US tariffs on EU agri-food products: regions call for urgent compensation measures

Widespread support from EU regions to compensate agri-food businesses affected by 25% tariffs on over 1.400 regional products including wine, cheese, olive oil and liquors. Trade disputes between the EU and the US are damaging exports of European regional agri-food products. In a plenary debate, EU cities and regions have expressed deep concern as US tariffs harm productive sectors, disturb local economies and affect a large number of family businesses. As a response to EU aid to Airbus, the US is imposing tariffs worth EUR6.9 billion affecting over 1.400 products since 18 October 2019.Today, the European Committee of the Regions held a debate on the need to urgently compensate sectors affected by the tariffs recently imposed by the US government. The basis for the debate is a position paper presented by the Spanish delegation.Numerous regions support the Spanish position paper, which urges the EU to compensate affected businesses urgently, to reach a fruitful settlement as to remedy the current situation and to plan mitigation measures for sectors and products that could be affected by upcoming EU-US litigation outcomes from the World Trade Organisation (WTO).On behalf of the Spanish Delegation to the CoR, Joan Calabuig (ES/PES), Regional Secretary for the European Union and External Relations of the Valencia Region, said: “It is essential for the EU to introduce urgent compensatory measures to help all European agricultural and agri-food sectors adversely affected by the US countermeasures implemented as a result of EU aid to the aircraft manufacturer Airbus. Imposition of tariffs by the United States will affect local economies to the detriment of a large number of small family businesses. As WTO has several pending pronouncements, CoR calls the European Commission to work with a greater degree of foresight in devising mitigating measures for sectors that may be directly affected by the outcome of future litigation processes.” Spanish regions gather EUR 930 million annual trade for agri-food products with the US.The US market is one of the main destinations for exports of European agricultural and agri-food products. Since 18 October 2019, US tariffs on EU aeronautical products are fixed at 10%, while the rest, mostly agri-food, are affected by a 25% tax rate.Michael Murphy, (IE/EPP), Member of Tipperary County Council, Head of the Irish Delegation to the European Committee of the Regions, said: “I’m deeply concerned about the emerging negative impact that these sanctions are having on regions in Ireland which are heavily dependent on the agri-food sector, including my own region. These sanctions will result in a lose-lose situation for regions in both the EU and the US. Trade disputes destabilise productive ecosystems and their impacts are first and foremost felt at the local levels. Similarly, to Spain, Irish regions are carrying a significant burden of tariffs imposed by the US. It’s important that emergency support measures are put in place to mitigate these losses whilst the EU work on a negotiated solution to this dispute. As a rapporteur on a CoR Opinion on the Implementation of Free Trade Agreements, I look forward to working together with stakeholders and facilitating discussions on developing tools and methods that can be used to increase the uptake and understanding of FTAs, particularly among micro-enterprises and SMEs across all EU’s regions.”
Ireland recorded goods exports to the US of EUR 39.4bn in 2018. The total value of Irish exports in 2018 subject to US measures is valued at EUR 366 million which at a rate of 25% would attract 91.6m EUR in additional tariffs. Exports from Irish regions of Irish cream liqueur and butter accounts for 44% and 95% respectively, of the total value of tariffs on these targeted goods. The Spanish position paper warns that the imposition of tariffs may lead to an escalation of tax measures that will harm other productive sectors of both the United States and the European Union.The paper calls for intensified communication between the United States and the European Union to reach a meaningful agreement that will remedy the current situation. It also stresses that trade agreements between the EU and third countries are essential for the development of the agricultural and agri-food sectors in European regions.With more announcements expected from the WTO on the Airbus-Boeing dispute, the paper calls for the European Commission to set new parameters on aid to the aeronautic industry and for greater planning of mitigation measures of sectors affected by trade disputes.

