Hearing of Vice President-designate Věra Jourová

The Constitutional Affairs and Civil Liberties, Justice and Home Affairs committees questioned Věra Jourová, Czech Vice President-designate for Values and Transparency.Political groups’ coordinators from the committees will meet later today to assess the performance of Vice President-designate Jourová.During her introductory speech, Ms Jourová stated that her portfolio is “about Europe’s soul and the challenges that Europe is facing, internally and externally” and that she will “try to build bridges across the European Union based on our common values”. MEPs asked questions on threats to media freedom, ranging from physical violence to abusive litigation. Potential measures mentioned by the Vice President-designate included anti-censorship legislation, as well as legal and financial aid for those facing rule of law violations.The Vice President-designate was also asked about protecting the rule of law in general, whether she will commit to addressing constitutional imbalances, independence of the judiciary issues, and the shrinking space for civil society. Further, the hearing focused on ongoing Article 7 proceedings, as well as the need for a permanent monitoring mechanism for all member states.On democracy, Ms Jourová spoke of her support for enhancing European electoral processes, for example by revisiting the Spitzenkandidaten process and transnational lists. Additional issues of concern discussed relate to “cash for passports” schemes, online disinformation and freedom of speech, and EU legislative transparency issues.Later in the hearing, MEPs raised the issues of minorities in relation to European values and fundamental rights, tackling corruption and an independent ethics body for the EU institutions.

Local leaders call for fresh start in communication on EU funds

With 60% of Europeans not aware of EU-funded projects in their regions, raising awareness about the EU’s commitment to local communities is a key priority when it comes to relaunching the European project. The Committee demands stable funding, better coordination of actors, messages and strategies, as well as more attention being paid to citizens’ engagement.According to a Eurobarometer survey presented during the European Week of Regions and Cities, only 40% of Europeans are aware of EU-funded projects in their regions. Even though this share rises to 60% in nine countries (with Poland reaching 82%), there is clearly a need to increase the visibility of the European Structural Investment (ESI) funds and contribute, in this way, to strengthening citizens’ confidence in the European project. This is why the European Committee of the Regions decided to draw up an opinion on Better Communication for Cohesion Policy, led by Adrian Ovidiu Teban (RO/EPP), mayor of Cugir.While cohesion policy is Europe’s most powerful investment tool, accounting for one third of the EU budget, communication about it is still poor and the sources of information are not sufficiently diversified to reach citizens in their everyday lives.According to the Committee, better communication requires greater clarity on funding and requirements. The 2021-2027 regulation, which will be adopted by the European Parliament and the Council in the next few months, should therefore introduce a specific financial framework for communication within the technical assistance budget line and increase the number of mandatory publicity and information requirements for cohesion policy projects.The new rules should also require effective cooperation between EU, national and local authorities. The managing authorities of operational programmes for ESI funds play a key role in communicating goals, funding opportunities and the results of supported projects, linking them to the specific local agenda and stakeholders.
Local leaders also want cohesion policy communication to be more diversified, with clear strategies for the different targets, ranging from wider audiences to sectoral stakeholders. With this in mind, the Committee asks the European Commission to involve political representatives from regions and cities in the newly established network of managing authorities’ communicators, in order to test new forms of communication. Local and regional authorities, as well as beneficiaries, constitute the most effective and closest interlocutors for citizens.In this context, building on the experience developed with the #CohesionAlliance and the campaign on the Future of Europe, local leaders propose permanent dialogues with citizens and local stakeholders to better involve them in decision-making related to EU funds. This would ensure stronger accountability and legitimacy for the implementation of investment plans.”Better communication of cohesion policy is a shared responsibility following multilevel governance. Consequently, we, mayors and local governments, should play a fundamental role in implementing cohesion policy and in ensuring the visibility of the projects funded by this policy. The European institutions alone cannot be the only driving force behind this challenge”, concluded the rapporteur, Mr Teban.

MEPs and local leaders will fight for adequate rules and funds for a stronger cohesion policy

Members of the European Parliament and European Committee of the Regions all stated that they will fight for adequate rules and funds to make cohesion policy 2021-2027 stronger. They urged Member States to have a clear ambition for more cohesion and a real budget for the EU.The negotiations on the 2021-2027 EU budget and regulations for the European Structural and Investment (ESI) funds were discussed in a joint meeting of the European Parliament’s Committee for Regional Development (REGI) and the European Committee of the Regions’ commission for Territorial Cohesion Policy and EU Budget (COTER), held in the framework of the European Week of Regions and Cities on 8 October in Brussels.Over the last years, MEPs and local leaders have mobilised to defend a strong cohesion policy for 2021-2027 that continues to support citizens and businesses in all European regions, involving regional and local governments in investment decisions. Together they also defend simplified rules and an EU cohesion policy not subjected to conditionalities which are not directly related to its goals and beneficiaries.REGI and COTER committees criticised the budgetary cuts demanded by some Member States and a possible weakening of the legislative framework on local actors’ involvement, and recalled the position of both the European Parliament and the Committee of the Regions. REGI and COTER members also shared their concerns and priorities with Regional Policy Commissioner Johannes Hahn, who is also the incoming Commissioner for EU Budget. The discussion highlighted the need to secure adequate funding to help all EU’s regions and cities become greener, more inclusive and smarter, making an efficient use of ESI funds. As for the link between cohesion policy and structural reforms, the two committees’ members reminded that it had to be two-way, that the objectives of cohesion policy should not be diverted, and that it was also imperative to see the objective of cohesion transversally applied in all EU policies as required by the Treaties. Reducing disparities and boosting the achievement of Sustainable Development Goals must become shared priorities not undermined by a top-down, austerity-focused approach to reforms. “Lacking ambition for cohesion policy means lacking ambition for Europe. Cutting the budget would be a hard blow to the European project. It means we are starting to give up while offering a victory to the europhobes. We will not allow this to happen” said REGI chair Younous Omarjee. “Cohesion policy is the most important investment policy our cities and regions have at their disposal. The possibility of a delay of the next Multiannual Financial Framework, which would stop for one or two years this policy, would impact directly the fight against the climate crisis and would increase the growing social and territorial inequalities”, said COTER chair Isabelle Boudineau (FR/PES).

