The Alliance of Science Organisations in Germany sees open access to digital sequence information at risks

Janis EitnerThe Alliance of Science Organisations in Germany strongly cautions against expanding the scope of the Convention on Biological Diversity (CBD) and the Nagoya Protocol (NP) to include digital sequence information (DSI). Such an expansion would have far-reaching negative consequences, which could severely damage scientific research progress in the fields of environmental and life sciences and biodiversity, and would particularly threaten international research cooperation within these fields. Furthermore, current efforts to make science more open and transparent (e.g. the European Open Science Cloud Declaration) and initiatives to warrant open access to data from publicly funded research would be jeopardized.In principle, the Alliance supports the NP, which regulates access to genetic resources and the fair and equitable sharing of resulting benefits (Access and Benefit Sharing, ABS) as of October 2014. It is a central concern of the Alliance that its members respect good scientific practices (established by field-specific Codes of Conduct) when cooperating with partners in a national or international context.
However, in 2013, the Alliance did publish a joint statement during the EU legislative process pointing out the foreseeable difficulties of implementing the NP for non-commercial research. Indeed, experience now confirms that, as a result of implementation of the NP, international cooperation in biodiversity research, the analysis of human and animal pathogen-vectors, and the investigation of plant diseases, among others, have been significantly obstructed. The main issues have been severe delays, bureaucratic barriers, difficulties obtaining sampling permits from the respective authorities, and existing legal uncertainty. (photo: Janis Eitner)

Initially, the focus of the awards programme was coverage of the 2010 and 2014 Alltech FEI World Equestrian Games™. Renewed action and investment in humanity is needed at the World Humanitarian Summit in Istanbul next week if we are to move from delivering aid to ending need, international faith-based humanitarian and development network ACT Alliance has said. In the eleven new commitments ACT Alliance as a network has made towards the World Humanitarian Summit, it has focused on the core responsibilities highlighted in the UN Secretary General’s report to the Summit, in terms of meeting people’s essential needs and developing solutions with and for those impacted; investing in local capacities, and putting people at the centre of the response through local and national empowerment and building community resilience.“Every day our members in the field doing humanitarian work are the witnesses of the hard realities that face people affected by natural disasters, diseases and epidemics, and conflicts,” said John Nduna, ACT Alliance General Secretary. “It is imperative that these communities are part of an inclusive system that empowers them. It is time to create a paradigm shift within the humanitarian system, and our expectation is that this first Summit should be a significant milestone toward real change in the sector, in which local and national organisations are more empowered to respond to their community’s needs.” The 140 members of ACT Alliance who together work in over 100 countries around the world, work directly with communities facing emergency situations and respond to around 25 emergency situations around the world per year, including the recent earthquake in Ecuador and the ongoing conflict in Syria. The alliance shares the majority of findings in the UN Secretary General’s report towards the World Humanitarian Summit. It has also endorsed the new Charter for Change initiative, which makes concrete commitments to shift power and resources to national and local actors.As part of its work to support the World Humanitarian Summit process the alliance has committed to significantly increasing the proportion of ACT members’ humanitarian funding that goes directly to local and national members and their partners for humanitarian response and emergency preparedness by 2018.“The commitments ACT has made in the run up to the WHS are about the changes we have identified as important and which we have been advocating for, both within and outside the WHS process,” said Reshma Adatia, ACT Alliance Global Humanitarian Coordinator. “We have used the WHS as an opportunity to commit to being reflective of a system that we want. The A+ Awards were established in 2010 by Alltech, in collaboration with the IAEJ, to reward creativity, passion and excellence in equestrian journalism. The focus of the awards program this year was the World Equestrian Games in Normandy, France.

ADF to Italy: Rogue mayors have no authority to issue marriage licenses to same-sex couples

