Per un’economia sociale di mercato dell’UE

La Commissione propone oggi una direttiva dell’UE per garantire che i lavoratori nell’Unione siano tutelati da salari minimi adeguati che consentano una vita dignitosa ovunque essi lavorino. Se fissati a livelli adeguati, i salari minimi non solo hanno un impatto sociale positivo ma producono anche benefici economici di più vasta portata, in quanto riducono la disuguaglianza salariale, contribuiscono a sostenere la domanda interna e rafforzano gli incentivi al lavoro. Salari minimi adeguati possono anche contribuire ridurre il divario retributivo di genere, dato che a percepire un salario minimo sono più donne che uomini. La proposta contribuisce inoltre a proteggere i datori di lavoro che retribuiscono dignitosamente i lavoratori, garantendo così una concorrenza leale.L’attuale crisi ha colpito in maniera particolare i settori caratterizzati da un’elevata percentuale di lavoratori a basso salario, come le pulizie, il commercio al dettaglio, la sanità e l’assistenza sanitaria, a lungo termine e residenziale. Garantire una vita dignitosa ai lavoratori e ridurre la povertà lavorativa è non solo importante in tempi di crisi ma anche essenziale per una ripresa economica sostenibile e inclusiva.

Conferenza annuale virtuale della rete europea sulle migrazioni

La Commissaria pronuncerà il discorso di apertura sul tema “Il nuovo patto sulla migrazione e l’asilo”. La conferenza offrirà l’opportunità di discutere di strategie pratiche per una gestione efficace dell’asilo e della migrazione, come l’utilizzo delle informazioni nel contesto della migrazione, la trasformazione digitale della procedura di asilo e l’ammissione umanitaria di chi necessita di protezione. Sarà anche l’occasione per uno scambio di opinioni ed esperienze in merito all’impatto della pandemia di coronavirus sulla gestione della migrazione. La rete europea sulle migrazioni è una rete composta dalla Commissione europea e dai punti di contatto nazionali in ciascuno Stato membro e in Norvegia. Alla conferenza parteciperanno rappresentanti degli Stati membri dell’UE, della Commissione, delle organizzazioni internazionali, della società civile e della comunità dei ricercatori.

Recrudescenza del coronavirus: interventi della Commissione Europea

Bruxelles Concretamente le misure mirano a comprendere meglio la diffusione del virus e l’efficacia della risposta, a intensificare i test mirati, a rafforzare il tracciamento dei contatti, a migliorare i preparativi per le campagne di vaccinazione e a mantenere l’accesso a forniture essenziali come le attrezzature per la vaccinazione, garantendo nel contempo la circolazione di tutte le merci nel mercato unico e agevolando la sicurezza degli spostamenti. Ciò avviene alla vigilia della riunione virtuale che si terrà il 29 ottobre tra i leader europei sul coordinamento in risposta alla COVID-19, in seguito al Consiglio europeo del 15 ottobre. Anche se gli Stati membri sono più preparati e meglio coordinati rispetto ai primi mesi della pandemia, i cittadini, le famiglie e le comunità in tutta Europa sono tuttora alle prese con una minaccia senza precedenti alla loro salute e al loro benessere. È fondamentale garantire informazioni accurate, complete e tempestive sui dati epidemiologici, sui test, sul tracciamento dei contatti e sulla sorveglianza della salute pubblica per ricostruire le modalità di diffusione del coronavirus a livello regionale e nazionale. Per migliorare la condivisione dei dati a livello di UE, la Commissione invita gli Stati membri a fornire tutti i dati necessari al Centro europeo per la prevenzione e il controllo delle malattie (ECDC) e alla Commissione stessa.I test sono uno strumento decisivo per rallentare la diffusione del coronavirus. A chi viaggia dovrebbe essere offerta la possibilità di sottoporsi a test all’arrivo qualora gli Stati membri impongano l’obbligo di un test preventivo all’ingresso nel paese e non esistano le capacità di effettuare test sui viaggiatori asintomatici nel paese di partenza. Se per una qualsiasi attività sarà imposto o raccomandato un test negativo alla COVID-19, sarà essenziale il riconoscimento reciproco dei test, soprattutto in rapporto agli spostamenti.Le app di tracciamento dei contatti e di allerta aiutano a spezzare le catene di trasmissione. Lo sviluppo di vaccini sicuri ed efficaci e la copertura vaccinale con tali vaccini rappresentano uno sforzo prioritario per porre rapidamente fine alla crisi. Una comunicazione chiara è essenziale per il successo della risposta di sanità pubblica, in quanto i risultati dipendono in larga misura dal rispetto delle raccomandazioni sanitarie da parte della popolazione. Dall’inizio della pandemia l’UE sostiene i produttori per garantire la disponibilità di attrezzature mediche e farmaci essenziali.La libera circolazione all’interno dell’UE e lo spazio Schengen senza frontiere costituiscono un successo riconosciuto dell’integrazione europea; la Commissione è impegnata a garantire che gli spostamenti all’interno dell’Europa siano sicuri sia per chi viaggia sia per gli altri cittadini. La Commissione invita gli Stati membri ad applicare appieno la raccomandazione adottata dal Consiglio per un approccio coordinato alla limitazione della libertà di circolazione. Un progetto pilota previsto per il mese prossimo consentirà agli Stati membri di prepararsi all’introduzione e all’uso di un unico modulo digitale UE per la localizzazione dei passeggeri nel pieno rispetto della protezione dei dati.