Platform economy: EU rules needed to ensure fair competition and workers’ rights

Local and regional leaders have highlighted to Nicolas Schmit, new European Commissioner for Jobs and Social Rights, that the EU needs to set clear rules for platform economy to guarantee workers’ rights and ensure a level playing field between online and offline economic activities in the single market.Two opinions adopted by the European Committee of the Regions (CoR) today stress that many current EU regulations are outdated against the emergence of new business models and non-standard forms of employment that are frequent in digital platforms. Notably the implementation of the e-Commerce Directive, which dates back to 2000, has led to several court cases surrounding companies such as Uber and Airbnb.Speaking at the European Committee of the Regions’ plenary session in his first public appearance as Commissioner for Jobs and Social Rights, Nicolas Schmit said: “The new Commission’s agenda strives to address the ongoing challenges and opportunities posed by the new world of work, globalisation, automation, digitalisation and artificial intelligence, coupled with our shift to a carbon-neutral economy. We need to make sure that all Europeans can benefit during these transitions, especially when it comes to their jobs and livelihoods. Our regional governments and administrations will be instrumental in making sure that this shared purpose becomes a reality.”Karl-Heinz Lambertz, President of the European Committee of the Regions, said: “Social rights must be at the centre of the EU’s future, protecting people whilst embracing technological change. The EU must set out a clear plan that ensures that the changes to our industries avoids further polarising wages and increasing inequalities. With the right regulation, platform work is one opportunity to ensure everyone benefits from digitalisation, leaving no one behind.”The two opinions focus on different aspects of collaborative economy and platform work. The first one, prepared by Dimitrios Birmpas (EL/PES), Municipal Councillor of Egaleo, stresses that a comprehensive regulatory framework at EU level is necessary to ensure the social protection and social rights for platform workers against practices such as deliberate misclassification of workers as self-employed by employers seeking to avoid employment regulations, fiscal obligations and collective agreements.”Platform work brings a number of opportunities to the labour market because it is easily accessible and flexible. However, appropriate measures have to be put in place to ensure decent working conditions for platform workers. Fundamental labour and social regulations must be extended to the platform economy and its workers, many of them young people. Given the transnational nature of digital economy, a clear European framework is necessary to address the many regulatory challenges arising from platform work, including how to determine the existence of an employment relationship”, argues the rapporteur, who welcomes Commissioner Schmit’s intention to address labour conditions of platform workers and new forms of precariousness.The second opinion calls for the EU to define clearly the status of collaborative economy platforms, according to the precise degree of control exercised by the platform, in order to clarify the question of which rules govern their operations. Furthermore, as the collaborative economy blurs the line between personal and professional actors, the concept of “service provider” should be clarified through EU-wide thresholds. The new EU regulations should also require platforms to provide public authorities with the necessary data to enforce the rules and to ensure that collaborative economy suppliers pay their fair share of taxes.

The European Committee of the Regions calls on the European Parliament to secure a fair agricultural policy that can offer practical solutions to the environmental challenges

At a hearing held at the European Parliament on reform of the Common Agricultural Policy (CAP), Guillaume Cros (FR/PES), Vice-President of the Occitan Region and European Committee of the Regions rapporteur on the CAP, pointed out that according to the Court of Auditors report of 20 November, environmental aspects are not given sufficient weight among the many challenges to the future CAP that have been identified. The Committee of the Regions’ recommendations also match the aims of the Green Deal announced by Commission President Ursula von der Leyen.The CoR rapporteur on Reform of the CAP emphasised that “we must radically change the way the next Common Agricultural Policy is implemented in order to meet the social, environmental and climate-related challenges and also build a Green Deal commensurate with the current challenges, in the interests of a fair, sustainable and solidarity-based CAP”. The CoR is calling for a minimum of 30% of first pillar funds to go to eco-schemes and proposes quantified, measurable and results-oriented European objectives by 2027 for the national Strategic Plans, as follows:
· a 30% reduction compared with 2017 in greenhouse gas emissions from agriculture in the Member State;
· a doubling compared with 2017 of the land area used for organic farming in the Member State, or at least 30% of the utilised agricultural area of the Member State;
· a minimum 30% reduction compared with 2017 in the use of pesticides in the Member State;
· lastly, compliance with the Nitrates Directive for 100% of surface water and groundwater, without exemptions.
The CoR also calls for a gradual and planned end to cage rearing throughout the European Union. Guillaume Cros stressed that “we (the CoR) support the proposal by the European Parliament’s ENVI Committee aimed at establishing farm livestock density limits and limiting payments to farms that exceed such limits”.He also highlighted that the key role played by Europe’s regions in managing and implementing the CAP must be preserved and stepped up. The legislative proposal on the future CAP, in its current form, actually has the effect of marginalising, or even jeopardising, the role and autonomy of Europe’s regions in managing the CAP, simply allotting them the task of implementing measures laid down at national level.

