Dantean Dialogues: Engaging with the Legacy of Amilcare Iannucci

University of Toronto Press, 2013), the Istituto Italiano di Cultura, Emilio Goggio Chair in Italian Studies, Centre for Comparative Literature and University of Toronto Press organize a tribute in memory of Prof. Amilcare Iannucci and of Dr. Ron Schoeffel, with the participation of Massimo Ciavolella (UCLA) and Maggie Kilgour (McGill University). Dantean Dialogues is a collection of essays by some of the most outstanding Dante scholars. These essays enter into conversation with the main themes of the scholarship of Amilcare Iannucci (d. 2007), one of the leading researchers on Dante of his generation and arguably Canada’s finest scholar of the Italian poet.  The essays focus on the major themes of Iannucci’s work, including the development of Dante’s early poetry, Dante’s relation to classical and biblical sources, and Dante’s reception. The contributors cover crucial aspects of Dante’s work, from the authority of the New Life to the novelty of his early poetry, to key episodes in the Comedy, to the poem’s afterlife. Together, the essays show how Iannucci’s reading of central cruxes in Dante’s texts continues to inspire Dante studies – a testament to his continuing influence and profound intellectual legacy.

Supporting Sustainable Economic Growth in Moldova

new yorkNew York,  Helping Moldova enhance its structural reform agenda and spur growth, by supporting improvements in the business climate, promoting financial sector stability and development, and improving the equity and efficiency of public expenditures are the core objectives of the First Development Policy Operation (DPO), in the amount of US$30 million, approved today by the World Bank Group Board of Executive Directors. The US$30 million supports the Government of Moldova’s National Development Strategy “Moldova 2020” and is a key component of the Moldova Country Partnership Strategy for 2014-2017. It is first in a programmatic series of two operations and builds on the most recent competitiveness-oriented Development Policy Operation approved in November 2012. ”We are pleased to support the Government of Moldova’s efforts to achieve sustainable and inclusive economic growth by shifting to a growth model based on investments, increased competitiveness, innovation and exports”, said Abdoulaye Seck, World Bank Country Manager for Moldova. „Our support is fully aligned with the country’s national development priorities and aims to address key reforms that can contribute to spurring private-sector led growth, whilst making public investments work better and more equitably to reduce poverty and boost shared prosperity for all Moldovan citizens”. The new operation supports a number of important structural reforms through: i) strengthening the regulatory framework to improve predictability of the business environment, facilitate competition and reduce regulatory compliance costs; ii) strengthening financial sector stability, promoting transparency of shareholding, and easing conditions for access to finance; iii) improving the public investment management framework, making investment subsidies in agriculture more efficient and equitable, and improving coverage of well-targeted social assistance programs. “While the first operation marks an important benchmark, we are looking forward to continue our cooperation in advancing structural reforms as part of the second DPO”, said Ruslan Piontkivsky, Task Team Leader of the DPO series. “It is crucial not to lose momentum and to successfully complete all of the initiated reforms.” Since Moldova joined the World Bank in 1992, over US$1 billion has been allocated to 49 operations in the country. Currently, the World Bank portfolio includes 7 active projects with total commitments of US$162.2 million. Areas of support include regulatory reform and business development, education, social assistance, e-governance, healthcare, agriculture, and other. The International Finance Corporation has provided total investments in the amount of US$233 million in 24 projects in various sectors, and the Multilateral Investment Guarantee Agency has provided guarantees totaling US$95 million. Both institutions are members of the World Bank Group.

