Greenpeace responds to the G7’s Communique on climate change

Ise-Shima. The Ise-Shima G7 Leaders’ Communique does not reflect the urgency of the climate crisis we face, nor is it consistent with the momentum around the world since the Paris Agreement. Clearly, Japan has held back the rest of the G7 from the action the Paris Agreement requires. “The Ise-Shima Communique fell short of what’s needed on climate change,” said Jennifer Morgan, Executive Director of Greenpeace International. “We’re glad to see the G7’s support for ratification of the Paris Agreement this year, but we expected a more ambitious response to the climate crisis, with specific details of how and when G7 leaders themselves intend to act. “The first assessment of all countries’ climate commitments takes place in 2018, and we challenge the G7 to produce plans for a transition to 100% renewable energy by then. The promise to implement existing climate pledges early is welcome, but these should be quickly strengthened to much more ambitious pledges.” Last year in Elmau, G7 leaders were bold in committing to do their part to decarbonise the global economy over the course of this century, while aiming for a transformation of the energy sectors by 2050 in order to hold temperature rises to below 2C and reduce emissions to zero. That sent an important signal to global investors and the fossil fuel industry that the transformation is under way and full decarbonisation is inevitable. Since then, the world agreed to pursue the goal of limiting temperature rises to 1.5C. The G7 should have responded by recognising this means a transition to 100% renewable energy by 2050 at the latest.Nuclear energy is not the answer to the climate crisis, and it’s disappointing to see the G7 leaders suggest that nuclear energy can significantly contribute to the reduction of greenhouse gas emissions.“This idea is being pushed by the Japanese government and other pro-nuclear countries in support of their own agendas,” said Hisayo Takada, deputy programme director at Greenpeace Japan. “Nuclear will not be a significant part of the energy mix in Japan again. Prime Minister Abe is using the climate crisis to promote his own short-sighted commitment to this outdated and risky technology.”

Avoidable heart attacks in Europe, a massive tragedy

infarto miocardico acutoSophia-Antipolis. “So many people in Europe dying of heart disease, prematurely and unnecessarily, is a tragedy,” said Prof. Fausto Pinto, President of the European Society of Cardiology.New mortality data released this week show that during 2013, 184,000 fatal heart attacks in Europe and 94,000 fatal strokes could be considered premature and could have been avoided in light of current medical knowledge. Together, they accounted for almost half (48%) of all preventable deaths in people under the age of seventy five.The results, provided by Eurostat, the national statistical office of the European Union, is the most recent evidence yet that too many people are not getting the timely and effective health care they need.“We know how to save lives,” said Prof. Pinto. “Part of the problem is lack of proper investment in cardiovascular health care and management of that funding. This limits medical professionals’ access to new devices and procedures, which in the long term, give people more full and active lives and ultimately are less costly in the future.The ESC President said that insufficient funds for training and education are another major issue. “Too many hospitals and clinics lack the number of medical staff required to provide great cardiac care,” he added. “The recent mortality data should serve as a wakeup call for governments and hospitals.“Cardiovascular disease needs to be made number one priority by policy makers for both prevention and treatment, so that many lives can be saved.”

Parliament backs giving Sweden an extra year for relocation of asylum seekers

parlamento europeoParliament backed on Thursday a proposal to give Sweden an extra year to take its share of asylum-seekers agreed in last year’s emergency relocation decisions. Sweden, which already has the EU’s highest per capita rate of applicants for international protection (11,503 per million inhabitants in 2015), requested a temporary suspension of the relocations back in November in view of the sudden and sharp increase of arrivals it was facing.Of the 160,000 people to be relocated from Italy and Greece over two years, Sweden was allocated a total of 5,727 persons. The final decision will be taken by the Council –expected in the coming weeks-, but Parliament had to be consulted. The proposal was endorsed by 396 votes against 190 with 50 abstentions.

