Bambini: la strage degli innocenti

Ogni anno, 2,6 milioni di neonati nel mondo non sopravvivono al primo mese di vita, circa 7.000 neonati ogni giorno. Un milione di loro muore lo stesso giorno in cui nasce. Secondo il nuovo rapporto dell’UNICEF “Ogni bambino è vita”, il tasso di mortalità neonatale a livello mondiale rimane allarmante, in particolare nei paesi più poveri del mondo. I bambini nati in Giappone, Islanda e Singapore hanno la probabilità di sopravvivenza più alta, mentre i neonati in Pakistan, Repubblica Centrafricana e Afghanistan la più bassa.Secondo il rapporto, a livello mondiale, nei paesi a basso reddito, la media del tasso di mortalità neonatale è di 27 morti su 1.000 nati. Nei paesi ad alto reddito, quel tasso è di 3 su 1.000. I neonati dei luoghi a più alto rischio per la nascita hanno una probabilità oltre 50 volte maggiore di morire rispetto a quelli nati nei paesi più sicuri.Il rapporto sottolinea inoltre che 8 dei 10 luoghi più pericolosi per nascere si trovano in Africa Subsahariana, dove le donne in gravidanza hanno probabilità molto inferiori di ricevere assistenza durante il parto a causa di povertà, conflitti e istituzioni deboli. Se ogni paese portasse il suo tasso di mortalità neonatale alla media dei paesi ad alto reddito entro il 2030, potrebbero essere salvate 16 milioni di vite.“Mentre, negli ultimi 25 anni, abbiamo più che dimezzato il numero di morti fra i bambini sotto i cinque anni, non abbiamo fatto progressi simili nel porre fine alla morte di bambini con meno di un mese di vita”, ha dichiarato Henrietta H. Fore, Direttore Generale dell’UNICEF. “Dato che la maggior parte di queste morti sono prevenibili, non abbiamo ancora raggiunto i risultati necessari per i bambini più poveri del mondo”. Secondo il rapporto, queste morti possono essere prevenute tramite l’accesso a personale ostetrico qualificato, insieme a soluzioni comprovate come acqua pulita, disinfettanti, allattamento nelle prime ore di vita, contatto pelle a pelle e buona nutrizione. Tuttavia, la mancanza di operatori sanitari e ostetrici qualificati, comporta che in migliaia non ricevono il supporto salvavita di cui avrebbero bisogno per sopravvivere. Per esempio, mentre in Norvegia ci sono 218 medici, infermieri e ostetrici per 10.000 persone, questo valore è di 1 per 10.000 in Somalia.I bambini che nascono in Giappone hanno le maggiori possibilità di sopravvivenza, con solo 1 bambino morto ogni 1.111 nati vivi durante i primi 28 giorni di vita. I bambini nati in Pakistan, hanno le minori possibilità: ogni 1.000 bambini nati vivi, 46 muoiono entro la fine del primo mese dalla nascita – circa 1 su 22. L’Italia, nella classifica dei paesi col tasso di mortalità neonatale più alto, si colloca al 169esimo posto su 184 paesi esaminati, con un tasso di mortalità neonatale di 2,0 – ovvero 1 neonato morto ogni 500 nati vivi.

Francesco Candeloro: Light Landscapes

Light Landscapes focuses on the photographic production of the artist and presents a selection of shots of the cycle “The Times of the Light” taken between 2007 and 2016, where landscape is the protagonist: pure and silent visions which have been captured in nocturnal hours or during liminal and indefinite temporalities of dawns or sunsets. The artworks bring together subjects in which the natural element prevails (skies, waters and horizons) and others, where the focus is on the city, on the architectural details and the articulation of the urban fabric. An eurhythmic sensitivity, the musicality of chromatic notes manifest themselves in these “landscapes of light”: the sense of the absolute and the secret of being have assumed in this era a new guise, of which the acute sensibility of Francesco Candeloro becomes interpreter.

