Commissione europea: Priorità istituzionali per il 2018

european commissionNella prima riunione del 2018 il Collegio dei Commissari ha discusso le priorità istituzionali per quest’anno, un anno in cui realizzare la riforma dell’Unione economica e monetaria, garantire la sicurezza delle frontiere dell’UE, rivedere il sistema di asilo dell’UE, ripristinare Schengen, completare il Mercato unico digitale e avvicinare i Balcani occidentali all’Unione. Degli 89 fascicoli prioritari in lavorazione, 29 sono già stati chiusi e il Collegio ha discusso le modalità per garantire che gli altri siano finalizzati prima di maggio 2019.
Nel dibattito orientativo si sono anche passate in rassegna le principali nuove proposte previste per il 2018, che integreranno la tabella di marcia per un’Unione più unita, più forte e più democratica. La Commissione si concentrerà sull’equità, garantendo che l’Europa sia in grado di rispondere in modo più rapido e incisivo, utilizzando al massimo i trattati, e che sia all’avanguardia nel cogliere le nuove opportunità e nel fronteggiare le nuove sfide. L’approccio della Commissione sarà però anche equilibrato, e proprio per questo lo scorso 14 novembre il Presidente Juncker ha istituito una nuova task force per la sussidiarietà, la proporzionalità e “per fare meno in modo più efficiente”, per dar seguito al Libro bianco sul futuro dell’Europa e al discorso sullo stato dell’Unione. Il Primo Vicepresidente Timmermans ha informato il Collegio sullo stato di avanzamento dei lavori. La task force sarà composta da membri del Parlamento europeo e del Comitato delle regioni e da parlamentari nazionali e formulerà raccomandazioni sul modo migliore per applicare i principi di sussidiarietà e proporzionalità, individuando i settori per i quali la competenza potrebbe essere nuovamente delegata o ritornare in via definitiva agli Stati membri, nonché modalità per coinvolgere maggiormente gli enti locali e regionali nella definizione e nell’attuazione delle politiche dell’UE.

Next Gen TV Reaches Major Milestone with Release of ATSC 3.0 Standards

Gary ShapiroThe Advanced Television Systems Committee (ATSC) today commemorated the achievement of a major milestone in TV history, with final member votes being tallied for approval of remaining standards that together comprise the ATSC 3.0 suite of next-generation TV standards. Announced at CES® 2018, running here this week through January 12, the release of ATSC 3.0 is the culmination of a five-year effort to re-think over-the-air broadcast television service in the Internet age. ATSC 3.0 provides broadcasters with remarkable flexibility and new market opportunities through enhanced transmission and reception functionality and delivery of 4K Ultra HDTV, immersive audio, and interactive services using a mix of Internet and broadcast connections.Marking the milestone today at CES, ATSC President Mark Richer was joined onstage by Consumer Technology Association President and CEO Gary Shapiro, National Association of Broadcasters President and CEO Gordon Smith.“Our suite of ATSC 3.0 standards paves the way for a new kind of television service, one that is far more flexible and adaptable than previous standards. California American Water Launches Personalized Water Bill Videos

californiaCalifornia American Water has launched a new initiative to help customers navigate and better understand the components of their water bills. Starting today, all residential customers on the Monterey Peninsula that have registered an email address with their water account will receive an email notification, including a personalized video of their monthly water bill, along with conservation information. The emails will run monthly through March, unless the customer chooses to unsubscribe from the messages.The animated video will walk customers through their total current charges and total amount due, and highlight water use for the current month compared to the previous month. The video also clarifies water service and usage charges, tiered rates, and surcharges. Finally, the video reminds customers that the Monterey Peninsula faces state-ordered restrictions on its water supply, and offers conservation tips to help achieve a low level of water consumption.
“With tiered rates and a number of surcharges, water bills on the Monterey Peninsula can appear complicated. These videos are an effort to improve our communication about our water charges. We hope customers will use these videos to analyze their water use and better understand their bills,” said External Affairs Manager Catherine Stedman.The videos will be sent via email soon after electronic bills are available online and about 5 days before the customer’s monthly bill arrives in the mail. Exceptions for customers receiving manual meter reads and those with billing disputes or arrangements will apply. The video also contains information about services available on California American Water’s website, such as paperless billing registration, links to rebate applications and other available water conservation programs.

