Incontro Sassoli e ministro degli esteri turco

Il presidente del Parlamento europeo David Sassoli ha incontrato Mevlüt Çavuşoğlu, ministro degli affari esteri turco, a seguito di una richiesta del governo della Turchia. Il presidente Sassoli ha dichiarato:“Questa mattina ho avuto uno scambio franco con Mevlüt Çavuşoğlu. Ho ribadito la forte condanna da parte dell’UE per l’intervento militare turco nel nord-est della Siria. Questa è una grave violazione del diritto internazionale, che mina la stabilità e la sicurezza nella regione.”Ho anche sollevato il problema delle continue attività di perforazione illegale della Turchia nel Mediterraneo orientale. Siamo in piena solidarietà con Cipro, per quanto riguarda il rispetto della sua sovranità e dei suoi diritti sovrani conformemente al diritto internazionale.”Ho sottolineato che il Parlamento europeo continua a prestare la massima attenzione all’attuale crisi umanitaria e dei rifugiati. Incluso il pieno sostegno agli Stati membri che affrontano sfide serie in termini di flussi migratori nel Mediterraneo orientale. Ho anche chiarito che è assolutamente inaccettabile usare le persone in fuga da guerre e persecuzioni per ottenere un vantaggio politico o fare pressione sull’UE. “Entrambi abbiamo convenuto che il dialogo è essenziale per affrontare le numerose sfide che abbiamo in comune, come la migrazione e la lotta al terrorismo”.

Changing the way the EU works

The initiative “Input from political debates in regional parliaments” waslaunched today during the 9th Subsidiarity Conference held in the Italian Senate in Rome. The topics of the regional debates held across Europe will be used to feed the EU legislative process early on during the drafting of the annual European Commission work programme. The Committee – the EU’s assembly of local and regional governments – will oversee the project, collating input, thereby ensuring the implementation of the principle of subsidiarity and that decisions are taken as close to citizens, with the EU only acting when it is viewed as being more effective than at the national, regional or local level.The Committee’s President Karl-Heinz Lambertz, who is also President of Belgium’s German-speaking Community Parliament, said: “This initiative fires the starting gun on involving regional parliaments’ in EU policy making at an early stage. This project comes at a perfect moment just before the EU launches its Conference on the Future of Europe to reconnect with its citizens. We need to maximise the impact of every EU law by involving the right level of government – including those closest to citizens – regions and cities – throughout the policy-making to ensure they impact on daily life. The outcome of these regional parliament debates will be shared with the European Commission and contribute to future policy-making. It is not about less Europe, but an effective Europe that delivers results, putting citizens first”.The President of the Italian Senate Maria Elisabetta Alberti Casellati, opened the conference and stressed how urgent is for the European Union and its Member States to provide adequate answers to citizens requests of counting more in EU decisions.The initiative was endorsed by Antonio Tajani, Chair of the European Parliament’s Committee on Constitutional Affairs,: “The pilot project goes in the right direction and aims at a stronger involvement of regional parliaments in EU decision making. Regions’ role is vital in implementing EU policies ranging from agriculture to tourism, from transport to health. Regional councillors should be part of the forthcoming Conference on the future of Europe, which will be called by President von der Leyen next year. Only by involving democratically elected representatives can we bring EU institutions closer to citizens” he said.A priority that is fully shared by the coordinator of the Italian association of the Presidents of regional councils Rosa D’Amelio”: The Legislative Assemblies of regions are ready to contribute to the process of the Conference on the future of Europe which must be the embryo of a true European public space”. The input from regional parliaments during this project will be used to contribute to the early stage of EU decision-making. All EU regional parliaments with legislative power are welcome to participate the project “by contacting the CALRE secretariat (calre2020@parcan.es) by 24 January 2020. Participating parliaments will be selected shortly after the closing date with debates expected to take place between 1 March and 15 May 2020.
It complements another project being organised by the Committee – the Regional Hubs (RegHubs) project launched in 2019 – where 36 regions are assessing the effectiveness of a selected number of EU policies currently being implemented like public procurement and air quality.

European Coast Guard Functions Forum

European peace and prosperity depends on safe, secure and clean seas and oceans. But adequate maritime security requires excellent cooperation between coastguard authorities, agencies and other bodies at regional, national or European level.
That’s why ten years ago, the European Coast Guard Functions Forum (ECGFF) was created, with the support of the European Comission. Bringing together over 30 national coastguard authorities from EU countries and associated Schengen countries, it works on collaborative issues such as multi-agency, multinational operations and capacity-building among coast guard academies.
Speakers agreed that cooperation between the authorities performing coast-guard functions leads to better maritime security. Not only does it improve situational awareness, it helps anticipate threats and risks and maximizes efficiency of operations at sea.
The European Commission praised the Forum for bringing together civil and military coast guard authorities across Europe, contributing directly to the execution of the EU maritime security strategy action plan. Also the other speakers agreed that the ECGFF has helped taking cooperation to the next level, particularly in the last 2 years. Maritime security responsibilities are becoming more complementary at national and European level, and silos are being overcome. A special focus of the discussions has been put on the coast guards cooperation handbook and the multipurpose maritime operations as essential elements to consolidate future cooperation.
Other topics included the outcomes of the ECGFF projects (ECGFA Net – training Net, Exchange programme and Sectorial qualification Framework) funded by the Commission and the possibility of continuing this under the agencies framework.

