‘Business beyond borders’ Hailed as a Great Success

madridMadrid. The first Business Beyond Borders (BBB) event is ‘a great initative’ said Spanish Secretary of State for Energy, Mr Daniel Navia. The Secretary of State opened proceedings at the first BBB event, which took place at Genera, Madrid (28th February – 1st March).
Speaking at the event, Mr Navia said: “It is very important to have this opportunity for all of us to work together today. So let me express my thanks to Business Beyond Borders and to IFEMA for organising the event here in Madrid.Speaking specifically on EU energy targets, the Secretary of State said: “As all of you here today know, we are in a transition phase; transformation of how our energy systems are going to work in the future, and a shift towards more efficient and more sustainable systems. This will be a shared effort – between Member States and between enterprises, the firms involved, users, and society at large. It is a very important debate, and I encourage you all to participate as broadly as possible together with our Ministry.”
BBB is a new European Commission-funded initiative, which will help EU businesses to expand regionally and globally. By facilitating a series of Business-to-Business (B2B), Cluster-to-Cluster (C2C), and Business-to-Cluster (B2C) matchmaking events at the top international trade fairs around the world, the aim of the initiative is for new international business partnerships to be formed and deals to be brokered.Over 300 participants from more than 200 SMEs and 20 countries registered for the event; resulting in over 900 B2B/C2C/B2C matchmaking meetings. Mr José Luís Bonet Ferrer, President of the Spanish Chamber of Commerce, said: “It was very clear to me that businesses participating in the Business Beyond Borders programme benefited greatly from the comprehensive range of services that Business Beyond Borders supplied to ensure the participants were event-ready, including help with developing a high-quality partnership proposal, pre-selection of potential business contacts, and arrangement of one-to-one business-to-business meetings.”Mr Federico Morán, Director of Fundación para el Conocimiento madri+d – one of the local partners of the BBB event in Madrid, said: “We are striving to bridge the gap between research and enterprise, and to turn ideas into business. EU borders: Civil Liberties MEPs vote to step up checks and data protection

europeCivil Liberties MEPs voted on Monday for stronger protection and a shorter retention period for data stored in the new EU entry/exit system, which is designed to modernise and step up checks on non-EU nationals travelling to the European Union.The EU entry-exit system will speed up and strengthen border checks at the EU’s outer borders on non-EU nationals travelling to the EU. It will replace the stamping of passports with an electronic system that stores data on the traveller, so as to facilitate fast crossings while making it easy to detect over-stayers and document or identity fraud.
The proposed system aims to check that the authorised duration of a stay in the Schengen area is respected (90 days in any 180 day period) while at the same time strengthening security.Lead MEP Agustín Díaz de Mera (EPP, ES) said: “The approval of the Smart Borders legislative text clears the way to open negotiations with the Council and the Commission for a swifter and safer (registry) system external border crossings into the Schengen area. This is an indispensable tool for the security of European citizens”.His draft resolution was adopted by 38 votes to seven, with one abstention.

Nella giornata di martedì 25 ottobre è in programma l’incontro con i Rettori italiani e con la Ministra dell’Istruzione, dell’Università e della Ricerca Stefania Giannini. Civil liberties committee to debate situation at Schengen internal borders

SchengenThe debate will take place on Thursday, 1 October, from 10.45 to 11.45. The civil liberties committee will debate the current situation at the borders inside the Schengen area in the wake of the temporary reimposition of border controls by some member states with Commission representatives on Thursday morning. The Commission is required to monitor the situation closely and keep Parliament and the Council fully informed under the
Borders Code.Parliament passed a resolution 10 September restating its commitment to “open borders within the Schengen area, while ensuring effective management of external borders”.”Free movement of people within the Schengen area has been one of the biggest achievements of European integration,” Parliament said.

Refugee crisis: EU ministers have yet again failed to act, regrets EP Civil Liberties Committee Chair

European Union“Member states have yet again failed to make tough decisions and provide a compassionate response to the refugee crisis”, said the Chair of the European Parliament’s Committee responsible for migration and asylum, Claude Moraes. “We are running out of time – the meeting on 8 October is the EU’s final chance to agree an organised response to the biggest refugee crisis since World War II in Europe”, he added.
In response to today’s Council meeting, Claude Moraes (S&D, UK) said:”Today should have been the most important Council meeting to take place on Justice and Home Affairs in the EU’s recent history.
Member states have yet again failed to make tough decisions and provide an organised and compassionate response to the refugee crisis. It is shameful that some of the richest countries in the world cannot stand together and help those fleeing war and persecution in Syria and elsewhere. The re-introduction of temporary internal border controls this past weekend clearly shows the need for Member states to stick together and find common solutions. The reluctance of Member states to show solidarity in response to the crisis has brought certain countries to the breaking point and made them temporarily reintroduce border controls.This does not mark the end of Schengen; Parliament has always supported open borders within the Schengen area and we will continue to do so. We must not give up on the open borders that have provided great benefits to the European citizens due to petty quarrels over a number of refugees equalling 0,11 % of the total population of the EU”.
“While welcoming the Council decision to relocate 40,000 asylum seekers from Italy and Greece, it is evident that the numbers agreed on so far are not sufficient to deal with the growing number of people in need of protection. At time of writing there is only general consensus about the relocation of 120,000 refugees with further discussion on 8 October.The European Parliament has done its job and has consistently stressed the importance of having in place binding measures to address relocation and resettlement, as well as search and rescue, the creation of reception centres and hotspots and development aid and partnerships.The Parliament is looking into all aspects of the migration challenges, including aid for countries which take the lion share of refugees such as Lebanon, Turkey and Jordan. It is essential that the EU commits to increasing financial support to these countries”.The appalling conditions and chaos facing refugees and Europe as a whole show that there was no real preparation at Europe’s borders and little respect for the existing EU Asylum Reception Directive. This has to be fixed, and fast. As co-legislators, we have contributed a great deal in establishing a Common European Asylum System. The Civil Liberties Committee calls on Member states to properly implement the asylum rules in order to ensure that consistent and humane standards are applied across the EU.I have clear concerns about proposals for immigration detention. These must be agreed according to the Returns Directive but they must have judicial safeguards built in. There are also concerns about “safe countries” of origin.Claude Moraes warned: “We are running out of time – the meeting on 8 October is the EU’s final chance to agree an organised and compassionate response to the biggest refugee crisis since World War II in Europe”.