camera deputati2ROME – Alliance Defending Freedom has sent the government of Italy a letter and legal memo regarding mayors who are disregarding Italian law and government orders by registering same-sex marriages performed abroad. Italy recognizes neither marriages nor civil unions between members of the same sex.“Government officials should be held accountable to the laws they are sworn to uphold. Mayors throughout Italy have no authority to disobey explicit government orders and issue illegal marriage licenses,” said ADF Senior Legal Counsel Roger Kiska. “Italy has always recognized marriage as the union of one man and one woman. Mayors cannot take it upon themselves to disrespect both the law and the people of Italy.”In October, Italy’s Minister for the Interior Angelino Alfano issued an order for all prefects to annul registrations of same-sex marriage performed abroad since they have no basis in Italian law. Despite this order, a number of mayors continue to register these unions.The ADF letter states that the mayors are “seeking to subvert proper judicial processes by acting outside of their given authority” and explains that “there is no international legal obligation requiring the recognition of these unions, nor the creation of ‘civil partnerships’ for same-sex couples. In fact, the European Court of Human Rights has repeatedly ruled precisely the opposite: that there is no right to same-sex marriage under the Convention.”“Those taking part in these transcriptions have openly stated that this is part of an overall strategy to legalize same-sex ‘marriage’ by forcing the State to ‘[deal] with a growing number of problematic cases,’” the ADF legal memo further explains. “In reality, these cases are far from problematic: same-sex marriage is not legal in Italy and there is no legal requirement, either national or international, that requires the mayors or the central government to register unions created elsewhere.”
“Marriage expresses the reality that men and women bring distinct, irreplaceable gifts to family life, especially for children who deserve both a mother and a father,” added ADF Litigation Staff Counsel Robert Clarke. “Italy’s laws recognize this, and they cannot be wantonly ignored by government officials with a personal political agenda.”

Paul is well-equipped for the position. Greenpeace’s Battleship Bombards Brazil

Wonder where Greenpeace’s battleship ‘The Rainbow Warrior III’ is right now? Brazil apparently. Like a lost Battlestar Galactica, the Rainbow Warrior III is coasting without a cause up the Amazon in order to highlight various threats facing the rainforest, including “logging, cattle ranching, soya plantations and of co urse climate change.” The Greens are seeking to collect some “1.4 million signatures from Brazilians at home and abroad for a law to end Amazon destruction.” Unfortunately, as ever, facts are proving to be stubborn things for Greenpeace. According to figures published by the George Soros-backed Climate Policy Initiative (CPI), deforestation in Brazil has actually plummeted by some 70 percent. Rather than protesting against deforestation in Brazil, Greenpeace should be praising successive governments for implementing policy measures that both encourage economic growth and respect conservation projects. But this is all too familiar. Even when far-left groups are acknowledging the Brazilian government’s success in mitigating deforestation, Greenpeace still has to raise the alarm and warn of an impending crisis. This is because Greenpeace lives – and fundraises – off crises. If anything this proves that these kinds of fundamental decisions are best made by sovereign governments, not unaccountable – and fundamentalist – non-government organizations. Brazilians must finally take a stand against Greenpeace and warn them that their economic well-being will not be sacrificed so that radical environmentalists can raise money and subject more people in the developing world to abject economic misery. Miami Home Prices Spike in January

Miami, FL – Following a record sales year, Miami home prices posted strong gains in January. The median sales price of condominiums in the Miami Metropolitan Statistical Area (MSA) spiked 36 percent to $122,500 in January compared to a year earlier, according to the 26,000-member MIAMI Association of REALTORS and the local Multiple Listing Service (MLS) system. The median sales price of single-family homes jumped 13 percent to $170,000.Statewide median sales prices in January increased 18.8 percent to $95,000 for condominiums and 5.3 percent to $129,000 for single-family homes. The national median existing-home price for all housing types was $154,700 in January, a two percent drop from January 2010.
In January, the average sales price for single-family homes in Miami-Dade County increased 40.4 percent, from $238,527 in 2011 to $334,952 in 2012. The average sales prices for condominiums jumped 45.2 percent, from $171,077 to $248,443.
Inventory Declines 37 Percent in One YearThe inventory of residential listings in Miami-Dade County dropped 37 percent from 24,507 to 13,610 over the last year. Compared to last month, the total inventory of homes dropped 3.4 percent. Total housing inventory nationally fell 20.6 percent at the end of January.The sales of existing single-family homes in the Miami MSA declined three percent in January, from 676 to 659, compared to January 2011. Sales of condominiums dropped 16 percent, from 1,262 to 1,058, compared to January 2011.Statewide sales of existing single-family homes totaled 12,044 in January 2012, down 5.5 percent compared to the year-ago figure, according to data from Florida Realtors Industry Data and Analysis department and vendor partner 10K Research and Marketing. Nationally, sales of existing single-family homes, townhomes, condominiums, and co-ops rose 4.3 percent from December and were 0.7 percent higher than they were in January 2011, according to the National Association of Realtors (NAR).“Never before in history had we sold as many homes in Miami as we did last year,” said 2012 MIAMI Association of REALTORS Residential President Patricia Delinois. “As supply is absorbed, there are fewer properties available to sell, and it will be difficult to match the record set last year. But the good news is that home values are rapidly appreciating, as global buyers, investors and corporations focus on Miami.”
