Obesity Day to highlight growing obesity epidemic in Europe

Brussels. The growing obesity epidemic, which is predicted to affect more than half of all European citizens by 2030, will be the focus of European Obesity Day to be held on 21 May.According to World Health Organisation, obesity is one of the greatest public health challenges of the 21st century. Its prevalence has tripled in many countries of the WHO European Region since the 1980s, and the numbers of those affected continue to rise at an alarming rate.In addition to causing various physical disabilities and psychological problems, excess weight drastically increases a person’s risk of developing a number of non-communicable diseases (NCDs), including Type 2 diabetes, cardiovascular disease, and certain types of cancer.The risk of developing more than one of these diseases also increases with increasing body weight. Obesity is already responsible for 2–8% of health costs and 10–13% of deaths in different parts of the Region, says WHO. It is also now the 5th leading cause of death worldwide.European Obesity Day is organised by the European Association for the Study of Obesity (EASO) in conjunction with its 32 member associations in 32 countries. As well as events on the day itself, various initiatives will be taking place throughout Europe during the month beforehand.
Other major disease organisations, including those related to Cancer, Diabetes, cardiovascular, hypertension, diet and liver disease will also be taking part to highlight the dangers that overweight and obesity causes to those diseases too.Last year, EASO published the findings of a survey among 14,000 members of the public in seven European countries, showing that the majority of people underestimate their own weight, misjudge the weight of others around them, and appear to have little knowledge of the consequences.It also showed that the vast majority of people regard obesity as a problem purely of personal lifestyle, rather than recognising that there are other underlying issues which society needs to address.“Obesity is a complex and chronic disease with numerous causes, many of which are beyond an individual’s control,” says EASO President, Professor Hermann Toplak. “The causes can range from genetic and endocrine conditions to environmental factors, such as stress, diet and increasingly sedentary working patterns. “A healthier lifestyle, including a healthy diet and regular physical activity can help maintain a normal weight. However, obesity is a chronic disease and should be recognised and treated as such. Accepting and supporting people with obesity will help them seek the help and treatment they need,” he said.WHO says that both societies and governments need to act to curb the epidemic. “National policies should encourage and provide opportunities for greater physical activity, and improve the affordability, availability and accessibility of healthy foods. They should also encourage the involvement of different government sectors, civil society, the private sector and other stakeholders.”Professor Toplak agrees that Obesity has become a symptom of our rapidly changing society. “Individuals are vulnerable to changes in food production, processing and marketing and to changes in physical work and transportation. Many of these changes are linked to obesity so we should look out for and take action on changes in the wider society as well as for individuals,” he added.In line with the theme for European Obesity Day 2016, Action for a Healthier Future, people across all EU member states are being encouraged to participate.

Taking the European Neighbourhood Policy beyond the conception-performance gap

The policy paper by Nicole Koenig, research fellow in our office in Germany, the Jacques Delors Institut – Berlin, reviews the first decade of the European Neighbourhood Policy (ENP), analyses the review of November 2015 and formulates recommendations for the policy’s future implementation. The paper argues that the ENP has suffered from a ‘conception-performance gap. Conceived to foster peace, stability and prosperity at the EU’s borders, the EU now finds itself surrounded by a ring of crises and conflicts.The 2015 ENP review addresses the gap by lowering the policy’s ambition and seeking to improve its performance through increased focus, differentiation, flexibility and ownership. In practice, the ENP’s implementation will be shaped by four cleavages: Pragmatic differentiation vs. normative indifference
New priorities vs. old quest for coherence
Static multilateralism vs. functional flexibility
Technocratic logic vs. geopolitical game
To address these and shape a more strategic and political ENP, the EU should full endorse variable geometry; effectively connect the ENP to other areas of EU external action; devise a political roadmap to keep the member states seized and engage more constructively with geopolitics.
Politique européenne de voisinage: comment réduire l’écart entre ambitions et résultats?
Ce policy paper de Nicole Koenig, chercheur dans notre bureau en Allemagne, le Jacques Delors Institut – Berlin, revient sur la première décennie de la politique européenne de voisinage (PEV), analyse la révision dont elle a fait l’objet en novembre 2015 et présente des recommandations pour sa mise en œuvre. L’auteur estime que la PEV a souffert d’un décalage entre ses ambitions initiales et ses résultats réels. La PEV a été conçue pour promouvoir la paix, la stabilité et la prospérité aux frontières de l’UE. Or, celle-ci se trouve désormais entourée d’un cercle de crises et de conflits.
La révision de la PEV en 2015 visait à réduire ce décalage en réduisant les ambitions de cette politique et en cherchant à améliorer ses résultats en précisant les objectifs et en renforçant la différentiation, la flexibilité et l’appropriation. En pratique, la mise en oeuvre de la PEV dépendra de l’équilibre trouvé entre quatre équations: différenciation pragmatique vs. indifférence normative

