Should the EU have a centralised system to manage asylum applications with thresholds per MS? – Debate in LIBE

mediterraneoA centralised system to collect and allocate asylum applications that could include relative thresholds per Member State is one of the options for the revamping of the EU regulation on asylum (the so-called Dublin rules), according to MEPs Roberta Metsola (EPP, MT) and Kashetu Kyenge (S&D, IT), whose draft report on migration policy will be debated today in the Civil Liberties Committee (15.20-16.30).
The own initiative report on “The situation in the Mediterranean and the need for a holistic EU approach to migration” addresses the main challenges the EU is facing in this field, such as the relocation and resettlement schemes, the fight against human smugglers, the cooperation with third countries and the need to establish legal channels for economic migrants.The text acknowledges the failure of the Dublin Regulation (which determines the Member State responsible to deal with an asylum demand), due in part to the rising number of migrants arriving in the Union, and suggests a fundamental overhaul, establishing a central collection of asylum requests at Union level –viewing each asylum seeker as someone seeking asylum in the Union as a whole and not in an individual Member State-.This should go hand in hand, say the co-rapporteurs, with a central system for the allocation of responsibility, that may include thresholds per Member State above which no further allocation could be made until all other Member States have met their own thresholds. The system should take into account the key concepts of family unity and the best interest of the child, they underline.The report says that the principles of solidarity and fair sharing of responsibility should be put in the centre of the European migration policy and recalls that saving lives must be a first priority. It calls on Member States to fulfil their obligations with regard to the urgent relocation measures, and proposes two additional criteria for the distribution of asylum seekers (besides the GDP, population, unemployment rate and past numbers of asylum seekers), namely, the size of the territory and the population density.On resettlement, the co-rapporteurs believe that the EU needs a binding and mandatory legislative approach and say that, to have an impact, it must provide for resettlement of a meaningful number of refugees with regard to the overall numbers of refugees seeking asylum in the Union.
