World Bank supports FYR Macedonia in strengthening its competitiveness

The World Bank’s Board of Executive Directors today approved the Second Programmatic Competitiveness Development Policy Loan (DPL2) of EUR 36.4 million (US$50 million equivalent) for FYR Macedonia. This operation aims to strengthen the competitiveness of FYR Macedonia’s economy by supporting investment and upgrading technology in the manufacturing, agribusiness, and trade logistics sectors, and creating the conditions to increase labor market flexibility and innovation capacity.“Improving competitiveness and the conditions for local businesses to thrive is necessary in order to put FYR Macedonia on a sustainable growth path, create more and better jobs, and promote shared prosperity,” says Tatiana Proskuryakova, World Bank Country Manager for FYR Macedonia.Building on the results of the First Programmatic Competitiveness DPL of 2012, the reforms under DPL2 will stimulate investment and innovation in key export-oriented sectors that have the potential to boost long-term growth and job creation in an increasingly competitive global economy.
The actions taken under the DPL2 will increase the sustainability and impact of the government’s Technological Industrial Development Zones (TIDZ) program – an important tool to attract foreign investment in value-adding and export-oriented manufacturing.In addition, new exporter support programs are helping to advance the upgrading of industries with high export potential. In the agribusiness sector, the launch of a program for the sale of state-owned agricultural land will lead to a better use of land resources, higher productivity, and market entry by new foreign and domestic firms. In the area of trade logistics, comprehensive improvements in the risk-based approach to customs controls and technical inspections in line with EU best practices will improve the efficiency of the controls on the trade of goods.In parallel to these sector-specific policies, legal reforms were introduced to facilitate seasonal employment and to allow part-time workers to stay on social assistance registry, which will improve the incentives for formal work and address rigidities in labor market regulations.And finally, a “Fund for Innovation and Technological Development” is being established to nurture private sector innovation through matching grants and other financial instruments.“Raising long-term economic growth requires that the government tackle binding structural constraints in major economic sectors,” says John Gabriel Goddard, Senior Economistin the World Bank’s Finance and Private Sector Development Department in the Europe and Central Asia (ECA) region and Team Leader of the Project. “Future growth in export-oriented manufacturing will depend on attracting investment in high value-added segments and faster integration into global supply chains.The reforms that have been introduced under the DPL2 will further this objective. The reforms also facilitate restructuring of the agribusiness sector, improve the efficiency of trade logistics, and foster labor market flexibility and innovation capacity.”Reform implementation under the DPL2 will benefit from technical assistance provided by a three-year “Competitive Industries and Innovation Support Program” in Macedonia, which is supported by a US$1.6 million grant from a Multi-donor Trust Fund funded by the Governments of Austria, Switzerland, and the European Commission.In view of the upcoming presidential and parliamentary elections in FYR Macedonia, it has been agreed with the Government that the Loan Agreement will be signed and the proceeds of the loan will be disbursed after the completion of the electoral process in the country.

Bio-Life distributes Omega 3 gelatine capsules by using fish oil obtained from small pelagics fished in the Southeast Pacific Ocean. The anchovies’ stock in the fishing area is not overexploited according to the national marine institute. The fishery is managed sustainably, following a strict precautionary approach, and highly selective gears are used. World Bank to Help Bosnia and Herzegovina with Energy Savings

World_BankWASHINGTON. The World Bank’s Board of Executive Directors today approved a credit in the amount of US$32 million for the Bosnia and Herzegovina (BH) Energy Efficiency Project. The project aims to demonstrate the benefits of energy efficiency improvements in public buildings throughout the country and support the development of scalable energy efficiency financing models.BH has recognized the importance of energy efficiency in supporting sustainable economic growth and moving towards EU accession. As a member of the Energy Community Treaty, BH has developed a draft National Energy Efficiency Action Plan that includes an indicative energy savings target of nine percent by 2018. Efficiency improvements in buildings are expected to make a significant contribution to achieving this target.
It is expected that a total of approximately 85 public buildings – mainly schools and hospitals – will be retrofitted under the project, making them more energy efficient. Due to its focus on public education and healthcare facilities, the project will directly benefit some of the often most vulnerable sections of society, particularly, children and hospital patients.“This project will support the country’s national development strategy by promoting economic growth, development, and employment in the construction sector,” said Anabela Abreu, World Bank Country Manager for Bosnia and Herzegovina. “In addition, improved energy efficiency will lead to a decrease in fuel consumption for heating as well as reduced carbon emissions into the air, which will have a particularly positive impact in larger urban areas during winter periods.”Overall, energy efficiency improvements in the public sector reduce energy expenditures and can create fiscal space for other development priorities. In BH, implementation of cost-effective energy efficiency measures in healthcare and educational facilities throughout the country could reduce public expenditures by about US$25 million per year.The World Bank portfolio of active projects in BH now includes 12 operations totaling approximately US$454.6 million. Areas of support include agriculture, environment, forestry, health, social safety and employment, local infrastructure, and private sector development.