Experts Point to Strength and Resiliency of Miami Real Estate Market

miamiMIAMI — After eight years of record or near-record residential sales, the Miami real estate market is normalizing with steady growth, various prominent local market experts said during a recent MIAMI Association of REALTORS® (MIAMI) event.The fast-sales growth of Miami mid-market properties, the continued high-percentage of all-cash buyers, preconstruction condo inventory in the rapidly-growing Downtown Miami area and South Florida’s overall population and job increases are boosting the market, experts said during the recent Real State of the Miami Market event at the Biltmore Hotel.Edgardo Defortuna, the president of Fortune International Realty, applauded MIAMI for hosting the event in the wake of several unbalanced and inaccurate media articles.“One thing that affects our market the most is perception because eventually perception becomes reality,” Defortuna said. “We need to change the perception. We need to combat the negative headlines because the reality of our market is completely different. When people say Miami (preconstruction condo) developers are reducing their cash deposit requirements from 50 to 30 percent; it’s taken totally out of context. These buildings are reducing deposit schedules because they don’t need the money anymore. They are already 80, 90 percent sold and close to completion.”
Single-family homes priced between $200,000 and $600,000 saw a 5.8 percent year-over-year increase in April, growing from 685 to 725. The sector represented 63.0 percent of total Miami single-family home sales in April 2016.Existing condos priced between $150,000 and $300,000 saw a 2.7 percent-rise in sales in April, increasing from 485 transactions to 498. This sector represented 39.2 percent of total existing Miami condo home sales in April 2016.
Miami bargain prices compared to other world-class cities and the lack of available land are also key factors in today’s market, experts said.A 120-square meter condo in Miami-Fort Lauderdale-Miami Beach cost $149,900 on average, according to the National Association of REALTORS® (NAR). Prices for the same condo in London ($960,840), Hong Kong ($776,280), and New York ($1.6 million) are at least five times higher.The lack of Miami-Dade County available land means the value of local single-family homes will rise and more residents will purchase multifamily units.
Most Miami preconstruction condo developers require a 50-percent cash deposit on new units. The deposit is not only one of the highest in the United States but is significantly higher than the 20 percent required during the last real estate cycle. The large all-cash deposits are a strong sign home buyers are committed and invested in the Miami market.The majority of new construction is happening in Downtown Miami, and developers are being cautious not to overbuild. About 85 percent of condos under construction in Downtown Miami are sold, according to Integra Realty Resources and the Miami Downtown Development Authority. Downtown Miami has about 7,200 units under construction, a 61.2 percent smaller inventory than the 18,500 units under construction in 2006.About 78 percent of new construction Downtown Miami units closed all cash in 2015. About 64 percent of all resale inventory closed all cash in 2015.While noting preconstruction sales have normalized compared to the previous record-activity, Graziano believes developers are taking a break and doing site plans before announcing future plans. The overall percentage of all-cash buyers (48.6 percent) remains double the national average. In hot submarkets such as Brickell in Downtown Miami, the all-cash percentage is 82 percent.
South Florida’s growing population will continue to fuel more home sales, experts said. The Miami-Dade, Broward and Palm Beach metro area recently became the eighth-most populous region in the U.S., eclipsing 6 million residents for the first time, according to new U.S. Census Bureau data. South Florida gained almost 500,000 new residents in the past five years.Another strong indicator for housing is job growth. The number of employed Miami-Dade County residents increased 2 percent, growing from 2.13 million residents in 2013 to 2.18 million in 2014. The percentage of Miami-Dade residents earning more than $75,000 a year increased 4.1 percent in the same time period. The local population is also getting more educated, a key factor in a growing economy. The share of Miami-Dade residents with graduate degrees increased 7.5 percent from 2013 to 2014. The population has seen a 12 to 17 percent growth in associate, bachelor and graduate degrees.Downtown Miami is the epicenter for population and wage growth in South Florida. Downtown has grown from 40,466 residents in 2000 to 80,000 today, according to the Miami Downtown Development Authority. Brickell has seen the largest increase, growing from 12,904 residents in 2000 to 32,489 today.
The remainder of the 2016 will see fewer sales than last year and pricing will be hard to predict, Graziano said. Waterfront properties or other unique projects will outperform. The pricing for properties below $1 million will remain strong but inventory expansion should be watched.The overall average pricing remains strong in South Florida. Sellers should expect to see more competition as buyers become more selective. South Florida’s economic growth and population increases will play key roles in the direction of 2016 residential pricing.