In this role, Wessel will report to Gregg Lowe and oversee sales and marketing for the Wolfspeed™ power and radio frequency (RF) and Cree LED components businesses.Wessel brings more than 20 years of global sales and marketing leadership experience within the semiconductor industry, serving the automotive, industrial, electronics and communications markets. Rockwell Collins Announces 2017 Engineer of the Year Recipients

Rockwell Collins has selected three employees as the company’s 2017 Corporate Engineers of the Year. The recipients are Angelo Joseph, a principal systems engineer in Commercial Systems; Adriane Van Auken, a principal systems engineer in Government Systems; and Frédéric Trincal, a principal systems engineer in International & Service Solutions.
The three were honored for their exceptional technical creativity and innovation during the company’s annual Engineering Breakfast on Monday, Feb. 19. The event was held in celebration of National Engineers Week.Joseph pioneered the most advanced commercial software-defined global navigation satellite system receiver certified today. His work enables significant business opportunities for the company’s multi-mode receiver product family.The efforts of Van Auken resulted in a cost-effective and easily portable software-defined crypto solution for government communications products. She also led the successful security verification test with the National Security Agency.Trincal is responsible for end-to-end systems architecture development, including Airborne and Ground components design of the Flight Operations and Maintenance Exchanger, or FOMAX, for the Airbus A320 jetliner enabling new Airbus Skywise service. FOMAX is Rockwell Collins’ first basic position win on this aircraft family.

SwRI’s Alan Stern to Receive National Award of Nuclear Science & History

Dr. Alan Stern has been selected to receive the National Award of Nuclear Science & History from the National Museum of Nuclear Science & History. Stern, associate vice president of the Space Science and Engineering Division at Southwest Research Institute, serves as principal investigator of NASA’s New Horizons mission, which made headlines worldwide when the spacecraft returned remarkable imagery of the Pluto system. He was selected the 2018 recipient for his work in “planetary and near-earth research with the NASA Hubble space telescope and other deep space observations and discoveries in astrophysics and planetary science.” “I’m honored to be named among the leaders previously receiving this award. Nuclear science has enabled the exploration of the outer planets — something our country has led the world in,” said Stern. Past recipients of the award include Gen. Paul W. Tibbetts, pilot of the B-29 Enola Gay; Sen. Harrison (Jack) Schmitt, the last man to walk on the moon; Dr. Murray Gell-Mann, who received the Nobel Prize in physics for discovering the quark; and Lisa Randall, a leading expert on particle physics and cosmology.Stern has been honored numerous times over the course of his career. In 2016 and 2007, TIME Magazine named him one of the 100 most influential people of the year. The American Astronomical Society awarded him its Carl Sagan Memorial Award in 2016, and he received the 2016 NASA Distinguished Public Service Medal, the space agency’s highest civilian honor. The New Horizons mission, which he leads for NASA, was named among the top science news stories of 2015 by Discover Magazine and Science News, among other distinctions, and has itself been honored with numerous awards.Stern has authored or coauthored more than 290 technical research papers and served as a principal investigator on 14 space missions. He is perhaps best known for the Pluto flyby, which culminated July 14, 2015, when New Horizons came to within 8,500 miles of the planet. Onboard instruments collected historic images and science measurements. The mission has since been extended through 2021 to fly through the Kuiper Belt, an area of icy objects at the far reaches of the solar system. The spacecraft is now journeying toward its next flyby target, Kuiper Belt Object 2014 MU69, which it will reach January 1, 2019, setting a record for the most distant exploration of any world in history.As chairman of the Commercial Spaceflight Federation since 2016, Stern is also an active proponent of suborbital, orbital and planetary space commercialization. In 2007 and 2008, he led the NASA Science Mission Directorate, overseeing 93 flight missions and more than 3,000 grants. His expertise ranges from research studies of the Kuiper Belt and Oort cloud, comets and planetary satellites to space instrument development, particularly in ultraviolet technologies.
The National Award of Nuclear Science & History is presented to a significant individual or group that has worked to advance learning in the nuclear fields covered within the broad mission of the museum. Stern will receive the award at The Einstein Society Gala in Albuquerque, N.M., March 31, at the 21st annual awards ceremony.

