their American competitors are exempt, said panellists at the 4,500-strong Brewers of Europe’s annual Beer Serves Europe gala highlighting a sector that supports 2 million jobs.Whilst the EU sets a level playing field and the reduced excise tax rate permitted by the EU for small brewers is available also to small US brewers importing to the EU, the equivalent small brewer tax relief in the US only applies to domestically-produced beer, putting EU brewers exporting to the US at an important disadvantage, Brigid Simmonds OBE, Chief Executive of the British Beer & Pub Association, told the gathering on Wednesday.“If you are an EU small brewer, you get nothing when you go to the US,” said Simmonds. “And we’re clearly asking our own governments and the EU that we would like this to change, and as part of TTIP,” she said, referring to the talks toward a Transatlantic Trade and Investment Partnership (TTIP).“This is a very good example where industry needs to help us to make that case stronger in the discussions,” said panellist Salvatore D’Acunto, Head of Unit, Food and Health Care Industries, Biotechnology, at the European Commission’s DG Enterprise and Industry. “So we are absolutely open to take that on board, and to open the discussions with the US counterparts on this.” A representative of the European Economic and Social Committee told the gathering that cash-strapped governments should think twice about higher taxes on the brewing sector, a message from the EESC’s Opinion released in October.“I think the brewing industry is one of the thumping bags of governments,” said Edwin Calleja from Malta. “It’s the easy way how a government can really pick up a lot of money in a financial year through a slight increase in the excise tax. This industry is very vulnerable.”Representatives from the EU Institutions, industry and the media also discussed the new EY report on ‘The Contribution made by Beer to the European Economy’, which says that the EU brewing sector is responsible for 2 million jobs, representing 1% of all EU jobs. Beer is a vital part of a long value chain; around 1.4 million jobs in the hospitality sector are sustained by beer, with a further 600,000 jobs being created in other interdependent sectors such as retail, farming and services.“Beer is a driver for the European economy and a major job creator that goes far beyond breweries. For every 1 job in a brewery, there is 1 in agriculture, 1 in packaging and logistics, 1 in marketing, 1 in retail and 11 in the hospitality sector,” Demetrio Carceller, President of The Brewers of Europe, said in his keynote speech.Whilst there are signs of the sector returning to health, with both EU production and consumption showing slight growth over the last two years, beer market value growth still lags behind inflation whilst a further 4% of the jobs sustained by brewing were lost. This loss of almost 84,000 jobs was driven by sharp increases in VAT (+9%) and excise duty (+9%) taxes levied across EU Member States, pushing an increasing proportion of beer consumption away from the labour-intensive hospitality sector.

Berlin. The hyperconnected individual has vast power beneath his fingertips. Logging onto the internet may have become a banality of the modern age, but our engagement with it promises vast benefits – and hitherto unheard-of dangers.This was one of the focal points of the Opening Plenary at ONLINE EDUCA BERLIN 2013. Uniting experts from very different fields under the general Conference theme, “Learning Moves”, the plenary addressed three vital trends in modern e-learning:, neuroscientific research, leadership and big data.For the learner of the near future, in what Jeff Borden calls Education 3.0, “perception is everything”. Learning will be about using connectivity to achieve heightened awareness of the dimensions attached to a learning task, to achieve mastery of challenges and gain control of the direction education takes.At the same time, as Gianpietro Petriglieri described, people are becoming more mobile: and the leaders of the modern age will be a “nomadic elite” who must use technology to provide the human connection – vital to leadership – to the majority.Individuals who connect to the world of possibilities within the internet also create data. Statistics quoted by Prof Viktor Mayer-Schönberger show that, in terms of the growth in the amount of data produced, the big data revolution is ten times the size of that caused by the invention of the printing press. Data has become an exceptionally powerful tool – allowing educators to correlate variables in learners’ study paths and outcomes.But the future may not be so rosy. To great applause, Prof. Viktor Mayer-Schönberger warned the audience of the need to make sure that big data is not held in the hands of the few: “data monopolies and oligarchies” could well be the tyrants of the hyperconnected future.The plenary also featured a video welcome message from José Manuel Barroso, President of the European Commission, speaking about the EC’s grand new project, “Opening Up Education” – to boost innovation, digital skills and access, and address pressing needs within the EU’s teaching and learning community.Journalist, Author, Producer and Founder of THE NEW//AFRICA Beate Wedekind served as chairperson, leading the proceedings and greeting the attendant ministers and ambassadors.

