A European action plan for safe and secure seas

European CommissionEU ministers have backed a set of actions to make Europe’s seas safer and to protect the EUs maritime security interests from the threats which it faces. The Action Plan, part of the EU’s Maritime Security Strategy adopted in June 2014, takes a cross-border and cross-sector approach to confronting the seaborne perils which the EU is confronted with. The plan is also central to the EU’s commitment to boost the maritime economy since investments in the European maritime domain can only be prosperous if the seas are safe and secure.
The Maritime Security strategy and its action plan is a response to the new threats which continue to emerge in the ever changing global security environment. The criminal smuggling of people, arms, or drugs is now more organised and more international than ever. Illegal fishing continues to be a plight on our oceans whilst terrorism and cyber-attacks are threats we cannot ignore. These trends jeopardize European and global maritime interests, as well as the prosperity and security of citizens at home and abroad.
The action plan, jointly implemented at European and national level, is made up of five key strands of work:
1) Intensifying EU external action – a better use of the tools at the EU’s disposal, including strengthened political dialogue and development aid
2) Shared maritime awareness and surveillance – focus on developing a common information sharing environment.
3) Capability development reinforced – for instance by promoting dual-use technologies.
4) Working towards a common risk analysis – risk management, protection of critical maritime infrastructure and crisis response will be bolstered
5) Strengthening maritime security research and training
The Action Plan covers both the internal and external aspects of the Union’s maritime security. Its guiding principles are a cross-sectorial approach; rules-based governance of the global maritime domain; respect for existing instruments and competences, as well as maritime multilateralism. The implementation of the 130 specific actions foreseen in the Action Plan will be carried out by EU institutions and by EU Member States. From the external action perspective, this comprises measures such as engaging with third parties on maritime security matters, further promoting the existing international legal framework, particularly the United Nations Convention on the Law of the Sea, contributing to maritime capacity building in third countries, as the Critical Maritime Routes Programme already does, to build on lessons learned as the Contact Group on Piracy off the Shore of Somalia, and to conduct operational activities including missions such as the counter-piracy operation ATALANTA.

Ministers decide on fishing catch limits for 2015

VellaEU Ministers have reached agreement on fishing opportunities for 2015 in the Atlantic, North Sea and Black Sea following lengthy discussion at the Agriculture and Fisheries Council on the 15th and 16th December. Karmenu Vella, the EU’s Commissioner for Environment, Maritime Affairs and Fisheries, presented the Commission’s proposals based for the first time on the new Common Fisheries Policy (CFP) which aims to have all stocks fished at sustainable levels.
Reacting to the agreement, Commissioner Vella said: “The CFP has passed its first real test with the unanimous support of all of the Member States. We have succeeded in increasing the number of stocks that are now managed at sustainable levels and sustainably managed stocks are now a broadly accepted concept”. The new CFP establishes that decision-making such as fixing fishing opportunities must be guided, among others things, by scientific advice. Furthermore, the new CFP aims to restore and maintain a maximum sustainable yield (MSY) of the fish stocks and provides for a progressive elimination of discards in all EU fisheries through the introduction of an obligation to land all catches.
Ministers also discussed the state of play of discussions between the European Parliament and Council on the implementation of the landing obligation which comes into force gradually from 1st January 2015. (european union)

First run of AEE-programme with Ethiopian solar enterprises successfully operated