Meeting with national parliaments on the future priorities in the field of Civil Liberties, Justice and Home Affairs

BruxellesThe meeting, organised jointly by the European Parliament’s Civil Liberties, Justice and Home Affairs Committee and the Committee on Public Administration, Public Order and Justice of the Hellenic Parliament, aims to boost the debate on the EU’s future priorities in these fields, on the basis of the progress made under the Stockholm Programme.There will be four sessions focused on the EU’s internal security strategy, migration and asylum, fundamental rights in the digital era and the development of a criminal justice area under the Lisbon Treaty. Apart from MEPs and national parliamentarians, commissioners Malmström and Reding will also take the floor to present the Commission’s communications on the future priorities in the Home Affairs and Justice area.

EU public prosecutor: MEPs call for clearer scope, defence rights

european parliamentThe powers of the future European Public Prosecutor’s Office (EPPO) should be clearer and the EPPO should make sure that defence rights are properly protected in all its activities, said the European Parliament in a resolution passed on Wednesday.The non-legislative text, passed by 487 votes to 161 with 30 abstentions, sets Parliament’s priorities and red lines for giving its consent to the EPPO proposal when the moment comes.”I hope that as many member states as possible participate in the European Public Prosecutor’s Office to defend the EU’s financial interests”, said rapporteur Salvatore Iacolino (EPP, IT) before the plenary vote.The protection of the EU budget against fraud can be better achieved at EU level, MEPs underline. However, they urge member states to clarify the EU prosecutor’s powers and the relationship between the EPPO and other EU bodies, such as Eurojust and OLAF.The House also points out that the EPPO’s competences should only be extended to offences other than those affecting the EU’s financial interests under three conditions:when the conduct simultaneously constitutes a crime affecting the EU’s financial interests and other offences;
when the offences affecting the EU’s financial interests are predominant; and when the other crimes would be barred from further punishment if they were not prosecuted and brought to judgement together with the offences affecting the EU’s financial interests.

World Bank Group Statement on Ukraine

washingtonWASHINGTON, March 10, 2014 – The World Bank Group has received a request for support from the interim Ukrainian government and stands ready to continue supporting the Ukrainian people. The World Bank Group aims to support reforms and provide up to US$3 billion in 2014.“We are committed to supporting the people of Ukraine in these difficult times and very much hope that the situation in the country stabilizes soon,” said World Bank Group President Jim Yong Kim. “We are moving forward with our pipeline of projects and aim to support the government to undertake the reforms badly needed to put the economy on a path to sustainability.”As the country’s long-term development partner, the World Bank Group has been implementing an on-going investment and guarantee program of about US$3.7 billion, supporting improved basic public service delivery in areas such as water supply, sanitation, power and roads, and supporting the private sector.Ukraine’s economy is facing a number of serious challenges that will require urgent action in the short term as well as sustained reform over the medium and longer term. Priorities will need to be given to restoring macroeconomic stability, strengthening the banking sector, reforming the energy sector, seriously tackling corruption and improving accountability, enhancing the investment climate and better targeting social assistance towards the poor and the vulnerable. The World Bank Group stands ready to assist the government with formulating and implementing a comprehensive program of structural reforms to address these challenges.

MEPs back EP-Council deal to locate European Police College seat in Budapest

budapestBudapest should host the European Police College (CEPOL), says an EP-Council deal backed by the Civil Liberties Committee on Monday. MEPs and national governments agreed to move the seat of the EU police training body from its current location in Bramshill (UK) to the Hungarian capital. However, they request the European Commission to review this decision in 18 months.The current CEPOL seat is located in Bramshill, but the UK government announced that it no longer wished to host it.Under the EP-Council deal, the Commission is asked to assess within 18 months if the Council Decision establishing CEPOL is working properly, “taking into account the need to ensure CEPOL’s status as a separate Union agency”, says the adopted text.On the basis of this evaluation, the Commission should table, if needed, a draft law to amend the current decision, following a “thorough cost-benefit analysis and impact assessment”.”In light of the Treaty obligations of sincere cooperation, the EU and its Member States should mutually assist each other in maintaining CEPOL’s operational activities”, says the EP-Council text, adding that “the UK in particular is required to ensure a smooth transition of CEPOL to its new location, without jeopardising the regular budget of CEPOL”.

