WJC Protests Swedish, Danish Doctors’ Assault on Circumcision

new yorkNEW YORK — The World Jewish Congress today strongly protested calls by Swedish and Danish medical associations for a ban on religious male circumcision.“The recommendation of the two medical associations is an insulting and intrusive assault on religious freedom,” said WJC CEO Robert Singer. “Religious circumcision, a procedure that has been practiced safely for millennia, confers notable health benefits. It is a bulwark against urinary-tract infections, cervical cancer and HIV-AIDS, which is why it is being promoted heavily by medical authorities in Africa and other places. Given the compelling religious freedom and health reasons for religious circumcision, the Swedish and Danish medical associations need to recognize that their call for a ban represents an appeal to xenophobia and ignorance and not enlightened science.” According to the Jewish Telegraphic Agency, the ethics council of the Sweden Medical Association, the union representing of 85% of the country’s physicians, last week recommended setting 12 as the minimum age for the circumcision and requiring the boy’s consent. The 3,000-member Danish College of General Practitioners contended in a statement that non-medical circumcision of boys amounts to abuse and mutilation, according to news reports.Jews perform religious circumcision, or brit milah, eight days after birth, while Muslims generally circumcise boys before age 10 The American Academy of Pediatrics stated in 2012 that the “preventive health benefits of elective circumcision of male newborns outweigh the risks of the procedure” and that “benefits include a significant reduction of urinary tract infections in the first year of life and, subsequently, in the risk of heterosexual acquisition of HIV and in the transmission of other sexually transmitted infections.” Moreover, the Academy declared, “Parents ultimately should decide whether circumcision is in the best interests of their male child.”

World Bank loan assists FYR Macedonia in better access to skills, knowledge, and technology

World_BankWASHINGTON The World Bank Board of Directors today approved the Skills Development and Innovation Support Project of US$24 million for FYR Macedonia. The Project aims to improve transparency of resource allocation and promote accountability in higher education, enhance the relevance of secondary technical vocational education, and support innovation capacity in FYR Macedonia.“Improving the country’s labor market performance and economic competitiveness will require a more skilled and better educated labor force, as well as increased technology absorption, and diffusion of knowledge and innovation,” explains Tatiana Proskuryakova, World Bank Country Manager for FYR Macedonia. “At the same time, the regulatory, institutional, and financial environment can be strengthened to further promote innovation at the firm level and to improve the commercial application of its academic science and technology assets.”The Project will benefit around 24,000 students and 1,500 teaching and management staff from technical vocational education and training institutions who would receive a new curriculum and practical training facilities, as well as training on management, planning, and process improvement. Students and staff of universities, research institutions, and enterprises will benefit from the implementation of quality assurance mechanisms and financing reform in higher education, and also from grants promoting R&D and innovation.“The project is designed to foster education and skills relevant to the job market, and enhance the country’s innovation capacity,” says Bojana Naceva, Senior Education Specialist in the World Bank’s Europe and Central Asia region and Task Team Leader of the project. “The activities of the firms in Macedonia oriented towards employing a skilled workforce and utilizing innovation are an important source of economic growth and generate related positive externalities, such as social inclusion and shared prosperity.”The Skills Development and Innovation Support Loan is issued by the International Bank for Reconstruction and Development (IBRD), and will cover US$24 million with an 18-year bullet maturity and 5-year grace period.