TEI and voxeljet Sign Volume Contract for 3D Printed Sand

Voxeljet AG (NYSE:VJET) (the “Company” or “voxeljet”), a leading provider of high-speed, large-format 3D printers and on-demand parts services to industrial and commercial customers, today announced that Tooling and Equipment International in Livonia, MI (TEI) has signed a 3-year Volume Contract with voxeljet America Inc. in Canton, MI for 3D printed sand molds and cores.
In the contract, TEI has committed to purchase more than 500,000 liters of 3D printed sand from voxeljet over an expected three-year period. In connection with the contract, voxeljet will install additional printing capacity in TEI’s Livonia facility as well as using its existing machines in their Canton, MI facility.TEI is the largest user of 3D printed sand in the USA and has a comprehensive low-pressure aluminum casting facility together with heat treatment and a state-of-the-art machine shop with over 50 CNC machines. TEI supplies machined prototype and low volume components in aluminum, iron and steel to automotive, aerospace and defense customers. Diplomati magistrale: anche i Comuni scendono al loro fianco

A chiedere una soluzione favorevole, che non metta per strada decine di migliaia di docenti che insegnano con continuità nelle nostre scuole da diversi anni, sono stati prima il Comune di Genova e poi l’Associazione nazionale comuni italiani della Liguria. La Giunta del capoluogo ligure “auspica una soluzione rapida ed efficace per garantire stabilità e continuità al personale docente ed educativo di tutte le istituzioni scolastiche, comprese quelle sul territorio comunale, dove la presenza di maestre e maestri coinvolti in tale decisione è in rilevante percentuale”. Dello stesso parere è l’associazione dei comuni liguri: dopo il presidio dei precari, svolto davanti l’Ufficio Scolastico regionale, l’Anci Liguria rammenta che si vogliono mettere alla porta dei “precari che da anni permettono a un servizio di vitale importanza, quello scolastico, di funzionare. La continuità didattica e l’esperienza sono fattori determinanti per la crescita scolastica dei nostri alunni, e le competenze che fino a ieri permettevano di essere assunti in ruolo non possono oggi sparire nel nulla”.
Secondo l’Anief, il Miur e Governo che si andrà a costituire non possono rimanere inermi davanti a questo genere di richieste unanimi. A supporto delle richieste mosse dal giovane sindacato, ci sono forti motivazioni giuridiche. Dopo aver denunciato l’Italia al Consiglio d’Europa, l’Anief ha inviato un parere pro veritate al Miur e all’Avvocatura dello Stato, la cui posizione è prevista solo per la terza decade di marzo. Marcello Pacifico (Anief-Cisal): Le lamentele dei Comuni appaiono più che pertinenti, considerando che per legge debbono anche mettere nelle condizioni gli insegnanti di garantire l’istruzione pubblica. Ed è chiaro che una struttura privata dell’elemento primario, l’insegnante selezionato e abilitato per farlo, rischia di non assicurare più un ‘servizio’ di qualità. Il nostro sindacato sta facendo il massimo: prima ha proclamato un riuscitissimo sciopero nazionale, lo scorso 8 gennaio, a cui sono seguiti quelli degli scrutini e programmato un terzo stop nazionale per il prossimo 23 marzo, nel giorno d’insediamento delle nuove Camere. Se un titolo di studio è valido per insegnare, la sua valenza non può scadere come se fosse un prodotto alimentare. Tutti quei maestri, in larga parte donne che svolgono supplenze anche da decenni, vanno fatti rientrare nella fase transitoria di reclutamento che sta prendendo il via proprio in questi giorni. La liceità della nostra proposta di adottare una soluzione urgente di tipo legislativo, che riapra le GaE a tutti gli abilitati e tuteli i maestri assunti a tempo indeterminato e determinato con diploma magistrale, va accolta, perché ne vanno di mezzo la continuità didattica dei nostri alunni e i diritti di tantissimi docenti, oltre 20mila dei quali difesi dal nostro sindacato. È bene che il Governo e i parlamentari che si insedieranno nei palazzi della politica con la nuova legislatura abbiano ben presente questo: oggi più che mai, visto l’alto numero di posti vacanti e i diversi anni di attesa per il compimento dei Fit previsti dal nuovo reclutamento della Legge 107/2015, occorre fare incontrare la domanda di posti vacanti con l’offerta di personale abilitato, stabilizzando anche gli altri precari con 36 mesi di servizio piuttosto che licenziarli. A partire dai diplomati magistrale.