”In Bossangoa in the north of the country, Caritas fears for the safety of over 40,000 people camped out in the Catholic Mission compound and 1600 people who are hiding in a school. Clashes have occurred in the town. A rocket landed in the mission Friday, miraculously not killing anyone.A small regional African peacekeeping force of 200 soldiers is the only protection the people have. France has sent troops under a UN mandate to restore order, but time is running out.“All the houses have been burned down,” said the Vicar General of Bossangoa, Fr. Alain Eouanzoui. “If French troops don’t arrive by tomorrow, it may be too late.”In the north east, Caritas staff say that houses have been torched and people killed in three villages near Bozoum.“Around 300 people stayed the night in the church,” said Fr Aurélio Gazzera, the local diocesan Caritas director in Bouar. “Everyone is afraid. Going outside, you see many men have armed themselves with machetes and knives to defend themselves.”
Caritas Central African Republic Director Fr. Elysee Guendjande is out of the country in Rome at the Caritas Internationalis office. He is still recovering after being shot in the leg earlier in the year.
“We need Caritas organisations around the world to join together in helping the people of the Central African Republic in this unprecedented crisis,” he said.The Catholic Church in Central African Republic is calling for an immediate cease-fire and for humanitarian aid to be allowed through.

La petizione promossa da Rosario Amico Roxas riguarda la villa La Certosa di Berlusconi, per la quale si mobilitò la Procura di Tempio Pausania per accertare gli abusi; i magistrati inquirenti vennero messi alla porta perché, nelle more, il presidente del consiglio Berlusconi coprì il tutto con lo scudo del “segreto di Stato.La motivazione fu la sicurezza del premier, per cui sarebbero stati i “servizi” a imporre tali lavori, che comprendono costruzioni abusive, un porto turistico privato, nonché un approdo sottomarino per sommergibili, il tutto realizzato su aree demaniali che oggi rientrano nella proprietà privata di Berlusconi.La petizione mira ad una indagine approfondita che, fin ora, nessuno ha voluto svolgere, malgrado parecchi articoli stampa in merito.

The Conference of European Churches expresses sincere condolences to the family of Nelson Mandela and the people of South Africa after the death of the Nobel Peace Prize Laureate on December 5 at his home in Johannesburg at the age of 95.”Nelson Mandela inspired all people with his selfless generosity, humanity, sacrifice, leadership and wisdom,” said Rev. Dr Guy Liagre, CEC General Secretary in a statement.European churches which supported South Africa’s oppressed minority during the sad days of apartheid were overjoyed when Nelson Mandela was released from prison on 11 February 1990 in the first step of reconciliation and justice in his country.When he was South Africa’s president, Mandela addressed the 8th Assembly of the World Council of Churches in Harare, Zimbabwe in 1998. There he praised churches’ efforts against apartheid in South Africa, as well as missionaries for bringing high standards of education to Africa from which Mandela said he benefitted as a child.Mandela had said, “You have to have been in an apartheid prison in South Africa to appreciate the further importance of the Church.””European churches thank God that that their efforts against the apartheid regime played some part in ending its vile racism. More importantly they are grateful for his inspiration and example in reconciliation and the healing of divisions that can be applied in present day Europe,” said Liagre.The Conference of European Churches (CEC) is a communion of 115 Orthodox, Protestant, Anglican and Old Catholic Churches from all European countries, and 40 organisations in partnership. It was founded in 1959 and the CEC has offices in Geneva, Brussels and Strasbourg.“We’re at the mercy of God, please pray for us.”Caritas staff in the Central African Republic are reporting the capital Bangui and many parts of the country are gripped by chaos and terror as fighting continues between forces loyal to the ex-president and the fighters who overthrew him.“The whole country is terrorised,” said Fr. Anicet Assingambi of St Charles de Lwanga parish in the north of Bangui. Tens of thousands of people are seeking shelter in Bangui’s church buildings and church compounds throughout the country.
“There are five thousand people hiding in our parish buildings. A woman told me she’d seen her brother gunned down. All men are shot at if they go outside. There is a young man dead on the street outside, but it’s too dangerous to go outside to remove his body,” said Fr. Anicet Assingambi.It’s impossible at the moment for Caritas staff to reach those in need with food and other aid.”We have nothing to give them ,” said Fr. Anicet Assingambi. “Their homes have been looted. They’re mourning their dead. When they arrived in the church, the children were crying. We sang hymns and said prayers and that has helped calm people down. We have never seen anything as bad as this before.