“The federal investments we make in scientific R&D at our nation’s excellent universities and the cutting edge innovations that our companies are able to scale-up, produce and market benefit us all. We urge the president and leaders from both parties in Congress to cooperatively work together to enact policies that will deliver the sustainable economic growth that is so vital to our country’s future.”
“In the past two years, President Obama has emphasized the need to stimulate American manufacturing to create jobs and a downstream delta of prosperity for communities across our nation. Tonight he said again, that we need the right fit of new training for jobs that our companies currently have open — and want to fill.”“As the president of the world’s largest scientific society with over 163,000 members and as a scientist raised in a family of educators, I can assure you that the focus on STEM education is correct. This is where the opportunities lie for the future of our nation, but we need to sharpen our pencil.”“Furthermore, to realize the innovation economy our nation’s leaders envision, there are several key policies still pending on the congressional agenda that, if enacted, will help provide components additive to our nation’s economic growth. They are:
Science and Technology Investment through the FY 2015 Budget: Science and technology are the economic workhorses that pull our nation forward, and over decades, they have driven the creation of countless high-skill, high-wage jobs and can once again propel a vigorous U.S. economy and a prosperous way of life for our citizens. The president and Congress should take advantage of the opportunity presented by the return to regular order and bipartisan cooperation in budgeting to establish a predictable and sustained investment strategy focused on research and science, technology, engineering and math (STEM) education funding at the National Science Foundation, the National Institutes of Health, the Department of Energy’s Office of Science, the National Institute for Standards and Technology and other key agencies. America COMPETES Act: Originally passed in 2007 and reauthorized in 2010, the legislation has helped support the science, technology and innovation enterprise that underpins U.S. economic growth and job creation. COMPETES has authorized critical funding for basic scientific research through the federal agencies, fueling America’s research universities, developing discoveries and technological advances and leading to important new innovations. COMPETES has also provided the means to strengthen a wide range of science, technology, engineering and math (STEM) education programs at all levels, from K 12 through graduate education. Sustained and predictable support for science, engineering and technology is essential for a healthy U.S. economy. It is important that Congress reauthorize COMPETES as soon as possible.
The Research and Development Tax Credit: The R&D tax credit is a crucial incentive for innovation, particularly in connection with fostering new technologies and expanding high-value manufacturing. Originally introduced in the Economic Recovery Tax Act of 1981, the credit has been allowed to expire eight times and has been extended 14 times. The current extension expired on December 31, 2013. A tax credit that is unpredictable is not nearly as beneficial in stimulating the economy. Most other nations have a permanent R&D tax credit; ACS believes strongly that the U.S. needs a permanent R&D tax credit in order to be globally competitive
The Energy Savings and Industrial Competitiveness Act of 2013: popularly known as the Shaheen-Portman bill, this legislation would rewrite national building codes – voluntary standards that are generally used by states and municipalities – with the aim of fostering great energy savings. The bill would also establish education programs to train workers in energy-efficient building design and installation of energy-efficient products and technologies. The bill provides incentives for using highly efficient motors, transformers, and sets goals for the federal government – the single largest consumer of energy. The Elementary and Secondary Education Act: Last reauthorized in 2001, ESEA or No Child Left Behind funds K-12 education and established standards of learning to shorten achievement gaps and promote equal access to education in the U.S. The ACS strongly encourages effective policies to promote STEM education as a national priority within the ESEA. We urge the Administration to work together with Congress in a bipartisan effort to ensure programs like the Math and Science Partnership retain funding to support teacher recruitment and retention efforts, inquiry based curriculum and definitions of critical subject areas for our future workforce.

WJC Expresses Outrage at Anti-Semitic Incident in Rome

ronaldlauderfrance-020613NEW YORK—The World Jewish Congress today expressed outrage at the anti-Semitic vandalism visited this past weekend on Roman Jewish institutions. Boxes containing severed pigs heads were sent to the Israel embassy in Rome and the city’s main synagogue, and anti-Semitic graffiti appeared on at least one building, even as the city was preparing to observe International Holocaust Remembrance Day today.
“This disgusting and cowardly act shows that the evils of anti-Semitism remain alive in the heart of Western Europe,” said WJC President Ronald S. Lauder. “We are gratified by the outpouring of support for Rome’s Jewish community from Mayor Ignazio Marino and others and the determination of Roman authorities to investigate the incident.”

Stop Equitalia! In caso fermo amministrativo illegittimo perché relativo a tributi prescritti deve pagare i danni per lite temeraria al cittadino che si trova l’auto bloccata dalle ganasce fiscali