Hitachi Automotive Systems and Clarion Announce the Development of “Park-by-Memory”

Moving forward, the companies will aim for the initial adoption of this system through proposals to automotive manufacturers.
In recent years, as traffic accidents caused by operational mistakes during parking are becoming a social problem, anticipation is increasing for the early adoption of safe autonomous parking technology that does not rely on human operation. Thus, as a technological response to this issue, the two companies have developed Park-by-Memory, which can be used to automatically park vehicles in frequently used parking spaces such as at home or at work. This technology was achieved by combining Clarion’s external recognition technology with steering and brake actuators and integrated vehicle control technology provided by Hitachi Automotive Systems.In order to memorize parking environments and parking patterns, Park-by-Memory integrates bird’s-eye footage provided by SurroundEye®*, an original camera system by Clarion that is fitted to the left and right sides of the front and back of the vehicle, with detection data on surrounding structures obtained using sonar signals as well as GPS positional information. This enables vehicles equipped with Park-by-Memory to notify drivers that it is possible to park when the vehicle approaches memorized parking spaces. Drivers can initiate autonomous parking by simply pressing a button in the vehicle, or by using their smartphone app.Park-by-Memory uses high-precision image recognition data from SurroundEye® so that it can autonomously park in parking spaces of various shapes, including parking spaces only designated by white lines. In addition, the use of existing general vehicle navigation GPS information, rather than using a specialized positional information system, has facilitated the technology’s early introduction.Hitachi Automotive Systems and Clarion will continue to enhance the development of driving support technology through advanced external recognition and integrated vehicle control technology, support autonomous driving vehicles and autonomous parking technology that is being rapidly developed by automotive manufacturers, and contribute to initial practical application. Seismic signature of active intrusions in mountain chains

appennini terremotiIntrusions are a ubiquitous component of mountain chains and testify to the emplacement of magma at depth. Understanding the emplacement and growth mechanisms of intrusions, such as diapiric or dike-like ascent, is critical to constrain the evolution and structure of the crust. Petrological and geological data allow us to reconstruct magma pathways and long-term magma differentiation and assembly processes. However, our ability to detect and reconstruct the short-term dynamics related to active intrusive episodes in mountain chains is embryonic, lacking recognized geophysical signals. We analyze an anomalously deep seismic sequence (maximum magnitude 5) characterized by low-frequency bursts of earthquakes that occurred in 2013 in the Apennine chain in Italy. We provide seismic evidences of fluid involvement in the earthquake nucleation process and identify a thermal anomaly in aquifers where CO2 of magmatic origin dissolves. We show that the intrusion of dike-like bodies in mountain chains may trigger earthquakes with magnitudes that may be relevant to seismic hazard assessment. These findings provide a new perspective on the emplacement mechanisms of intrusive bodies and the interpretation of the seismicity in mountain chains.(http://advances.sciencemag.org/content/4/1/e1701825)

