Economic and monetary affairs committee calls for boostingthe EU FinTech sector

MEPs advocated for a robust EU framework for crypto-assets, cyber resilience, data sharing and customer safety, in a non-binding report adopted on Thursday.MEPs of the Economic and Monetary Affairs committee welcomed the Commission’s commitment to finalising an Action Plan on FinTech by the third quarter of 2020. They stress that any measures taken at the EU level should leave all market participants space to innovate, be proportional and technologically neutral, risk based and allow for high levels of consumer and investor protection. They call for a common European model with a crucial role for the European Supervisory Authorities (ESAs) and international cooperation for standards setting.
In their recommendation, MEPs focused on crypto assets, calling for a comprehensive pan-European open-ended taxonomy for new products, as well as for a common monitoring and supervision framework. They point to regulatory gaps in the EU legislation such as that concerning anti-money laundering and advise targeted changes to the existing provisions.
In their report, MEPs highlight a need for a common approach to cyber resilience of the financial sector. They call for legislative changes in the area of ICT and cyber security requirements for the EU financial sector with a focus on modernisation, compliance with international standards and operational resilience testing.Finally, MEPs stress that the free flow of data within the EU is necessary to scale up innovative finance but cross-border data flows, including to and from third countries, must be monitored and governed under the EU legislation on privacy and data protection.Digital finance plays a key role in developing financial activities and will be integral to the success of the Capital Markets Union (CMU), says the text. It will increase financing and investment options for companies and citizens and has a potential to help close the SME financing gap. The text was adopted with 44 votes to 5 and 8 abstentions.

In an effort to reduce the spread of the COVID-19 virus, Parliament is reducing the need for physical meetings on its premises, without compromising its role of democratic scrutiny nor its ability to approve the necessary legislative measures to combat the virus and support the public, consumers, businesses and emergency services.The required social distancing of 1.5 m will be respected on EP premises at all times. MEPs: Focus on crisis response when coordinating economic and budgetary policies

Economic and Monetary Affairs Committee (ECON) MEPs stressed that in order to become a proper recovery tool, the Commission’s Country-Specific Recommendations (CSR) have to be implemented in the member states and must take into account a post-crisis reality. Executive Vice-President Dombrovskis pointed to the resilience facility, the new recovery instrument designed to improve the implementation of the CSR. Commissioner Gentiloni explained that each country, together with the Commission, will have to prepare a tailor-made recovery and resilience plan, in which the member states’ post-crisis priorities should be ensured.Other ECON MEPs were concerned about the general escape clause, which allows the excessive deficit procedure against a member state to be put on hold in times of a severe economic downturn. MEPs wanted to know when the procedure will kick in again and how to keep the right balance between debt sustainability and much-needed investments.
Mr Dombrovskis stressed that the Stability and Growth Pact has been put on hold until the economy is growing again; then the rules start to reapply. Commissioner Gentiloni called for the Council and the Parliament to come to an agreement quickly, so that funds can reach recipients on the ground and the economy can rebound.Finally, MEPs asked about the connection between the rule of law and access to EU funds. Executive Vice-President Dombrovskis reminded MEPs that rule of law is a condition to access EU funding.Commissioner for Jobs and Social Rights Nicolas Schmit said that the latest unemployment forecast for the EU in 2020 stands at 9 % and one out of four workers is currently on a short-time work schedule. Several Members from the Employment and Social Affairs Committee (EMPL) voiced their deep concern that the unemployment level for Europe’s youth is nearly twice as high as that of all job seekers.Commissioner Schmit underlined that fighting youth unemployment remains a priority and that the Commission will reinforce the youth guarantee to improve the prospects for young people.The risk of creating a digital divide when demand for highly-qualified workers will increase, especially in the context of the digital and green transition, was another point of concern for MEPs, who noted that the measures in the context of the green deal could lead to job losses and exacerbate poverty and inequality.According to Mr Dombrovksis, the green deal will actually have a positive effect on the economy and will create new jobs, with digital skills featuring prominently on the upcoming reinforced skills agenda.
MEPs also underlined that the crisis has exposed the shortcomings of our current social model and that the European Semester has to be at the service of recovery and a transformation that is social, economically fair and green. Commissioner Schmit highlighted that the social dimension is anchored in the European Semester by means of the social scoreboard and that the Commission tackles problems related to precarious work with initiatives such as fair and predictable working conditions, proposals for an EU minimum wage, working conditions of platform workers, and a child guarantee.