Towards COP25 and European Green Deal: EU cities and regions are on board

European Committee of the Regions (CoR) is looking forward to the COP25 climate summit in Madrid as an opportunity to formally acknowledge the key role of the EU’s cities and regions in strategic climate governance and ensure their adequate engagement in reducing greenhouse emissions. First Vice-President Markku Markkula will lead the CoR delegation in Madrid along with the ENVE Commission chairs Cor Lamers (EPP/NL) and Jean-Noël Verfaillie (RE/FR). Members of the CoR’s Commission for Environment, Climate Change and Energy (ENVE) also outlined that the local and regional level is key to the success of the European Green Deal.In a high-level debate with MEP Marie Toussaint (FR, Greens/EFA), Janez Potočnik, co-chair of United Nations’ International Resource Panel, and Diederik Samsom, new Head of Cabinet of Commissioner Frans Timmermans, ENVE members exchanged views on how the European Green Deal proposed by the European Commission’s president-elect Ursula von der Leyen should be implemented in partnership with local and regional authorities. The CoR will adopt a resolution on the European Green Deal in its next plenary session on 4-5 December. It has also invited a delegation of young elected politicians from across EU to Brussels to learn and exchange views on how to accelerate climate action locally.
The COP25 summit, which has been moved from Santiago de Chile to Madrid, will take place between 2 and 13 December 2019. The CoR will be represented in Madrid by First Vice-President Markku Markkula (EPP/FI), ENVE chair Cor Lamers (EPP/NL; Mayor of Schiedam), ENVE vice-chair Jean-Noël Verfaillie (RE/FR; Member of the Nord Departmental Council), Benedetta Brighenti (PES/IT; Member of Castelnuovo Rangone Municipal Council), Andries Gryffroy (EA/BE; Member of the Flemish Parliament) and Tjisse Stelpstra (ECR/NL; Member of the Executive Council of the Province of Drenthe). The delegation was announced at the ENVE Commission meeting on 21 November where Jacob Werksman, the EU Chief negotiator for the UNFCCC COP25 in Madrid, presented the state of the negotiations between the Parties of the Paris Agreement. During a separate ceremony held around Thursday’s ENVE meeting, the Portuguese town of Lousada was announced as the winner of the 2019 Transformative Action Award. Its initiative ‘Integrated education for sustainability’ was selected by a jury of experts for its potential to bring about the socio-cultural, socio-economic and technological transformation of its community. The European sustainability award is organised by ICLEI, the Basque Country and the City of Aalborg (Denmark) and supported by the CoR and the European Investment Bank (EIB).

EU notifies Ecuador to step up action vs illegal fishing

The European Commission continues its action to fight illegal fishing worldwide by notifying the Republic of Ecuador that it needs to step up its actions (yellow card) in the fight against illegal, unreported and unregulated (IUU) fishing.Commissioner for Environment, Maritime Affairs and Fisheries, Karmenu Vella, said: “Ecuador is a major trade partner for fishery products. We have a huge responsibility towards the EU consumers to make sure that the imports from this country only stem from legal fishing activities. The European Commission has detected shortcomings that hinder the capacity of Ecuador to provide this assurance. We invite the Ecuadorian authorities to step up their efforts and implement the necessary reforms to fight against IUU fishing. We stand ready to work closely with Ecuador to tackle the identified issues and raise the standards of fisheries management. Fighting illegal fishing has been an integral part of the EU’s action to improve ocean governance over the last ten years, and it will remain high on the political agenda also under the incoming Commission”.
Today’s decision is based on identified shortcomings about the country’s ability to comply with agreed standards under international law of the sea as flag, port and market state. Ecuador is encouraged to step up its actions to ensure that fish entering its market do not stem from IUU fishing. In particular, it should develop an enforcement and sanctioning system to address IUU fishing activities. Moreover, an adequate control of the activity of processing plants – especially those exporting to the EU – is paramount. The Commission has also identified limitations in the fisheries legal framework. At this stage, the decision does not entail any measures affecting trade. The yellow card is a warning and offers Ecuador the chance to react and take measures to rectify the situation within a reasonable time. The mechanism to address IUU provides that in cases of continued non-compliance countries can ultimately face exclusion of their fish exports from the EU market (red card). The EU stands ready to continue working side by side with Ecuador, including through technical assistance where needed, to implement the necessary reforms.
