Young civil society under threat – European Youth Parliament in Belarus being liquidated

Berlin. The National Committee representing the European Youth Parliament (EYP) in Belarus has been put under liquidation by the Belarusian government. Following the developments of August 2020, civil society, including members of EYP are heavily under threat. The EYP network as one of the biggest youth-led organisations in Europe stands in full solidarity with its member organisation in Belarus. The European Youth Parliament (EYP), working under the umbrella of the Schwarzkopf Foundation (Schwarzkopf-Stiftung Junges Europa), is an organisation based on values such as democracy and pluralism and strives to empower young people across the whole continent in more than 40 countries to become active citizens and to execute their civil rights. Darya Skorokhod, the President of EYP Belarus explains: “The morning I got a message that EYP Belarus alongside with other Belarusian NGOs is being liquidated, was not a complete surprise for us. This could not come as a surprise for anyone who lives in Belarus and has been recently involved in any non-governmental activities. We do not know what to expect from the near future and how the situation develops, but we want to highlight the fact that the liquidation does not mean we will stop our activities but rather move them to the neighbouring countries. They can liquidate the NGO but not the people behind it.” The Governing Body of the EYP Network as its international board states the following: “While our volunteers and the members of the Board of our National Committee in Belarus will continue their work to the best of their abilities, we as a network are shocked by how their efforts and the efforts of EYP as a whole are blatantly undermined and put under scrutiny. We demand an end to these actions and the threats made to young Europeans who want to play an active role in the shaping of their own lives and society at large.”

Human rights breaches in Belarus, Ethiopia, and Algeria

Parliament condemns in the strongest possible terms the murder of Raman Bandarenka in Belarus, and expresses its condolences to his family and to all families who have lost loved ones as a result of the repression of Aliaksandr Lukashenka’s regime.Mr Bandarenka, a 31-year-old art teacher, was brutally beaten on the evening of 11 November by a group of plain-clothed men in masks who reportedly had close ties to the regime. Mr Bandarenka was taken into detention where he was subjected to further beatings. He later died as a result of his injuries.MEPs demand prompt, thorough, and independent investigations into his death and the protest-related deaths of other Belarusian civilians. They reiterate their support for the protesters’ demands for freedom, democracy, dignity, and the right to choose their own destiny, while condemning the ongoing human rights violations, intimidation, and disproportionate use of force by the authorities towards peaceful demonstrators.The text was adopted by 613 votes in favour, 41 against and 35 abstentions. MEPs are deeply concerned by the current armed conflict between the federal government of Ethiopia and the regional administration of Tigray led by the Tigray People’s Liberation Front (TPLF), including the ongoing violence and allegations of serious breaches of fundamental human rights. They call on both parties to commit to an immediate ceasefire and to settle political differences by democratic means within the framework of the country’s constitution.The text was adopted by 643 votes in favour, 5 against and 46 abstentions. Human rights abuses in Algeria, in particular the case of journalist Khaled Drareni.Parliament strongly condemns the escalation of arbitrary and unlawful arrests, detentions, and judicial harassment of journalists, human rights defenders, trade unionists, lawyers, civil society, and peaceful activists in Algeria. It also urges the Algerian authorities to immediately and unconditionally release journalist Mohamed Khaled Drareni and all those detained and charged for exercising their right to freedom of expression.MEPs reiterate their call on the Algerian authorities to stop all forms of intimidation, criminalisation, or the arbitrary detention of critical voices such as journalists, bloggers and human rights defenders. They insist that appropriate steps be taken to guarantee for all the right to freedom of expression, association, and peaceful assembly.The resolution was adopted by 669 votes in favour, 3 against and 22 abstentions.