European Parliament:The week ahead 20 – 26 January 2020

Brussels Committees’ meetings. Brexit. The Constitutional Affairs Committee will vote on their recommendation to Parliament on whether it should grant its consent to the EU-UK Withdrawal Agreement. The final vote in plenary, scheduled for 29 January in Brussels, will take place if the UK has ratified fully the Agreement by then (Thursday).
EU-Vietnam free trade deal. The EU-Vietnam free trade and investment protection agreements are up for a vote in the International Trade Committee. If approved, the deal would remove all export tariffs from the EU and protect 196 GIs (products with geographical indication), while Vietnam would open its public procurement market to EU firms. The contentious issues are Vietnam’s human rights record and its labour laws (Tuesday).
Public Health. The Environment and Public Health Committee will vote on whether to veto a proposal from the Commission to promote the recycling of PVC waste containing lead. According to the draft decision, this may prolong and enhance consumers’ exposure to lead (Tuesday).
Illegal trade in pets. Members of the Environment and Public Health Committee are expected to demand immediate action against illegal trade in pets to protect animal welfare, consumers and public health (Tuesday).
Artificial Intelligence. The Internal Market and Consumer Protection Committee will vote on a resolution addressing several challenges arising from the rapid development of Artificial Intelligence (AI) technology, in particular those related to consumer choice, the problematic use of bias data and the need to adapt EU liability rules to cover new AI-enabled products (Thursday).
NATO/EU. NATO Secretary General Jens Stoltenberg will address the Foreign Affairs Committee, Subcommittee on Security and Defence and the Parliamentary Delegation to NATO just a week after Parliament adopted resolutions on the state of play of the Common Foreign and Security Policy as well as Common Security and Defence Policy. MEPs called for close cooperation with NATO, while stressing that the EU needs to have strategic autonomy (Wednesday).
Croatian Presidency. Croatian Ministers will present the rotating Council Presidency’s priorities to the relevant parliamentary committees. Croatia holds the Presidency of the Council until July (Monday to Wednesday).
President’s diary. EP President David Sassoli will attend the World Economic Forum of Davos, on Tuesday and Wednesday. On Thursday, EP President will be in Jerusalem at the World Holocaust Remembrance Centre (Yad Vashem) and will meet Yuli-Yoel Edelstein, Speaker of Knesset. On Friday, President Sassoli will deliver a speech at the Conference on the New Green Deal, in Assisi, Italy.
Press briefing. The EP Press Service will hold a press briefing on the week’s activities at 11.00 a.m. on Monday, in the “Anna Politkovskaya” EP press conference room.

GRAIL Appoints Rodger Currie as Head of Government Affairs and Alliance Development

Educated people more likely to have affairs

educated cheatA shocking new survey has revealed that the more education people in the United Kingdom receive, the more likely they are to have an affair. Statistics show that more than 69% of women and over 65% of men who achieve higher education will be tempted to stray.The study, conducted by VictoriaMilan – a dating site for married and attached people looking to have an affair – looked into the education levels of more than 5 million of its active users to discover whether a person is more or less likely to stray based on their level of education.The survey polled men and women from all walks of life, taking into account people who didn’t complete high school or college, those who graduated from high school, technical school, college or achieved a Bachelor’s, Masters or Doctorate.The group most likely to engage in an erotic affair is those who graduated from college, with 36.87% of women and 25.23% of men confessing they have strayed.A trend appears with the next level up in education – a Bachelor’s degree – gives people a bit more confidence, with 18.98% of women and 20.32% of men deciding to embark on an adulterous adventure.Men and women with a Masters are third most likely to slip between the sheets with someone other than their beloved partner. 16.75% of men and 14.45% of women who have achieved their Masters have no issue getting hot and heavy with someone outside of their primary relationship.The most faithful women are those who have achieved their Doctorate (1.40%) followed by those who completed technical education (3.44% women). The men least likely to stray are those who didn’t complete high school (2.33%) followed by those achieved their Doctorate (3.12%).
Founder and CEO of Victoria Milan, Sigurd Vedal, said the survey showed that the more educated men and women, the more likely they are to get hot and heavy between the sheets with someone other than their primary partner.“People with university credentials are the ones most likely to have an affair and those with limited education are the most faithful. What this tells us is that highly educated people are likely to have more time on their hands, while the working class are too busy making ends meet to have time for a sexy fling,” Mr Vedal said. Laureata in Scienze Biologiche all’Università La Sapienza di Roma, porta con sé un bagaglio professionale maturato grazie ad una carriera ventennale in grandi realtà farmaceutiche. Dal 2013 al 2016 ha ricoperto il ruolo di Regulatory Affairs & Market Access Manager in AbbVie dove ha gestito tutte le problematiche di natura regolatoria e assicurato la piena integrazione del ruolo strategico del Regulatory Affairs nelle dinamiche del Market Access. JHA informal Council – Improve intelligence sharing in the EU to better combat terrorism, asks Claude Moraes