Drugs: MEPs want harmful “legal highs” to be withdrawn quickly from the EU market

drogheEU rules enabling harmful psychoactive substances, also known as “legal highs”, to be quickly withdrawn from the EU market were voted by the Civil Liberties Committee on Monday. MEPs want to protect the health and safety of young people from these substances, while ensuring that trade for industrial and commercial uses is not hindered. Criminals who breach the ban on severe risk substances could face up to 10 years in jail.
The proposed EU rules aim to tackle the emergence and rapid spread of new psychoactive substances (NPS), which imitate the effects of illicit drugs such as ecstasy and cocaine. More than 300 new substances have been detected in Europe since 1997 and the problem has worsened in recent years: the number of NPS identified between 2009 and 2012 tripled (from 24 to 73 a year). Last year, on average one new substance was detected every week in the EU. The current EU system for banning the so-called “legal highs” is not fit to respond to this growing problem.
A 2011 Eurobarometer survey showed that 5% of young people in the EU have used such substances at least once in their life, with a peak of 16% in Ireland, and close to 10% in Poland, Latvia and the UK.

Non-EU skilled workers: common rules to ease intra-corporate transfers

commissione europeaNon-EU skilled employees working for multinational companies should be easier transferred from a branch outside the EU to a division or subsidiary within the EU, under a draft law backed by the Civil Liberties Committee on Monday. The new rules would make it easier to move transferred workers between EU Member States and entitle their relatives to work in the host country, too. The new EU directive would introduce a common set of rules to make it easier for companies outside Europe to send key staff to their branches within the EU (so-called “intra-corporate” transfers). It would be addressed to non-EU managers, specialists and trainee employees who live outside the EU and possess knowledge specific to the company. “With this text, Parliament is giving a clear answer to the need to boost legal migration linked to the European labour market needs. This constitutes an opportunity for growth through high-skilled workers’ competences and talents. The intra-European mobility scheme is an innovative tool, not linked to Schengen, laying down clear rules and faster procedures for near 15,000 non-EU nationals that are transferred to the EU every year. Managers, specialists and trainee employees, as well as their family members, will be finally protected under a balanced legislative framework”, said rapporteur Salvatore Iacolino (EPP, IT) after the committee vote.
“Despite this, the European Parliament’s Employment Committee did not support a compromise text which I trust it could be adopted in plenary in April”, he added.EU countries would have to accept or reject a transfer application as soon as possible and, at the latest, within 90 days after the complete application was lodged and they would retain the right to decide on the number of third-country nationals admitted to their territory.Successful applicants would obtain a combined residence and work permit in a Member State. They would also benefit from rights comparable to those of nationals of the host EU country regarding remuneration, freedom of affiliation to a trade union, recognition of diplomas, some branches of social security (unless the laws of the country of origin apply as established by a bilateral agreement with the host Member State) and access to public goods and services, except housing. National governments may decide not to grant family benefits to those employees staying less than 9 months in the EU.Working conditions would be comparable to those of posted workers, the agreed text says.
Under the text resulting from the negotiations, the permit would be valid for a maximum of 3 years in the case of managers and specialists and 1 year for trainee employees.

