Caritas internationalis says we need act immediately or the aftermath of the Covid-19 pandemic

Caritas Internationalis is highly concerned by the major humanitarian crisis to which the post-pandemic is heading and urges the international community to take courageous and immediate action.The confederation notes that in the last four months, international political and media attention has rightly focused on the spread of the virus. Unfortunately, the aftershock of the pandemic is announcing to be even more complicated and more deadly than the impact of the virus itself, especially for the most vulnerable communities in the poorest countries.Lockdown in Europe, the US and in China and Japan has deregulated the global economy which is now grounded and economical exchanges are at the lowest ebb. The United Nations’ World Food Programme, projects worldwide that the number of people on the brink pf starvation will double as a result of COVID-19 and could reach 230Million people.Africa is the worst affected continent, experiencing food shortages, due to the lockdown, as well as a diversity of disasters such as floods, drought, locust invasion, poor harvest. Many countries in the Middle East, Latin America and in Asia are already on the verge of a severe food crisis leading to child malnutrition, starvation of the adults.Migrants are among some of the most vulnerable groups. Internally Displaced People and the returnees are also severely affected by the food crisis and lack of safe living conditions. Many returnees to Venezuela may face starvation or severe hunger. Undocumented migrants are another community that will be the worst affected because they do not fall into any of the categories that can get public aid. Access to essential, affordable services, and in particular to health care, should be guaranteed by local authorities to them.Caritas Internationalis’ Secretary General, Aloysius John, said: “We are conscious that we are before an atypical emergency wherein the major donor countries are the most affected by the virus. But we need to know that the diversion of international aid to respond to national needs will not be the right solution.”Caritas Internationalis therefore urges the international community to:
– Suspend economic sanctions against Libya, Iran, Venezuela, and Syria in order to enable the importation of medicines, medical equipment, and basic necessities for the population.
– Give Faith-Based Organisations the necessary means to respond to priority needs as a result of COVID-19, which means carrying out micro development programmes that can ensure food security for the poorest communities, as well as humanitarian, health and cash assistance.
– Allocate additional funds for supporting the most vulnerable communities to survive during this period of Lockdown.
– Ensure access to essential and affordable services for IDPs and refugees, including access to IDPs and refugee camps to ensure humanitarian aid.
“We can stop another major humanitarian crisis if courageous and bold actions are taken to anticipate and support the most vulnerable communities. Caritas Internationalis joins Pope Francis’ call for promoting “creative global solidarity” and look beyond the COVID-19 response to avoid another major humanitarian tragedy,” John added.

Caritas Internationalis General Assembly: “One Human Family, One Common Home”

On 23rd May 2019 with a strong call to work together to face the unprecedented scale of difficulties facing humanity.“We are driven by our collective belief that we are part of one human family, sharing one common home,” says Caritas’ President, Cardinal Luis Antonio Tagle. “The sheer number of displaced people, the spread of conflict and the environmental disaster which is becoming more and more evident, together threaten to overwhelm us – unless we urgently act together against these problems as one family with one home,” he says.They will welcome Maria José Alexander, who is the youngest director of a national Caritas, Caritas Somalia. Maria José will also speak at the General Assembly on the importance of mobilising young people and on the grassroots work of Caritas. “The future is made of us, let’s Share the Journey”. This is the title of an interactive collage of photos of migrants and re     fugees past and present, leaders and people associated with migration. After the press conference, Cardinal Tagle will paste a photograph of his grandfather – a child migrant to the Philippines from China – into the artwork. During the General Assembly, photos to complete it will be pasted by Caritas representatives and migrants.The three-metre high artwork has been created for Caritas’ global Share the Journey campaign on behalf of migrants and refugees by Roman artist Stefano Maria Girardi. It provokes reflections on how – although as individuals we are all very different – we still share one common humanity. Pope Francis will celebrate mass in St Peter’s Basilica for the General Assembly at 5.00pm the same day.
Cardinal Tagle will be confirmed as Caritas President for a second four-year term at the General Assembly, which will run from 23rd to 28th May at the Hotel Ergife in Rome. For the first time, a forum for Caritas Women and one for Caritas Youth will take place on the 22nd May.The international meeting, which is held every four years, will elect a new Secretary General, Treasurer and other senior officials. The confederation’s strategic direction for the next four years will be agreed and important new policies such as that on safeguarding will be discussed.Guest speakers include José Graziano da Silva, director general of the UN’s Food and Agriculture Organisation, FAO, and Cardinal Pedro Barreto, archbishop of Huancayo, Peru, and a leading light of REPAM, the Catholic Church’s network defending the rights of people living in the Amazon.