Risarcita in via equitativa l’insegnante che a causa dell’erroneo provvedimento risulta avere difficoltà per raggiungere il posto di lavoro. Per la responsabilità aggravata è sufficiente provare la scarsa prudenza dell’esattore e non il dolo o la colpa grave È proprio il caso di dirlo: un brutto, ennesimo stop per Equitalia viene dalla sentenza n. 182 del 23 dicembre 2013 della Commissione Tributaria Provinciale di Campobasso che ha ritenuto giusto condannare per lite temeraria l’esattore, ordinando il risarcimento in via equitativa ad un contribuente cui era stato emesso un provvedimento di fermo amministrativo illegittimo perché relativo a crediti prescritti.
Nel caso di specie, rileva Giovanni D’Agata, presidente dello “Sportello dei Diritti”, i giudici tributari hanno accolto il ricorso di un’insegnante che era stata messa in difficoltà a raggiungere il posto di lavoro a seguito del blocco fiscale della sua automobile a causa del mancato pagamento di alcune cartelle per crediti Inps nonostante tale richiesta fosse ormai prescritta, essendo decorsi, addirittura, oltre dieci anni.
La corte molisana ha quindi disposto l’annullamento dell’atto impositivo e ha anche concesso il risarcimento dei danni subiti a causa delle difficoltà conseguenti al mancato uso della propria automobile rilevando che ai fini della sussistenza della responsabilità per lite temeraria, stabilita dall’articolo 96 del Codice di Procedura Civile, dell’agente della riscossione che esegua il fermo di un autoveicolo per un credito tributario già prescritto, non si richiede né il dolo né la colpa grave, ma trattandosi di misura cautelare è sufficiente il difetto della normale prudenza, agevolmente configurabile nell’ipotesi in cui la prescrizione sia rilevabile dallo stesso provvedimento notificato al contribuente.
Ma v’è di più, per i giudici, la liquidazione del danno da lite temeraria può essere effettuata secondo equità dal giudice (anche tributario) poiché è costituito non già dalla lesione della posizione materiale della parte vittoriosa, ma dagli oneri di ogni genere che essa abbia dovuto affrontare per essere stata costretta a contrastare l’ingiustificata pretesa della parte avversa e dai disagi sopportati per effetto di quella iniziativa, danni desumibili dalla comune esperienza. Nella fattispecie, l’agente per la riscossione è stato condannato, quindi, non solo al pagamento delle spese processuali, ma anche a versare 500 euro extra.

Devono essere risarciti dall’ente autostradale i danni subiti dall’autovettura a causa della gomma abbandonata sull’asfalto

autostradeI pedaggi autostradali aumentano e nonostante ciò i gestori cercano di farla franca anche dalle proprie responsabilità. Ma per la giustizia, non si può sottrarre alla propria responsabilità la concessionaria che gestisce l’autostrada quando accade un sinistro cagionato da un ostacolo al centro della carreggiata e non segnalato dai pannelli luminosi in esercizio lungo il tracciato.
In tali casi, come sovente afferma la giurisprudenza e come viene confermato dalla sentenza 16/2013, pubblicata dal giudice di pace di Santhià (Vercelli) che Giovanni D’Agata, presidente dello “Sportello dei Diritti”, ritiene opportuno diffondere, la società proprietaria o custode dell’infrastruttura ha l’obbligo di risarcire i danni patrimoniali subiti dall’autovettura che era entrata in collisione con un grosso pneumatico di camion che si trovava sulla strada.
Nel caso di specie, il magistrato onorario ha ritenuto fondata la richiesta di risarcimento di un automobilista cui sono stati liquidati circa 4.500 euro per i danni subiti dalla propria autovettura, nonché le spese di giudizio, a seguito dello scontro contro lo pneumatico di un autoarticolato abbandonato sull’asfalto e che era apparso all’improvviso innanzi al proprio veicolo mentre percorreva nella prima mattinata il tratto stradale in cui era competente il giudice di pace adito.Il vero e proprio ostacolo risultava quindi «non visibile né prevedibile» perché non segnalato con un avviso di pericolo, ed è quindi certamente configurabile la responsabilità stabilita dall’articolo 2051 del Codice civile a carico dell’ente custode della strada perché lo scontro risulta comunque cagionato da un’omissione di vigilanza di chi gestisce l’infrastruttura.
Peraltro, nel corso dell’istruttoria un assistente al traffico sentito come testimone ha confermato che al call center dell’ente era giunta una segnalazione che aveva avvisato circa la presenza dell’ostacolo in piena carreggiata, ma prima dell’orario in cui si è verificato il sinistro.Né può essere invocata da parte della convenuta società la circostanza che il mezzo di servizio e soccorso si trovasse a cinquanta chilometri dal luogo del sinistro: in attesa che la squadra giungesse sul posto sarebbe stato opportuno avvisare dell’ostacolo le auto in transito mediante i pannelli ad hoc che veicolano (ad esempio) i messaggi con i limiti di velocità, la presenza del tutor o gli eventuali incidenti sul tracciato. Va, inoltre, esclusa la sussistenza del caso fortuito che scriminerebbe il custode dell’infrastruttura.

