Action needed to ensure that all people with disabilities can vote

european votePeople with disabilities are active citizens keen to participate in political life given the right opportunities. However, legal, administrative and accessibility barriers can still prevent them from taking part in elections finds the latest research on the rights of people with disabilities from the EU Agency for Fundamental Rights (FRA).“Political participation is a basic right that everyone should enjoy equally,” says FRA Director Morten Kjaerum. “Yet, FRA’s report underlines that many barriers can undermine the democratic rights of people with disabilities. With European elections around the corner, it is timely reminder that across the EU change is needed to allow all people with disabilities to have an equal say in the political life of our society.”Together with the European Commission, FRA developed a set of human rights indicators on how the right to political participation, as described in the UN’s Convention on the Rights of Persons with Disabilities (CRPD), is being respected, promoted and fulfilled across the EU. The data which populate these indicators show that given the opportunity people with disabilities actively participate in politics through voting, political meetings and engaging with elected officials. However, the data also reveal that significant challenges remain which affect some people with disabilities more than others.

UN climate panel says beating climate change is possible and affordable

carbon emissionBerlin.  Fifteen Greenpeace Germany activists demonstrated at Berlin’s iconic Brandenburg Gate today urging governments and businesses to deliver “Power to the People – Clean Energy Now” as the world´s leading climate and energy experts presented a new UN report showcasing the solutions to climate change. At the end of its week-long meeting in Berlin, the Intergovernmental Panel on Climate Change (IPCC) concluded that preventing catastrophic climate change requires an urgent and fundamental transformation of energy systems around the world. The Panel says that although global emissions of greenhouse gases grew faster between 2000 and 2010 than in previous decades, renewable energy has expanded substantially and its costs have now fallen so dramatically that it is increasingly ready to displace old, polluting forms of energy.(2)Kaisa Kosonen, Senior Political Advisor at Greenpeace International, said: “Renewable energy is unstoppable. It’s becoming bigger, better and cheaper every day. Dirty energy industries are sure to put up a fight but it’s only a question of time before public pressure and economics dictate that they either change or go out of business. The 21st century will be the ‘age of renewables’.”More than half of the recent growth in carbon emission has been due to China burning ever more coal. But recent clean air measures signal the end of China’s coal boom.(3) China, the single largest emitter of greenhouse gases, has the potential to become the game-changer in international climate politics. Li Shuo, Climate and Energy campaigner at Greenpeace East Asia, said: “China could break the deadlock in UN climate talks by presenting an ambitious new target with binding emissions cuts. If China leads, the US and the EU will have no excuse for not being more progressive. The test of whether governments are willing to act on the IPCC’s findings or turn their backs on public concern will come during next year’s climate treaty talks in Paris.”Germany, which hosted the IPCC meeting, plans to cut its carbon pollution by 40% by 2020.Karsten Smid, Climate and Energy campaigner at Greenpeace Germany, said: “Germany’s energy revolution is a practical reality and an example to the world. Clean energy owns the future. Politicians and investors need to catch up.”

Combating hate crime

african_migrants.jpg.crop_displayHate crime does not just harm individual victims, but entire communities, affecting our societies in all their diversity. Research by the European Union Agency for Fundamental Rights (FRA) has consistently found that members of ethnic and religious groups, national minorities, migrants, LGBT people or those with disabilities are faced with prejudice on an everyday basis. The overwhelming majority of victims are, however, reluctant to report their experiences to the authorities or even to civil society organisations. Shortfalls in national data collection methods also mean that many such crimes remain unrecorded, leaving them unresolved and invisible. To discuss these issues and find ways of improving the situation, FRA is organising a seminar together with the Hellenic Presidency of the Council of the EU, in cooperation with the Centre of International and European Economic Law (CIEEL). Representatives of almost all EU Member States will participate, as well as experts from international organisations including the OSCE’s Office for Democratic Institutions and Human Rights and the Council of Europe. The focus of the seminar will be on encouraging reporting and improving recording of hate crime.“One of the most shocking findings of our work on hate crime is the fear it instils in whole communities,” said FRA Director Morten Kjaerum. “Much still needs doing to build trust among victims that reporting their experiences will lead to recognition of their suffering and the prosecution of perpetrators. At the same time, EU Member States must work to improve their data collection methods to ensure that these crimes finally become visible.”Since its establishment in 2007, FRA has built up a large body of work on hate crime. This includes data on the experiences of groups such as lesbian, gays, bisexual and transgender people, Roma and other ethnic minorities. The seminar, entitled How can EU Member States combat hate crime effectively? Encouraging reporting & improving recording, takes place on 28-29 April in Thessaloniki.

