Remote controlled surveillance aircraft facilitate fisheries control

The system has been readily taken up by the European Fisheries Control Agency (EFCA), who is always on the lookout for new and innovative solutions to enhance fisheries control. EFCA has been using a quadcopter which takes off from the Lundy Sentinel patrol vessel and operates over areas of interest in the Mediterranean Sea, western waters of the North-East Atlantic Ocean, North Sea and Baltic Sea. By flying in the vicinity of a fishing vessel, the remote controlled aircraft can collect data from different activities on board. This data is then transmitted in real time to EFCA’s liaison officer deployed on board the Lundy Sentinel, as well as to EFCA’s coordination centre in Vigo, and EMSA’s headquarters in Lisbon.

KBRA Assigns Preliminary Ratings to Raptor Aircraft Finance I Limited

Kroll Bond Rating Agency (KBRA) assigns preliminary ratings to three series of notes (the “Notes”) issued by Raptor Aircraft Finance I Limited (the “Cayman Issuer”) and Raptor Aircraft Finance I LLC (the “US Issuer”, and, together with the Cayman Issuer, “Raptor 2019-1”, or the “Issuers”).This transaction represents the inaugural securitization for Seraph Aviation Management Limited (“Seraph” or the “Servicer”). Seraph is an indirect wholly owned subsidiary of Stellwagen Group Limited (“Stellwagen”), which has its registered office in Malta and has offices in Dublin, Stamford, CT, London and Seoul.Proceeds from the sale of the Notes will be used to acquire 19 aircraft (the “Portfolio”) on lease to 14 lessees located in 12 jurisdictions. As of June 30, 2019, the initial weighted average aircraft age of the Portfolio is approximately 3.7 years with a weighted average remaining lease term of approximately 7.0 years.
KBRA is a full-service credit rating agency registered with the U.S. Securities and Exchange Commission as an NRSRO. Aircraft noise associated with hypertension and organ damage

ipertensione_polmonareSophia Antipolis Long term exposure to aircraft noise is associated with hypertension and organ damage, reveals research presented today at the EuroPRevent 2016 meeting by Marta Rojek, a researcher at Jagiellonian University Medical College in Krakow, Poland.1
“The volume of air traffic has skyrocketed since jet powered planes were introduced in the 1960s,” said Ms Rojek. “According to the International Civil Aviation Organization, there were 64 million take-offs and landings in 2013 and this figure is set to double in the next 20 years.”2She continued: “The steady growth in air traffic and expansion of airports, along with the development of residential areas near airports, has led to more people being exposed to aircraft noise. There is emerging data to suggest that exposure to aircraft noise may increase the risk of hypertension, particularly at night, and of hospitalisation for cardiovascular diseases – but more evidence is needed.”3,4,5 The current study assessed the impact of aircraft noise on the development of hypertension and associated asymptomatic organ damage. It included 201 randomly selected adults aged 40 to 66 years who had lived for more than three years in an area with high or low aircraft noise. Of these, 101 were exposed to more than 60 decibels (dB) of aircraft noise on average and 100 were exposed to less than 55 dB and acted as a control group.For the analysis, the researchers matched the groups in pairs by gender, age, and amount of time living in the area. All participants had their blood pressure measured. Asymptomatic organ damage was assessed by measuring stiffness of the aorta6 and the mass and function of the left ventricle. The investigators found that the group who lived in an area of high aircraft noise had more hypertension than those who lived in a low aircraft noise area (40% versus 24%). They also had higher systolic (146 versus 138 mmHg) and diastolic (89 versus 79 mmHg) blood pressure than the control group. When they looked at the indicators of asymptomatic organ damage, the researchers found that those who lived near high aircraft noise had stiffer aorta and higher left ventricular mass. The measurements of left ventricular function were less conclusive.
“Our results suggest that living near an airport for three years or more is associated with an increased risk of high blood pressure and hypertension,” said Ms Rojek. “These changes may then lead to damage of the aorta and heart which could increase the risk of having a heart attack.” She added: “European Union regulations say that countries must assess and manage environmental noise7, and there are national laws on aircraft noise. Poland stipulates a maximum of 55 dB around schools and hospitals and 60 dB for other areas. Noise can be kept below those levels by using only noise-certified aircraft, redirecting flight paths, keeping airports away from homes, and avoiding night flights. Ms Rojek concluded: “More work is needed to enforce laws on exposure to aircraft noise as it is detrimental to our health. We also need further research to understand how the damage occurs and whether it can be reversed.”

Who is Regina Dugan?

Sworn in on July 20, 2009, Regina Elvira Dugan is the first female director to lead the Defense Advanced Research Projects Agency (DARPA), the military’s secretive, high-tech operation responsible for inventing the forerunner to the Internet (ARPAnet) and the technology behind the stealth fighter, unmanned drone aircraft, global positioning satellites and the M16 rifle. On January 27, 2010, DARPA awarded a $400,000 research contract to RedXDefense, a company created by Dugan. In August 2010, RedXDefense received another contract from DARPA, an extension of the January one, this time in conjunction with the Department of Homeland Security. Born March 19, 1963, Dugan obtained her Bachelor of Science and Master of Science degrees in mechanical engineering from Virginia Polytechnic Institute and State University in 1984 and 1985 respectively, and her doctorate degree in mechanical engineering in 1993 from the California Institute of Technology (Caltech). She was co-chairwoman of the Organization for Women at Caltech, an institution where 80% of graduate students were men.She worked as a researcher at the Institute for Defense Analyses for three years, before joining DARPA for the first time in 1996 as a program manager during the Bill Clinton administration. She oversaw a $100 million portfolio of programs including the “Dog’s Nose” project, which focused on developing an advanced detection system for land mines that was based on chemically detecting buried explosives rather than detecting their forms. As the leader of the Unexploded Ordnance Detection program, she developed a technical approach to help U.S. Marines storm a mine-infested beach. During her first stint with DARPA, she also led a counterterrorism task force for the Deputy Secretary of Defense in 1999. After leaving the agency in 2000, Dugan served as a special advisor to the Vice Chief of Staff of the Army, completing a “Quick Reaction Study on Countermine for Enduring Freedom” in Afghanistan (2001-2003). Building on her DARPA experience involving land mines, in 2005 Dugan, her father and her uncle used their firm to foundRedXDefense, a company specializing in technology for screening humans, vehicles and packages for explosive threats. Again, Regina Dugan served as president and CEO. In a March 2010 appearance before the House Armed Service Committee’s subcommittee on terrorism, unconventional threats and capabilities, Dugan outlined her vision for DARPA’s research goals, which includes everything from plant-based vaccines to biomimetics (using biological systems as the models for technological solutions).