Una sorgente magmatica profonda sotto l’Appennino meridionale

catena appenniniI terremoti e gli acquiferi dell’Appennino meridionale svelano la presenza di magma in profondità nell’area del Sannio-Matese. A scoprirlo, uno studio condotto da un team di ricercatori dell’Istituto Nazionale di Geofisica e Vulcanologia (INGV) e del Dipartimento di Fisica e Geologia dell’Università di Perugia (DFG-UNIPG). Il lavoro ‘Seismic signature of active intrusions in mountain chains’, pubblicato su Science Advances, impatta sulle conoscenze della struttura, composizione e sismicità delle catene montuose, sui meccanismi di risalita dei magmi e dei gas e su come monitorarli. (http://advances.sciencemag.org/content/4/1/e1701825).“Le catene montuose sono generalmente caratterizzate da terremoti riconducibili all’attivazione di faglie che si muovono in risposta a sforzi tettonici”, spiega Francesca Di Luccio, geofisico INGV e coordinatore, con Guido Ventura, del gruppo di ricerca, “tuttavia, studiando una sequenza sismica anomala, avvenuta nel dicembre 2013-2014 nell’area del Sannio-Matese con magnitudo massima 5, abbiamo scoperto che questi terremoti sono stati innescati da una risalita di magma nella crosta tra i 15 e i 25 km di profondità. Un’anomalia legata non solo alla profondità dei terremoti di questa sequenza (tra 10 e 25 km), rispetto a quella più superficiale dell’area (< 10-15 km), ma anche alle forme d’onda degli eventi più importanti, simili a quelle dei terremoti in aree vulcaniche”.I dati raccolti mostrano che i gas rilasciati da questa intrusione di magma sono costituiti prevalentemente da anidride carbonica, arrivata in superficie come gas libero o disciolta negli acquiferi di questa area dell’Appennino.“Questo risultato”, aggiunge Guido Ventura, vulcanologo dell’INGV, “apre nuove strade alla identificazione delle zone di risalita del magma nelle catene montuose e mette in evidenza come tali intrusioni possano generare terremoti con magnitudo significativa. Lo studio della composizione degli acquiferi consente di evidenziarne anche l’anomalia termica.
“È da escludere che il magma che ha attraversato la crosta nella zona del Matese possa arrivare in superficie formando un vulcano”, aggiunge Giovanni Chiodini, geochimico dell’INGV. “Tuttavia, se l’attuale processo di accumulo di magma nella crosta dovesse continuare non è da escludere che, alla scala dei tempi geologici (ossia migliaia di anni), si possa formare una struttura vulcanica”.
Durante lo studio sono stati raccolti dati sismici e geochimici e sviluppati modelli sulla risalita dei fluidi. La ricerca è iniziata con l’analisi della sismicità della sequenza del Sannio-Matese, per poi concludersi con la modellazione delle condizioni di intrusione magmatica. La conoscenza dei segnali riconducibili alla risalita di magmi in zone non vulcaniche deve essere ancor estesa ad altre grandi catene come l’Alpino-Himalayana, Zagros (tra Iraq e Iran), le Ande e la Cordigliera Nord-Americana.“I risultati fin qui raggiunti”, conclude Di Luccio, “aprono nuove strade non solo sui meccanismi dell’evoluzione della crosta terrestre, ma anche sulla interpretazione e significato della sismicità nelle catene montuose ai fini della valutazione del rischio sismico correlato”.

Sindacati di Polizia: Contratto di lavoro, risorse assolutamente inadeguate

poliziaDopo oltre otto anni di blocco contrattuale e una consistente perdita del potere d’acquisto e dei diritti da parte dei Poliziotti, ai quali invece si richiedono sempre maggiori sacrifici e responsabilità, da un punto di vista economico ci saremmo aspettati almeno qualcosa in più dell’elemosina che il Governo vorrebbe riservare ai lavoratori in divisa del Comparto Sicurezza e Difesa. Questa la dichiarazione molto critica dei Sindacati di Polizia Ugl- Fsp Polizia, Coisp e Consap.Del tutto anomalo, poi, è il metodo usato dal Governo per questa trattativa che, se da un lato, per evidenti fini pre elettorali, parla di celerità, dall’altro, dopo più di cinque mesi e due incontri non ha ancora fornito uno straccio di documento o tabella su cui potersi confrontare seriamente.
E’, quindi, assolutamente indispensabile – continuano i Sindacati di Polizia – che nel corso dell’incontro che si terrà domani alle 18,00 presso la Funzione Pubblica, il Governo ci rassicuri circa il reperimento di ulteriori risorse sia per la parte normativa che per quella economica per non svilire la dignità professionale degli operatori di Polizia e la specificità loro riconosciuta. Al di là di spot su presunti importi lordi medi che, come un soufflé, sono destinati a sgonfiarsi drasticamente, è da quali saranno i reali aumenti netti mensili pro capite che si misurerà la vera sensibilità di questo Governo nei confronti dei lavoratori del Comparto Sicurezza e Difesa. Tutto il resto lo lasciamo alla mera propaganda.