Greenwashing – the extent to which companies meet their CSR promises depends on national attitudes to competition and individualism says Oxford academic

oxford universityThe assumption that corporations say one thing and do another when it comes to Corporate Social Responsibility (CSR) is not far from the truth, but just how much they follow through on their promises depends on cultural interpretations of the principles of liberal economics and the perceived role and strength of the government, says Thomas Roulet, Research Fellow at Saïd Business School, University of Oxford.In a paper for the Journal of Business Ethics, “The Intentions with Which the Road is Paved: Attitudes to Liberalism as Determinants of Greenwashing”, Thomas Roulet and his co-author, Samuel Touboul, IPAG Business School, explored the ambiguities surrounding firms’ commitments to social and environmental initiatives. They discovered that in countries where people believed strongly in the virtues of competition, firms were more likely to practise “greenwashing” – that is, to make a lot of noise about their CSR but to do very little. In countries where liberalism was interpreted as predominantly about individual responsibility, firms were more likely to focus on concrete actions.“Our research suggested a highly complex relationship between beliefs in particular virtues of economic liberalism and the socially responsible behaviours of organisations,” said Dr Roulet. “It also raises a number of subtle questions relating to the respective roles of business and the state. When a small state is favoured, for example, it seems more likely that companies will step in to ‘fill the gap’. Indeed, some businesses end up having more power than the state and, through becoming involved in developing infrastructures, even substitute for it. However, the business people we interviewed were keen to make a distinction between socially responsible things that businesses should be doing, such as reducing the harmful emissions that they generate themselves, and activities that they engage in that are not really part of their remit, but may enhance their reputations. Even when firms act responsibly, they can be doing so with a certain amount of cynicism.”Using qualitative and quantitative methods, the researchers calculated average country-level beliefs when it came to two central tenets of economic liberalism: a belief in the virtues of competition and a belief in the importance of individual responsibility. They found that developed market economies such as Switzerland, the United States, New Zealand and Canada tended to have higher cultural beliefs in favour of individual responsibility. While those countries also score highly in terms of cultural beliefs in favour of competition, it appears that countries with higher scores on this variable are fast developing countries such as India, China, and Morocco.Mapping these country-level beliefs against the CSR actions of firms in those countries confirmed that firms are more likely to greenwash when populations’ beliefs in the virtue of competition are predominant, and when their beliefs in individual responsibility are less prominent. Therefore, in a country like Morocco, where beliefs in the virtue of individual responsibility are low, but in the virtue of competition are high, firms are more likely to greenwash. Conversely, in a country like France, where the population believes in the virtue of individual responsibility but prefers an absence of competition, firms are less likely to greenwash as they tend to implement socially and environmentally responsible actions without specifically signalling those actions.“We tend to assume that firms are inherently selfish and more likely to indulge in symbolic CSR practices that look good, such as getting green accreditation, than actively trying to improve stakeholders’ welfare by, for example, reducing CO₂ emissions,” said Dr Roulet. “In fact, our research has shown that what a firm does in the context of CSR is influenced by the shared cultural expectations in its country of origin, which either unconsciously encourage greenwashing or demand substantive action. Subtle distinctions between different countries’ interpretations of what a liberal economy is all about can lead to very different attitudes and actions when it comes to how businesses operate in relation to society.”

New World Bank Project to Increase Regional Transport Connectivity in Central Asia