US Business Students Gain Foreign Real Estate Perspective through FIABCI, the International Real Estate Federation

(New York, Paris, France) While on a study tour in Barcelona, several business administration students from Coastal Carolina University (located in South Carolina, USA), were provided an exciting opportunity to enhance their studies and meet with attorneys and real estate business professionals, gaining first-hand knowledge and experiences on the international marketplace that no text book could ever provide. The visit was facilitated by the FIABCI, the International Real Estate Federation, which provides members access and opportunity for real estate professionals interested in gaining knowledge, sharing information and conducting international business with each other. Coastal Carolina University has recently become an Academic Member of FIABCI and is the first academic institution in the world to become a Supporting Partner of the International Ethics Coalition of which FIABCI is a founding member.It was a chance encounter at the FIABCI Winter Business Meetings in Brussels, Belgium earlier this year between partners from the AvaLaw firm from Barcelona and representatives of the University that inspired the meeting between seasoned international business professionals and American students who were already scheduled to be in Madrid, Spain on a previously planned school trip.Students visited the offices of AvaLaw a firm specializing in foreign investment in Spain and were treated to a series of presentations comparing the legal and business culture in Spain and the USA. Presentations focused on how foreign investors acquire real estate in Spain, including general requirements on location and type of building; appropriate legal structures, professional fees and other costs and finance availability. Raisa Venermo, Partner of AvaLaw, explained, “Based on my extensive experience in assisting foreign investors in Spain, the investments do not tend to fail for legal, technical or financial reasons, but due to cultural differences and lack of confidence in the system or in the players on the other side. The role of AvaLaw is not purely acting as lawyers on behalf of the investors but also providing the cultural intelligence to be able to close the operations successfully. This is what FIABCI is all about, and this visit in particular was another good opportunity to exchange information between two quite different business environments, the USA and Spain.”In addition, the students met with partners at La Casa por el Tejado, an architectural firm specializing in the development of new penthouses in the urban area of the Eixample in Barcelona. The firm implements a very innovative business model – to identify among the existing buildings in the city center, those which have not reached the maximum height allowed by urban planning. The firm then negotiates the right to build a pre-fabricated penthouse on top of these older buildings. The penthouse is transported from the factory and constructed in only one day.

European Commission launches 2016 awards to recognise innovation in supporting SMEs

Applications are now open for the 10th anniversary edition of the European Enterprise Promotion Awards (EEPA), which recognise excellence in supporting and promoting SMEs in Europe.Public bodies and public-private partnerships from across the EU Member States, and Iceland, Serbia and Turkey will be vying for the coveted awards, which go to the most imaginative and successful initiatives that support entrepreneurship and small and medium-sized enterprises (SMEs).The winners of the six categories will be announced at a high-profile ceremony in Bratislava, Slovakia on 24 November 2016 as part of the SME Assembly, the main event of European SME Week.Previous winners of the EEPA have gone on to achieve even greater things for SMEs in Europe as a result of winning the award. Last year’s Grand Jury Prize winners, Lisboa Empreende/Lisbon Micro-Entrepreneurship, said winning the award gave the programme much needed recognition, and motivation: “It was a great experience with lots of visibility in the entrepreneur environment. We met some very interesting projects and contacts. We also shared experience, challenges and solutions for the creation and growth of SMEs.”
The competition is comprised of two competitive stages:

Charities need to think like journalists to get better coverage

Charities need to be able to respond to media requests quickly, relinquish control of the message and think more like journalists if they are to secure more and better media coverage, says Becky Slack, author of a new book, Effective Media Relations for Charities: What journalists want and how to deliver it. As part of the book launch on Tuesday (March 22), charity sector leaders were joined by a panel of national journalists from The Independent, The Metro online and Trinity Mirror to learn more about what the media looks for in a story and how they can work more effectively with them. Trinity Mirror journalist Keir Mudie made a plea for more charities to send in stories but emphasised the need for a news line, which he said is usually lacking.”It might be an interesting bit of research or an important survey, but we need a top line to get it into the newspaper,” said Mudie.
He emphasised the role of charities in providing case studies, which he said journalists need to give news a human angle.
Journalists on the panel emphasised the need to think about the audience of the media outlet charities are pitching to, as well as knowing when not to pitch.”Scan our website, it is easy to see our tone and what stories we are likely to be interested in,” said Ashita Nagesh from http://www.metro.co.uk. “And keep an eye on the news, if there is a big story breaking, wait until it calms down before making contact so your story isn’t lost.”Independent editor Hannah Fearn expressed the need for charity pitches to be well written, relevant to the news agenda and interesting. “Ninety-nine percent of what we do is pegged to the news agenda,” said Fearn. “Look at what we do and see how it can fit into that. Start a debate, don’t be afraid to put yourself out there or be controversial. Think about how your charity could relate to a news story. Your chief executive should be easily available to comment on events, the broader the range of issues the better, think about more than just your news.”Vicky Browning, director of CharityComms and event chair identified the top three challenges faced by charity PRs when securing press coverage for their stories as lack of time and resources, journalists not being interested in their stories or only wanting negative ones and not knowing whom to contact to get press coverage.According to the book’s author, to secure the coverage charities want and need, they first need to understand journalism. “The most successful PR teams are those that think like journalists,” said Slack. “PR should not be an extension of your marketing department. Working with the media is about a genuine opportunity to engage with wider audiences on the issues that matter to charities.
“If charities want coverage they have to work fast. They have to provide journalists with what they want, when they want it and in the format they want it in. If charities want to avoid more negative coverage in the press, they need to communicate how they operate. News is something that is new, shocking or surprising. Charities need to be transparent so the way they work becomes normalised.”

Solo il 42% dei professionisti della sicurezza si affida a informazioni di intelligence sulle minacce condivise

Santa Clara, California. Un quasi unanime 91% di intervistati si è dichiarato interessato all’intelligence sulle minacce informatiche specifica per settore, con il 54% che si è detto “molto interessato” e il 37% “in qualche modo interessato.” Settori come quelli dei servizi finanziari e delle infrastrutture critiche potrebbero beneficiare maggiormente di un approccio alla CTI per settori verticali, data la natura altamente specializzata delle minacce che McAfee Labs ha rilevato indirizzate a questi due settori di importanza fondamentale.
· Disponibilità a condividere. Il 63% degli intervistati si è espresso positivamente circa la possibilità di andare al di là della sola ricezione di dati di CTI e di voler contribuire realmente mettendo a disposizione i propri dati, a patto che siano condivisi all’interno di una piattaforma sicura e privata. Tuttavia, l’idea di condividere le proprie informazioni è vista in modo differente, con il 24% per cui è “molto probabile” mentre per il 39% rimane “piuttosto probabile”.
· Tipi di dati da condividere. Alla domanda su quali tipi di informazioni sulle minacce sarebbero disposti a condividere, gli intervistati hanno fatto riferimento a dati relativi al comportamento del malware (72%), seguiti dalla reputazione di URL (58%), reputazione di indirizzi IP esterni (54%), reputazione di certificati (43%) e reputazione di file (37%).
· Ostacoli alla diffusione della CTI. Quando è stato chiesto il motivo per cui non hanno attuato politiche di CTI nelle loro imprese, il 54% degli intervistati ha identificato nelle policy aziendali una delle ragioni principali, seguita dalle normative di settore (24%). Il resto degli intervistati le cui aziende non condividono report di dati si sono detti interessati, ma hanno bisogno di maggiori informazioni (24%), o esprimono perplessità sul fatto che i dati possano essere ricondotti alla società o a loro stessi come individui (21%). Questi risultati evidenziano una mancanza di esperienza, o di conoscenza delle varietà di opzioni di integrazione di CTI oggi disponibili, oltre a una scarsa conoscenza delle implicazioni legali della condivisione di CTI.