World Bank Supports Health of Romanians

The World Bank’s Board of Executive Directors today approved a EUR250 million loan to Romania for the Health Sector Reform – Improving Health System Quality and Efficiency project, which will be implemented by the Romanian Ministry of Health. The new project is consistent with the priorities of the World Bank’s strategic partnership in Romania, as well as with the European Commission and International Monetary Fund programs. This new health sector operation aims to improve the access, quality, and efficiency of public health services by supporting the health care service delivery network by strengthening the hospitals’ support systems and services, increasing outpatient medical care services (higher volume–lower cost–greater quality), enhancing primary health care services at the community level, and strengthening governance across the health care system. The project focuses on prevention and out-of-hospital assistance as the most cost-effective way to improve health outcomes. Romania has achieved progress in improving its healthcare systems, but is still facing several challenges. In terms of health outcomes, the health system is below EU standards. Romania has the highest infant mortality rate in the EU, with 9.8 per 1,000 live births – more than twice the EU rate of 4.1 per 1,000. Life expectancy is 73.8 years – about 6 years lower than the EU average. Romania also has one of the highest standardized death rates for cardiovascular disease – due to lack of prevention and to smoking related causes.
Romania has historically committed a relatively low share of national spending to health care. Health care spending in the public sector has increased from 2.9 to 3.7 percent of GDP, but still remains well below other EU countries. In order to improve, the following will be needed: • The use of expensive health technologies, both in terms of medical procedures and drugs, will need to be properly analyzed and regulated.
•The use of health technology assessments approved by the Government in 2012 has to be expanded, further developed, and enforced.
•New quality control mechanisms have to be developed and implemented, and the hospital financial discipline improved.
•A perception shift from the focus on in-hospital assistance and the public’s behavior change are also needed. “The health sector in Romania still remains underfinanced. And in a fiscally-constrained environment, it is especially important to improve efficiency in the sector,” said Elisabetta Capannelli, World Bank Country Manager for Romania. “Romanian patients need to be able to access health services with ease. Better and more uniform quality of services needs to be ensured for all patients. Decentralization of hospital services often leads to fragmentation of policies and of the delivery of health care services. In order to avoid this, the hospital networks need to be established quickly, followed by proper patient referral mechanisms and a focus on primary care and out-patient services.” Previous World Bank assistance includes a Health Services Rehabilitation Project and a Health Adaptable Program Lending series (APL 1 and 2). Bank projects have complemented the existing partnerships between the Government, WHO, UNICEF, UNFPA and bilateral donors, including USAID and Swiss Cooperation. This loan’s interest rate is equal to six month Euribor plus a variable spread. The repayment period is 18 years, with a 17.5 years grace period. After Board’s approval, the loan agreement will be signed by both sides and ratified according to Romanian law. The Project is expected to become effective no later than 150 day after signing, and be implemented over 6 years.

This year marks the birth of a new award, an award to highlight multimedia use at cultural heritage in Europe -The Heritage in  Motion Awards. This competition will give a stage to the creators and producers of films, games, apps and websites on themes related to  Europe’s heritage, cultural and natural, tangible and intangible. Heritage in Motion grants awards and celebrates the best multimedia  achievements and products -through varied, creative and innovative means, in order to draw attention to the value of Europe’s cultural and natural heritage in all its facets. James has gained international recognition for his photographic works, which defy categorisation. His artistic process begins with the creation of intricate sculptural compositions, in which he utilises natural materials and handmade props. These scenes are created in vast tanks of purified water and photographed as a documentary act, before being destroyed. The play of light in water and James’ use of paint brushes and other objects on the surface tension of the water gives the resulting works a painterly effect, heightened by the dark background and vivid colours, which recall Dutch Vanitas still-life painting. Though rooted in tradition, James’ blurring of boundaries between photography, painting and sculpture lends his works a unique and contemporary aesthetic. James’ key works may be found in The Monsoon Collection, Davis Museum Lisboa, Rothschild Group, DDB Group and Lend Lease Group, as well as in major independent collections of Peter Simon and Ivor Braka who was Francis Bacon’s primary dealer who was recently quoted as saying ‘I only buy things as a dealer when I have a belief in the quality of the work. I may not like it, but it has to be the absolute best’. Now, the artist is developing an ambitious new series of large-scale works for the upcoming Moscow exhibition ‘Rastvorennaya Pechal’. Such is the magnitude of the project that he is relocating his entire studio to Moscow for four winter months, until the opening of the show. The new pieces he will unveil develop the themes explored in an earlier series entitled ‘A Beautiful Announcement of Death’ inspired by John Millais’ Pre-Raphaelite masterpiece Ophelia (1851) and La Jeune Martyre (1855) by Paul De La Roche. The new works will also be figurative with the artist working with live models suspended in water. Requiring a large studio, the artist will work in a 250m2 space in the Red October, an island in central Moscow that housed a chocolate factory under czars and then Soviet authorities, and now a hub for contemporary art, which has hosted exhibitions by Gagosian Gallery, Baibakov Art Projects and the Moscow Biennale of Contemporary Art. This, however, will be the first time the island has housed an artist and his studio. James has relocated his studio in the past to Tokyo, Sydney and New York, which added particular flavours to the work he created. Now, the artist will form a unique dialogue with the surroundings in Russia by creating the works in situ and sourcing local materials. The relocation of the studio and staging of the exhibition in Russia are particularly timely considering that 2014 will mark the year of cultural exchange between the UK and Russia. Supported by the British Council and the Russian Ministry of Foreign Affairs, the exchange will see the biggest ever programme of UK cultural projects to take place across Russia and an unprecedented showcase of Russian culture in the United Kingdom. Major art events will include The Golden Age of the Russian Avant-Garde at the Moscow Museum curated by British film director Peter Greenaway and a Kazimir Malevich retrospective organised by the State Tretyakov Gallery and the Tate Modern. Triumph Gallery already has a reputation for introducing major British artists to a Russian audience and is renowned for presenting a dynamic exhibition programme, featuring major contemporary artists both from Russia and around the world. In 2006, the gallery became the first in the country to exhibit works by Damien Hirst, following with an exhibition by Jake and Dinos Chapman a year later. Joining this impressive roster, James will be amongst only a handful of British artists to have staged a solo show at the gallery and the only one to have produced the works in Russia. The exhibition follows on from the artist’s critically-acclaimed show ‘Intersection’, which took place in London. (Alexander james)