The new website will direct those in the music, film, literature, visual arts and technology industries through the complications of copyright law. The portal was officially launched today [12 March] in London at the King’s Place conference centre during the AHRC Creative Economy Showcase, a day long event targeting policy-makers, business leaders in the creative industries, knowledge exchange practitioners, and, research directors.“We heard from small businesses as well as media professionals working for large broadcasters and production companies. They told us that creative people are now expected to understand copyright issues right from the inception of a project. With the advent of developments like cross-platform production, they can no longer pass issues over to a legal department,” said Kris Erickson, a founding editor of Copyrightuser.org.Written and developed by academics from the Universities of Glasgow, Bournemouth, Edinburgh, Reading, Exeter and Strathclyde, copyrightuser.org is full of information, videos and advice to those within the creative industries that contribute more than £70 billion a year to the UK economy.The easy navigation allows the public to find out more about the conundrums of copyright – such as whether you need to register a work [you don’t’], the type of content that can be protected by copyright [expressions but not ideas] and the need to ask permission to use another’s work [almost always]. “Much of copyright is up to different interpretations with technology leading the debate and the law catching up on a case by case basis. Copyrightuser.org provides independent advice to help creators understand their rights,” said Bartolomeo Meletti, lead producer of the Portal.The website also features videos from creators of content in 6 different categories; musician, filmmaker, performer, writer, visual artist and developer. E’ la stessa Legge 194 a riconoscere questo diritto e il sempre più elevato numero di operatori sanitari che vi ricorre, a meno di non voler credere che la ginecologia sia professione scelta solo da cattolici praticanti, denota non una scarsa affezione al lavoro, ma piuttosto una più alta consapevolezza del valore della vita e della responsabilità del proprio operato”. “L’annuale Relazione sulla Legge 194, presentata al Parlamento, ha dimostrato con cifre puntuali e dati verificabili come il numero di interruzioni volontarie di gravidanza a carico di ogni non obiettore sia in realtà molto basso e pari a circa 2 interventi a settimana. Le polemiche pretestuose, che montano da più parti riguardo a una carente applicazione della legge, sono dunque frutto di una volontà ben precisa di accanimento forzoso per delegittimare l’operato di tutti coloro che, coerentemente con quanto previsto dal giuramento d’Ippocrate, preferiscono salvare una vita piuttosto che porvi fine”.

I deputati spingono per un caricabatterie comune per tutti i telefoni cellulari

cellulariI deputati, approvando giovedì un aggiornamento delle leggi UE sulle apparecchiature radio, hanno chiesto che sia sviluppato un caricabatterie comune per tutti i telefoni cellulari venduti in UE, così da ridurre gli sprechi, i costi e i problemi per gli utenti. Questo progetto legislativo è già stato informalmente concordato con il Consiglio dei Ministri.”La legislazione modernizzata sulle apparecchiature radio è uno strumento efficace per evitare interferenze tra diversi dispositivi radio. Sono particolarmente lieto che abbiamo concordato l’introduzione di un caricabatterie comune. Ciò accomuna sia gli interessi dei consumatori sia dell’ambiente. Il caricabatterie comune metterà fine al caos e ridurrà le 51 mila tonnellate annue di rifiuti elettronici”, ha detto la relatrice Barbara Weiler (S&D, DE).Il progetto di direttiva stabilisce norme armonizzate per l’immissione sul mercato di apparecchiature radio, compresi telefoni cellulari, telecomandi apri-auto e modem. Le norme mirano a tenere il passo con il crescente numero e varietà di dispositivi radio e a garantire che i dispositivi non interferiscano l’uno con l’altro rispettando così i requisiti essenziali su sicurezza e salute.I deputati hanno chiesto un rinnovato sforzo per sviluppare un caricabatterie comune a talune categorie di apparecchiature radio, in particolare ai telefoni cellulari, per semplificarne l’uso e ridurre inulti sprechi e costi.

I deputati hanno approvato i fondi per asilo, migrazione e sorveglianza delle frontiere fino al 2020

fuga migranti2Gli Stati membri dovranno destinare più fondi per migliorare i loro sistemi di asilo e d’integrazione di migranti, per effetto del nuovo Fondo per asilo, migrazione e integrazione della durata di sette anni approvato giovedì. Il testo stabilisce gli importi minimi che ciascun paese dovrà spendere per queste politiche. I deputati hanno, anche, approvato il nuovo fondo sulla sicurezza interna dell’UE, progettato per migliorare la sorveglianza delle frontiere e la cooperazione di polizia.
Il Fondo per asilo, migrazione e integrazione (AMIF) ha un bilancio totale di 3.1 miliardi di euro da spendere tra il 2014 e il 2020. Almeno il 20% di 2.4 miliardi di euro che gli Stati membri avranno a disposizione (3.1 miliardi di euro meno 746 milioni per i programmi comunitari e altre azioni) dovrà essere speso per misure che sostengano la migrazione legale e promuovano l’effettiva integrazione degli immigranti.Gli Stati membri saranno anche tenuti a destinare almeno un ulteriore 20% dei fondi a misure in materia di asilo. I paesi dovranno fornire spiegazioni dettagliate se vogliono mantenere le spese sotto queste percentuali e chi deve affrontare “carenze strutturali in materia di alloggi, infrastrutture e servizi” non avrà la possibilità di decidere di spendere meno in materia di asilo.
