Changes in EU visa rules should include stronger provisions on humanitarian visas

Posted by fidest press agency su martedì, 15 settembre 2015

bruxelles (1)The current review of the EU Visa Code is an occasion to include strengthened provisions on humanitarian visas, says Civil Liberties Committee rapporteur, Juan Fernando López Aguilar (S&D, ES), ahead of the presentation of his draft report on the EU rulebook on visas on Monday, 14 September, from 16.15 to 17.30. The issuing of a visa to a person seeking international protection constitutes a means of allowing him/her to access the territory of the EU member states in a safe and legal manner.”Amidst the human tragedies Europe is facing at its borders and the unacceptable death toll in the Mediterranean, we as lawmakers bear the responsibility to provide for a safe access to our territory for people in need of international protection”, says the Civil Liberties Committee rapporteur on the review of the EU Visa Code, Juan Fernando López Aguilar (S&D, ES).”Amongst other solutions, the issuing of a visa is one way to do so. I have therefore included in my draft report strengthened provisions on humanitarian visas and I strongly welcome that the Parliament in its resolution of 10 September 2015 on migration and refugees in Europe already considered that it is necessary to amend the Visa Code by including more specific common provisions on humanitarian visas. I now call on the Commission and the Council to support these ideas as well. It is now simply time to act”, he adds. The European Parliament and the EU Council of Ministers legislate on the Visa Code on an equal footing, under the co-decision procedure. The presentation of the draft report and the debate in Parliament’s Civil Liberties Committee will be webstreaming on EP Live.

So the recession was not so bad after all

Posted by fidest press agency su sabato, 18 ottobre 2014

European CommissionAs the world economy hovers close to another growth crisis, European statisticians have quietly admitted that the last recession was not quite as bad as they made us believe. The European Commission’s statistical agency has just released revised economic growth figures for the period 1997-2013  Whilst they try to play down the overall impact of the changes, the detailed country data for recent years makes much more dramatic reading. Due to new ways that the capitalization of research and development is treated in the figures and various “statistical improvements”, the collapse of the economies of Cyprus and Netherlands in 2010 now appear to have been severely overblown. The new figures raise the 2010 GDP figures by 9.5% for Cyprus and 7.6% for the Netherlands.
Other countries affected by these changes are Sweden (+5.5%), Finland (+4.7%) and the Czech Republic (+4.3%). In all other EU countries except Latvia the changes had a positive effect upon GDP. Commenting on these revisions today, Robin Chater – Secretary-General of The Federation of International Employers (who is himself a professional statistician) – said:“ We have always known that GDP figures have been vulnerable to such substantial revisions. That is why it is so dangerous to look at current statistics and draw too many conclusions from them. This is, however, a significant embarrassment for the European Commission as it will be fully aware that all players in the EU economy have relied so much upon their data as a basis for purchasing and investment decisions. Now to be told that the recession was not quite so dramatic after all will make many companies very angry – especially in the finance sector. “The Federation is currently compiling new figures to create improved estimates for the global economy, prices and remuneration. These will make it much easier to assess the overall movement of economic cycles as they occur. ends/

How to apply Regulation (EU) 1379/2013 on the Common Organisation of the Markets of Fishery and Aquaculture Products (CMO)

Posted by fidest press agency su venerdì, 18 luglio 2014

european parliamentThe European Parliament and the Council adopted this Regulation (the “CMO regulation”). It entered into force on 1 January 2014 (apart from the provisions on consumer information, which will apply from 13 December 2014). The regulation: substantially changes EU funding in this field, reducing the previous 6 mechanisms to one – storage aid – which is itself due to disappear on 1 January 2019 (see Commission implementing regulation (EU) No 1419/2013). provides for a new tool – production & marketing plans (see Commission implementing regulation (EU) No 1418/2013) – mandatory since 1 January 2014. These plans will help professional organisations with the day-to-day implementation of the Common Fisheries Policy’s reform goals and allow them to manage their activities in a business-like and market-oriented manner. improves consumer information requirements, to help consumers make informed choices. These provisions, which complement regulation (EU) 1169/2011 on food information for consumers (“FIC”), will apply from 13 December 2014. They do not change any of the terms of regulation 1169/2011. These FAQs are designed to help all interested parties to better understand and correctly apply the CMO regulation. They have no formal legal status.

Researchers in the European research project XPERO

Posted by fidest press agency su martedì, 21 aprile 2009

ST. Augustin, Germany, They have developed a machine learning method, which enables a small humanoid to learn rather fundamental mathematical concepts such as position and orientation in a coordinate system. The algorithm takes the robot’s sensor data recorded while it moves through the surrounding world and creates a model, which allows the robot to predict how the objects in its vicinity will change their position relative to the robot when it moves. “What is a trivial thing for a human is a rather difficult problem for a robot,” explain Jure Zabkar and Ivan Bratko, from Univ. of Ljubljana, the inventors of the algorithm. Our robot has less knowledge than a baby. Seeing an object does not mean anything to it. It only perceives color blobs or edges. It has neither a sense of objects and nor of a position of an object in a coordinate system and nor how that changes as it moves. The robot is neither told to learn a coordinate system nor how to learn it nor what the use of a coordinate system is. We have developed mechanisms, which allow the robot to extract regularities in its sensor data and to translate them into models or theories which in turn allow the robot to better explain and predict what is going on around it. Learning a coordinate system is just a demonstration of this capability. With the same algorithm we have learned physical concepts such as “movability” of an object or “degree of freedom” (number of axes in/around which an object can bemoved). XPERO’s learning robot will be demonstrated during the FET’09 conference(Future and Emerging Technologies) in Prague, Czech Republic from April  21-23, 2009.