The World Bank Group’s Board of Executive Directors today approved an allocation of US$45 million equivalent to finance the first phase of the transformative Central Asia Roads Links Program, to be implemented in the Kyrgyz Republic in 2014-2019. The Central Asia Road Links (CARs) program is a collaborative regional, multi-phase program initiated by governments of Central Asia. The objective of this program is to increase transport connectivity between neighboring countries in Central Asia while supporting improvements in road operations and maintenance practices. The first phase of the Central Asia Road Links Program (CARs-1) will rehabilitate cross-border road links between Osh and Batken oblasts in the Kyrgyz Republic and Sugd oblast in the Republic of Tajikistan. “Road transport in the Kyrgyz Republic carries 95 percent of all passenger movements and 60 percent of all freight traffic, so improving the road links to neighboring countries will greatly improve local peoples’ and business’ access to markets for goods and services,” said Alexander Kremer, World Bank Country Manager in the Kyrgyz Republic. “We are pleased that the Kyrgyz Government is taking advantage of opportunities to invest in multi-country programs.” CARs-1 in the Kyrgyz Republic will focus on the rehabilitation of about 56 kilometers of road sections in Batken oblast along and within close vicinity of the Osh-Batken-Isfana road corridor. Specifically, those road sections include: Isfana – Kairagach/Madaniyat border crossing (36 kilometers), Batken- Tortkul (14 kilometers), and Batken – Kyzyl Bel/Guliston border crossing (6 kilometers). Another important goal of the CARS-1 project will be the improvement of road operations and maintenance by the Osh-Batken-Isfana Roads Department, which will be responsible for routine maintenance and emergency works for the entire Osh-Batken-Isfana corridor. The project will support the Department and its local maintenance units through a set of equipment worth US$1 million as well as training covering best international road maintenance practices. In addition, the project will help the Kyrgyz Ministry of Transport and Communication to review regional norms and standards on vehicle weight, axle load limits and tariffication, as well as develop a strategic plan for the institutional arrangements for transport control. It is estimated that the project will directly benefit about 680,000 residents of Batken and Osh oblasts who are expected to be regular road users travelling along the road sections. Indirectly, the improved connectivity will benefit more than three million residents of the Kyrgyz Republic and Tajikistan. “The CARS-1 project is designed as part of a sequence of projects with multiple countries. Not all participating countries would need to start at the same time, but rather each would begin when ready,” said Cordula Rastogi, World Bank’s Senior Transport Economist and Task Team Leader for the CARs project. “The proposed second phase in this program involving Tajikistan is currently under preparation. Kazakhstan has expressed its interest to consider its participation in the program in the future; discussions are currently ongoing between the Kyrgyz and Kazakh governments with a view to increase transport connectivity between Issyk-Kul oblast (Kyrgyz Republic) and the bordering Almaty oblast of Kazakhstan.” The CARs-1 project will be implemented over five years by the Kyrgyz Ministry of Transport and Communication. The World Bank’s total contribution of US$45 million equivalent consists of US$36.8 million equivalent provided as a highly concessional credit, and US$8.2 million equivalent as a grant. The Kyrgyz Republic’s own contribution will be US$9 million. It is worth noting that the World Bank provides additional resources to the countries who undertake projects in cooperation with other countries in the region. This year the Kyrgyz Republic received a bonus top-up of US $ 54.5 million equivalent from the World Bank to invest in CARs-1 and CASA-1000 projects. The World Bank’s overall mission in the Kyrgyz Republic is to reduce poverty, promote economic growth and shared prosperity. 45 percent of the World Bank’s assistance to the Kyrgyz Republic is in the form of grants. The other 55 percent is in highly concessional credits – no interest, and only a 0.75 percent service charge. Credits are repayable in 40 years, including a 10-year grace period, while grants require no repayment. The financial assistance to the Kyrgyz Republic since 1992 amounts to over US$1 billion.

WJC President Lauder condemns Palestinian unity accord

Lauder today condemned the reconciliation deal announced by Palestinian factions Fatah and Hamas, which could lead to a unity government between the Palestinian Authority in the West Bank, which is led by Mahmoud Abbas, and the Hamas government in Gaza. “After many months of negotiations between Israel and the Palestinian Authority, we finally see the PA’s true colors: Mahmoud Abbas has decided that he would rather reconcile with the terrorist organization Hamas than make peace with Israel,” Lauder said. “All of the time and political capital expended by Secretary of State John Kerry and President Obama, all of the terrorist murderers released by Israel, all of this has been wasted on what was essentially a subterfuge. Abbas has now shown the world that he never seriously considered a two-state solution nor the acceptance of Israel as a Jewish State.”Lauder continued: “Instead of a peace treaty and the possibility of advancing his people out of the squalor they have lived in for more than 60 years, we have unity of Fatah and Hamas – two Palestinian entities that would rather destroy Israel and kill Jews than live in peace. This is one more dark chapter in an  old book that is filled with blood, terror, poverty and very little hope. And in the end, it’s hardly just Israel that will suffer, but the Palestinian people as well.”