New president and first vice-president of the Party of European Socialists Group

Christophe Rouillon, mayor of Coulaines (France) and vice-president of Le Mans metropolitan region, and Yoomi Renström, mayor of Ovanåker (Sweden), were today elected as the new president and first vice-president of the Party of European Socialists (PES) Group in the European Committee of the Regions. The group brings together social democratic and progressive locally and regionally elected politicians from across the European Union. Enrico Rossi, President of Tuscany Region (Italy) was elected vice-president in charge of the relations with the Party of European Socialists and the Foundation for European Progressive Studies, of which the PES Group is a full member organisation.
Upon his election, Mr. Rouillon commented that: “I thank the members of the PES Group for their trust. As President, I will work on the principles of collegiality and transparency and fully implement the Code of Conduct on gender equality. Together, building on our strong local and regional roots, we will contribute to the victory of social-democracy in Europe by bringing forward solidarity, integration, sustainable development, and the values of the European progressive forces. ProMIS Neurosciences Identifies Novel Antibody Candidates for Multiple System Atrophy

TORONTO and CAMBRIDGE, Mass., Oct. 08, 2019 (GLOBE NEWSWIRE) — ProMIS Neurosciences, Inc. (TSX: PMN) (OTCQB: ARFXF), a biotechnology company focused on the discovery and development of antibody therapeutics targeting toxic oligomers implicated in the development of neurodegenerative diseases, has identified several novel antibody candidates for Multiple System Atrophy (MSA), a severe, Parkinson’s-like disease caused by toxic, misfolded forms of the protein alpha-synuclein. The new antibody candidates join ProMIS’ strong pipeline of antibodies that demonstrate high selectivity for toxic misfolded proteins, implicated as a root cause of several neurodegenerative diseases, including Alzheimer’s, Parkinson’s and amyotrophic lateral sclerosis (ALS).Our preclinical in vitro studies indicate that antibody candidates targeting toxic forms of alpha-synuclein bind strongly to toxic alpha-synuclein aggregates derived from MSA-affected brain. MSA is a rare, progressive disorder caused by loss of nerve cells in the brain; it affects approximately15,000 people in the United States. Scientific studies indicate that toxic oligomers and small soluble fibrils, derived from naturally occurring alpha-synuclein, are a root cause of disease development and progression in MSA. No disease-modifying treatments exist in part because traditional drug development methods are unable to generate antibodies that can target with precision the neurotoxic forms of alpha-synuclein. The ProMIS platform is a novel, proprietary method for discovering and developing antibodies that can uniquely and precisely target highly toxic misfolded proteins, also called toxic oligomers or prions, while preserving normal forms of the protein and normal protein function. The LEGO Group to Pilot New Program LEGO® Replay in the United States

The LEGO Group announced the launch of LEGO® Replay, a pilot program that will accept any and all previously used LEGO bricks and donate them to children’s non-profits in the United States. The effort is a collaboration with Give Back Box, Teach For America, and Boys & Girls Clubs of Boston.The process is simple: collect any loose LEGO bricks, sets, or elements, place them into a cardboard box, and visit http://www.lego.com/replay to print out a free UPS shipping label. The package will be sent to the Give Back Box facility, where each brick will be sorted, inspected by hand, and given a rigorous cleaning. This process is possible because LEGO bricks are made from high-quality, durable materials, designed to be used for generations.
“We know people don’t throw away their LEGO bricks,” said Tim Brooks, Vice President, Environmental Responsibility at the LEGO Group. “The vast majority hand them down to their children or grandchildren. But others have asked us for a safe way to dispose of or to donate their bricks. With Replay, they have an easy option that’s both sustainable and socially impactful.”Brooks and his team spent the past three years working on the project to ensure the process met the highest quality and safety standards and adhered to U.S. regulations. They then connected with Give Back Box, a charity dedicated to “recycling” 11 million tons of unused clothing, footwear, and other textiles that end up in U.S. landfills each year.

Treatment of Adults With Rheumatoid Arthritis in Japan

Gilead Sciences, Inc. (NASDAQ: GILD) today announced that the New Drug Application (NDA) for filgotinib, an investigational, oral, selective JAK1 inhibitor for the treatment of adults with rheumatoid arthritis (RA) has been submitted to the Japanese Ministry of Health, Labor and Welfare (MHLW). The NDA for filgotinib is supported by data from the Phase 3 FINCH clinical trial program in which once-daily treatment with filgotinib demonstrated the potential to improve clinical signs and symptoms, to achieve low disease activity and remission, and to inhibit structural damage for patients living with RA. Hong Kong International Optical Fair Opens in November

The 27th edition of the HKTDC Hong Kong International Optical Fair will be held from 6-8 Nov 2019 at the Hong Kong Convention and Exhibition Centre. This year, the fair will welcome around 800 exhibitors from some 20 countries and regions.