Mobiliser le secteur ferroviaire pour une croissance verte au niveau local et régional

Les dirigeants locaux et régionaux mettent en avant le potentiel que le secteur du rail recèle pour le pacte vert européen et d’autres grandes priorités d’action de l’UE. «Le potentiel du secteur ferroviaire au service des priorités politiques de l’UE»: tel est le thème principal, et le titre d’un avis que les membres du Comité européen des régions (CdR) ont adopté lors de leur session plénière de décembre. Rapporteur de ce texte, le conseiller régional du Grand Est Pascal Mangin (France, PPE) y trace des pistes pour que le secteur du transport devienne plus respectueux de l’environnement grâce à une meilleure utilisation du chemin de fer, et il souligne comment le rail peut contribuer à accroître la cohésion économique et sociale au sein des régions de l’UE.La nouvelle Commission a placé la décarbonation et l’atténuation du changement climatique au tout premier rang de ses priorités politiques, dans le cadre du «pacte vert européen». Alors que l’activité de transport est globalement responsable d’environ 27 % des émissions de gaz à effet de serre dans l’UE, le rail affiche, parmi les différents modes d’acheminement, l’un des taux les plus faibles en ce qui concerne ces rejets, et il est le seul pour lequel leur masse totale baisse, en dépit d’une augmentation des volumes transportés. Les lignes de chemin de fer régionales et locales présentent des potentialités toutes particulières non seulement pour contribuer à décarboner l’économie et adoucir le changement climatique, mais aussi pour soutenir d’autres priorités d’action transversales de l’UE.
«Les chemins de fer offrent, dans une combinaison remarquable, vitesse, sécurité, confort, efficacité et performances environnementales. Pourtant, la part du rail n’est que de 12 % pour le transport de marchandises, contre 50 % pour la route, et elle est inférieure à 10 % pour les déplacements de passagers. Un des grands problèmes est celui des disparités entre les régions de l’UE en ce qui concerne leur degré de connexion, et ce, même si les lignes régionales secondaires sont très importantes pour le raccordement des grands couloirs de transport avec les zones rurales de l’UE, ainsi que ses entités régionales et territoires périphériques. Si nous fournissons les infrastructures nécessaires, nous arriverons non seulement à mieux relier les villes, leurs zones périphériques et les campagnes mais nous contribuerons aussi à réduire les inégalités économiques et sociales qui les séparent, à renforcer le marché intérieur et à améliorer la libre circulation des personnes et des biens», a expliqué Pascal Mangin (France, PPE), rapporteur de l’avis du CdR sur «le potentiel du secteur ferroviaire au service des priorités politiques de l’UE».Pour que le basculement vers des modes de transport à moindres émissions devienne une réalité, l’UE pourrait lancer à son niveau une série de mesures stratégiques au titre du pacte vert européen, qu’il s’agisse, par exemple, d’appliquer le principe du «pollueur-payeur», d’instaurer des systèmes de tarification plus équilibrés, ou encore d’investir dans numérisation. Parallèlement, le secteur ferroviaire doit s’engager pour que les trains, de passagers comme de marchandises, gagnent encore en fiabilité, présentent un meilleur confort d’utilisation et offrent des tarifs plus abordables. Il convient en outre que le monde du rail et les pouvoirs publics de l’UE engagent ensemble une réflexion sur la meilleure façon de répondre aux citoyens européens qui, de plus en plus désireux d’effectuer leurs déplacements à longue distance en Europe en préservant l’environnement, sont toujours plus nombreux à réclamer le rétablissement des trains de nuit. Les collectivités locales et régionales ont un rôle important à jouer pour mener la discussion avec les opérateurs, tant publics que privés, à propos des financements et des pistes à suivre afin d’offrir des solutions qui puissent, pour un prix abordable, se substituer véritablement à des modes de transport plus polluants.«Le secteur ferroviaire, explique encore Pascal Mangin, doit investir dans la numérisation, la cybersécurité et les services de porte à porte, qui s’attaquent aux goulets d’étranglement du dernier kilomètre, et nous nous devons de les soutenir, tant financièrement que par des textes législatifs qui encouragent le transfert modal vers des formes de transport à faibles émissions. Comme exemples d’actions en ce sens, on citera l’“internalisation des coûts externes”; notamment par l’application du principe du “pollueur-payeur”, le réexamen des exonérations de TVA qui sont actuellement appliquées à certaines formes de transport transfrontière, alors que le rail n’en bénéficie pas, ou encore l’octroi éventuel d’une exemption générale par catégorie pour les investissements dans les plates-formes logistiques intermodales.» Le rapporteur a par ailleurs appelé à reconnaître la fonction spécifique de plates-formes culturelles que peuvent assumer les gares de voyageurs: «Les gares de passagers, explique M. Mangin, constituent des vecteurs culturels importants, qui ont un large rayonnement. Elles offrent, en particulier dans les villes et bourgades moyennes, une ressource souvent négligée pour accueillir des manifestations culturelles hors du cadre des musées et des festivals.» Le rapporteur suggère également de faire passer à la vitesse supérieure le programme #DiscoverEU, fort populaire, ainsi que les déplacements effectués par la formule Interrail, en lançant un programme spécial de manifestations qui, dans les villes et les régions d’Europe, serait axé sur les gares ferroviaires locales.

