The battle for China’s backyard

From The Economist: We have two covers this week. In Asia we write about how the growing rivalry between America and China will hinge on South-East Asia. Although the region has no clear battle-lines, unlike cold-war Europe, which was divided into camps allied to the Soviet Union and the United States, that only makes the competition more complex. People across South-East Asia already see America and China as two poles, pulling their countries in opposite directions. This contest will become more fierce—both because of China’s need to secure access to raw materials and markets and because South-East Asia is ever more important in its own right. The region is home to 700m people, and its economy is big and growing rapidly. Prepare for a tug-of-war in China’s backyard. In the rest of the world we dissect a new turn in the global tech contest. The idea of the technology industry being dominated by monopolies is so widely held that it has monopolised much thinking, from investors’ strategies to antitrust watchdogs’ legal briefs. Yet it is becoming harder to sustain. In America digital markets are shifting towards oligopolies, in which second- and third-ranked firms compete vigorously against the incumbent. The big tech companies are wrestling over customers and standards: witness the confrontation between Apple and Facebook over who controls iPhone users’ privacy. The battle for Europe’s future

Thierry Chopin, special advisor at the Jacques Delors Institute, Nicolò Fraccaroli, PhD candidate in Economics at the University of Rome Tor Vergata, Nils Hernborg, Master student in International Economic Policy at Paris School of International Affairs, Sciences Po, and Jean-François Jamet author of several books and articles on European integration and the Economic and Monetary Union, highlight the forces at work in this campaign for the European elections. This paper investigates the practical implications of the political dividing lines (cleavages) and expected outcomes ahead of the European Parliament elections of 23-26 May 2019. These dynamics will determine the political balance and direction of the new European Parliament and European Commission for the next five years.
For this purpose, we first provide novel projections of the composition of the future European Parliament, both with and without the UK, as the UK’s participation remains unclear at this stage in view of the uncertainty surrounding Brexit. We then compare these projections to the current composition of the European Parliament, showing that the future Parliament will likely be more fragmented, less pro-European, and contain a larger number of anti-establishment right-wing Members of the European Parliament.
The composition of the future European Parliament is however only partially informative of the balance of power that will underpin European politics in the next legislative term. Future coalitions and majorities needed to appoint the European Commission and vote legislation will in fact depend on the dominant ideological cleavages. We hence analyse the evolution of cleavages in the European Union from a historical and political science perspective and outline their potential political consequences. Notably, changes in the political landscape could lead majorities to be based on cleavages related to societal values on selected topics. The latter may end-up reviving the left-right divide on policy choices related to salient issues such as immigration, compared to differences of views on European integration which are expected to underpin majorities on EU constitutional issues such as the coalition necessary to appoint the next European Commission.

Duque decides heavyweight battle

The navel of the world – that’s what Rapa Nui is for its inhabitants and that’s what the remote island in the middle of the Pacific Ocean was for the world elite of high diving this weekend. The kick-off competition of the Red Bull Cliff Diving World Series 2011 was affected by the Tsunami warning but blessed by the Manu Tara’s – the lucky bird’s – presence and watched by an eager audience of 2.000 people. With an outstanding performance, nine-time world champion Orlando Duque, from Colombia, bettered his competitors by more than 40 points to take victory in the first competition. It was exactly seven months ago that the Colombian won the 2010 World Series’ final competition, having finished second overall, and announced his intention to reclaim his title in 2011. Coming back to the 27m stage after an intense off-season preparation, the 36-year-old took the first step on the road. “It’s the challenge with our sport that sometimes you just have to pull it out and put everything into one day. You can do six months preparing the same way but then something like a possible tsunami happens and you have to go back to what you used to do and be ready for that one day,” says the Colombian who crashed a few weeks ago during training and was awarded a ‘10’ for his performance in the final round, “in the take-off, I felt really, really good and as I came out of the water, I saw the judges’ scores and, yeah, that was just how it felt. Paying homage to the diverse ethnic culture and beliefs, history and environment, the first stop in the 2011 World Series in the farthest reaches of the world showed once more that consistency is a crucial factor for success. The rookies who qualified for the Series in January celebrated their debuts with seventh, eighth and 10th places. They were led by a Series diver who had to compete in qualification as well after a rather moderate 2010 season, Cyrille Oumedjkane. Better allergy vaccines!

Zurich. Teams of doctors fighting for their ideas, presenting evidence against each other, just like a judiciary trial. This is the innovative format experimented by the European Academy of Allergy and Clinical Immunology (EAACI) that is lining up a battalion of top experts for its upcoming SummIT 2011 Meeting, to be held in Geneva, Switzerland on 24 February 2011. Allergologists from all over the world are fighting an important battle. With each team representing a “for” and an “against” argument, discussion is focusing on the open issues concerning allergy vaccines, also known as allergen immunotherapy. Today, vaccines are an established treatment for allergic conditions such as allergic rhinitis, asthma and allergy to venoms of bees and wasps. Immunotherapy can be administered by subcutaneous injections or through the sublingual route, with drops or tablets. However, some questions and doubts remain the focus of scientific debate worldwide: What is the best way to measure allergen content in preparations? Is there a dose-efficacy relationship? When and how is it better to administer the vaccines? What is the response in patients allergic to more than one substance? Which are the long-term benefits of immunotherapy? The innovative format of the EAACI SummIT Meeting is providing an effective way for groups of experts to explore each of these questions while ensuring a thorough assessment of every aspect. Based on these initial discussions, working groups will assess current knowledge and produce an extensive analysis which will be published shortly after the event. Other issues on the agenda of the EAACI Meeting include the newest developments in the use of immunotherapy, such as new allergen preparations, vaccines for allergic diseases that have not been used yet or alternative routes of delivery. Representatives of the European Medicines Agency and patient associations will also attend the meeting, offering different valuable points of view in the common effort to provide the best possible allergen immunotherapy and give every patient in need the chance to receive it.