The EU needs to comprehensively review its relations with Belarus

On Wednesday, the European Parliament adopted a set of recommendations on how the EU should reassess its relations with Belarus, by 602 votes in favour, 44 against and 44 abstentions. The assessment takes stock of developments both before and after the rigged presidential elections held in the country on 9 August this year, which resulted in a popular uprising against the current regime.The text reiterates many aspects of the European Parliament’s latest resolution on Belarus, adopted on 17 September, and: • supports the decision taken by the EU and its member states not to recognise the fraudulent election results as announced by the Belarusian Central Election Commission; • underlines that Aliaksandr Lukashenka will not be the legitimate president of the country once his current term of office expires on 5 November; • unequivocally supports the people of Belarus in their legitimate demands for new, free and fair elections, under international supervision; • notes that Sviatlana Tsikhanouskaya, who, according to independent sociological surveys, received more than half of the votes in the elections, is president-elect in the eyes of the Belarusian people; • recognises the Coordination Council initiated by Sviatlana Tsikhanouskaya as the legitimate representative of the people, demanding democratic change and freedom in Belarus; • demands an immediate halt to the violence, cruel repression, torture and crackdown against peaceful protesters, and that all political prisoners and imprisoned civil society representatives and journalists are immediately and unconditionally released; • calls on the EU to implement the sanctions agreed by the EU’s foreign affairs ministers and the European Council as soon as possible, targeting a large group of people with asset freezes and travel bans, and widening the scope to include Aliaksandr Lukashenka; • supports the initiative to set up a high-level mission to Belarus composed of former heads of state or government, whose task should be to help stop the violence, assist in freeing political prisoners and promote political dialogue; and • says the negotiations on the EU-Belarus Partnership Priorities must be put on hold until free and fair elections can be organised. They want to be decision makers in their own country. The European Union cannot be a passive observer. Active measures to prevent hybrid or direct Russian intervention in Belarus must be taken. I urge the German Presidency of the Council of the European Union to lead diplomatic efforts to prevent any interference and to support the Belarusian people’s democratic aspirations”, said rapporteur Petras Auštrevičius (Renew Europe, LT) after the vote.

Belarus with Sviatlana Tsikhanouskaya on Monday

Foreign Affairs Committee MEPs will discuss the dramatic developments in Belarus with opposition leader Sviatlana Tsikhanouskaya on Monday, 21 September.
Members of the Foreign Affairs Committee will host Sviatlana Tsikhanouskaya and other members of the Belarusian democratic opposition, Volha Kavalkova and Pavel Latushka, for a debate on the latest political developments and the popular uprising in Belarus. Ms Tsikhanouskaya, who will be present in person, is expected to address the committee at 13.45 CET, followed by an exchange of views with MEPs.
She will also hold a bilateral meeting with European Parliament President David Sassoli on Monday at 12.00 CET.
The same day, Foreign Affairs Committee MEPs will vote on new recommendations on how the EU should reassess its relations with Belarus, in particular with regard to the latest developments. The vote result will be announced on Tuesday, 22 September.
Mass protests since the latest “presidential elections”
Belarus has been in the midst of a political crisis following accusations of vote rigging in the presidential elections held on 9 August, which incumbent authoritarian leader Alexander Lukashenko claimed he won with a vast majority, triggering massive popular protests and general strikes.Since then, the Belarusian authorities have been cracking down hard on demonstrators calling for Mr Lukashenko’s resignation, with many reports and documented cases of torture and ill-treatment of detainees and protesters being brought forward.The European Parliament adopted a resolution on the situation in Belarus on 17 September, in which MEPs called for new elections to be held, new sanctions against Alexander Lukashenko and his regime, while pointing out that Ms Tsikhanouskaya, who was the main democratic contender in the elections, is considered by many Belarusians as the actual winner of the vote and the country’s real president-elect. In Belarus, among scenes that recall the revolts of 1989, people are turning out in their hundreds of thousands after a blatantly rigged election. In the Russian city of Khabarovsk tens of thousands march week after week to protest against the arrest of the local governor and the imposition of Moscow’s rules. Mr Putin is rattled. Why else is Alexei Navalny, an anti-corruption crusader and his greatest popular rival for the Russian presidency, lying poisoned in a Berlin hospital bed? Regimes that rule by fear, live in fear—the fear that one day the people will no longer tolerate their lies, thieving and brutality. They try to hang on with propaganda, persecution and patronage. But it looks increasingly as if Mr Putin is running out of tricks, and as if Alexander Lukashenko, his troublesome ally in Minsk, is running out of road. That is why, despite the Kremlin’s denials, they are falling back on the truncheon and the syringe.