Citizens require efficient and accessible protection against data protection violations

???????????????????????????????????????????????????????People across the EU have become victims of data protection violations brought on by the widespread use of information and communication technologies by public and private bodies. Web-based activities, direct marketing, and video surveillance account for most data protection violations. The latest report from the European Union Agency for Fundamental Rights (FRA), ‘Access to data protection remedies in EU Member States’, reveals victims’ lack of understanding and awareness about data protection and the authorities that serve to help them. The report findings also underline the urgent need for the EU’s reformed data protection rules to come into effect.“Today it is too easy to simply collect and abuse the personal data of Europe’s citizens. This infringement of rights can have a profound effect on the victims of data protection violations,” says FRA Director Morten Kjaerum. “It is now time to give power to the data protection authorities to help counter these violations so victims can receive adequate redress.”“In the European Union data protection is a fundamental right. We must make sure that this right is protected and that citizens can enforce it,” said European Commission Vice-President Viviane Reding, the EU’s Justice Commissioner. “As the report from the EU Fundamental Rights Agency shows, today, many citizens don’t know where to go to if their data has been misused. This is not good enough. The Commission’s data protection reform proposals will make life easier: there will be a one stop shop for citizens meaning you can always address your local data protection supervisor. Citizens will no longer need to take a plane to complain – no matter where the company that is processing their data is based in the European Union. I call on ministers to follow the European Parliament’s lead to swiftly enact the data protection reform that will improve citizens’ rights.”Interviews with victims have shown that most victims of violations turn to data protection authorities. They often do this to ensure similar violations do not reoccur rather than to seek financial compensation. Only in exceptional cases do they go through courts. Court procedures were viewed as being too complicated, costly and time consuming. The lack of legal assistance and of data protection specialists as well as under resourced data protection authorities and intermediary organisations were also identified as concerns. In addition, information about data protection procedures and remedies was found to be lacking.The report shows that across EU Member States data protection authorities can issue orders to rectify violations and impose sanctions ranging from warnings and fines to the revocation of licenses. However, the size and duration of these sanctions can vary significantly from country to country. In almost all Member States, criminal sanctions can also be imposed, in the form of a fine or imprisonment but again there are large national differences in the duration of sentence and size of the fine.Web-based activities, direct marketing, or video surveillance with closed-circuit television cameras accounted for most data protection violations. Government bodies, law enforcement, and financial and health institutions are most often responsible for these violations. As a result victims most frequently experience, insecurity, damage to reputations or emotional distress.

Privatizzazione Poste. Tranquilli: le torture per gli utenti continueranno

uffici postaliLo scorso venerdi’, che faremo passare alla storia come “venerdi’ nero”, buona parte degli italiani si e messa in coda alle Poste per pagare la mini-Imu e qualcos’altro, dopo che ha fatto code al Caf o agli uffici del Comune per evitare di sbagliare gli importi da pagare. Le Poste, come succede per esempio ogni volta che i pensionati devono ritirare la pensione a fine mese, sono state all’altezza del loro servizio: una schifezza! Erogato in luoghi abituali di tortura in cui gli utenti sono violentati nel rispetto di uno dei propri diritti primari, la disponibilita’ e l’uso del proprio tempo.Poste che stanno diventando una novella Iri * rispetto al servizio universale postale. E lo fanno dedicando sempre piu’ energie ai servizi finanziari, telefonici, salvataggio di Alitalia… a discapito -a nostro avviso- della qualita’ del servizio postale: corrispondenza consegnata con sempre maggiori disservizi fino allo smarrimento della stessa, uffici sempre piu’ radi e sempre piu intasati, dove, a farne le spese, sono essenzialmente i soggetti piu’ deboli -tipo anziani- che non fruiscono di molti servizi che oggi si possono utilizzare anche attraverso la Rete.I nostri governanti, invece di affrontare il problema direttamente, hanno pensato che fosse meglio solo spendere meno soldi, ed hanno lanciato la “privatizzazione” della “privatizzazione”. Cioe’ la societa’ Poste Italiane che era gia’ una Spa privata, anche se a capitale pubblico, ora vendera’ il 40% delle sue azioni: il 60% restera’ quindi saldamente nelle mani del capitale pubblico, e alla dismissione finanziaria parziale non corrispondera’ la dismissione industriale. Un’operazione che, impropriamente sbandierata come privatizzazione, e’ solo un rastrellamento di soldi. Cosa faranno di questi soldi, al momento non e’ dato saperlo, ma abbiamo profondi dubbi che potranno servire a migliorare il servizio postale: l’interesse delle Poste sembra piu’ orientato alla diversificazione della loro presenza industriale e di servizi; il loro coinvolgimento nel “salvataggio” di Alitalia e’ sintomatico: gli utili non servono a far fare meno code agli italiani, ma a rimediare
allevoragini economiche di aziende mantenute in vita solo per il prurito di politici e sindacati.Chi paga? L’utente per i disservizi e il contribuente per l’uso di soldi pubblici, ovviamente!
L’alternativa ci sarebbe, quantomeno come tentativo: la totale privatizzazione. Per vedere se il mercato possa riuscire li’ dove il non-mercato pubblico sta torturando gli utenti. Ma questo sembra impossibile nel Belpaese dei veti incrociati di questa o quell’altra corporazione.
* Iri – Istituto per la ricostruzione Industriale. Istituito nel 1933 e liquidato nel 2002, era un gruppo di circa 1.000 societa’ che ha sovrinteso alla ricostruzione industriale del Paese dopo la II guerra mondiale. Si occupava, da ente statale, di moltissimi rami dell’industria e dei servizi.