Smart Borders: Civil Liberties MEPs question Commission and Council on pressing issues

european court justiceMEPs want to know whether Commission and Council consider the proposed Entry/Exit System and Registered Traveller Programme “appropriate and/or adequate responses” to the situation at the EU’s external borders given the constant increase of the number of border crossings. In questions addressed to both institutions approved on Tuesday, MEPs also ask their positions on the access for law enforcement purposes and on how far the ruling of the EU Court of Justice on data retention may impact the proposals as they stand.The proposals on an Entry/Exit System (EES) and a Registered Traveller Programme (RTP) are part of the Smart Borders Package presented by the Commission in 2013 to improve the management of the external borders of the Schengen area, fight against irregular immigration and provide information on over-stayers, as well as facilitate border crossings for pre-vetted frequent third country national travellers.The planned EES would record the time and place of entry and exit of third-country nationals crossing the external borders, calculate the duration of their stay as well as generate an alert when authorised periods for stay have expired, while the RTP would allow certain groups of frequent travellers (i.e. business travellers, family members etc.) from third countries to enter the EU, subject to appropriate pre-screening, using simplified border checks including at automated gates.Commissioner for Migration, Home Affairs and Citizenship, Dimitris Avramopoulos, has announced on 3 December last year that the 2013 proposals would be withdrawn and replaced by new ones at the end of 2015 or the beginning of 2016.The Civil Liberties Committee rapporteurs on the Smart Borders Package are Agustín Díaz de Mera (EPP, ES), for the EES, and Tanja Fajon (S&D, SL), for the RTP.The Commission and the Council are expected to answer these questions in a debate foreseen for the 27-30 April plenary session, in Strasbourg.

Proposed by the Commission in 2013, the smart borders package aims to improve the management of the external borders of the Schengen member states, fight against irregular immigration and provide information on over-stayers, as well as facilitate border crossings for pre-vetted frequent third country national travellers. The input of national parliaments is sought not only in general terms but also against the background of very diverging national situations (as regards their geographical location, the types of borders, the travel flows etc.) and experiences (as regards, for example, the use of national entry/exit systems or types of registered traveller programmes). MEPs ask for further details of EU-wide police crackdown on clandestine migrants

african_migrants.jpg.crop_displayConcerns about how to reconcile the fundamental rights and non-discrimination of migrants with the need to gather information to dismantle criminal networks profiting from trafficking were the key points raised by MEPs in Wednesday evening’s debate with the Italian Presidency of the Council, represented by Benedetto Della Vedova, on the EU-wide police crackdown on clandestine migrants “Mos Maiorum”.MEPs called for more information on the joint police operation initiated by the Italian Presidency of the Council, the role of the EU border check management agency Frontex, and what happens to the people who are apprehended. They urged the Presidency to return to Parliament to present the results of the operation. Many MEPs stressed the need for a system of legal immigration and noted that the existence of such an operation shows the insufficiency of the Dublin regulations (which determine which EU country must process asylum applications) and questioned whether such ad hoc operations are the right tools to solve irregular migration. Many MEPs stressed that northern EU countries should show more solidarity with those on the southern borders, and some called for more stringent border checks.

Cross-border crime: make investigations easier, but protect suspects’ rights

carcereJudicial authorities asking their colleagues in another EU country to carry out investigations there, e.g. by searching houses or interviewing witnesses, should get a faster and more favourable response thanks to the new “European Investigation Order” rules approved by Parliament on Thursday. In a separate vote, MEPs also called for an overhaul of “European Arrest Warrant” rules which govern the extradition of suspects within the EU. “This instrument will allow effective prosecution of crime, in particular, cross-border crime, for instance related to terrorism, murder, drug trafficking, and corruption. It will also guarantee respect for human rights and fundamental freedoms”, said Nuno Melo (EPP, PT), rapporteur on the European Investigation Order (EIO) directive, adopted by 467 votes in favour, 22 against and 10 abstentions.”The European Arrest Warrant (EAW) could be called the euro of the justice and home affairs world. It is a very good idea, but it was launched without the support and safeguards necessary to make it strong and sustainable. (…) The operation of the EAW needs to be improved”, said Sarah Ludford (ALDE, UK), rapporteur on the EAW resolution, adopted by 495 votes in favour, 51 against and 11 abstentions.