IBM batte il suo record aggiudicandosi il maggior numero di brevetti negli Stati Uniti per il 25° anno consecutivo

Gli inventori IBM (NYSE: IBM) hanno ottenuto il numero record di 9.043 brevetti nel 2017, permettendo alla società di aggiudicarsi per il 25° anno consecutivo la leadership nel settore e di superare il traguardo dei 100.000 brevetti. I nuovi brevetti sono stati concessi a un gruppo eterogeneo di oltre 8.500 ricercatori, ingegneri, scienziati e progettisti presenti in 47 diversi stati degli Stati Uniti e in 47 nazioni nel mondo.“Nel corso degli ultimi 25 anni, la leadership di IBM nell’ambito dei brevetti ha cambiato il modo in cui il mondo si trova ad affrontare il progresso nell’era dell’informatica.” afferma Ginni Rometty, presidente e CEO di IBM. “Oggi, circa la metà dei nostri brevetti rappresentano innovazioni rivoluzionarie in settori quali intelligenza artificiale, cloud computing, sicurezza informatica, tecnologia blockchain e informatica quantistica – tutte mirate ad aiutare i nostri clienti a portare avanti e realizzare attività più smart.”Considerando che un numero sempre crescente di imprese opera in cloud, gli scienziati IBM hanno ottenuto nel 2017 oltre 1.900 brevetti in questo ambito, incluso uno realizzato per prevedere le richieste di risorse cloud, che utilizza dati non strutturati relativi a eventi mondiali o locali. Il sistema è in grado di monitorare le sorgenti dei dati – inclusi nuovi feed, statistiche di rete, bollettini metereologici e social network – per identificare dove e come le risorse cloud vadano assegnate per rispondere alle esigenze.Un’altra serie di innovazioni contribuisce a risolvere uno dei limiti attuali dell’intelligenza artificiale: la mancanza di personalizzazione, che può ostacolare il modo in cui l‘AI comunica con le persone. Tra i 1.400 brevetti nel campo dell’intelligenza artificiale, agli inventori IBM è stato concesso nel 2017 un brevetto per un sistema in grado di aiutare l’AI ad analizzare e riflettere i modelli di linguaggio degli utenti per migliorare la comunicazione tra macchine e esseri umani.Gli inventori IBM hanno ottenuto anche 1.200 brevetti nell’ambito della cybersecurity, incluso uno relativo a una tecnologia che permette ai sistemi di intelligenza artificiale di cambiare le carte in tavola nei confronti degli hacker, attirandoli all’interno di scambi e-mail e di siti web con l’obiettivo di far sprecare loro risorse e vanificare gli attacchi o le e-mail di “phishing”.Gli inventori IBM hanno brevettato anche innovazioni significative in settori emergenti come quelli dell’informatica quantistica, incluso un modo nuovo per migliorare la capacità del computer di acquisire e archiviare informazioni – chiamato “signal readout fidelity.” Questo metodo aumenta l’efficienza dei componenti necessari a realizzare un sistema di informatica quantistica.Altre innovazioni brevettate nel 2017 sono:
· Un sistema di machine learning ideato per passare il comando da un veicolo a guida autonoma a un conducente umano in base alle esigenze, come per esempio in caso di emergenza.
· Un metodo che supporta la tecnologia blockchain per ridurre il numero di operazioni richieste nelle transazioni di pagamento tra diverse parti commerciali, anche quelle che non sono conosciute e che potrebbero richiedere validazione da parte di soggetti terzi “clearinghouse”.
· Una tecnica che eleva automaticamente il livello di sicurezza di un dispositivo mobile quando rileva che esso è lontano dal suo possessore e probabilmente sotto il controllo di qualcun altro.
Il traguardo di quest’anno si attesta a oltre 105.000 brevetti concessi a IBM negli Stati Uniti dal 1993 al 2017. Tra questi possiamo trovare idee rivoluzionarie come transazioni sicure con carte di credito, guida per persone con disabilità visive grazie alla tecnologia RFID, i supercomputer più veloci al mondo e rilevatori di movimenti sismici.
