european parliamentThe EU Agency for Asylum (EASO) must be strengthened and provided with the means and mandate necessary to properly assist member states in crisis situations. According to Péter Niedermüller (S&D, HU), Parliament´s rapporteur for the proposal to reform EASO, the Agency should work in closer cooperation with UNHCR, as well as with non-governmental organisations. It is essential to transform EASO into a fully-fledged EU Agency, equally strong than the new European Border and Coast Guard Agency, able to provide the necessary operational and technical assistance to national authorities and to complement their asylum and reception systems, underlines Mr Niedermüller, in his draft report, presented to the Civil Liberties committee on Monday. The Agency should have technical, financial and human resources “that are appropriate for its new tasks”, notably the current challenges of immigration flows in Europe, says the rapporteur. And they should be based on the contribution of Member States. In order to correctly perform its monitoring task of member states´ compliance with the Common European Asylum System (CEAS) and the situation in the countries of origin, the Agency should work in cooperation with other EU bodies and agencies, but also with UNHCR and with NGOs, i.g. association of judges. The rapporteur proposes creating a fundamental rights officer position within the Agency, responsible of drawing up a fundamental rights strategy and who would be in charge of the complaints mechanism.