The World Humanitarian Summit has identified key opportunities that exist for more effective collaboration among diverse stakeholders but clear implementation strategies are now needed if we are to better deliver to affected populations in crises, ACT Alliance has said.The alliance, an international faith-based humanitarian and development network of 140 members working in over 100 countries, had a strong delegation of attendees at the Summit which took place on 23-24 May in Istanbul.ACT Alliance General Secretary John Nduna, welcomed the many statements from member states, fellow NGOs and other stakeholders and at the Summit echoing the commitments the alliance has made towards improved humanitarian response, particularly those relating to increasing the involvement of local and national responders in crises.“We are pleased that the WHS has seen such support and leadership particularly around the Grand Bargain which saw commitment to increasing funding to local and national responders as directly as possible, and a real understanding of the importance of cash based systems in meeting people’s needs,” said Nduna. “Local and national responders are the parties that have the closest access to communities, and as ACT Alliance we have also committed to significantly increasing the proportion of our members’ humanitarian funding that goes directly to local and national members and their partners, for both humanitarian response and emergency preparedness.” “The Summit has highlighted the opportunities for collaboration among actors for a more effective humanitarian response, and now we as an international community must transform the discussions at this event beyond words into action, in the form of clear implementation and monitoring strategies,” he said.
ACT Alliance, which through its global membership responds to around 25 emergency situations around the world each year from natural disasters to conflict-related crises, also welcomed views across stakeholders at the Summit supporting the preservation of humanitarian principles and International Humanitarian Law, with Nduna saying: “The WHS has highlighted the importance of maintaining humanitarian action and recognising the uniqueness of humanitarian action in and of itself.”

Sustainable Purchasing Leadership Council honours International Campaign for Responsible Technology and GoodElectronics Network for their work on chemicals

The GoodElectronics Network and the International Campaign for Responsible Technology (ICRT) have been awarded the 2016 Public Interest Advocate Award by the Sustainable Purchasing Leadership Council (SPLC) for their work on the responsible management of hazardous chemical substances during the production process of ICT hardware. In announcing the award, the SPLC declared that the actions of the both network organisations “have enabled institutional purchasers to better understand and take responsibility for the consequences of their spending”.
Alejandro Gonzalez (coordinator GoodElectronics): “We feel honoured to receive this award on behalf of all members of the GoodElectronics Network as it highlights and promotes our efforts towards guaranteeing respect of human rights, workers’ rights and the environment throughout the entire production cycle of the electronic industry“.The use of chemicals in the electronics industry cause illness and deaths upon workers over the world. Civil society organisations report hundreds of cases of electronics production workers who have fallen ill over the past few years in China, Thailand and South Korea from exposure to benzene and other chemicals used in electronics manufacturing. The illness patterns are very similar to the illnesses originally documented in Silicon Valley during the early days of electronics manufacturing.
On March 2015, ICRT, GoodElectronics with support of allies around the world, issued the ‘Chemicals Challenge’ to the electronics industry, calling upon them to adopt safer and more sustainable manufacturing practices and to proactively reduce and eliminate chemical and physical hazards through the development and adoption of safer alternatives. More than 200 civil society organisations and individuals from more than 40 countries have endorsed the Chemicals Challenge. Later they published ‘Meeting the Challenge’ with detailed recommendations for the industry.The overall response of the electronics industry to the Chemicals Challenge has been one of ‘wait and see’. Individuals companies contacted by ICRT and GoodElectronics all deferred to the position of the industry body Electronics Industry Citizenship Coalition (EICC). ICRT and GoodElectronics have entered into a dialogue with EICC. The concerns about human rights and workers’ rights abuses in relation to occupational health and safety and protection of environment remain unabated as gross violations persist.
Ted Smith (ICRT): “We will continue our work on chemical safety. Currently we are working on a gap analysis that identifies weaknesses in the EICC code and audit protocol and compares them to the Chemicals Challenge. We have offered to engage with the industry to work together for safer chemicals. This award encourages us to carry on.”