Fashion and utility retailers join forces to debate sustainable shopping

•Event spearheaded by University of Sheffield psychologists and management experts with the Centre for Sustainable Fashion at London College of FashionFashion and utility retailers will meet for the first time today (Friday 25 April 2014) as part of a unique collaboration to debate how best to encourage customers to shop in a sustainable way.The discussion at Westfield Shopping Centre, London, builds upon a growing recognition and requirement within both retail sectors of the need to encourage more conscientious consumption of their products in order to reduce the environmental impact of their activities.While utility companies are governed by legislation that requires they encourage people to use less energy and water, the fashion industry currently has no set regulations.However, fashion retailers are increasingly aware of the need to reduce their environmental impact and are keen to work with experienced retailers from other sectors to identify the best means of promoting more conscientious consumption of clothing while staying in business.The unlikely coupling of retail sectors has been spearheaded by psychologists and management experts at the University of Sheffield and fashion experts at the Centre for Sustainable Fashion at London College of Fashion in a multidisciplinary, knowledge exchange project called TRANSFER, funded by the Economic and Social Research Council (ESRC).Dr Natalie McCreesh, TRANSFER Research Associate at the University of Sheffield, said the Duchess of Cambridge, Kate Middleton, was a “great role model” for dressing and shopping in a more sustainable way.“She often re-wears the same items and shows how you can make the same dress look like a new outfit just by changing accessories. She even borrows clothes from her mum and sister, buys from outlet stores and consignment shops”All these things might not immediately seem environmentally friendly but they add up to make a huge difference. It’s about looking after what you already have and getting more use of what you do buy,” she added.The academic team is confident that TRANSFER can make a positive impact on sustainability in both the fashion and utility retail sectors and will extend their findings to consult members of the public later in the year.Dr Christopher Jones, TRANSFER lead investigator at the University of Sheffield, added: “We have brought together a diverse group of retailers to the table at today’s event. WTTC presses Travel & Tourism industry to ensure its standards of ethics and sustainability are of the highest order

That is according to the President & CEO of the World Travel & Tourism Council (WTTC), David Scowsill, in his closing speech at the WTTC Global Summit in Hainan, China (24-25 April 2014).Mr Scowsill is calling on the sector to demonstrate leadership and accountability; “The Travel & Tourism industry needs to report and communicate the benefits and value it brings and ensure that it genuinely embraces a Tourism for Tomorrow. Standards of ethics and sustainability must be of the highest order. We need to work in true partnership with governments – when they listen – and with our local communities and stakeholders.  We must also engage with our staff, our customers and our consumers”.Subjects discussed at the WTTC Global Summit have included volatility and unpredictability, climate change and disaster recovery, infrastructure planning and sustainability, growth and jobs, peace and prosperity, collaboration and co-operation and culture and understanding. Mr Scowsill continues; “We have a responsibility for the one billion travellers each year on our planet and another billion soon; for the plight of those affected by disasters, whether through natural disaster or man-made conflict and for the careful preservation of resources and protection of the planet. And we also have the responsibility to provide millions of quality jobs to people, who are seeking fulfilment and quality of life through employment, training, opportunities and careers. The enormous infrastructure that the massive growth in travel will require will only happen through consensus, collaboration and co-operation. World Jewish Congress president highlights key role of two popes in bringing Catholics, Jews closer together

DSCN0210NEW YORK/ROME – “If today Jews and Catholics live in a framework of fraternity, friendship and cooperation, following two milllennia of tensions and confrontation, it is to a large extent due to the impulse Popes John XXIII and John Paul II gave to improving relations and to overcoming anti-Semitism in the church,” World Jewish Congress President Ronald S. Lauder declared ahead of Sunday’s canonization in Rome of the two late Catholic pontiffs.John XXIII convened the Second Vatican Council, which ended with the groundbreaking declaration Nostra Aetate of 1965, and John Paul II deepened and extended Catholic-Jewish dialogue and established diplomatic relations with Israel. “For that reason, even though the canonization of these two men is an internal church matter and has nothing to do with interfaith dialogue, we rejoice with the millions of Catholics in Rome and around the world who celebrate this event,” Lauder added. Claudio Epelman, the World Jewish Congress official in charge of dialogue with the Catholic Church, is one of the Jewish representatives present in Rome for Sunday’s ceremonies at the invitation of the Vatican. Epelman said that five decades of dialogue with the Catholic Church had triggered real, positive change for both communities.“The sometimes controversial debates with Rome which we witnessed during early papacy of Pope John Paul II are long behind us, and he and his successors, Benedict XVI and Francis, have taken the relationship with what the successive popes have called their ‘elder brothers’ to the next level. We Jews know that we have a warm friend in Pope Francis, and we look forward to more opportunities to demonstrate and solidify those bonds,” said Epelman, who has already met with the Argentinean-born pontiff a number of times since the latter’s election as Catholic pontiff last year.

