Brexit/Fisheries: Commissioner Vella presents contingency plans to mitigate “no-deal” impact

The acts, tabled by the Commission in January, have been agreed by Member States and European Parliament at the end of March, in record time. Underscoring that the EU stands shoulder to shoulder with its fishermen, the Commissioner explained that the Commission has taken measures to mitigate the impact on fisheries in case of a no-deal Brexit.
The first preparedness measure amends the Regulation on the Sustainable Management of the External Fleets, with the aim of creating the appropriate legal framework for continued reciprocal fishing access by EU and United Kingdom vessels to each other’s waters during 2019, provided the UK grants such access for EU vessels.The second measure allows fishermen and operators from EU Members States to receive compensation for the temporary cessation of fishing activities, due to Brexit, under the European Maritime and Fisheries Fund. This will help to off-set some of the impacts of a sudden closure of UK waters to EU fishing vessels.

2018, a year of many achievements for the European Fisheries Control Agency

EFCA performed 26,922 coordinated inspections, a 28% increase compared to 2017. 714 suspected infringements, 15% less than in 2017, were detected, mostly concerning non-compliance with recording obligations and technical measures.At international level, EFCA has assisted the European Union in cooperating with developing countries and international fisheries organisations to help combat illegal fishing. In 2018, the five-year EU funded development project PESCAO kicked off, aiming to improve the fight against Illegal, Unregulated and Unreported (IUU) fishing in Western Africa, contributing to sustainable fisheries management and the reduction of food insecurity in the region. As part of this project, EFCA provides technical assistance to thirteen countries in the area.
Moreover, EFCA assisted the Commission in its cooperation with the Regional Fisheries Management Organisations (NAFO, NEAFC, ICCAT and GFCM), to strengthen the operational coordination and compliance. As stated in the MEDFISH4EVER Declaration, EFCA has continued to cooperate with third countries in the Mediterranean to promote an effective level playing field in the area.Providing trainings is an important part of EFCA’s work with 1,496 inspectors and experts from EU and third countries participating in training events and e-learning in 2018.To support the national authorities in their coast guard functions, EFCA hosted the first Annual European Coast Guard event in La Toja, Spain. The event brought together experts from other European agencies, such as EMSA and Frontex to identify ways to better cooperate and support Member States performing coast guard functions.

The European Atlas of the Seas, for the first time at Seafood Expo Global!

On 8 May 2019. The European Atlas of the Seas is an interactive web-based tool available for the general public, non-expert professionals and schools in the 24 official EU languages.The Atlas hosts a wealth of information about Europe’s marine environment and related human activities, covering topics such as nature, tourism, security, energy, passenger transport, sea bottom, sea level rise, fish consumption, and much more. Users now have access to an enriched catalogue of more than 200 map layers.The data provided is based on the collection and management of European marine observation, originating primarily from the European Commission and its agencies (Eurostat, the European Environment Agency, the Joint Research Centre, Copernicus…) and from the European Marine Observation and Data Network (EMODnet).Visitors of the Seafood Expo Global will be able to navigate through the web mapping application and create their own marine and coastal maps. We will also present new features such as the print, share and embed options. The European Commission and EMODnet staff will be present to answer all your questions. Fisheries: Commission welcomes adoption of new technical conservation measures

The new rules, in line with the Common Fisheries Policy (CFP) and the Commission’s Better Regulation agenda, streamline the technical measures guiding how, where and when fishermen may fish, as well as determining the type of gear, catch composition and ways to deal with accidental catches.The Regulation simplifies the existing technical conservation measures that over the years have become highly complex. It includes provisions for the protection of the marine ecosystem and marine habitats. The new rules confirm the EU’s strong commitment to sustainable fisheries by introducing additional measures to avoid by-catches of non-commercial and sensitive species.This new Regulation will enter into force 20 days after its publication, which will take place after the necessary steps in the Council and the signature by the Council and the European Parliament.

Smurfing our blue planet: European Union and Smurfs team up to protect the ocean

“We have no ocean B, just as we don’t have a planet B”, says João Aguiar Machado, Director-General for maritime affairs and fisheries at the European Commission, as he signs the cooperation agreement with Smurfs. “Marine pollution is one of the most pressing environmental problems, in Europe but certainly also in the rest of the world. With the Smurfs, we have found a partner that can help us reach out globally, while sharing our values and priorities”.“The Smurfs have always been the bearer of noble values”, says Véronique Culliford daughter of Smurf-creator Peyo and president of IMPS, the company behind the Smurfs. “Thanks to this partnership with the European Union, we will be able to share common ideals. The Smurfs might be small in size, but they can make a great difference in working towards our world remaining an enjoyable place to live in. So let’s smurf together for a brighter future!”
Concretely, the EU will spur its embassies across the world and its representations in EU Member States to organise beach clean events together with local organisations, schools etc. In 2018, over 70 actions and nearly 3,000 people participated to this EU Beach Clean-up campaign. The ambition for this year goes even further, says Christian Leffler, Deputy Secretary General at the European External Action Service (EEAS), “through EU Delegations, we will encourage children, young people and adults of all countries to follow the example of the Smurfs and take care of our blue planet”.Cleaning up beaches has an instant positive result. Last year, EU delegations in Mozambique and Senegal removed 10 tons of litter from the shores in just one day. But the EU and Smurfs hope their campaign will achieve a longer lasting impact. “By organising these activities, we want to increase global awareness about the state of our ocean, and our individual responsibility to take care of it”, adds Mr Machado. “People will find very familiar things on the beach: plastic bottles, cigarette butts, candy wraps… Cleaning it up, can help us to mind our own daily behaviour and habits.”Of course, goodwill only gets you so far. Countries need to have proper waste management schemes in place, and this is often lacking in developing countries. The EU is also helping with that. Just last year, the EU has committed EUR 9 million to reduce plastic waste and marine litter in South East Asia and EUR 19 million to support a waste management programme for the Pacific region.Within its own territory, the EU is adopting new legislation that will curb single use plastics, especially those items that are most commonly found on the beach. In addition, the legislation focuses on lost fishing gear, which accounts to some 27% of all beach litter. Member States will have two years to turn this legislation into national laws.