2021 EU budget must focus on supporting a sustainable recovery from the pandemic

Next year’s budget – the first of the 2021-2027 financing period – should “promote fair, inclusive and sustainable growth, high-quality job-creation and its long-term goal of socioeconomic convergence”, MEPs state in their draft resolution, which reflects and accompanies the outcome of the vote on budgetary figures of 15 October.They have set the overall level of the 2021 EU budget at just under € 182 billion in commitment appropriations, representing an increase of € 15 billion compared to the Commission’s proposal. Most of these increases will benefit the EU’s 15 flagship programmes, boosting many programmes and projects that will support the young, researchers, health workers, entrepreneurs, and many other citizens.Other major additions to next year’s budget were voted on in areas such as climate change, energy, digital and transport interconnectivity, SMEs, tourism, security, migration, fundamental rights, and external action. MEPs also aim to achieve a biodiversity spending level of 10% and a climate mainstreaming spending level of 30% for 2021.Details about the different headings, programmes and projects can be found in the draft resolution. The resolution prepared by the General Rapporteur for the Commission’s budget, Pierre Larrouturou (S&D, FR), and the rapporteur for the other institutions’ administrative budget, Mr Olivier Chastel (RENEW, BE), was adopted with 35 votes to 2 and 4 abstentions.

The Commission assesses the data collection framework for sustainable fisheries

In a recent report, the Commission assesses the implementation and functioning of DCF. The report presents the main players, tools and activities covered by the legislation since 2017. It stresses the operations and important features of the DCF, such as the end-user driven approach and the importance of the regionalisation of data collection. It also provides details on the level of implementation of the DCF.The DCF sets out a harmonised approach for collection of biological, environmental, technical and socio-economic data by EU countries for the fishing, aquaculture and processing sectors. Article 23 stipulates that the Commission shall submit a report on the implementation and functioning of the regulation to the European Parliament and the Council.The report concludes that DCF provides the appropriate structure, tools and flexibility for data collection in the fisheries and aquaculture sectors, allowing them to respond to new challenges. The focus for the coming years should be on continued cooperation with EU countries and at regional level on solidifying the implementation of the regulation, including on addressing upcoming challenges (such as on sensitive species), addressing evolving data needs (as identified by end-users), streamlining and simplifying processes, and improving methods (such as integrating results of pilot studies and regional grants). The renewal of the delegated and implementing legislation beyond 2021 will play an important role in this process.

EU maritime security: from strategy to action

European maritime security has significantly improved over the last years on several dimensions including international or regional cooperation, information sharing, capability development, risk management and training. This is the conclusion of a new report about the implementation of the European Union maritime security strategy action plan, developed by the European Commission together with the European Defence Agency and the European External Action Service. We all depend on safe, secure and clean seas and oceans. Through maritime security policies, we can maintain the rule of law in areas beyond national jurisdiction and protect the EU strategic maritime interests. These include, among others, our external borders, common natural resources and maritime infrastructures such as ports, offshore platforms and scientific equipment. Also climate change, and our preparedness to face its impact on the marine and coastal environment, is an important maritime security priority.The Europea explains how the EU defends its maritime interests, in full respect of international rules and principles. An action plan – adopted in 2014 and revised in 2018 – helps implementing this strategy. According to the progress report, significant improvements have been achieved in all five “key areas for immediate action” defined in the strategy. Actions vary strongly, from improving resilience against cyber-attacks, over common information sharing platforms to developing semi-autonomous surveillance capabilities. The international level remains of critical importance to the EU, as it has strengthened its cooperation with the United Nations, NATO and other strategic partners.

Baltic Sea: Agreement reached on 2021 fishing opportunities

The Commission and the Member States reached an agreement on the fishing opportunities in the Baltic Sea for 2021. The agreement comes at a difficult time for the Baltic region, as it struggles with the ongoing environmental threats to the ecosystem and the economic impact of the coronavirus pandemic.Virginijus Sinkevičius, Commissioner for the Environment, Oceans and Fisheries, welcomed the agreement: “I am pleased that we have found a compromise that works for the fishermen and women, while allowing fish stocks to replenish and reach healthy levels. This was the rationale of our proposal, which followed the advice of the International Council on the Exploration of the Seas (ICES) and the provisions of the Baltic multi-annual plan. I am happy that the Member States have kept to the spirit of Our Baltic ministerial conference a few weeks ago, when together with agriculture, fisheries and environment ministers from the region, we agreed to address all the factors affecting this fragile ecosystem.” Overall, the agreement means that 8 out of 10 Baltic Sea total allowable catches (TACs) are set at sustainable levels – maximum sustainable yield (MSY). For two out of these stocks this is even below the MSY point value, or – for stocks where scientists could not give MSY-advice – in line with their precautionary advice. Reducing the fishing pressure alone will however not solve the problems of the Baltic Sea. A comprehensive approach is needed in line with the Our Baltic ministerial declaration signed by Commissioner Sinkevičius and Baltic Ministers of Agriculture, Fisheries and Environment three weeks ago. Deep-sea fisheries: Commission proposes measures to conserve stocks in the North-East Atlantic