WJC-US remains in contact with members of the Kansas City Jewish community to keep updated on events and on the police investigation of this tragic incident. As in the past, we remind Jewish institutions that security measures must be checked constantly, especially around holiday time, as a vital precaution. Approval of Payment Accounts Directive is huge step in fight against financial exclusion

parlamento europeoToday’s vote in the European Parliament is the final step in the process which will guarantee access to a basic bank account for everybody legally resident in the EU. MEPs overwhelmingly voted to pass the proposal into law with 603 votes for and 21 against.  EU citizens will have binding right of access to a basic bank account, not only in their own member state but in other member states where they may need such an account. This is very good news for up to 30 million EU residents who want an account but do not have one, in particular marginalised groups and vulnerable consumers.  Some are refused because they are not considered profitable by banks (e.g. some students, elderly, and migrants); others might not be able to meet the administrative requirements to open a payment account (e.g. migrants, exchange students, trainees, seasonal workers and workers in other Member States). Holders of a basic account will be able to lodge and withdraw money at bank branches and ATMs, transfer money and make payments online free or at reasonable (low) cost.   Overdrafts may be an optional extra and the costs and penalties, if any, must be reasonable.  Member states must designate a range of payment institutions to ensure full access everywhere to basic payment accounts. There will be appeal procedures, of which consumers must be informed, if a basic payment account is refused. The directive also provides for better information for all account holders. Consumer choice will be enhanced by making it easier for consumers to switch to another bank. EUFFI president Jim Murray warmly welcomed the vote and said “For most people a payment account is a gateway to other services and an essential element for full participation in modern society. This directive will help the excluded and those who are ‘living the single market’ by studying, working or living cross-border.   Member states should implement the directive as speedily and effectively as possible, designating national competent authorities, monitoring coverage and costs and intervening as needed. There should also be a positive “reach out” to the unbanked, together with support for those working with the financially excluded. The directive prohibits discrimination against basic account holders as compared to holders of non-basic accounts. Access to a wide network of ATMs is particularly important: holders of basic accounts should have access to the same range to ATMs as holders of non-basic accounts.”

World Jewish Congress concerned about anti-Semitic agitation in Ukraine, urges restraint

NEW YORK – The head of the World Jewish Congress (WJC) on Friday expressed concern about the situation in Ukraine and urged all sides in the conflict there to refrain from using anti-Semitic propaganda to further their political goals. Following the distribution in Donetsk and other towns in eastern Ukraine of an anti-Jewish flyer attributed to a pro-Russian separatist leader in Ukraine, WJC President Ronald S. Lauder condemned the pamphlet and called on all sides to show restraint. “We don’t know yet who instigated this latest affront, but it shows the seriousness of the situation.”Lauder went on to say: “All sides must ensure that any form of anti-Semitism is condemned and fought vigorously. Unfortunately, the Ukrainian Jewish community is caught up in a situation for which it bears no responsibility, and it needs to be protected against unfair attacks, no matter where they may come from.” Lauder added the WJC was closely following events in Ukraine and was in constant contact with the local community.A Ukrainian news agency reported on Wednesday that armed men had handed out a leaflet calling on Jews to register their property with the interim pro-Russian government or face deportation and loss of citizenship. The leaflet, a copy of which was distributed by the ‘Donbass’ news agency, demanded the city’s Jews supply a detailed list of all the property they own, or else have their citizenship revoked, face deportation, and have their assets confiscated. Donetsk, where pro-Russian separatists captured government buildings in the past week, is home to around 17,000 Jews. Reportedly bearing the signature of the pro-Russian separatist leader Denis Pushilin, the flyer was distributed to Jews near the Donetsk synagogue and later in other areas of the city where pro-Russians activists recently declared Donetsk as an ‘Independent People’s Republic’. Pushilin denied any connection to the flyers, calling them a provocation. According to the document Jews would need to supply “ID and passport are required to register your Jewish religion, religious documents of family members, as well as documents establishing the rights to all real estate property that belongs to you, including vehicles.”