Together with the University of Arba Minch/Ethiopia and the University of Applied Sciences of Neu-Ulm/Germany, the solar enterprise Phaesun which is located in Memmingen/Germany has completed the first run-through of the AEE programme (Applied Education and Entrepreneurship Programme) in December 2014. In the framework of this programme, a new study course has been introduced at the Southern Ethiopian university where students develop solar systems and establish business models in the rural regions together with small local enterprises. Among others, the solar equipment for a hair salon, a mobile phone and lamp charging station, a mobile solar ice cream shop and the equipment for a solar party photographer have been developed. Students of the University of Arba Minch have collected ideas for these systems during a field trip to the remote mountain village of Laka which has no power supply. Subsequently they sized and constructed the systems directed by the German and Ethiopian university lecturers. At the same time, they identified local solar entrepreneurs in cooperation with the local government of Laka and developed business plans. Engidaw Abdel Haile, leader of the solar competence centre at the University of Arba Minch reports: “It is a unique cooperation between international experts, Ethiopian university students and small local enterprises who developed systems perfectly tailored for the users’ requirements. So the mobile solar hair salon e.g. offers its services mainly on market days. The students therefore assembled the solar system and the hairdresser’s equipment on a robust carriage, so the hairdresser is able to push his equipment on a carriage to the market in Laka and the surrounding villages without problems.”The solar enterprise Phaesun, supports this project as an industrial partner with solar components and training courses on the sizing and marketing of solar systems. One reason to participate in this project is the development of BOSS solutions together with the different stakeholders and test them in practice. BOSS in this case, stands for Business Opportunities with Solar Systems and is the name for solar systems that are used for income generation.Tobias Zwirner, Managing Director of Phaesun knows that the existing solar kits are prototypes with room for improvement, however, this is a perfect training ground for all participating parties, as he puts it. „The local entrepreneurs remain in contact with the university for 2 years which corresponds with the amortisation period for the investments made for the solar systems, but also with the term they are supported in case of occurring problems.
So, e.g. the wheels of the carriages had to be changed already since they were not robust enough to carry the weight of the solar batteries. Moreover, the operators in Laka were surprised about problems occurring with the solar system during a long period of rain. So the students realise how important it is to use high quality components and to raise awareness about the chances and limitations of solar energy.” The project already started in December 2013 with an introduction workshop of the participating responsible parties of all partner organisations in Ulm and a first trip to Ethiopia of the German university team to prepare the project.
This was followed by an intensive 8-weeks training phase in Neu-Ulm for eight Ethiopian lecturers. The focus was laid on the conveyance of the physical basics of solar energy, technical training courses of system sizing, development of business plans and the marketing of services. During the summer semester holidays, the Ethiopian students of engineering science, agricultural economics, and business economics could then apply for the interdisciplinary additional study course.
55 students were selected for the first run of the programme. The lectures first took place as intensive block courses in the semester holidays from July 2014 on and later at the weekends during the ongoing semester from October on.In the second part of the course, the students engross what they have started already in the first weeks together with the small local businesses „scaling up“ the business models. The challenge now is „entrepreneurial activity on a larger scale“. One group of students e.g. is planning a workshop for thesolar system manufacture of “solar carriages”. The necessary components can be bought from wholesalers in the capital. Based on the knowledge acquired, the students configure various complete systems such as mobile phone charging stations and offer these to entrepreneurs in regions without connection to the grid. Other students are rather aiming at the solar power supply of private households and do the planning with local service teams. In February 2015 the students get the chance to present their business plans to potential investors at a conference at Arba Minch University.The AEEP Applied Entrepreneurship and Education Programme is a training project supported by the DAAD (German Academic Exchange Service), co-financed with funds from the Federal Ministry of Education and Research (BMBF). It was initiated by the University of Neu-Ulm, the University of Arba Minch, Sahay Solarverein Afrika e.V., the company Phaesun and further industrial partners in 2013. The project will be lasting for three years until the end of 2016. The study course will take place three times during the project run time with the target to anchor the study course in the curriculum of the University Arba Minch and carry it out independently in the future.

La metanizzazione va in Campania

Simona-Vicari“Finalmente il Piano Nazionale della Metanizzazione fa tappa anche in Campania. E questo grazie al contributo e all’impegno del sottosegretario allo Sviluppo Economico, Simona Vicari. Per troppo tempo i territori campani erano rimasti fuori da una politica energetica volta a migliorare ad un tempo la qualità dell’ambiente e abbassare i costi per i cittadini”. Cosi in una nota il coordinatore regionale Ncd Campania e sottosegretario alla Difesa, Gioacchino Alfano. “Con questa decisione – conclude Alfano – il governo ha dimostrato di mettere al centro della sua azione politica tutto il Mezzogiorno e la Campania in particolare dove ben 82 comuni, 76 della provincia di Salerno e 6 della Provincia di Napoli sono interessati dall’opera di metanizzazione. Da oggi si pongono le basi affinché il Mezzogiorno si doti di infrastrutture decisive, la cui realizzazione avrà ricadute positive tanto sull’occupazione che sull’approvvigionamento energetico”.