Christ is not owned by anyone, but gives himself. The search for and acceptance of the Christian message can only lead to a common witness, to the recognition and welcome of the gifts which the Lord has desired to give to each of his faithful as gifts of the whole Church.Is Christ divided is a challenge to deliver the proclamation of salvation for humanity in all its integrity. It is a challenge not to close the figure of the God made man in representations, which do not affect or justify our conveniences.
Is Christ divided is a stimulus for our evermore multi-denominational societies in Europe, for a common testimony to God’s closeness to contemporary humanity.Is Christ divided is an appeal to European people not to separate out the religious dimension of their faith into the public and private spheres, and not to disdain the gift of life, by deciding alone which lives are worth living and which are not, and not allowing themselves to be guided by false delusions, but to make room for hope.Finally, that Christ cannot be divided is a certainty that nothing can ever divide the love God has for humanity.
The CCEE Presidency looks carefully at the situation in Syria, especially the one of the Christian communities, and joins the Holy Father in prayer for peace.

177 Members of the European Parliament call for coordinated European action on allergies

BruxellesBrussels, Belgium – Three months ago, 11 Members of the European Parliament (MEPs) proposed a draft Written Declaration on recognising the burden of allergic disease, calling upon the Commission and Member States to recognise the burden of allergic disease and develop policy tools to combat this illness. At the end of the consultation period, the Declaration was supported by a total of 177 MEPs.The MEPs have made a number of recommendations to help mitigate the impact of allergic diseases, which affect over 150 million Europeans: EU Member States were called upon to implement national programmes, to provide better medical training and to encourage scientific research.

Organizzata dalla segreteria della presidenza dell’Associazione Internazionale “Pugliesi nel Mondo” sarà occasione per incontrare sia i propri dirigenti, soci e iscritti che altre associazioni,artisti, enti e autorità istituzionali, imprenditori e quant’altri disponibili nell’arricchire, con le proprie esperienze, idee e progetti e nel collaborare nell’organizzazione dei prossimi eventi. L’obiettivo prioritario è quello di unire le forze per il bene della nostra amata Puglia. Occasione questa, anche per confrontarsi con altre realtà presenti sul territorio e trovare l’intesa per una reciproca collaborazione.  Non sarà consentito l’accesso alla Sala ai non autorizzati e/o ai non in possesso di un invito.