EU-US “Privacy Shield” for data transfers: further improvements needed, MEPs say

commissione europeaThe EU Commission should go on negotiating with the USA to remedy “deficiencies” in proposed “Privacy Shield” protection for EU citizens’ data transferred to the US for commercial purposes, Parliament says in a non-legislative resolution passed on Thursday.
In the resolution, passed by 501 votes to 119 with 31 abstentions, MEPs welcome the efforts of the Commission and the US administration to achieve “substantial improvements” in the Privacy Shield compared to the Safe Harbour decision which it is to replace.However, they also voice concern about “deficiencies” in the proposed new arrangement negotiated by the Commission, notably:
· the US authorities’ access to data transferred under the Privacy Shield,
· the possibility of collecting bulk data, in some cases, which does not meet the criteria of “necessity” and “proportionality” laid down in the EU Charter of Fundamental Rights,
· the proposed US ombudsperson, a new institution that MEPs accept is a step forward, but believe to be neither “sufficiently independent”, nor “vested with adequate powers to effectively exercise and enforce its duty”, and
· the complexity of the redress mechanism, which the Commission and US administration need to make more “user-friendly and effective”, MEPs say.
Parliament stresses that the Privacy Shield framework gives EU member state’s data protection agencies a prominent role in examining data protection claims and notes their power to suspend data transfers. It also notes the obligation placed upon the US Department of Commerce to resolve such complaints.Finally, MEPs call on the Commission to conduct periodic “robust reviews” of its decision that Privacy Shield protection is adequate, particularly in the light of experience with the new EU data protection rules which are to take effect in two years.

G7 leaders must move faster on promise to decarbonise global economy

tokyo-japan. World leaders in Japan for the G7 Summit must use the opportunity to build on last year’s commitment to decarbonise the global economy over the course of this century, says Greenpeace. Since then the Paris Agreement has been adopted and now signed by more than 170 nations. “The Earth’s surface temperatures last year were the highest ever recorded, and more than 1C above pre-industrial levels. Global warming appears to be accelerating,” said Jens Mattias Clausen, Senior Climate Change Advisor at Greenpeace.“This should serve as a warning to G7 leaders that their commitments last year are nothing like urgent enough to tackle climate change. The G7 must act on what it has already pledged, and go further.” This year’s summit should set a deadline of 2018 for G7 countries to develop long-term decarbonisation plans which lay out a clear plan for transitioning to 100% renewable energy by mid-century at the latest, and end any support for, or investment in, fossil fuels. There must be an end to the public financing of coal.In particular, Japan must rapidly catch up with its G7 partners in shifting away from coal. All other G7 nations have announced plans to close or retire coal plants, but Japan is moving in the opposite direction with plans to build nearly 50 coal-fired power plants, with over 25 GW of capacity. “Japan is playing Jekyll and Hyde – signing up to the phase-out of fossil fuels at last year’s summit in Germany yet expanding the financing of coal-plants in Japan and Southeast Asia. These two positions are incompatible and unacceptable for a nation holding the presidency of the G7,” said Hisayo Takada, deputy programme director at Greenpeace Japan.The Fukushima catastrophe has re-written Japan’s energy landscape, and turned the government’s dreams for nuclear energy into a fantasy. “The government needs to revise its energy plans now, recognising that nuclear will never again play a significant role in keeping the lights on. It should shift the focus to renewables. Coal must not be allowed to plug the gap left by the ghosts of nuclear power. Japan has to end its support for coal both at home and across Asia,” said Hisayo Takada.“It’s not acceptable for Japanese banks to finance coal-fired power plants overseas. If all current plans go ahead, there will be thousands of premature deaths across Asia because of air pollution, and we will throw away our chance of limiting global temperature rise to 1.5 C, as all countries agreed in Paris.”

A Work of Genius by John Constable – Defining British Art, London, 30 June 2016

(1776-1837), the full-scale six-foot ‘sketch’ for View on the Stour near Dedham, circa 1821-22, will be offered alongside other masterpieces by Reynolds, Leighton, Lowry, Spencer, Bacon and Freud in Christie’s 250th anniversary Defining British Art sale in London on 30 June (Estimate on Request: in the region of £12-16 million). The work, the last great six-footer sketch in private hands, clearly illustrates why Constable was considered the father of British Modernism and why the French painters, particularly the Impressionists, revered Constable as an instinctive painter of nature and the elements.
Jussi Pylkkänen, Global President of Christie’s International: “Not since Constable’s Lock have we had the opportunity to work with a painting of this calibre by one of the titans of British painting. To stand in front of this expansive work, is to understand why the great British modern painters and even the French Impressionists revered Constable as their spiritual mentor. Visitors to Christie’s in June will be able to see a rarely exhibited masterpiece by Constable which perfectly describes his passion for paint and his ability to paint dramatic landscapes on the grand scale. FDIC Insured by Michael Mandiberg