Attacchi di Bruxelles e sicurezza

“Abbiamo visto ancora ulteriori attacchi nell’UE, questa volta nella capitale dell’Unione, Bruxelles. Ancora una volta sono state attaccate le grandi infrastrutture, l’aeroporto internazionale e la metropolitana come obiettivi designati. Sono state sollevate domande in merito alla spesa utilizzata per rendere le nostre città più sicure e sul perché i sistemi di sicurezza sono stati nuovamente violati. E ‘importante sottolineare che i governi stanno investendo per rafforzare la sicurezza. Il Belgio stesso ha impegnato ulteriori 450 milioni di Euro per contrastare l’estremismo e la radicalizzazione. Il Primo Ministro Michel aveva già valutato come il personale della polizia sia attualmente in numero insufficiente e sappiamo che ci sono circa 300.000 telecamere di sorveglianza in tutto il paese.
La spesa per la sicurezza è stata rivista i tutti gli altri paesi dell’UE. Nel Regno Unito, ad esempio, un aumento del 15% del personale per i servizi di sicurezza, un ulteriore 2.41 miliardi di Euro stanziati attraverso la revisione della difesa strategica per l’equipaggiamento delle Forze Speciali e la decisione di non tagliare sulle forze di Polizia di prima linea. La Francia ha visto quasi 2.000 unità in più di personale dell’Intelligence e un focus sulla sicurezza di frontiera, nonchè infrastrutture nazionali con un incremento di personale di Polizia e Gendarmeria. Tutta questa spesa è ben accolta e vista come un segnale positivo nel proteggere ulteriormente le città europee. Tuttavia, ci deve essere un equilibrio nella spesa. Abbiamo visto fondi destinati al personale di prima linea, Polizia e personale di sicurezza che senza dubbio aiuteranno nell’incrementare il senso di sicurezza del pubblico. La spesa deve anche continuare ad essere investita in tecnologia. L’attacco di ieri in aeroporto è accaduto all’interno del terminal ai banchi del check-in, in aree comuni il cui l’accesso non è limitato nella maggior parte dei paesi europei. Infine, ci deve essere collaborazione tra i servizi di sicurezza. I governi devono fare tutto il possibile per aiutare la collaborazione e far sì dunque che dati ed informazioni si muovano efficacemente ed efficientemente attraverso le agenzie.
Abbiamo sentito sia il Primo Ministro Cameron che il Presidente Hollande richiedere un rafforzamento della cooperazione europea nella lotta contro ciò che ormai appare una vera e realistica minaccia. Dobbiamo continuare a mettere in atto tutto il possibile nelle grandi infrastrutture, servizi di polizia e tecnologia. In ultima analisi, questi saranno al massimo della loro efficacia solo se le informazioni raccolte verranno condivise e le attività di intelligence estenderanno a tutte le agenzie di intelligence europee.”

Inizia domani, giorno che ricorda la Cena del Signore, il Triduo pasquale. Già visibili le code per accedere alle Basiliche. Tantissimi sono infatti i pellegrini e i turisti giunti da tutto il mondo per vivere la Pasqua di Francesco e per “scoprire” la figura del Santo, uno dei più amati da credenti e non credenti.
Giovedì alle 17.00, nella Basilica Inferiore di San Francesco, si terrà la Santa Messa solenne nella Cena del Signore, presieduta da S.Em. Card. Attilio Nicora, Legato Pontificio per la Basilica con il tradizionale rito della lavanda dei piedi.
Venerdì 25 marzo, giorno della Passione del Signore, alle 15.30 inizierà l’Adorazione della Croce, mentre alle 20.30 si terrà la processione del Cristo morto dalla Basilica Inferiore di San Francesco alla Cattedrale di San Rufino.
Sabato Santo è, invece, giorno di preghiera e riflessione. Alle 22.30 inizierà la Veglia Pasquale con la benedizione del fuoco e la processione alla Basilica, presieduta da S.Em. Card. Attilio Nicora, Legato Pontificio.
Domenica di Pasqua, giorno della Risurrezione del Signore, si terranno, a partire dalle 7.30, le celebrazioni eucaristiche. Padre Mauro Gambetti presiederà alle 10.30 in Cappella Papale, la Santa Messa di Pasqua in Basilica Inferiore.