Casse pensioni svizzere

bernaUn tesoro di miliardi di euro dimenticati in Svizzera dopo anni di sudore dei nostri migranti. Il problema degli averi dimenticati riguarda in particolare gli stranieri tra cui molti italiani che hanno lavorato in Svizzera. Lo “Sportello dei Diritti” lancia una campagna per assistere i nostri concittadini per ottenere la pensione Svizzera Ogni anno gli istituti di previdenza elvetici perdono le tracce di decine di migliaia di ex assicurati, la metà stranieri, che avrebbero diritto a dei benefici per la vecchiaia. Miliardi di franchi rimangono così in attesa di essere un giorno richiesti dai loro proprietari. Cosa che spesso non succede nemmeno.
Molti ex assicurati spariscono nel nulla, lasciando dietro di sé il frutto di anni di duro lavoro. Complessivamente rimangono così in giacenza circa 5 miliardi di franchi, accumulati nelle casse pensioni in Svizzera. Il fenomeno fa seguito generalmente a cambiamenti di datore di lavoro. Anche se ciò non dovrebbe avvenire. La Legge sulla previdenza professionale (LPP) del Paese d’Oltralpe garantisce infatti ad ogni assicurato il diritto ad una prestazione di libero passaggio, ossia al versamento del capitale della cassa pensione all’istituto di previdenza del nuovo datore di lavoro. Se l’assicurato non trova subito un nuovo datore di lavoro, gli averi accumulati devono essere depositati su un conto bloccato presso la Fondazione istituto collettore LPP – creata appositamente dai partner sociali – oppure presso una banca o un’assicurazione. Dovrebbero rimanervi fino a quando l’assicurato chiede il trasferimento ad una nuova cassa pensione oppure fino al versamento all’età di pensionamento. In Svizzera il sistema di previdenza si basa su tre pilastri.
•L’Assicurazione per la vecchiaia e i superstiti (AVS) e l’Assicurazione per l’invalidità (AI) hanno come scopo di garantire il fabbisogno vitale a pensionati, orfani, vedove e invalidi. Queste assicurazioni statali sono obbligatorie per tutti, dipendenti e indipendenti.
•La previdenza professionale per la vecchiaia, i superstiti e l’invalidità (casse pensioni) serve ad assicurare, assieme all’AVS/AI, almeno il 60% dell’ultimo salario, in modo da garantire un buon tenore di vita. Al secondo pilastro si devono affiliare solo i lavoratori dipendenti.
•Il terzo pilastro, facoltativo, è costituito dalla previdenza personale, che permette di coprire ulteriori esigenze dopo il pensionamento.
Strano, ma vero, una parte cospicua di questi fondi non viene più rivendicata dai loro proprietari. E molti di loro non possono più nemmeno essere rintracciati dagli istituti che gestiscono gli averi del libero passaggio: hanno cambiato più volte domicilio o sono partiti all’estero, senza indicare il loro nuovo indirizzo.
Solo la Fondazione istituto collettore LPP ha così perso il contatto con 600’000 detentori di conti, di cui la metà stranieri, per un importo complessivo di 2,5 miliardi di franchi. Secondo le stime, una somma equivalente è in giacenza presso banche e assicurazioni.
“Sappiamo esattamente quanto spetta ad ogni singola persona, i cui averi sono stati depositati presso la nostra fondazione. Possiamo attribuire ogni franco. Ciò che non conosciamo è però l’indirizzo attuale di queste persone o delle coordinate bancarie, che ci permetterebbero di versare i soldi”, indica Max Meili, direttore della Fondazione istituto collettore LPP.
Spesso i contatti vengono persi già alla fine di un contratto di lavoro. Entro questo termine, la cassa pensione è tenuta a comunicare agli assicurati l’importo del capitale accumulato e a chiedere loro dove vanno versati i soldi. A volte i datori di lavoro notificano però troppo tardi la partenza del lavoratore, ossia quando ha ormai già cambiato indirizzo o lasciato la Svizzera.
Non di rado, sono gli stessi assicurati ad ignorare semplicemente i fondi della loro previdenza per la vecchiaia. Ogni anno migliaia di persone non rispondono nemmeno alla domanda della loro cassa pensione e dimenticano di indicare dove vanno depositati i loro averi. In ogni caso, i soldi non sono persi: al più tardi due anni dopo la partenza di un assicurato, le casse pensioni hanno l’obbligo di versare gli averi abbandonati alla Fondazione istituto collettore LPP. Ma ciò avviene spesso all’insaputa dell’assicurato.