FRA Paper on criminalisation of irregular migrants

parlamento europeoA new paper by the European Union Agency for Fundamental Rights (FRA) examines measures in EU Member States to counter irregular migration and their compatibility with fundamental rights. The paper is part of FRA’s ongoing work in the area of asylum and migration, and is also a contribution to the current discussions about modifying EU legislation on assisting unauthorised entry. This is an important aspect of the European Commission’s ‘Task Force Mediterranean’, which was set up following the deaths of almost 400 people off the Italian island of Lampedusa in October 2013. The Criminalisation of irregular migrants paper begins by discussing the punishments administered by Member States for irregular entry or residence. The majority of Member States punish irregular entry and stay with imprisonment and/or a fine. This risks migrants being imprisoned beyond the pre-removal detention that is allowed by the Return Directive, which sets out standards and procedures for returning irregular migrants. Because of a real or perceived danger of detection, migrants in an irregular situation are often too afraid to use medical facilities, send their children to school, register their children’s births or attend religious services. If the state encourages the general public to report migrants in an irregular situation to the immigration authorities, this will drive migrants further underground, depriving them of access to public services and making them more vulnerable to exploitation and abuse. Criminalisation harms not only the migrants themselves, but also those who support them, such as providers of humanitarian or legal assistance, or people who rescue migrants in distress at sea. For example, fishermen fear punishment for rescuing migrants at sea, a fact that was widely reported following the Lampedusa tragedy. In addition, landlords may be punished for renting accommodation to irregular migrants.FRA’s findings are described in the context of the Return Directive, as well as the Facilitation Directive and accompanying regulations that oblige EU Member States to punish anyone who assists a person to enter, pass through or remain on EU territory in an irregular manner. The Paper contains several recommendations that aim to ensure the treatment of irregular migrants entering and living in the EU is in line with the Union’s fundamental rights standards. For example:
•EU Member States should treat migrants in an irregular situation according to the safeguards contained in the Return Directive. As long as the Return Directive applies to them, they should not be subject to imprisonment for irregular entry or stay.
•To promote access to justice, migrants who have become victims of exploitation and abuse need to have a residence permit that is not dependent on the perpetrator. This is particularly important for victims of gender-based violence.
•Anyone giving humanitarian assistance such as rescue at sea or providing humanitarian services such as food, shelter, medical care or legal advice to migrants in an irregular situation should not have to risk punishment for facilitating irregular entry or stay. In addition, renting accommodation to irregular migrants without the intention of preventing the migrant’s removal should not be considered facilitation of stay.