bankingThe Link Art Center is proud to announce that the book FDIC Insured, by Brooklyn based artist Michael Mandiberg, is now available on Link Editions’ bookshelves. The issue #12 of the In My Computer series, the book was selected last February out of a call of proposals issued in 2015 by the Link Art Center and Abandon Normal Devices (AND) in the framework of Masters & Servers, and will be followed soon by the publication of the online archive of the 500+ failed banks logos collected and restored by the artist since 2008. FDIC Insured is available now as a 500 pages color paperback and a free download pdf. Starting in 2008, Mandiberg methodically downloaded the logos of the many banks that failed during the Great Recession, and were taken over by the United States Federal Deposit Insurance Corporation (FDIC). During this process, these corporate visual identities were erased from the web. Except that every Saturday morning the artist downloaded the logos, preserving an otherwise lost history. Since then, more than 500 bank logos were saved on his computer as low resolution images, which he carefully recreated as vector files. As Domenico Quaranta notes in his intro text: “In the free market ideology, the state should leave the market free to regulate itself, such that any state intervention is perceived as an attempt to control and set a limit to freedom. In this perspective, an institution that was founded to save the financial system when it is collapsing onto itself is seen as a necessary evil, that should be preserved by kept unseen. New EU Rules For Medical Devices Confirm ESC Position

This political agreement is still subject to the approval of the Council’s Permanent Representatives Committee and the Parliament’s ENVI Committee.Prof. Fausto Pinto, President of the European Society of Cardiology said: “The ESC welcomes this agreement and looks forward to engaging with regulatory authorities and HTA bodies in promoting excellence in patient management.”Prof. Alan Fraser, Chairman of the ESC Medical Devices Committee said: “The new rules will, for the first time, guarantee transparency for the regulatory process in Europe, where clinical information submitted by manufacturers will be made available to clinicians and patients alike.
This legislation, once passed, will herald a new era for active engagement by scientific, engineering, and clinical experts in writing specific standards for the clinical evaluation of medical devices, and in contributing to improved monitoring of their performance.”

Firenze: effetti dell’interazione fra il costruito e il sottosuolo

“Quanto è accaduto a Firenze è l’ulteriore prova che tra i vari tipi di pericolosità nelle nostre città c’è anche l’apertura di voragini. Tale evento dimostra il come quotidianamente ci siano gli effetti dell’interazione tra il costruito e il sottosuolo. Al Politecnico di Bari si sta portando avanti una ricerca innovativa , importante che sarà in grado di definire un metodo di valutazione della vulnerabilità degli edifici in relazione alla pericolosità geologica del territorio in modo tale da ottenere una mappa del rischio nelle varie città italiane”. Lo ha annunciato oggi Alessandro Reina , Consigliere Nazionale dei Geologi e docente del Politecnico di Bari . “Questo non deve allarmare ma è una ricerca che vuole studiare la vulnerabilità del patrimonio edilizio – ha concluso Reina – per poi mettere in campo tutte le azioni finalizzate alla mitigazione del rischio idrogeologico. Stiamo analizzando i casi di Polignano a Mare e di Andria in Puglia”.

