Chair’s statement: the situation in Syria

“The situation is north-west Syria is alarming and worsening each day. Over 500 000 people have been displaced since December alone and civilian populations are enduring continual attacks, bombings and indiscriminate killings. Bombs are targeting densely populated areas, medical facilities and settlements for internally displaced people, resulting in hundreds of civilian deaths and worsening humanitarian conditions. Idlib is the last opposition-held enclave and is home to hundreds of thousands of internally displaced people who have fled other battle zones in the country – many having been forced to move several times. There is nowhere left for these people to run.The Syrian government and its backers are failing in their obligations under international humanitarian law to ensure the protection of civilians. Further, the targeting of civilian areas makes the provision of humanitarian assistance difficult or even impossible. The international community cannot stand by and leave half a million people to live without safety and without access to shelter, water, food and medical services.The European Union has long held that there can be no military solution to the Syrian conflict and that the only path to stability is a credible and inclusive UN-facilitated political solution pursuant to UN Security Council Resolution 2254 (2015). As Chair of the Delegation for relations with the Mashreq countries, I now call on the relevant EU institutions, the EU Member States and the International Community to deploy all political and diplomatic means to bring an end to the bombing campaign and attacks on civilians in north-west Syria, and to ensure that humanitarian assistance can reach the people who need it. I intend to write to High Representative/Vice-President of the Commission, Josep Borrell, to thank him for his recent speech in the European Parliament on the situation in Syria, to ask him to engage with international partners as a matter of urgency to facilitate the opening of humanitarian corridors to Idlib and other affected communities in north-west Syria, and to report back to Parliament on the actions taken to achieve this.”

Civil Liberties Chair calls for urgent clarity on the new Safe Harbour agreement

Theeuropean parliament will insist on the binding and written assurances suggested by the US for the new EU-US data transfer deal, Civil Liberties Committee Chair Claude Moraes stresses after the Commission’s announcement on Tuesday. The Chair expresses his “key concerns about an announcement which is not underpinned by any actual text”.The Commission on Tuesday afternoon announced that they have reached a new EU-US agreement for a “Privacy Shield” to replace Safe Harbour.Speaking on the Commission’s proposal, the Chair of the Civil Liberties, Justice and Home Affairs Committee in the European Parliament, Claude Moraes (S&D, UK), said:”The new framework announced by Commissioner Jourová has no written text and my first concern is that it has too much in common with the previous Safe Harbour decision. The announcement does not indicate any measures which are legally binding on either party, but relies on “declaration” by the US authorities on their interpretation of the legal situation regarding surveillance by the US intelligence services. Another key concern is that the creation of an Ombudsman which could be a positive step forward in assessing the complaints of citizens does not seem to be underpinned in the current statement by sufficient legal powers. We await further developments on this proposal.It is imperative that on such an important agreement, which sees the transfer of mass EU and US business and citizens’ data with such high privacy and economic implications, that the newly named agreement “Privacy Shield” is quickly developed and the concerns expressed are quickly answered. Without a stronger legal backing, the proposals announced today could again be challenged by the European Court of Justice. Members of the European Parliament will insist that we have a strong agreement that would survive such a challenge.I am also concerned that there is no actual change in US law. Rather the agreement is based on an exchange of letters by an administration which is coming to its end. This is a shaky situation which needs to be addressed to give us confidence that “Privacy Shield” is something more substantial than is suggested in the initial announcement.”

Paul Amadi to chair Resource Alliance IFC advisory panel for 2015

The Resource Alliance is proud to reveal that Paul Amadi has been appointed as chair of the International Fundraising Congress (IFC) advisory panel for 2015.
Paul is well-equipped for the position. The current director of fundraising at Diabetes UK, he has held a number of prestigious roles throughout his career so far including director of fundraising at the NSPCC and chair of trustees for the Institute of Fundraising. He first starting attending the IFC almost a decade ago. Paul Amadi, director of fundraising at Diabetes UK and chair of the IFC Advisory Panel, said: “The IFC run by the Resource Alliance is a superb opportunity for fundraisers to enhance their skills, to learn new techniques that will help make their campaigns more successful and to strengthen their connections across the globe. Aside from the great workshops and master classes, the superb networking is another reason to attend – not to mention the much needed opportunity for hardworking charity professionals to let their hair down.”Kyla Shawyer, Interim CEO of the Resource Alliance, said: “Now in its 35th year*, the IFC is the key event on the global fundraising calendar. We are delighted to have Paul leading the IFC advisory panel into 2015 and look forward to the exciting breadth of sessions he and the other panel members are developing.”The announcement about Paul’s appointment comes at the same time as the process opens for applications to deliver Masterclasses and workshops at IFC 2015. Fundraisers from around the world are invited to submit ideas for presentations based on their own experiences. Paul Amadi said: “There is a lot that international audiences can learn from national fundraising campaigns, particularly those that focus on fundraising from the few, such as major donors, and those which use a multi-track, integrated approach. Therefore we encourage fundraisers from across all disciplines and all causal areas to apply.” He added: “Being a speaker at the IFC is a fantastic experience. Not only is it a great opportunity for fundraisers to share their learnings with their peers, but it also raises their individual profile and allows them to network with the great and the good of the global fundraising community.”