“Il deep web è il nuovo territorio della criminalità”

NATO_11_053_L’allarme del procuratore nazionale antimafia Franco Roberti ieri alla presentazione del libro “Il riciclaggio come fenomeno transnazionale: normative a confronto” di Ranieri Razzante. Per il procuratore nel web sommerso “girano 3-400 miliardi di documenti non raggiungibili altrimenti, grazie al supporto di server situati in Paesi che non collaborano”. La mancanza di collaborazione rende più difficile anche risalire ai finanziatori dei traffici “delle oltre 300 cellule mafiose censite nel mondo”.“Nel mondo sono state censite più di 300 cellule della mafia italiana. Se ci fosse una maggiore cooperazione si potrebbe risalire ai finanziatori dei traffici di droga, che sono il loro più grande business”. E invece, “contro i reati transnazionali abbiamo le armi spuntate, per mancanza di cooperazione internazionale e per la diversità delle legislazioni penali”. Non ha dubbi il procuratore nazionale antimafia Franco Roberti: per incappare in uno dei più grandi ostacoli nelle indagini contro la criminalità organizzata basta guardare all’Europa, dove ci sono Paesi che ancora non hanno regole contro la mafia. Roberti ne ha parlato ieri pomeriggio alla Sapienza di Roma nel corso della presentazione del volume “Il riciclaggio come fenomeno transnazionale: normative a confronto”, a cura di Ranieri Razzante e con la prefazione del direttore dell’Unità di informazione finanziaria Claudio Clemente. Oltre ad auspicare presto la creazione della figura del procuratore europeo (ai sensi dell’art.86 del Trattato di Lisbona, mai attuato), Roberti ha sottolineato come altro territorio franco per la criminalità sia diventato il cosiddetto deep web, ossia il web sommerso, dove “si stimano girino 3-400 miliardi di documenti non raggiungibili altrimenti, grazie al supporto di server situati in Paesi che non collaborano”.
Del resto, il riciclaggio muove un giro d’affari di oltre 140 miliardi di euro, ossia  il 10% del Pil nazionale, contro una media europea pari al 5%, almeno stando alle stime del Fondo Monetario Internazionale. Insomma, la più grande industria del mondo, che non conosce crisi.Nell’incontro di ieri, dunque, è stata da più parti lamentata la mancanza di uniformità delle regole sull’antiriciclaggio, anche per la resistenza, come ha denunciato la presidente della Commissione antimafia dell’Unione Europea Sonia Alfano, di Stati “come la Germania e l’Inghilterra nel prevedere la punibilità del riciclaggio”. Il sottosegretario alla Giustizia Cosimo Ferri ha quindi ribadito come sia “ormai giunto il momento che il Governo e il Parlamento approvino le norme contro l’autoriciclaggio”; ha auspicato “norme più snelle sul sequestro e confisca dei beni ai mafiosi” e una “maggiore speditezza dei processi per associazione a delinquere di stampo mafioso e finanziamento al terrorismo”.I vertici delle forze dell’ordine presenti (Giuseppe Bottillo, comandante nucleo speciale Polizia tributaria della Guardia di Finanza; Raffele Grassi, direttore del servizio centrale operativo della Polizia di Stato e Mario Parente, comandante del Raggruppamento operativo speciale dei Carabinieri) hanno chiesto che si intervenga a livello legislativo europeo contro i paradisi fiscali e le legislazioni del Paesi non cooperativi: Bottillo ha sottolineato come sia proprio “la city londinese uno dei centri di smistamento del sistema offshore”.
E infatti, come ha spiegato il direttore dell’Uif Claudio Clemente, “la collaborazione dei soggetti obbligati dalla legge a segnalare le operazioni sospette sta portando buoni frutti”. I numeri relativi alle segnalazioni arrivate all’Unità di Informazione Finanziaria (UIF) sono eclatanti: nel primo semestre del 2013 (ultimo dato disponibile) le segnalazioni analizzate sono state 52.317, con un aumento del 267,7 per cento rispetto al 2012, quando erano già aumentate nel 2012 rispetto al 2011 del 207 per cento. Il curatore del libro, Ranieri Razzante (docente di legislazione antiriciclaggio all’Università di Bologna e Presidente Aira – Associazione italiana responsabili antiriciclaggio), ha infine rilanciato l’allarme sulla moneta digitale, i bitcoin, e le nuove tecnologie sui sistemi di pagamento. “Il fatto che non siamo normate – ha spiegato Razzante – apre delle vere e proprie praterie a disposizione del riciclaggio internazionale”.