Politica economica del governo: Renzi è un disastro

economia_4“Matteo Renzi continua, ogni giorno di più, a perdere il senso della realtà. A sentire le dichiarazioni del presidente del Consiglio l’economia italiana sembra godere di ottima salute, ma, purtroppo, non è così”. Lo afferma, in una nota, il presidente dei deputati di Forza Italia, Renato Brunetta. “Colpa di un governo – continua – che negli ultimi due anni e mezzo non è rientrato dal deficit, non ha tagliato la cattiva spesa pubblica, ha buttato via tra i 10 e i 15 miliardi di euro con il Jobs Act senza creare un vero posto di lavoro, ha buttato via 10 miliardi con gli 80 euro, ha portato il debito pubblico alle stelle. Non ha fatto altro che sperperare importanti risorse al solo scopo di ottenere consenso elettorale nel breve termine. Lo abbiamo visto – prosegue Brunetta – con le elezioni europee e lo vediamo oggi, ad un passo dalle elezioni amministrative e dal referendum confermativo sulla riforma costituzionale: estensione degli 80 euro ai pensionati, nuovo taglio dell’Irpef, probabile incremento del bonus bebè, tanto per citare alcuni esempi”. “Si sa – sottolinea Brunetta -, gli elettori votano con le tasche. Se l’economia va male e si vota, chi è al governo perde. Per questo Renzi continua ad ignorare la realtà e a propagandare una fantomatica ripresa economica sulla quale poggia le tante, tantissime promesse, di fatto, irrealizzabili. Un circolo vizioso. Un imbroglio di dimensioni tali che finirà per schiacciarlo. La congiuntura economica non è favorevole. Le stime del governo sono tutte sbagliate. L’Italia è in deflazione (-0,5%) e nonostante la recente (misera) revisione al rialzo del Pil reale per quest’anno (+1,1%), la crescita nominale nel 2016 (misura utilizzata ai fini del calcolo degli obiettivi e dei vincoli europei) non supererà lo 0,6%. Dato ben lontano dal 2,2% previsto dal governo nell’ultimo Def. Un bel problema – continua -, che influisce non poco sul rapporto deficit/Pil (nominale) dell’Italia. Tale rapporto, che dovrebbe attestarsi intorno al 2,3% per il 2016, dovrà scendere (in base agli accordi presi con l’Europa dal duo Renzi Padoan) all’1,8% nel 2017 e a zero entro il 2019. Sono tanti soldi da “trovare”. In tutto ciò, non dimentichiamo il debito pubblico record, certificato dalla Banca d’Italia a marzo 2016: 2.228,7 miliardi di euro. Renzi ha mai sentito parlare di debt rule? Di fiscal compact? Nel caso dovrebbe chiedere al professor Padoan”. “Nemmeno gli ultimi dati sulla produzioni industriale vengono incontro al governo. L’Istat segnala, a marzo 2016, una diminuzione in termini tendenziali del fatturato totale dell’industria italiana del -3,6% rispetto allo stesso periodo dello scorso anno. Che dire. La politica economica di Renzi è un disastro. Affossa il Paese. L’unica via d’uscita per il condottiero toscano è una manovra correttiva da almeno 40-50 miliardi di euro ad ottobre. Poveri noi”, conclude Brunetta.

Spazio, Tempo e Rappresentazioni del mondo: il IX Workshop della SISRI

einsteinRoma il 28 e il 29 maggio si terrà presso il Centro Convegni Bonus Pastor (Via Aurelia, 208) il IX Workshop della SISRI. La due giorni di lavori torna anche quest’anno proponendo ai suoi partecipanti di riflettere sul tema: Spazio, Tempo e Rappresentazioni del mondo: trasformazioni culturali dei nostri sistemi di riferimento a 100 anni dalla Relatività generale di Albert Einstein.
L’anniversario della formulazione di questa teoria che ha cambiato la nostra visione del mondo, costituirà lo spunto per riflettere sulle trasformazioni della nostra percezione dello spazio e del tempo. Basti pensare a come tale percezione è ormai modificata dall’istantaneità del Web, dalla globalizzazione economica e culturale o dalla velocità con cui viaggiano le informazioni da un punto all’altro del globo. Si parlerà anche, in chiave interdisciplinare, del fraintendimento fra Relatività e relativismo, che ha operato in alcuni ambienti umanistici nei decenni successivi alla formulazione einsteniana. Di tutto questo si rifletterà insieme a giovani studiosi, ricercatori e professori provenienti dalle diverse Facoltà e Centri di ricerca di università italiane ed estere.
La giornata di sabato inizierà con la lezione del prof. Alberto Strumia, SISRI, già Ordinario di Fisica-matematica presso l’Università degli studi di Bari, attualmente docente presso la Facoltà Teologica dell’Emilia Romagna, sul tema: 100 anni di Relatività tra cultura e scienza.
Nella serata, alle ore 18:00, avrà luogo la conferenza pubblica del prof. Mauro Dorato, Ordinario di Filosofia della Scienza presso l’Università di Roma Tre, già presidente della Società Italiana di logica e filosofia della scienza (SILFS) dal titolo: Parmenide, Einstein e la realtà del momento presente. La filosofia del tempo a 100 anni dalla teoria della Relatività. L’evento serale è aperto a tutti gli interessati e non solo ai partecipanti al Workshop.
Al termine della conferenza sarà consegnato il Premio DISF 2016, assegnato ogni anno ad un giovane ricercatore, autore del migliore elaborato presentato al Workshop. Sono previste numerose comunicazioni, fra le quali segnaliamo: Albert Einstein e il relativismo: origini storiche e conseguenze teologiche di un fraintendimento. – Reazioni teologiche alla teoria della relatività di Einstein. – L’inizio del tutto: un problema filosofico, scientifico o religioso? – L’espressione del tempo come dimensione dell’anima – Una relatività in biologia? L’applicazione dei principi della relatività generale alo studio della causalità nei sistemi biologici.
Alla Scuola SISRI, che propone un programma di formazione per giovani laureati, promosso dal Centro di Ricerca DISF (Documentazione Interdisciplinare di Scienza e Fede – disf.org), partecipano giovani ricercatori e studiosi, attivi soprattutto nel campo delle scienze, che desiderano arricchire i loro studi o la propria attività professionale con un più ampio quadro di ambito filosofico e umanistico. Scopo dell’evento, al quale prenderanno parte una cinquantina di giovani dall’Italia e dall’Europa, è favorire lo scambio intellettuale e la reciproca conoscenza fra ricercatori e giovani docenti interessati ai rapporti fra scienze, filosofia e teologia.