Non-EU skilled workers: EP adopts common rules

Non-EU skilled employees working for multinational companies will be easier transferred from a branch outside the EU to a division or subsidiary within the EU, under a draft law passed by the european parliament on Tuesday. The new rules will make it easier to move transferred workers between EU Member States and entitle their relatives to work in the host country, too.
The new EU directive will introduce a common set of rules to make it easier for companies outside Europe to send key staff to their branches within the EU (so-called “intra-corporate” transfers). It will be addressed to non-EU managers, specialists and trainee employees who live outside the EU and possess knowledge specific to the company.EU countries will have to accept or reject a transfer application as soon as possible and, at the latest, within 90 days after the complete application is lodged. They will also retain the right to decide on the number of third-country nationals admitted to their territory.
Successful applicants will obtain a combined residence and work permit in a Member State. They will also benefit from rights comparable to those of nationals of the host EU country regarding remuneration, freedom of affiliation to a trade union, recognition of diplomas, some branches of social security (unless the laws of the country of origin apply as established by a bilateral agreement with the host Member State) and access to public goods and services, except housing. National governments may decide not to grant family benefits to those employees staying less than 9 months in the EU.Working conditions will be comparable to those of posted workers, the adopted text says.
The permit will be valid for a maximum of 3 years in the case of managers and specialists and 1 year for trainee employees.

Conti bancari di base per tutti

Con la nuova legge approvata martedì dal Parlamento, chiunque risieda legalmente nell’UE avrà il diritto di aprire un conto bancario di base e a nessuno potrà essere negato tale diritto sulla base della nazionalità o del luogo di residenza. Questa normativa dovrebbe inoltre garantire che le spese e le regole per tutti i conti bancari siano trasparenti e comparabili e rendere più facile passare da un conto corrente a un altro che offre condizioni migliori.”Questa direttiva ha l’obiettivo permettere agli utenti di utilizzare servizi di pagamento comuni. Garantire l’accesso ai conti di base per tutti i consumatori, compresi i migranti e i cittadini in mobilità, stimolerà la modernizzazione economica, faciliterà la libera circolazione e aiuterà i più svantaggiati “, ha dichiarato il relatore Jürgen Klute (GUE/NGL, DE). Il testo è stato approvato con 603 voti favorevoli, 21  voti contrari e 51 astensioni. Il Parlamento ha chiesto che i conti bancari di base siano offerti da tutti, o almeno da un numero di istituti di credito in tutti gli Stati UE tale da garantire sia un facile accesso per tutti, sia la competitività delle offerte. Tali offerte non dovranno essere limitate alle banche che forniscono esclusivamente servizi online.Chiunque risieda legalmente nell’UE, anche senza fissa dimora, potrà aprire un conto di base. Tuttavia, gli Stati membri potrebbero richiedere ai futuri clienti di indicare il loro interesse e la finalità dell’apertura del conto, a condizione che rispettino pienamente i diritti fondamentali del cliente e che l’esercizio di tale diritto non risulti eccessivamente complicato o gravoso per il consumatore.La legge garantisce che chiunque apra un conto bancario sia in grado di capirne le commissioni e tassi d’interessi e di confrontare le offerte: questa informazione deve essere chiara e standardizzata in tutta l’UE. In ogni Stato membro dell’UE, dovrà essere creato almeno un sito web indipendente che permetta di confrontare i tassi d’interesse e le tariffe applicate dalle banche, che dovranno inoltre informare i propri clienti sulla possibilità di aprire conti bancari di base.