The Commission has proposed total allowable catches (TAC), based on scientific advice, on three deep-sea stocks for 2021 and 2022 to allow limited fisheries.These stocks are fished exclusively in EU waters by EU member states. They are roundnose grenadier in Skagerrak and Kattegat, red seabream in the Iberian waters and black scabbardfish in the Bay of Biscay, Iberian waters and the Azores. Today’s proposal includes a general prohibition on fishing deep-sea sharks, a further restriction compared to previous years where limited bycatches were allowed under specific conditions.”Today’s proposal continues our long-running efforts for the prudent exploitation of deep-sea species in the EU waters”, said Virginijus Sinkevičius, Commissioner for the Environment, Oceans and Fisheries. “Now is the time to put our commitment to healthy fish stocks in deep-sea waters firmly into practice. These stocks are a key component of our marine ecosystems and we must continue and further intensify our efforts to protect them.” In line with the scientific advice, decreases in fishing opportunities are planned for all of these stocks as follows: – 20% for red seabream in the Iberian waters, -25% for black scabbardfish in the Bay of Biscay, and -90% for roundnose grenadier in Skagerrak and Kattegat.The remaining six TACs are listed as “pm”, i.e. pro memoria, pending consultations with the United Kingdom. The Commission proposes to continue to delegate the management of black scabbardfish in the CECAF area to Portugal, the sole quota-holder. Portugal, therefore, needs to ensure that the stock is managed in line with the principles and rules of the Common Fisheries Policy, in particular the principle of sustainable exploitation of the stock.The European Union has regulated fishing for deep-sea species since 2003.

Commission proposes fishing opportunities in the Atlantic and North Sea for 2021

For 2021, the European Commission presents a proposal with 23 Total Allowable Catches (TACs). Following scientific advice, the Commission proposes for 13 stocks to decrease the fishing quota, while increasing it for horse mackerel in the Iberian waters and sole in Kattegat by 5% and 12% respectively. The fishing opportunities, or Total Allowable Catches (TACs), are quotas set for most of Europe’s commercial fish stocks in order to keep them in a healthy status or help them return to it, while guaranteeing the wellbeing of fishermen and women. Under the Common Fisheries Policy (CFP), the EU Member States are legally bound to manage fish stocks at sustainable levels.Four TACs are delegated to a Member State, and four do not follow the calendar year (e.g. anchovy, sprat) and are already set until June 2021 or await scientific advice next year.The Commission also proposes to continue existing safeguard measures to ensure that the amount of cod in Kattegat recovers to safe levels. Following the advice received by the International Council for the Exploration of the Sea (ICES) that no targeted fishery should take place for this stock, the Commission will set a fishing quota for by-catches only. Fishers in the area must use selective gears that reduce or avoid cod by-catches, or electronic monitoring to prevent illegal discards.Today’s proposal also covers the Total Allowable Catches that will be decided in cooperation with non-EU countries, such as the United Kingdom and Norway, or through Regional Fisheries Management Organisations (RFMOs). International consultations for many of these stocks are still ongoing, as are the negotiations of the future EU-UK partnership, including on fisheries, and therefore the respective TACs are put as pro memoria awaiting the outcome of negotiations.Sustainable fishing has made substantial progress in the EU. In 2020, 62 out of 78 TACs are set at a level that allows a healthy future for the fish stocks’ biomass, while taking into account socio-economic factors (“maximum sustainable yield” (MSY), compared to only 5 out of 35 in 2009. Despite reduced fishing activity during the first months of the coronavirus pandemic, preliminary results show that the sector remains profitable, with estimated gross profits expected to reach 1.5 billion EUR in 2020.The Commission proposal bases itself on scientific advice from the International Council for the Exploration of the Sea (ICES). For stocks with a full scientific assessment, the Commission is proposing fishing levels in line with maximum sustainable yield (MSY). For stocks where less data is available, the Commission bases itself on the ICES’ precautionary advice. In cases where the International Council for the Exploration of the Sea advises no catches, the Commission either proposes a small fishing quota for a scientific fishery to ensure continued data collection, or limits the fishing to by-catches. In line with the provisions of the Common Fisheries Policy and the applicable multiannual management plans, this helps to avoid “choke” situations so that fishermen and women can continue targeting the healthy stocks.