Iniziativa Fao per la crescita dell’agricoltura

Fao-RomaIl concorso promosso dalla Fao per quei ragazzi che attraverso i loro progetti dovranno cercare di dare nuove idee sul come aumentare la produzione agricola mondiale tenendo conto dei cambiamenti climatici e del modificarsi del settore agroalimentare internazionale – dichiara in una nota il presidente nazionale Confeuro, Rocco Tiso – rappresenta un giusto passo verso una giusta direzione.
Nel silenzio mediatico e politico – continua Tiso – sta passando sotto traccia una delle tematiche che invece dovrebbero essere centrali per uscire dalla logica emergenziale di questi decenni e per ragionare su di una strategia da applicare in futuro.
Ad Expo, che sarebbe dovuto essere una grande occasione di dibattito, infatti non si è minimamente discusso di come aiutare i piccoli produttori agricoli (numericamente i principali artefici del nutrimento del pianeta) o di come rispondere all’esigenza di aumentare la crescita delle derrate alimentari per far fronte al previsto aumento demografico del 2050.
Iniziative come quelle organizzate dalla Fao – conclude Tiso – hanno un importante merito: quello di attirare l’attenzione su quella che ormai sta divenendo una vera e propria emergenza; ora non c’è che da augurarsi che i governi, compreso quello italiano, imparino una lezione.

Trasferimento dati UE-USA: necessari miglioramenti al “Privacy Shield”

europa-261011-cIn una risoluzione non legislativa approvata giovedì, il Parlamento ha chiesto alla Commissione di proseguire le negoziazioni con gli Stati Uniti per porre rimedio alle carenze del “Privacy Shield”, la proposta di protezione dei dati personali dei cittadini dell’UE trasferiti negli Stati Uniti per scopi commerciali.Nella risoluzione, approvata con 501 voti favorevoli, 119 contrari e 31 astensioni, i deputati accolgono con favore gli sforzi profusi dalla Commissione e dall’amministrazione degli Stati Uniti per conseguire miglioramenti sostanziali nel Privacy Shield rispetto al precedente Safe Harbour. Tuttavia, si esprime preoccupazione per alcune carenze nel nuovo accordo proposto negoziato dalla Commissione, in particolare:
l’accesso da parte delle autorità pubbliche ai dati trasferiti,
la possibilità di raccogliere una quantità di dati che, in alcuni casi, non risulta conforme ai criteri di necessità e proporzionalità sanciti dalla Carta dei diritti fondamentali dell’UE,
riguardo il ruolo del Mediatore nel Dipartimento di Stato americano, che i deputati accolgono con favore, si ritiene tuttavia che questa nuova figura non sia sufficientemente indipendente né dotata di poteri adeguati per esercitare efficacemente le proprie funzioni, e la complessità del meccanismo di ricorso, invitando la Commissione e l’amministrazione degli Stati Uniti a rendere tale procedura efficace e di semplice utilizzo.Il Parlamento sottolinea che il Privacy Shield fornisce alle agenzie di protezione dei dati personali negli Stati membri dell’UE un ruolo di primo piano nell’esame delle richieste di protezione dei dati e la facoltà di sospendere i trasferimenti di dati. Si rileva inoltre l’obbligo imposto dal Dipartimento del Commercio statunitense di risolvere tali reclami.Infine, i deputati chiedono alla Commissione di effettuare periodicamente valutazioni adeguate sul Privacy Shield, in particolare in vista delle nuove norme sulla protezione dei dati UE che entreranno in vigore tra due anni.