Les structures de gouvernance de Caritas Internationalis vont discuter des nouveaux décrets du Saint Père

Le Saint Père a fait remettre hier au Cardinal Président de Caritas Internationalis par le Cardinal Secrétaire d’Etat et son équipe deux décrets : l’un approuve les nouveaux statuts et règlement intérieur de Caritas Internationalis, avec quelques modifications significatives apportées à ceux adoptés par le Comité exécutif de l’organisation en novembre dernier ; l’autre précise la nature des relations entre Caritas Internationalis et les différents organes de la Curie avec lesquels il doit coopérer. Ceci est l’aboutissement d’un long processus engagé en 2004, quand le pape Jean Paul II a doté Caritas Internationalis d’un statut de personnalité juridique publique, en faisant ainsi une entité du Saint Siège. Cet aboutissement était attendu et Caritas Internationalis se réjouit de ce moment important dans son histoire. Sa mission est confirmée, dans un cadre institutionnel plus ecclésial, incarnant sa double nature de confédération de 164 organisations nationales et d’entité du Saint Siège. Le Conseil représentatif de la Confédération et son Bureau exécutif se réunissent dans leur nouvelle forme du 15 au 17 mai à Rome, comme programmé de longue date. Cette réunion sera en partie consacrée à étudier les changements apportés aux nouveaux statuts par rapport à ceux votés par le Comité exécutif en novembre dernier et qui avaient été transmis à la secrétairerie d’Etat pour approbation par le Saint Père, et à leur application. Caritas Internationalis est confiante dans l’avenir : sa mission de lutte contre la pauvreté et de promotion de la justice sociale a été renouvelée en tant que service de l’Eglise universelle, et après plusieurs années de travaux sur la rénovation de ses statuts, tous ses efforts seront dorénavant concentrés sur cette mission.

Caritas Internationalis welcomes new papal decrees

Caritas Internationalis President Cardinal Oscar Rodriguez Maradiaga received approved updated Statutes and Rules and a General Decree from the Cardinal Secretary of State on 2 May 2012 on behalf of Pope Benedict XVI.
This was the culmination of a process that started in 2004 when Pope John Paul II gave Caritas Internationalis a ‘public juridical’ personality, making it an entity of the Holy See.
This outcome was expected and Caritas Internationalis welcomes this important time in its history. The mission of Caritas is confirmed as part of the institutional church, embodying both its role as a confederation of 164 members and an entity of the Holy See. Caritas Internationalis new governing bodies, the Representative Council and Executive Board, will meet 15-17 May in Rome as planned. (Under the new Statutes and Rules, the Representative Council replaces the Executive Committee and the Bureau becomes the Executive Board.)
The new Statutes and Rules of Caritas Internationalis have some significant changes to a draft of the Statutes and Rules approved by the Caritas Internationalis Executive Committee in November 2011 and sent to the Holy See for papal approval. The Representative Council meeting will study the changes in relation to those voted by the Caritas Executive Committee and their application. Caritas Internationalis is confident in the future. Its mission to fight against poverty and promote social justice has been renewed as a service of the Catholic Church, and after several years of work on the renovation of its statutes, all its efforts will now be focused on this mission.

Pope Benedict approves new legal structure for Caritas Internationalis

Pope Benedict XVI has given his seal of approval via the Secretary of State Cardinal Tarcisio Bertoneto new Statutes and Rules governing Caritas Internationalis, the umbrella organisation for 164 national Catholic aid and development agencies. Caritas Internationalis President Cardinal Oscar Rodriguez Maradiaga received the new Statutes and Rules and a General Decree during a morning meeting at the Vatican 2 May 2012 with Holy See officials. “This is a day of joy and hope for Caritas Internationalis,” said Cardinal Rodriguez Maradiaga. “Our new Statutes and Rules will modernise our work in delivering humanitarian assistance and development in service to the poor. They will provide us with the framework to carry out our work as part of the mission of the Church.” The revision of the Statutes and Rules began in 2007. They have been updated to reflect Venerable Pope John Paul II granting Canonical Legal Status to Caritas Internationalis in 2004.
Caritas Internationalis Secretary General Michel Roy said, “Our immense gratitude to Pope Benedict for granting these new Statutes and Rules and the staff of the Holy See who have worked with us through this long process. The new Statutes and Rules clarifies that Caritas Internationalis is an organisation both at the service of the confederation members and of the Holy See.”

Many feared dead after “direct hit” Haiti earthquake

Caritas will provide immediate help to survivors of a deadly earthquake in Haiti. Caritas Internationalis has assembled  an emergency relief team that is flying to Haiti to provide support to Caritas members already working in the country. A 7.0-magintude quake hit south of the Haitian capita Port-au-Prince yesterday causing massive damage  with many dead.  There has yet been any contact with Caritas Haiti. The Cathedral in Port-au-Prince is badly damaged.  Catholic Relief Services (a Caritas member in the USA) has been in communication with its staff in Haiti. Their office is still standing and staff present at the time of the quake are safe. CRS staff described the quake as “a major hit…a direct hit”  Caritas Internationalis Humanitarian Director Alistair Dutton is leading the team. He said, “There is a strong Caritas presence in Haiti. We already know that Caritas staff will be providing support to survivors of the earthquake, such as food, shelter and comfort through churches and parish networks.  “A priority for Caritas will be to assess the damage and our local capacity to provide aid to survivors of the quake. Caritas runs over 200 hospitals and medical centres in Haiti. It is experienced and prepared to respond to humanitarian disasters there as a result of the frequent hurricanes.  “Communications with our staff of the ground is difficult, but we are piecing together a picture of desperate need. Haiti is the poorest country in the western hemisphere. Conflict, recent natural disasters, and poverty has left Haitians with a weak infrastructure.
