COVID-19 lessons for the European Parliament’s Rules of Procedure

The draft report by Gabriele Bischoff (S&D, DE), which was prepared with assistance by the relevant working group, contains new provisions for the Parliament’s Rules of Procedure that will allow MEPs to continue performing their duties in times of emergency. During her presentation, the rapporteur highlighted the guiding principles behind the changes proposed by the report: equal treatment for all MEPs, preserving the freedom of mandate, the right to speak and vote freely and personally, and the continuity of EP legislative, budgetary and political control work.The proposed changes foresee the activation of derogations from the standard rules by the EP President, in agreement with political group leaders, that will have to be proportional to the event in question and can be reversed, under certain circumstances, by the plenary. A flexible approach has been taken in defining the conditions that could justify such decisions: events will have to be exceptional, unforeseeable, and outside Parliament’s control. The report foresees digital solutions for remote participation for all MEPs or a significant number among them.Constitutional Affairs Committee MEPs will submit amendments, aiming to finalise the process by the end of September and for the report to be tabled at a plenary sitting in October.