Aumentare il potere dei consumatori nel mercato dell’energia

energiaI consumatori dovrebbero avere più potere nel mercato dell’energia. Lo chiedono i deputati in una risoluzione sul “new deal” per i consumatori di energia votata giovedì. Il Parlamento sostiene sistemi di acquisto collettivi, la produzione di energia presso le famiglie, migliori strumenti di confronto dei prezzi e la possibilità per i consumatori di cambiare più facilmente fornitore e scegliere le tariffe.”Attualmente, 50 milioni di cittadini europei stanno vivendo in condizioni di povertà energetica. Molti cittadini sono fermi a contratti obsoleti, noti anche come contratti “latenti”, che spesso richiedono di pagare una penale ingente al momento del passaggio a un fornitore più economico. Voglio che le compagnie energetiche forniscano ai consumatori le informazioni riguardo alle tariffe più convenienti ed eliminino le penali per il cambiamento di fornitore. Nel 2016, in Europa, nessuno dovrebbe scegliere tra il riscaldamento o il cibo”, ha detto la relatrice Theresa Griffin (S&D, UK).Nel testo non vincolante, che contribuirà alle proposte legislative che saranno presentate dalla Commissione a settembre, i deputati chiedono fondi comunitari per promuovere l’efficienza e contrastare la povertà energetica.
Per incoraggiare i consumatori ad avere un ruolo attivo sul mercato energetico, i deputati propongono di:
introdurre nuovi modelli imprenditoriali, come sistemi di acquisto collettivi e strumenti finanziari innovativi che aiutino i consumatori ad adottare l’autoproduzione, l’autoconsumo e le misure di efficienza energetica;
ridurre gli ostacoli amministrativi che si frappongono alla nuova capacità di autoproduzione, in particolare accorciando le procedure di autorizzazione per l’accesso al mercato e promuovendo sistemi comunitari/cooperativi in ambito energetico;
introdurre condizioni favorevoli per gli affittuari e per coloro che vivono nei condomini, al fine di consentire un utilizzo maggiore degli strumenti di autoproduzione ed efficienza energetica.
I prezzi dovrebbero inoltre essere resi più trasparenti grazie a diversi metodi, quali:
l’aumento della frequenza delle bollette e maggiore chiarezza nei contratti per agevolarne l’interpretazione;
un accesso semplice e puntuale allo storico dei consumi domestici e ai relativi costi;
permettere ai consumatori, inclusi quelli che non hanno accesso a Internet o non dispongono delle necessarie competenze in materia, di comparare le diverse offerte e di scoprire se possano risparmiare cambiando fornitore. Questi strumenti di comparazione dei prezzi devono essere indipendenti, aggiornati e comprensibili. Devono inoltre informare i consumatori sulle tariffe più vantaggiose per loro, basate sullo storico dei consumi domestici, assicurando che, qualora lo desiderino, possano cambiare tariffa nel modo più semplice possibile, senza costi di rescissione del contratto o penali;
lo sviluppo di prezzi dinamici che riconoscano i periodi di consumo massimo e i periodi di consumo normale, con una tariffazione trasparente, comparabile e chiara;
lo sviluppo di reti e apparecchiature intelligenti che automatizzino la gestione della domanda energetica in risposta alle indicazioni dei prezzi.
Secondo i deputati, la povertà energetica – i casi in cui le persone non sono in grado di avere il riscaldamento o utilizzare l’elettricità nelle loro case a prezzi accessibili – deve essere affrontata alla radice. Pertanto, chiedono fondi UE per promuovere l’efficienza energetica, l’auto-generazione e altre misure destinate ai cittadini vulnerabili che si trovano in condizioni di povertà energetica.