Secondo i sindacati, tutto questo mostra che datori di lavoro e casse pensioni potrebbero migliorare l’informazione degli assicurati sui loro diritti. “Molti problemi potrebbero essere forse evitati, introducendo un formulario obbligatorio, che l’assicurato deve firmare al momento della fine del contratto di lavoro”, propone Matthias Kuert Killer, responsabile della politica sociale presso la federazione sindacale Travail.Suisse. È pressoché certo che molti soldi vengano dimenticati, soprattutto da stranieri, anche presso l’Assicurazione per la vecchiaia e i superstiti (AVS), l’assicurazione statale che assieme alle casse pensioni assicura il mantenimento del tenore di vita dopo il pensionamento. L’AVS non dispone però di cifre in merito. Ma ciò è legato anche al fatto che, in questo sistema assicurativo, gli assicurati non accumulano un capitale a loro nome, che rimane in giacenza se non viene versato all’età di pensionamento. Le rendite AVS per i pensionati vengono finanziate di anno in anno con i premi pagati dagli assicurati. “La Confederazione ha firmato delle convenzioni con una quarantina di paesi europei, grazie alle quali collaboriamo strettamente con i rispettivi istituti statali di previdenza. Veniamo regolarmente contattati da questi istituti, quando un ex assicurato si annuncia presso di loro e comunica di aver lavorato anche in Svizzera”, indica Rolf Camenzind, responsabile della comunicazione presso l’Ufficio federale delle assicurazioni sociali.
Queste convenzioni non sono state firmate però con tutti i paesi, dai quali sono giunti negli ultimi decenni molti lavoratori immigrati, come ad esempio il Kosovo. Inoltre, in caso di decesso di un ex assicurato, vedove e orfani ignorano spesso i loro diritti a prestazioni in Svizzera. E l’AVS non ricerca attivamente beneficiari di rendite, neppure se hanno raggiunto l’età di pensionamento.
Fondi delle casse pensioni. Generalmente gli averi di vecchiaia della previdenza professionale possono essere versati agli assicurati solo al raggiungimento dell’età di pensionamento. In tre casi, però, possono essere prelevati già prima, in contanti se l’assicurato:
•lascia la Svizzera per stabilirsi in un paese non membro dell’Unione europea o dell’Associazione europea di libero scambio. In caso di partenza verso un paese membro, gli averi devono invece rimanere in Svizzera su un conto vincolato (presso la Fondazione istituto collettore LPP, banche o assicurazioni) fino all’età di pensionamento.
•avvia un’attività lucrativa indipendente e non sottostà quindi più alla previdenza professionale obbligatoria.
•esige i soldi per acquistare una residenza primaria (casa o appartamento) o per ammortizzare un’ipoteca.Non è mai troppo tardi
Nel settore delle casse pensioni, questo compito viene invece assunto dall’Ufficio centrale del secondo pilastro (vedi finestra), incaricato di ripristinare i contatti tra gli istituti di previdenza e gli assicurati che hanno raggiunto l’età di pensionamento. Questo ufficio è stato creato dal governo svizzero, su richiesta di Italia, Spagna e Portogallo, dopo che era venuto alla luce il problema dei capitali dimenticati da molti lavoratori di questi paesi.
L’ufficio centrale intrattiene a sua volta contatti con gli istituti di previdenza dei paesi europei, ma sovente le ricerche all’estero non danno alcun esito. “In Svizzera troviamo quasi sempre i beneficiari. Ma è molto più difficile trovare uno straniero che ha lasciato la Svizzera. Ed è quasi impossibile, se non rientra nel suo paese di origine oppure se vi ritorna, ma non si annuncia presso l’istituto statale di previdenza”, spiega Daniel Dürr, direttore dell’Ufficio centrale.In tal caso, l’unica speranza è che il beneficiario si annunci spontaneamente, prima o poi. E non è mai troppo tardi: i dossier vengono conservati dall’Ufficio centrale fino al compimento del 100esimo anno di età. “Siamo disposti a versare gli averi anche se il proprietario si annuncia quando ha già compiuto 101 anni”, sottolinea Max Meili.Alla luce di questi dati, ed in un momento di grave crisi nella quale qualsiasi fonte di reddito per l’italiano medio assume la consistenza di “manna dal cielo”, lo “Sportello dei Diritti” lancia una campagna per il recupero dei capitali versati e non pretesi da parte dei tanti migranti rientrati in Italia e che per svariate ragioni non hanno battuto cassa nei confronti della Previdenza elvetica.Per tali ragioni, Giovanni D’Agata presidente dello “Sportello dei Diritti” comunica che l’associazione assisterà sin da subito tutti gli ex lavoratori e gli eredi che hanno maturato il diritto all’ottenimento dei benefici nelle pratiche di rimborso o di versamento della pensione maturata.