Torino parla europeo

Uno sportello aperto tutti i mercoledì mattina al campus Einaudi negli spazi della Biblioteca europea “Gianni Merlini” promuoverà l’informazione e l’accesso alle opportunità offerte dall’Unione europea per studiare, formarsi, vivere e lavorare in Europa. Lo sportello, promosso e gestito da Europe Direct Torino, Istituto universitario di studi europei, Biblioteca europea “Gianni Merlini” e Job Placement della Scuola di scienze giuridiche, politiche ed economico sociali dell’Università degli Studi di Torino è frutto di un protocollo che Città metropolitana e Università degli studi hanno firmato per offrire ai giovani sempre più informazioni sulle opportunità di formazione, studio e lavoro in un altro paese europeo e sulle opportunità offerte dai principali programmi europei di finanziamento. Opportunità che vanno difese e incentivate con maggior forza nel momento in cui l’unità dell’Europa è sotto attacco, come hanno ribadito nel corso dell’incontro con un folto pubblico di ragazzi il sindaco metropolitano Piero Fassino e il rettore dell’Università di Torino Gianmaria Ajani. “La firma del protocollo oggi si aggiunge alle molte iniziative che l’Università realizza per avvicinare gli studenti all’Europa” ha detto Ajani “Oggi più che mai abbiamo bisogno di mantenere gli spazi aperti, di un’Europa senza confini, luogo di affermazione della civiltà”.“Le drammatiche vicende di Bruxelles confermano la necessità di costruire una coscienza europea forte per il futuro, in grado di garantire ai cittadini quelle certezze per le quali prima erano sufficienti le politiche nazionali.” ha aggiunto Fassino. “I 28 stati membri dell’Unione europea hanno ceduto su alcuni temi una parte della loro sovranità –per esempio le politiche agricole sono ormai totalmente europee- ma su altri questioni come la sicurezza, l’immigrazione purtroppo non è ancora accaduto” ha commentato Fabrizio Spada, direttore della rappresentanza della Commissione europea a Milano.Il protocollo è stato firmato nel corso di una giornata dal titolo “Torino parla europeo”, che è proseguita con l’inaugurazione di due mostre nella main hall del Campus, “L’Italia in Europa –L’Europa in Italia. Storia dell’integrazione europea in 150 scatti” e “La cittadinanza in Europa dall’antichità ad oggi”promosse dal Dipartimento politiche europee della Presidenza del Consiglio dei Ministri visitabili fino a fine marzo, e con due dibattiti sulla costruzione di uno spazio pubblico europeo e sui problemi suscitati dall’islamofobia. Mauritania: attivisti anti-schiavitù in carcere da 500 giorni

Da 500 giorni gli attivisti anti-schiavitù mauritani Biram Dah Abeid e Brahim Ramdhane sono in carcere. Arrestati per la partecipazione a una manifestazione contro la schiavitù, la loro liberazione è stata legata alla condizione di collaborare con i servizi di sicurezza e le autorità statali. Per i due attivisti dell’organizzazione anti-schiavitù IRA (Initiative pour la Résurgence du Mouvement Abolitioniste) le condizioni poste sono inaccettabili, ma lo è anche il fatto stesso di porre delle condizioni alla loro liberazione. L’APM critica duramente il comportamento delle autorità mauritane e chiede l’immediata liberazione degli attivisti, insignite nel 2011 del Premio per i Diritti Umani della città di Weimar. Nonostante la legge mauritana vieti la schiavitù, il governo sembra impegnarsi molto più nel mettere a tacere chi denuncia attivamente il perdurare di questa pratica indegna piuttosto che nel perseguire gli schiavisti. Biram Dah Abeid e Brahim Ramdhane sono stati arrestati l’11 novembre 2014 durante una manifestazione contro la schiavitù nella città di Rosso. Biram Dah Abeid in particolare è stato arrestato mentre tentava di mediare tra i manifestanti e le forze dell’ordine che impedivano ai manifestanti di entrare in città per consegnare al governatore locale una petizione contro la schiavitù. Gli attivisti sono stati accusati di appartenere a un’organizzazione illegale e in un processo farsa condannati a due anni di reclusione. Vale la pena menzionare che il mancato riconoscimento dell’organizzazione rappresentata da Biram Dah Abeid non è certo da imputare all’attivista che ha fatto domanda di riconoscimento dell’organizzazione non governativa già cinque anni fa, ma alle istituzioni che trovano sempre nuovi pretesti per bloccarne l’iter burocratico.Molti governi del mondo, le Nazioni Unite e numerose associazioni hanno chiesto la liberazione dei due attivisti mentre nel 2015, quando i due attivisti mauritani già erano reclusi in carcere, il ministero degli esteri olandese ha conferito all’organizzazione anti-schiavitù IRA il proprio premio per i Diritti umani.