World Bank Supports Integrated Social Service Delivery in Armenia

washingtonWASHINGTON,  The World Bank Group’s Board of Executive Directors today approved a US$21.2 million credit for the Social Protection Administration II Project (SPAP) in Armenia. The project will support the Government of Armenia in improving social protection service delivery and strengthening analytical, monitoring and evaluation functions of the agencies delivering social protection benefits and services. Armenia has consistently reformed its social service delivery, emphasizing efficiency and targeting among other priorities. These efforts need further enhancement to cope with the protracted and high unemployment, poverty and vulnerability which disproportionately affect women. In response to the challenges, Armenia has chosen a model of functional integration of four existing agencies responsible for pensions, social assistance, employment and disability certification. Under the first SPAP, the above service providers were co-located, with upgraded facilities, integrated management information system, and new case management procedures in 19 sites across the country. Under the new project, this model will be rolled-out to another 37 Integrated Social Protection Centers. The activities, from civil works to furniture and IT equipment with software provision, as well as trainings and on-the-job mentoring along with a proactive communication with the public, will ensure the fully operational nature of the centers, delivering high quality services tailored to the needs of the beneficiaries. “With the introduction of the integrated social services delivery model and new case management practices, Armenia has made substantial improvements in how the social protection system functions,” says Jean-Michel Happi, World Bank Country Manager for Armenia. “The main beneficiaries of the project will be vulnerable children, women and men, including senior citizens, who face multiple and complex livelihood challenges and are usually furthest away from the labor market.”Among beneficiaries, this project will also target registered unemployed and employers by promoting employment intermediation and employer-employee matching, and thereby increasing labour market efficiency and job opportunities. Implementation of the Government’s New Employment Strategy will come in a number of ways, such as by capacity building of the state employment agency via trainings and modernised IT infrastructure, expanding career orientation through skills tailored distance learning programs. It is expected that about 1400 men and women will equally benefit from this orientation program, along with 700 being enrolled in Youth without Education and Skills Program. The project will finance an integrated system of monitoring and evaluation of social protection benefits and services, targeting over 70 different programs. This would enable the Ministry of Labor and Social Issues to directly manage the beneficiary feedback, specifically collecting information on quality of delivered services. “Vulnerable families often have incomplete information about available services and may find it particularly challenging to adequately choose the items that would maximize their well-being,” says Ivan Drabek, World Bank Task Team Leader of the project. “Nevertheless, we are convinced that through this project the needs of each family member will be adequately addressed and services will be delivered in a coordinated and coherent way.” In addition, the project will support the State Social Security Service in improving and upgrading its core business processes. A risk-based fraud-and-error supervision software and system along with improved human resource management capacity, such as central payment services for the integrated social delivery system, will be developed and made fully operational. In addition, it is expected that by the end of the project the average time required for processing a pension case would decrease by 3 times. Total financing of the project is US$25.5 million, of which US$4.3 million will be the Government’s contribution. The World Bank credit of US$21.2 million will be provided on standard blend IDA terms at a fixed interest rate of 1.25% per annum with a maturity of 25 years and a 5 year grace period. Since joining the World Bank in 1992 and IDA in 1993, the commitments to Armenia total approximately US$ 1,839.06 million.

Climate SOS – Greenpeace urges end to fossil fuel investments as IPCC meets

Issuing an SOS emergency alert ahead of an Intergovernmental Panel on Climate Change (IPCC) meeting in Japan, Greenpeace warned that climate change is already devastating nations, destroying lives and costing billions of dollars in damage. “This is a crisis that knows no boundaries. Our climate is on the precipice and every ton of oil, coal and gas we are digging up and burning pushes us closer to the brink. But there’s a way out of this mess. Renewable energy has made a breakthrough faster than thought and is ready to challenge our old hazardous energy system,” said Kaisa Kosonen, Greenpeace International campaigner.  “While the IPCC report will make grim reading, the key message here is choice. Will we continue drifting from one disaster to another, or will we take control of our future? We’re at a crossroads and the choices we make now will determine how history judges us.” On the eve of the IPCC meeting, Greenpeace activists displayed a glowing message ‘Climate SOS – Go Renewables’ near J-POWER’s Isogo 1 & 2 coal power plant and Tepco’s Minami Yokohama gas power plant to highlight the cause of climate change and the solution to the unfolding crisis. “Coal burning is the biggest single driver of climate change. But coal has a massive water footprint too, making it one of the largest threats to water security. Add to that the air pollution problem and it’s clear that a move away from coal is inevitable and in fact has already started,” Kosonen added.  “To make the shift away from coal and other fossil fuels fast enough though is a key fight communities, decision-makers and investors have to unite on.”  Meeting to finalise the Working Group II report on ‘Impacts, Adaptation and Vulnerability’, the IPCC will discuss climate action in the context of sustainable development. The Japanese government, which is hosting this week’s meeting, is failing to meet the IPCC’s challenge. Japan has lowered its target for reducing greenhouse gas emissions and it is also emerging as the world’s biggest public investor of coal expansion overseas. Now it is planning a return to nuclear energy despite the ongoing Fukushima disaster.“A choice between nuclear and coal is a false dichotomy. Japan could completely phase out nuclear power and still meet its old climate target of 25% cuts in emissions by 2020 in the energy sector with efficiency and green energy. What is needed is government policy to enable a faster transition to renewable energy,” said Hisayo Takada, campaigner at Greenpeace Japan.