Malta: MEPs conclude fact-finding visit to assess Caruana Galizia murder inquiry

• MEPs deeply concerned that delayed resignation of Prime Minister Muscat poses a risk, real or perceived, to integrity of the murder investigation
• Cautiously welcome police progress in murder investigation, but concerned about lack of inquiry into money laundering and corruption connected cases, particularly on Schembri and Mizzi
• Urge the Commission to immediately engage in a rule of law dialogue with Malta
Following recent developments in the investigation into the murder of Daphne Caruana Galizia in 2017, MEPs visited Malta between 3-4 December to take stock of the situation on the ground.
The delegation of MEPs, led by Sophie in ‘t Veld (Renew Europe, NL), met the Maltese prime minister Joseph Muscat and other government members, the police, judicial authorities, the opposition, representatives of civil society and journalists, as well as members of the family of Daphne Caruana Galizia, amongst others. This is the third time an EP delegation has visited Malta to inquire into the murder of Ms Caruana Galizia and the state of the rule of law.MEPs remain unconvinced that Prime Minister Muscat has acted judiciously in the last few weeks, including in his decision to remain in office until mid-January. Throughout their meetings, especially with the Prime Minister, they stressed that the negative perceptions of the government’s actions, as well as the falling trust and credibility, were not being addressed. They underlined that it is of paramount importance that the investigations continue without undue interference and that justice is served. In this regard, the delegation stressed that the next 40 days will be crucial, also for trust in the integrity of the investigation. MEPs remain concerned that, with Prime Minister Muscat in place, that integrity is at risk.
Following a meeting with high-ranking police officials and investigators, MEPs acknowledged the progress in investigating the murder of Daphne Caruana Galizia, while recognising that the case is far from being closed. They also expressed their worry that the investigations into related money laundering and corruption cases have not advanced, especially with regard to Keith Schembri, the former Chief of Staff of Prime Minister Muscat, and Konrad Mizzi, the former Tourism Minister. The delegation reiterated that Europol needs to be closely involved in all aspects of the investigation.Finally, MEPs noted that a reform process is underway addressing amongst other things, the controversial constitutional role of the Attorney General and the current system of judicial appointments. However, they underlined that persistent threats to the rule of law in Malta cannot be precluded. In this regard, MEPs welcomed Commission Vice-President Jourová’s comments, stating that Malta’s failure to enact judicial reforms could serve as a basis for triggering an Article 7 procedure. They called on the European Commission to start a dialogue with Malta in the rule of law framework immediately.

Leveraging the rail sector for green growth at local and regional level

The potential of the rail sector in delivering EU policy priorities is the main topic and title of the opinion adopted by the members of the European Committee of the Regions (CoR) during their December plenary session. Pascal Mangin (FR/EPP), Regional Councillor of Grand Est, highlights in his opinion ways to make the transport sector greener by making better use of rail and how rail can contribute to greater economic and social cohesion in Europe’s regions.The new Commission has placed decarbonisation and climate-change mitigation at the very top of its political priorities as part of the “European Green Deal”. The transport sector as a whole is responsible for about 27% of greenhouse gas emissions in the EU. The rail sector has one of the lowest emission rates of all transport modes and is also the only sector whose overall emissions are in decline, despite increasing transport volumes. Regional and local rail lines in particular have the potential to serve not only decarbonisation and climate change mitigation but also to support other overarching EU policy priorities.”Trains offer a good combination of speed, safety, comfort, efficiency and environmental performance. Yet rail still only accounts for 12% of freight transport (road 50%) and less than 10% of passenger transport. One big issue is that connectivity is not evenly distributed across EU regions – even though secondary regional lines are very important for connecting the main transport routes with the EU’s rural areas and peripheral regions and territories. Providing the necessary infrastructure will not only connect cities, peri-urban regions and rural areas better it will also reduce the economic and social disparities between them, strengthen the internal market and improve the free movement of people and goods”, said Pascal Mangin (FR/EPP), rapporteur on “the potential of the rail sector in delivering EU policy priorities”.To make the modal shift happen a number of strategic measures could be activated at EU level in the context of the European Green Deal (polluter pays principle, more balanced charging systems, investment in digitalisation, etc.). In parallel, the rail sector must commit to further enhancing the reliability, comfort and affordability of trains for passengers and freight. Together the rail sector and the EU’s public authorities should also reflect on how best to meet the growing demand for a renewal of night trains in the EU as citizens increasingly seek more climate-conscious solutions for long-distance travel in Europe. Local and regional authorities have an important role to play in driving discussions with both public and private operators concerning funding and solutions offering a real alternative to more polluting transport modes at affordable prices.He also called for acknowledgement of the special role of passenger stations as cultural platforms. “Passenger stations are important vectors of culture with an extensive outreach. Particularly in medium-sized towns and cities stations are an often untapped resource as alternative cultural venues to museums or festivals”, said Mr Mangin. He also suggests lifting the popular #DiscoverEU programme and Interrail trips to the next level with a dedicated programme of events in Europe’s cities and regions focusing on local train stations