Italia: andamento del mercato immobiliare

«L’analisi sull’andamento del mercato immobiliare compiuta da Nomisma certifica la sensazione generale di una effettiva ripresa del settore, anche se i segnali positivi continuano a rimanere piuttosto timidi come a fine 2015. Per una decisa crescita del numero delle compravendite ci vorrebbe un intervento legislativo di forte impatto: ad esempio una drastica riduzione delle imposte sull’acquisto. Un provvedimento del genere, anche della durata di un solo anno, potrebbe costituire il detonatore ideale per una consistente impennata del mercato».Lo dichiara l’ing. Sandro Simoncini, docente a contratto di Urbanistica e Legislazione Ambientale presso l’università Sapienza di Roma e presidente di Sogeea SpA.«Le rilevazioni effettuate dal nostro Centro Studi – spiega Simoncini – dicono che sicuramente è aumentato l’interesse da parte di chi vuole comprare: si registra una media di venti visite al mese per un immobile in vendita, mentre fino a qualche tempo non si andava oltre le due unità. Più che la destinazione dello stesso, però, a pesare di più è la tipologia: i compratori, in pratica, mostrano soprattutto interesse per immobili di qualità superiore, indipendentemente dall’uso abitativo, commerciale o terziario che intendono farne. Ciò anche perché spesso sono gli stessi proprietari a scegliere di privarsi di beni da cui possono ricavare un introito consistente: ad esempio per fare fronte a necessità dovute al lungo periodo di crisi economica attraversato dal nostro Paese, per avviare o rilanciare un’attività imprenditoriale oppure scegliendo di spostarsi in una abitazione più piccola per realizzare un surplus finanziario. In ogni caso, per parlare di una ripresa sostanziale del settore immobiliare, c’è bisogno che la tendenza degli ultimi mesi si confermi nel medio-lungo periodo e che investa il mercato nel suo complesso».

Mostra Mercato di Antiquariato

Da anni crocevia di scambio tra antiquari molto rinomati nel panorama italiano e un pubblico qualificato, motivato e sensibile al mercato dell’antiquariato e dell’arte, Antiquari in Villa con un parterre di 60 espositori si dispiegherà come di consueto in un percorso guidato di 3.000 metri quadrati di Villa Castelbarco dove si troverà di tutto tra dipinti, disegni, stampe, sculture, mobili, tappeti, porcellane, vetri, argenti e gioielli e molto altro ancora. “Dopo qualche anno di fermo, abbiamo deciso di restituire Antiquari in Villa a Villa Castelbarco e riportare al nostro pubblico, anche in primavera, la consueta eccellenza dell’antico che contraddistingue tutte le manifestazioni di Vaprio d’Adda – spiega Armando Fusi, storico organizzatore della manifestazione – Antiquari in Villa ha rappresentato per molti anni uno degli appuntamenti più qualificati per il settore nell’area lombarda, dove ampia è la diffusione di realtà legate al collezionismo e all’antiquariato e dove formidabile è il connubio tra il piacere di possedere “l’oggetto unico” e l’alta potenzialità d’investimento.