Miami Home Prices Continue to Experience Increases in February

The median sales price for single-family homes jumped 17 percent, up to $227,000 from $194,000 in February 2013, marking 27 straight months of growth. The average sale price for single-family homes increased 6.7 percent from $389,368 in February 2013 to $415,312 last month.The median sales price for condominiums has increased for 32 consecutive months. Compared to February 2013, the median sales price for condominiums increased by 7.3 percent to $177,000 from $165,000 a year prior. The average sale price for condominiums increased 10.8 percent to $337,382 from $304,472 in February 2013.

I tagli alla spesa pubblica dichiara Pietro Giordano Presidente Nazionale Adiconsum vanno fatti ma non tagliando linearmente la stessa ma operando chirurgicamente sulle spese parassitarie clientelari e fondi di corruzione diffusa.Non si può continuare ad immaginare di operare tagliando orizzontalmente le pensione e magari coprire i buchi dei bilanci comunali e regionali aumentando la tassazione in diretta.Si faccia per legge una norma che obblighi tutte le amministrazioni pubbliche ad acquisti centralizzati, dalla carta per fotocopiatrici alla siringa per gli ospedali.Si proceda da subito alla riforma del titolo V della costituzione che ha prodotto anch’esso disperazione, sprechi e corruzione nella gran parte delle amministrazioni regioni del paese indebolendo la capacità di coordinamento e di offerta del ” prodotto Italia” a livello internazionale.Il punto non è tagliate gli organici della pubblica amministrazione ma rendere questa efficienti e sempre di più al servizio dei cittadini. si taglino invece le spese improduttive e si punti alla qualità della spese indirizzandola verso servizi più efficienti per i cittadini. Non si risolvono i problemi tagliando gli autisti degli autobus ma colpendo gli sprechi di milioni e milioni di euro che le singole municipalizzate da anni operano.

Commissione Europea. Tariffe di roming abolite e telefonate all’estero entro il 2015 senza costi aggiuntivi?

smartphoneìDal 15 dicembre 2015 non saranno riconosciuti oneri per il roaming nell’Unione europea, e nessun costo supplementare per chiamate, inviare sms e navigare sul suo cellulare dall’estero, secondo un progetto approvato martedì dall’industria della Commissione europea.
La Commissione ha votato pacchetto il proposto dal Commissario per le telecomunicazioni Neelie Kroes, anche per rendere effettive le garanzie per la neutralità di internet.
I verdi e i socialdemocratici tedeschi hanno messo in guardia contro il fatto che è ancora possibile la discriminazione nell’uso di internet. Le tariffe per l’uso di un telefono cellulare o do uno smartphone all’estero erano già state oggetto di attenzione.
La Commissione competente del Parlamento europeo ha deliberato, quindi, che le tariffe di roaming dovrebbero essere eliminate. Ciò significa che le tariffe dovranno essere le stesse sia che ci si trovi nel proprio paese che all’estero entro il 2015. Contestualmente la Commissione ha anche votato il principio della neutralità della rete. Ciò significa che i fornitori di internet non potranno dare la preferenza al contenuto di alcuni inserzionisti. Attuando tale principio, quindi, si eviterà che le società di telecomunicazione non potranno più condizionare la rete rallentando o bloccando i servizi e le applicazioni dei loro concorrenti.Si tratta di notizie certamente positive che riguarda il campo delle telecomunicazioni per i consumatori europei per Giovanni D’Agata, presidente dello “Sportello dei Diritti”, che si augura che le proposte della commissione siano rapidamente rese effettive affinché per la data prevista, appunto il 2015, ciascuno stato membro si adegui unitamente alle compagnie telefoniche e ai fornitori di servizi internet.