Principal Names Chris Littlefield as New General Counsel

Principal Financial Group® today announced Christopher (Chris) Littlefield (53), former president and CEO of Fidelity & Guaranty Life Insurance (FGL) Holdings, will join Principal as its new general counsel effective January 13, 2020. As executive vice president and general counsel, Littlefield will have responsibility for the law department and report to Dan Houston, chairman, president and CEO. Pilot Chemical Corp., headquartered in Cincinnati, Ohio, announced today it has purchased Órgano Síntesis S.A. de C.V. (OSSA) located in Toluca, Mexico. The acquisition expands Pilot Chemical’s business into the Mexican market and South and Central America and provides growth opportunities for the company’s existing surfactants and antimicrobial businesses. OSSA manufactures products for the personal care, disinfection, sanitizing, cleaning, oil and gas, and water treatment industries and serves customers worldwide.
Driven by Pilot Chemical’s strategy to increase growth and innovation and put a deeper focus on its customers, the acquisition provides international diversification and a platform for Latin America growth. OSSA’s technology, testing/research plant facility, certification under the FDA’s Current Good Manufacturing Practice (cGMP) regulations, and R&D capabilities give Pilot Chemical new ways to serve new and existing customers.“Today marks an important milestone for Pilot,” said Mike Clark, president and chief operating officer of Pilot Chemical. “OSSA greatly enhances our opportunities for growth and allows for further expansion into new technologies and manufacturing capabilities. BP Goes All-In on AWS for its European Mega Data Centers

Today, Amazon Web Services, Inc. (AWS), an Amazon.com company (NASDAQ: AMZN), announced that BP, a leading global energy business, is closing its European mega data centers and migrating all data and 900 key applications currently hosted there to AWS, as part of a company-wide program to accelerate the digitization of its infrastructure and operations. The two European mega data centers, the largest that BP operates globally, host data from across all BP’s businesses. Moving to AWS enables BP to use a broad and deep portfolio of cloud services, including machine learning, analytics, storage, security, databases, and compute to gain greater insights and automate processes.The data center migration expands upon BP’s existing relationship with AWS, which has helped the organization to improve operational efficiencies, eliminate upfront capital expenditures, and quickly adapt to market changes. In its global Downstream business, BP’s refineries run AVEVA Unified Supply Chain (previously Spiral Suite) software, a crucial decision-making analytics platform, on AWS. By deploying AVEVA Unified Supply Chain on AWS, a problem that with legacy solutions would have required seven hours of calculation time, can now be performed in less than four minutes. BP has also successfully migrated approximately half of its 65 business critical SAP production environments to AWS, which has improved system performance and integrity.With this success, the company now plans to accelerate the migration of additional SAP applications to AWS. In addition, BP is creating a data lake on Amazon Simple Storage Service (Amazon S3), for use across its businesses, and will use Amazon Kinesis, a service that enables organizations to easily collect, process, and analyze real-time, streaming data, to gain timely insights for its emissions monitoring and gas station pump operations. With this information and leveraging Amazon SageMaker, a machine learning (ML) service that provides organizations with the ability to build, train, and deploy ML models quickly, BP will be able to make predictions that will help the energy company make faster business decisions and drive efficiencies. Moving forward, BP aims to continue to advance its cloud-first enterprise data strategy to significantly improve its supply-chain operations and deliver advanced Internet of Things (IoT) solutions for increased safety, predictive maintenance, corrosion detection, logistics tracking, and intelligent assistance.BP’s cloud-first IT approach is helping it simplify processes and enhance productivity as part of its strategy to help advance the energy transition. In support of the energy transition, the companies announced in a separate release, that AWS has signed two renewable energy projects with BP that will provide over 170 megawatts (MW) of wind and solar capacity in Sweden and Spain each year over the next decade to supply energy to Amazon’s fulfillment network in Europe and Amazon Web Services data centers.