Rome to host ESC Congress for the first time

The ESC Congress is the largest cardiology meeting in the world. This will be the first time it comes to Rome. 30,000 cardiovascular medical professionals are expected in the Italian capital for the 5 day event from, 27 to 31 August 2016.The announcement was made today by Isabel Bardinet, CEO of the ESC: “Italy is a strong contributor to the ESC and its activities and Rome is a very attractive destination, not to mention its history and the culture. Miraculous escape as Caritas Aleppo hit by rocket

aleppoA Caritas centre in Aleppo received a direct hit from a rocket on 22 January. Nobody was hurt in the attack, but one of the offices was badly damaged.Poor Syrian families affected by three-year conflict in Syria regularly come to the Caritas centre for food, rent assistance and clothing. It is located within the Chaldean diocesan compound.
Parish priest and Caritas Aleppo board member Fr. Toni Ghazzi was on his way to open the centre at 4pm when the attack happened. He was with some children.The rocket skidded in front of them. All were thrown to the ground. The explosive then ricocheted into the Caritas centre, destroying the Office for Rent Assistance. The missile ended by in the waiting room for people Caritas helps. Fortunately it failed to explode.The four person Rent Assistance Team should have been working in the office at the time, but their arrival had been delayed.
“We are only alive thanks to God and the protection of St. Joseph, patron of the Church,” said Mony Tayyar, the team leader.
At 5pm, the waiting room would have been full of people coming to the Caritas centre for food aid. Fr Ghazzi says it’s a miracle nobody was hurt.The ‘Geneva II’ international conference on the crisis in Syria opened yesterday in Switzerland.
“We pray to God that He guides government officials and all responsible for the conflict in our beloved Syria to find a just solution and restore peace in the region,” said the Caritas Aleppo team in a message.Caritas Internationalis Secretary General Michel Roy said the incident underlines the dangers to both ordinary people and humanitarians in Syria.“Thanks be to God that nobody was hurt in the attack on Caritas Aleppo,” he said. “That a Caritas centre helping the most poor and vulnerable in Syria has been hit by a rocket underlines the urgency of an immediate ceasefire as the first step in finding a peaceful solution.”

Dalla Russia nuovo modello sindacale

moscaIl contributo di Marco Ricceri riferito ad una giovane multinazionale russa, la Lukoil, impresa petrolifera che opera in tredici paesi del mondo, tra cui l’Italia con l’impianto di Siracusa, mette in evidenza come le aziende internazionali, quale sia la nazionalità di appartenenza, tendono a dar vita a forme autonome di autoregolazione che si sottraggono agli ordinamenti giuridici espressi dalle istituzioni politiche. Il caso presentato configura un modello di concertazione sociale tra imprese e sindacati per ora noto solo nelle sue linee strategiche, che ha il merito di aprire una finestra su un mondo, la Russia, in movimento nonostante l’opacità dei suoi processi interni.

World Jewish Congress denounces UNESCO cancellation of Israel exhibit

3466fda168dcb9167a6a8ec65d789ac9b1a4a1dfNEW YORK – The World Jewish Congress (WJC) today denounced the cancellation by the UN cultural body UNESCO of an exhibit on Jewish ties to the Land of Israel that was scheduled to open next week in Paris. UNESCO Director-General Irina Bokova cancelled the exhibit, ‘The People, The Book, the Land: The 3,500-year relationship between the Jewish people and the land of Israel’ after Arab states protested. “This cancellation of a long-planned exhibit is an outrageous political manipulation of a cultural event,” said WJC President Ronald S. Lauder. “It is sad that Arabs deny the 3,500 connection of the Jewish people to the Land of Israel, especially when that connection is part of their own tradition. With this decision, UNESCO has done a disservice to the peace process and implicitly endorsed Arab rejectionism.” The exhibit, which was scheduled to run from 21 January through 30 January at UNESCO’s Paris headquarters, was created by the Simon Wiesenthal Center and co-sponsored by Israel, Canada, and Montenegro. The exhibition was assembled by renowned historian Robert Wistrich and was previously approved by UNESCO, according to the Jerusalem Post.
World Jewish Congress Vice-President Roger Cukierman, the head of the French Jewish umbrella body CRIF, wrote a letter to Bokova strongly protesting the cancellation. “I deduct from that decision that UNESCO is no longer the common house of all nations on matters of education, culture and science, but has come under the influence of clans whose aim it is to propagate hatred towards the other,” Cukierman stated, challenging Bokova to name the real reasons behind the cancelation.According to the Times of Israel, Abdulla al Neaimi, president of UNESCO’s Arab group, wrote in a letter to Bokova that the ”subject of this exhibition is highly political though the appearance of the title seems to be trivial. Most serious is the defense of this theme which is one of the reasons used by the opponents of peace within Israel. The publicity that will accompany… the exhibit can only cause damage to the peace negotiations presently occurring, and the constant effort of Secretary of State John Kerry, and the neutrality and objectivity of UNESCO.”
UNESCO accepted the unilateral declaration of Palestine as a member state of the UN in 2011, in contravention of UN resolutions. It was the first UN body to do so.