Repubblica Centrafricana: due bambini su cinque senza aiuti salvavita

manuel fontaineAd un anno dallo scoppio delle terribili violenze nella Repubblica Centrafricana, due bambini su cinque, in estremo bisogno di sostegno, sono senza aiuti umanitari. L’UNICEF ha dichiarato che la consistente mancanza di fondi e le condizioni di insicurezza – strade chiuse, saccheggi e attacchi contro gli operatori umanitari – quest’anno hanno lasciato i bambini che erano in attesa di aiuti senza accesso a servizi sanitari di base, acqua, istruzione e protezione.
“I bambini della Repubblica Centrafricana non fanno più notizia, ma oltre 2,5 milioni di essi continuano a vivere in costanti situazioni di paura”, ha dichiarato Manuel Fontaine, Direttore Regionale UNICEF per l’Africa Occidentale e Centrale. “Hanno uno scarso accesso a servizi essenziali e fanno completo affidamento sugli aiuti umanitari. Mentre ci prepariamo a celebrare il nuovo anno, dobbiamo cogliere l’opportunità per dare a questi bambini un futuro migliore.”
Con meno della metà dei fondi di emergenza richiesti quest’anno ed un limitato accesso umanitario a causa delle violenze, l’UNICEF ha per consegnato con grandi difficoltà aiuti salva vita alle comunità che ne hanno bisogno.
– 620.000 persone non hanno ricevuto cure mediche di base e medicinali
– 250.000 persone non hanno avuto accesso a fonti migliorate di acqua
– 33.000 bambini sono stati vaccinati contro il morbillo
– 5.000 bambini sotto i 5 anni gravemente malnutriti non hanno ricevuto cure.
Con l’aggravarsi della crisi, dei combattimenti e degli scontri diffusi, quasi mezzo milione di bambini è stato costretto a lasciare la propria casa. Il conflitto ha distrutto le comunità in tutto il paese, lasciando dietro di sé soltanto distruzione e il collasso dei servizi di base. Secondo l’UNICEF, quest’anno, ogni giorno, in media almeno un bambino è stato ucciso o mutilato nella Repubblica Centrafricana. Circa 10.000 bambini sono stati arruolati da gruppi armati.“Tra l’orrore di stupri e di uccisioni, in prima linea ci sono insegnanti, operatori per le vaccinazioni, operatori sociali e medici che ogni giorno corrono rischi per i bambini,” ha detto Manuel Fontaine. “Senza supporto, il loro impegno per salvare la vita dei bambini è a rischio e noi stiamo perdendo la maggior parte dei traguardi raggiunti quest’anno”.Insieme con le autorità locali e i suoi partner, l’UNICEF ha garantito l’accesso a servizi salva vita a migliaia di famiglie con urgenti bisogni. Quasi 1,4 milioni di persone hanno ricevuto medicinali; più di 1 milione di bambini sono stati vaccinati contro la polio, circa 550.000 zanzariere sono state distribuite per proteggere le famiglie dalla malaria e oltre 22.300 bambini gravemente malnutriti hanno ricevuto cure terapeutiche.Allo stesso tempo, la crisi sta superando i confini. Negli ultimi 12 mesi, le violenze hanno prodotto come conseguenza 188.000 nuovi rifugiati scappati nei paesi vicini: Camerun, Ciad, Repubblica Democratica del Congo e Congo. Oltre l’80% delle persone scappate dalle violenze e che hanno superato il confine erano bambini e donne. Inoltre, circa 430.000 persone fuggite dalle loro case sono sfollate all’interno del Paese. Oltre 16.000 persone tra le popolazioni di minoranza sono sotto assedio in zone isolate circondate da gruppi armanti.
L’UNICEF lancia un appello per il 2015 per 72 milioni di dollari per continuare con i suoi programmi di emergenza nella Repubblica Centrafricana, con l’obiettivo di ristabilire i servizi sociali, di proteggere i civili, coinvolgere le comunità a favorire la conciliazione e promuovere la pace.

Mortalitià evitabile in Italia

sigaretteIl Rapporto MEV(i) 2014, elaborato su oltre 70.000 decessi potenzialmente evitabili maschili e 40.000 femminili, introduce oltre al consueto quadro regionale una classifica per provincia, che sottolinea la variabilità del fenomeno anche all’interno della medesima regione. Al primo posto della classifica provinciale maschile si colloca Monza-Brianza, seguita da Siena e da Terni, mentre quella femminile è aperta da Oristano, seguita anche in questo caso da Siena, che a sua volta precede Reggio Emilia; di contro, le province Medio-Campidano, Verbano-Cusio-Ossola e Nuoro nel caso dei maschi e Caserta, Caltanissetta e Foggia per le femmine chiudono invece le due classifiche con i valori più critici.
La classifica regionale maschile evidenzia risultati sensibilmente migliori della media nazionale in Umbria, Marche, Emilia Romagna, Toscana; di contro, Valle d’Aosta, Campania, Sicilia e Sardegna fanno registrare i valori regionali più elevati. Ancora Campania e Sicilia, insieme alla Calabria, chiudono la classifica femminile, guidata invece da Marche e Trentino Alto Adige.
Il Rapporto MEV(i) 2014 aggiorna il quadro della “mortalità evitabile”, vale a dire quella legata a cause di morte che potrebbero essere efficacemente contrastate con interventi di sanità pubblica, conferma almeno per i maschi il trend discendente degli ultimi anni, ma torna a sottolineare l’eterogeneità con cui questo fenomeno si manifesta sul territorio italiano, sia a livello regionale che provinciale.
Abitudine al fumo, abuso di alcol, scorretto regime alimentare, mancata tempestività nella diagnosi e nella terapia di alcuni tumori trattabili, ricorso inappropriato ai servizi sanitari, gestione inadeguata di pazienti cronici sono i potenziali responsabili di quasi 110.000 morti l’anno avvenute prima del 75° compleanno.
Le classifiche regionale e provinciale, in particolare, sono basate sui giorni di vita perduti per mortalità evitabile, e tengono conto oltre che del numero di decessi anche della quota di vita non vissuta a causa di eventi che avrebbero potuto essere prevenuti, accentuando quindi il “peso” dei casi relativi ai più giovani.
