Euronews OCEAN Season 2, episode 1: Generational renewal

The workforce in the fishing sector is ageing and motivating young people to take up fishing careers has become increasingly difficult. The EU recognises the importance of building a new generation of fishers and is helping attract young people to the fishing sector.In the first episode of the new season of Ocean Magazine, Euronews travels to Finland to film an EU-supported apprenticeship programme. Find out what they do to foster a new generation of local fishers and preserve a vital economic activity in this coastal area. How was EU funding put to use?

The 2018 implementation report of the European Maritime and Fisheries Fund (EMFF) is now available. It summarises EMFF implementation across EU countries and sea basins according to specific topics during the period 2014-2018. The report is based on data provided by the Member States in 2019, covering the period from January 2014 to December 2018.In terms of activities, the report shows that most funding went to data collection on fisheries and aquaculture activities (€362.4 million committed) which helps improve stock assessments and understanding of the state of these sectors, including socio-economic conditions. Control and enforcement (€293.5 million committed) and productive investments in aquaculture (€241.5 million) came in the second and third positions.The EMFF is one of the five European Structural and Investment (ESI) funds. The Strategic Report for the ESI fundsS along with an overview fact sheet about implementation of the funds in each Member State, and a summary of ESI fund evaluations were all published on 17 December 2019. The ESI Funds Open Data Platform has also been updated to coincide with the report. The EMFF page now shows achievements such as the number of jobs maintained in fisheries (6,518 full-time equivalent), the volume of aquaculture production (150,749 tonnes) or the surface area of Natura 2000 areas (1,456 km²), which the EMFF helps to maintain and protect. As with the EMFF implementation report and the Strategic Report, the information presented is based on data submitted by the Member States in 2019.

Fisheries in the North Sea and North Western Waters: Landing obligation not respected

The European Fisheries Control Agency (EFCA) has published three compliance evaluation reports on the implementation of the landing obligation. These reports confirm that non-compliance with the landing obligation has been widespread in the North Sea and North Western Waters for specific fisheries during the evaluation period (2015 to 2017). The failure to enforce the landing obligation is a matter of serious concern to the European Commission and jeopardises the objectives of the Common Fisheries Policy (CFP) which includes ensuring the long-term environmental sustainability of fishing activities and the gradual elimination of discards.
The reports also note that traditional control tools (e.g. inspections at sea) have proven to be ineffective at enforcing the landing obligation and that the introduction of remote electronic monitoring (REM), incorporating closed-circuit television systems on board fishing vessels, would provide an appropriate solution. The necessity of REM controls to enforce the landing obligation is reflected in the European Commission’s proposal for a revised Fisheries Control System and by the EFCA Technical guidelines and specifications for the implementation of Remote Electronic Monitoring (REM) in EU fisheries.The European Commission takes the findings of the EFCA compliance evaluation reports very seriously and will continue working closely with Member States to ensure that appropriate measures are adopted to effectively control and enforce the landing obligation.

The EU organised a workshop on environmental assessments to help conclude a treaty on the high seas

The European Commission organised an international workshop on environmental impact assessments (EIAs) and strategic environmental assessments (SEAs) in areas beyond national jurisdiction in Brussels on 28 and 29 January 2020. The event was organised in the context of ongoing negotiations on a new legally binding instrument on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction (BBNJ) under the United Nations Convention on the Law of the Sea (UNCLOS). At the start of the workshop, Virginijus Sinkevičius, European Commissioner for Environment, Oceans and Fisheries, said: “Let’s seize the opportunity this year for concluding a new Treaty that will protect the high seas, half of our planet.”The workshop contributed to the intersessional work of the BBNJ negotiations by bringing together over 100 participants representing governments, international institutions, business, civil society and science to discuss the EIA chapter of the future Treaty. This provided a unique opportunity for more than 30 UN delegations active in the negotiations and coming from different regions of the world to discuss environmental impact assessments, strategic environmental assessments and key outstanding issues with experts and other relevant stakeholders. The interactive panel sessions also explored potential solutions to some of these issues by analysing concrete proposals for the future Treaty. The fourth session of the BBNJ negotiations will take place at the UN from 23 March to 3 April 2020.

European Commission and European Investment Fund launch €75 million BlueInvest Fund

The European Commission is partnering with the European Investment Fund, part of the European Investment Bank Group (EIB), to launch the BlueInvest Fund today. During the BlueInvest Day conference in Brussels, EIB Vice-President Emma Navarro and Virginijus Sinkevičius, Commissioner for Environment, Oceans and Fisheries, launched a €75 million equity investment fund for the blue economy.The BlueInvest Fund will be managed by the European Investment Fund and will provide financing to underlying equity funds that strategically target and support the innovative blue economy. This sector can play an important role in the transformation to a carbon-neutral economy by 2050, an ambition announced in the European Green Deal. The new programme is backed by the European Fund for Strategic Investments, the financial pillar of the Investment Plan for Europe.The blue economy includes economic activities related to oceans, seas and coasts. It ranges from companies in the marine environment to land-based businesses producing goods or services that contribute to the maritime economy. The blue economy harbours many promising early-stage ventures and companies – often emanating from EU-funded R&D programmes. These companies develop solutions for renewable energy, sustainable seafood, blue biotechnology, maritime IT and much more.The new fund is complemented by the European Commission’s BlueInvest platform, which supports investment readiness and access to finance for early-stage businesses, SMEs and scale-ups. Through the European Maritime and Fisheries Fund, the Commission also funds an additional €40 million grant scheme, to help blue economy SMEs with developing and bringing to market new innovative and sustainable products, technologies and services.
Virginijus Sinkevičius, European Commissioner for Environment, Oceans & Fisheries, said: “Oceans are the first in line to be hit by climate change, but they also hold many solutions to tackle climate emergency in every single marine industry, from fisheries and aquaculture, to offshore wind, wave and tidal energy, blue biotechnology and many other innovation-related fields. A €75 million equity investment fund is a tool to unlock the potential the blue economy holds both in contributing to the European Green Deal and ensuring economic growth of European SMEs developing innovative and sustainable products and services.”EIB Vice-President, Emma Navarro, responsible for the Blue Economy, said:“Oceans are vital for life on Earth. But oceans are under threat and need to be protected. This is why we are developing innovative financing solutions to support the Blue economy. Solutions that allow us to provide financing for protecting the oceans and to turn the seas into a sustainable economic resource. The BlueInvest fund that we are launching today will give an important contribution to mobilize private investments to this sector and to get critical projects off the ground. It marks another important partnership between the EIF and the European Commission. ” EIF Chief Executive, Alain Godard, said: “The oceans provide huge potential for economic growth, but this growth needs to be sustainable. The investments in the Blue Economy sector we signed today show how public funds in the EU can be deployed to attract private investment and catalyse the development of this sector. I am delighted that we can now launch the BlueInvest fund which combined with additional private capital will help to drive Europe’s Blue Economy agenda.”