Etiopia: proclamato lo stato d’emergenza

In seguito alla proclamazione dello stato d’emergenza in tutto il paese, l’Associazione per i Popoli Minacciati (APM) ha messo in guardia la comunità internazionale sul pericolo di un intensificarsi delle persecuzioni e della repressione in Etiopia. Secondo l’APM, il nuovo stato di emergenza, proclamato a pochi mesi dalla fine del precedente stato di emergenza nella regione dell’Oromia, non servirà a garantire la pace e la stabilità, come sostiene il governo etiope, ma rischia di innescare solo ulteriori violenze. Durante i dieci mesi di stato di emergenza valido solo per la regione dell’Oromia e terminato nell’agosto del 2017 le forze di sicurezza hanno arrestato arbitrariamente più di 22.000 persone appartenenti al gruppo degli Oromo, di cui molti sono ancora in carcere.Il paese segnato da gravi violazioni dei diritti umani e da continua violenza non ha bisogno di un nuovo stato di emergenza ma di riforme, di diritto e di reale democrazia. L’APM si appella anche all’Unione Europea affinché condanni questa nuova limitazione dei diritti umani e continui, come fatto finora, a voltarsi dall’altra parte. Durante i 10 mesi di stato di emergenza terminato lo scorso agosto (ottobre 2016 – agosto 2017), l’UE ha fatto finta di non vedere il grave peggioramento della situazione dei diritti umani e sembra essersi accorta di quanto succedeva nel paese africano solamente nel febbraio 2018 quando grazie ad un’amnistia sono stati liberati centinaia di prigionieri politici. Lunedì 12 febbraio la cancelliera tedesca Angela Merkel ha sentito telefonicamente l’allora premier etiope Hailemariam Desalegn per congratularsi per la liberazione dei prigionieri politici e auspicando maggiori riforme. A meno di una settimana si temono ora nuove limitazioni della libertà di movimento, nell’uso di internet, dei social media e della telefonia mobile e nuovi arresti arbitrari.Lo scorso 15 febbraio il premier etiope Hailemariam Desalegn, in carica fin dal 2012, ha improvvisamente e a sorpresa rassegnato le dimissioni. Poco prima le forze di sicurezza del suo governo avevano represso nel sangue lo sciopero generale proclamato nello stato federale dell’Oromia causando almeno dieci morti e tredici feriti. Nonostante la politica di brutale repressione di ogni protesta, dal 2014 si susseguono le proteste di massa di Oromo e Amhara. Più di 2.000 persone sono morte durante le proteste e diverse migliaia di persone sono state arrestate arbitrariamente. Migliaia di persone risultano ancora arbitrariamente detenute nonostante la recente amnistia.La recente storia etiope è segnata da decenni di impunità, arresti arbitrari, tortura, massacri e omicidi politici. Se il paese intende veramente intraprendere la strada della pace duratura deve fare luce sul proprio passato e dare spazio alle organizzazioni per i diritti umani che finora sono state sistematicamente messe a tacere. Senza delle riforme che garantiscano lo stato di diritto e i fondamentali diritti umani continuerà anche la fuga in massa di persone appartenenti ai gruppi degli Oromo e degli Amhara. I 42 milioni di Oromo costituiscono il maggiore gruppo etnico dell’Etiopia ma subiscono da decenni una repressione sistematica che li spoglia dei loro diritti e priva della loro base esistenziale. Il malessere diffuso riguarda anche gli Amhara nel nord del paese e altri piccoli gruppi nel sud dell’Etiopia.