Nuove misure per incoraggiare i lobbisti a firmare il registro per la trasparenza dell’UE

parlamento europeoIl Parlamento ha approvato le misure volte a incoraggiare i lobbisti che lavorano con le istituzioni europee a firmare il registro pubblico per la trasparenza dell’UE. I deputati hanno chiesto nuovamente di rendere il registro obbligatorio e approvato nuove disposizioni per spingere i gruppi di interesse a creare legami più chiari con l’UE. “Per evitare che la forza di pochi prevalga sugli interessi di molti, l’attività dei gruppi d’interesse (…) deve essere trasparente e seguire norme rigorose”. Queste modifiche (…) costituiscono un passo in avanti in questa direzione, anche se parziale (…) rispetto alla richiesta del Parlamento di istituire un registro obbligatorio”, ha affermato il relatore Roberto Gualtieri (S&D, IT) durante il dibattito di lunedì.La decisione stata approvata con 646 voti a favore a 7, con 14 astensioni.
A oggi, si stima che il 75% di tutte le importanti organizzazioni collegate alle imprese e circa il 60% delle ONG che operano a Bruxelles abbiano firmato il registro. Il Parlamento ha chiesto alla Commissione di presentare una proposta legislativa, entro la fine del 2016, per rendere obbligatorio tale registro.

Il Parlamento approva 3 milioni di euro per lavoratori licenziati in Italia

televisoriMartedì, il Parlamento ha deciso che i lavoratori italiani licenziati dal settore della produzione di televisori riceveranno 3 milioni di euro dal Fondo europeo di adeguamento alla globalizzazione (FEG) per aiutarli a rientrare nel mondo del lavoro. La decisione di aiutare i 1.400 lavoratori italiani deve ancora essere approvata dal Consiglio UE.Il produttore televisivo italiano VDC Technologies ha dovuto chiudere il suo stabilimento di Frosinone a causa della forte concorrenza proveniente dalla Cina. Questo ha portato al licenziamento forzato di 1.218 dipendenti di VDC Technologies e di 54 di Cervino Technologies. Le autorità riceveranno € 3.010.985 per aiutare i 1.146 lavoratori che incontrano le maggiori difficoltà a trovare un nuovo impiego. Un importo equivalente sarà assegnato dalle autorità italiane.
VDC Technologies e Cervino non sono le uniche aziende della regione Lazio che hanno subito gli effetti combinati della crisi economica e dei cambiamenti nei flussi commerciali globali. Sia l’attività economica sia l’occupazione sono diminuite a causa della globalizzazione, secondo quanto affermano le autorità italiane. La disoccupazione è in aumento (fino al 10,8% nel 2012 dall’8,5% nel 2009) e le esportazioni dei principali settori industriali della regione si stanno riducendo.La risoluzione è stata approvata con 592 voti a favore, 72 voti contro e 9 astensioni.

Nuove norme UE in materia di informazioni che i piccoli investitori

Queste informazioni saranno fornite obbligatoriamente in un documento informativo, in formato A4 lungo non più di tre pagine (Key Information Document – KID).Prima di firmare un contratto, a tutti gli investitori non professionisti dovrebbero essere consegnate le tre pagine, in formato A4, del KID così da aiutarli a capire e a confrontare prodotti di investimento preassemblati e basati sulle assicurazioni (i PRIIPs,  packaged retail and insurance-based investment products), a stimare il costo totale del loro investimento, nonché a essere consapevole del rapporto di rischio-rendimento.Il KID dovrebbe essere chiaramente separato dalla documentazione commerciale e preparato dall’entità, che deve essere chiaramente identificabile, che ha creato il prodotto. I negoziatori del Parlamento hanno ottenuto che, quando possibile, gli investitori saranno informati se il loro investimento contribuirà a progetti con finalità ambientali o sociali. I deputati hanno constatato che, sebbene i PRIIPs possono aiutare i piccoli investitori a diversificare i rischi in molti settori economici, sono tuttavia “non semplici” e, quindi, posso trarre in inganno. I deputati hanno quindi assicurato che, se possibile, agli investitori sarà consegnato anche una “avvertenza di complessità” per avvertire che “il presente prodotto è considerato alquanto complesso e potrebbe non essere idoneo per tutti gli investitori al dettaglio.” Le norme, tuttavia non si applicano a: prodotti di assicurazione non sulla vita, contratti di assicurazione sulla vita nel caso in cui i beneficiari sotto contratto possano essere pagati solo in caso di morte o per incapacità a causa di infortunio, malattia o infermità, o depositi diversi da depositi strutturali e titoli. Saranno anche esentati dal campo di applicazione della legislazione i regimi pensionistici ufficialmente riconosciuti, i prodotti previdenziali che, ai sensi del diritto nazionale, sono riconosciuti come aventi lo scopo primario di fornire all’investitore un reddito in pensione e prodotti pensionistici individuali per i quali è richiesto un contributo finanziario dal datore di lavoro. I KID non devono essere fuorvianti. I lavoratori UE potranno trasferire la pensione integrativa quando si spostano all’estero