Promossa da Assopace Palestina e dalla Fondazione Lelio e Leslie Basso, la mobilitazione italiana nasce nell’ambito di quella più ampia, che si sta portando avanti a livello internazionale, per chiedere la liberazione dei detenuti palestinesi nelle carceri israeliane. Simbolo di questa battaglia è Marwan Barghouti, primo deputato palestinese ad essere stato arrestato e da 11 anni nelle carceri israeliane con una condanna a 5 ergastoli e 40 anni di reclusione alle spalle.L’appello per la sua liberazione è partito dalla cella di Robben Island dove scontò i suoi anni di carcere uno dei più grandi simboli di libertà del nostro tempo, Nelson Mandela, proprio ieri scomparso, per sottolineare come la discriminazione portati avanti per anni da Israele in Palestina, nulla hanno di meno di ciò che i neri hanno subito in Sud Africa durante l’Apartheid. “Così come il rilascio di Mandela e dei prigionieri anti-apartheid ha aperto la strada alla libertà, pace e riconciliazione in Sud Africa – scrive la moglie Barghouti, Fadwa – il rilascio di Marwan e di tutti i prigionieri palestinesi sarà fondamentale per raggiungere questi scopi. La libertà è precondizione della pace”. Perciò, prosegue, “chiedere il rilascio di Marwan significa contribuire a denunciare un vergognoso sistema che viola i diritti di tutti i prigionieri”. Chirurgi australiani inventano una penna che ricostruirà il tessuto osseo

Una penna ricostruirà il tessuto osseo. Simile ad una stampante 3D, è stata inventata da un gruppo di chirurgi australiani.
Sembra fantascienza, rileva Giovanni D’Agata, presidente dello “Sportello dei Diritti”, ma i ricercatori ai nostri antipodi, avrebbero realmente inventato un congegno simile a una penna, che consentirà ai chirurghi di ricostruire tessuto osseo in persone gravemente lesionate.
La biopenna, messa a punto presso l’Università di Wollongong sarà particolarmente adatta per le vittime di incidenti stradali, ha detto Peter Choong del Centro di studi per elettromateriali dell’ateneo, nel presentare un prototipo. Questo sarà poi perfezionato presso l’ospedale St Vincent’s di Melbourne, prima di essere sperimentato su esseri umani.
Il congegno, con una tecnologia simile alla stampante 3D, emette tessuto cellulare creando strati di materiale cellulare per riempire la sezione danneggiata dell’osso. Permette così di creare impianti su misura durante l’intervento chirurgico, eliminando la necessità di prelevare cartilagine e di coltivarla per settimane in laboratorio, per poi sostituire tessuto danneggiato o malato.
“Con questo congegno il chirurgo può scolpire e ricostruire, quindi personalizzare, il tipo di tessuto a cui affidare la riparazione”, ha spiegato lo specialista.