European_Investment_Bank_-_LuxemburgMember States should foster dialogue and trust between intelligence agencies in order to better target and combat threats to security within the EU, said on Monday the Chair of the European Parliament’s Civil Liberties, Justice and Home Affairs Committee, Claude Moraes.
Mr Moraes is attending the informal Justice and Home Affairs Council taking place in Amsterdam today and tomorrow. At the end of the first working day, Mr Moraes (S&D, UK) said:“Today at the Informal Justice and Home Affairs Council I reported back to Ministers on the adoption of the PNR proposals in the LIBE committee at the end of last year. I expressed that this is a key file for the LIBE committee and that the committee will give its full support in order to facilitate the work of intelligence agencies in the fight against terrorism.In addition, I have raised the issue of other existing key information sharing agreements by Member States including the Prum Convention which is also crucial to intelligence sharing, however it remains badly implemented by key Member States within the EU. The EU urgently needs to advance on facilitating a better dialogue and more trust between intelligence agencies in order to better target and combat threats to security within the EU”.

Refugee crisis: Humanitarian concerns as winter draws nigh raised by Civil Liberties Committee Chair Claude Moraes

rifugiati“The tough period starts now, difficult decisions must be taken to make the commitments of the Council a reality on the ground”, said Mr MoraesThe humanitarian situation of refugees within the EU and neighbouring countries was the focus of a plenary debate with Commission First Vice-President Frans Timmermans and Luxembourg’s minister responsible for relations with the European Parliament during the Presidency of the Council of the EU, Nicolas Schmit, on Tuesday morning.The Chair of the European Parliament’s Civil Liberties, Justice and Home Affairs Committee, responsible for migration and asylum, Claude Moraes (S&D, UK), said:”The tough period is now, we can expect to see an increase in refugee flows before we are fully into the winter months. This is also a time when difficult decisions have to be taken to ensure the hotspots are fully implemented and the budget is made available for the very EU responses the Council has committed to.
The Commission must keep us fully informed of the implementation of the hotspots in Italy and Greece, which will in turn enable the relocation mechanism. Council should also make all the necessary preparations should the civil protection mechanism need to be triggered over the winter period.The refugee crisis will not simply be forgotten, we cannot allow ourselves to become used to the images we see – this will remain high on the Civil Liberties, Justice and Home Affairs Committee agenda and we will keep insisting on a coordinated, humanitarian EU response to the refugee crisis”.Migration will also be high on the agenda of the Justice and Home Affairs Council on 8-9 October and of the next European summit on 15-16 October.

“A Missing Global Standard with Regard to Emissions Testing is Half of the Issue Here”

wolkswagenLondon, UK “The Volkswagen (VW) Diesel emissions scandal affair is unprecedented, owing to the apparent deceit involved to “cheat” the emissions testing. CEO Martin Winterkorn having to step down is not the right answer though (in my opinion), because the market could potentially rather gauge the result of this on his response, rather than on the fact that it happened in the first place. I would not expect the CEO would have known directly about this device, and it is likely to implicate a small number of product managers related to specific models or engines; the media release given indeed specified that Mr Winterkorn did not yet have all the facts – but I’m sure it will not be long before he does, and this is how the market and public should react – to the measures set out to recover from this. We have seen several different vehicle manufacturers with high profile recalls due to safety concerns over the last few years, and whilst this affair is slightly different, they were all somehow gauged on the response that these companies had taken for those. This should be the case with VW as well. Potentially the biggest damage this revelation might have, certainly in the U.S. market, where people are buying the vehicles based on the environmental credentials, is the consumers’ trust in the VW brand and diesel models in general from all companies. If these environmental credentials turn out to not be the case and the consumer realises he has been deceived, this might cause an issue, as those customers will then not go and buy another VW brand vehicle, and expect to be compensated somehow. However, the focus will rather have to be on the scale: is this only a U.S. problem? Earlier on yesterday it was reported that half a million vehicles could be affected, now this number has increased to 11 million vehicles. If it is a U.S. response, it is going to be very different versus a global response. Undoubtedly the whole affair is going to have impacts and repercussions far beyond just VW. We are already seeing people in South Korea, France, the UK, starting to question the emissions testing standards. And this is half of the issue here. There is no global standard regarding emissions testing: the fact that it can be different up to 2.5 time as many NOx pollutants that can be allowed in Europe and in UK versus the U.S. and then further differences on CO2 emissions make it tougher for global vehicle manufacturers to comply. That doesn’t make it acceptable, but does explain part of the problem the manufacturers are facing. So the first question is: will we see more standards on a global level, which is going to have repercussions on all OEMs, while the second one is longer term: is Diesel really the right powertrain we want to produce and want to prioritise through our vehicle manufacturers of the future?”

The way home affairs funds are spent in migration and development context, including emergency funds, is the topic to be addressed in this meeting.A series of debates on the portrayal of migration through cinema will also take place in the framework of the preparation of this report, followed by a sequence of screenings focussing on this topic.