lavoratoriI lavoratori comunitari che si trasferiscono in un altro paese dell’UE potranno usufruire a pieno dei diritti pensionistici grazie a un progetto legislativo approvato dal Parlamento martedì. Il progetto legislativo deve ancora essere approvato formalmente dal Consiglio dei ministri.
“Il testo rappresenta un miglioramento effettivo per molti lavoratori. Si tratta di un grande passo avanti per la libera circolazione dei lavoratori e una spinta verso un’Europa sociale”, ha dichiarato la relatrice Ria Oomen-Ruijten (PPE, NL), che ha aggiunto: “Una buona pensione è una necessità, ora che gli europei possono aspettarsi di vivere molto più a lungo”. Le attuali norme UE garantiscono che i lavoratori che si spostano in un altro paese dell’UE non perdano i loro diritti pensionistici obbligatori, cioè quelli forniti dallo Stato.Tuttavia, non esistono norme comunitarie equiparabili per i regimi pensionistici integrativi, finanziati o co-finanziati dai datori di lavoro. Per tale motivo, i lavoratori che si spostano tra gli Stati membri rischiano oggi di perdere i loro diritti acquisiti, se il periodo temporale di residenza non è ritenuto sufficientemente lungo dallo Stato in cui si trasferiscono.Secondo le nuove regole invece, tale “periodo di maturazione”, il periodo d’iscrizione attiva a un regime pensionistico necessario a una persona per mantenere i diritti pensionistici integrativi, non può superare i tre anni.I deputati hanno inserito una clausola che prevede che i lavoratori frontalieri debbano beneficiare dello stesso livello di tutela. Gli Stati membri avranno quattro anni di tempo per trasporla nel diritto nazionale.

Il Parlamento chiede etichette “Made in” obbligatorie per rafforzare la sicurezza dei prodotti

Le etichette “Made in” dovrebbero essere obbligatorie per i prodotti non alimentari venduti nel mercato comunitario, secondo le norme approvate dal Parlamento martedì che hanno come obiettivo una maggiore protezione dei consumatori attraverso il rafforzamento della sorveglianza e dei criteri di sicurezza dei prodotti. I deputati hanno inoltre chiesto pene più severe per le imprese che non rispettano le norme di sicurezza e vendono prodotti potenzialmente pericolosi. I deputati hanno sostenuto la proposta della Commissione di rendere obbligatorio il marchio del paese d’origine, sostituendo così l’attuale sistema volontario, affermando che le etichette “Made in” permetterebbero di migliorare la tracciabilità delle merci e di rafforzare la tutela dei consumatori. A oggi, circa il 10% dei beni presi in esame dal sistema di allarme RAPEX dell’UE non è riconducibile al produttore.”Questo è un grande passo in avanti per la trasparenza della catena di fornitura di un prodotto, e questo è un bene per i consumatori”, ha affermato la relatrice sulla sicurezza dei prodotti Christel Schaldemose (S&D, DK), che ha anche criticato con forza il fatto che gli Stati membri non siano stati in grado di concordare una posizione comune sulla questione, bloccando cosi i negoziati sul regolamento nel suo complesso, a scapito della sicurezza dei consumatori in Europa. La sua relazione è stata adottata con 485 voti a favore, 130 contrari e 27 astensioni.Per i deputati, l’etichetta “Made in” dovrebbe essere obbligatoriamente utilizzata per tutti i prodotti venduti nell’UE, con alcune eccezioni come il cibo e i medicinali. Secondo la proposta approvata, i produttori UE potrebbero scegliere se mettere sull’etichetta la dicitura “Made in EU” oppure il nome del loro paese.Per le merci prodotte in luoghi diversi, il “paese di origine” sarebbe quello in cui il bene ha subito “l’ultima trasformazione o lavorazione sostanziale, economicamente giustificata”, che si sia conclusa con la “fabbricazione di un prodotto nuovo o abbia rappresentato una fase importante del processo di fabbricazione” (come definito nel codice doganale UE).
