World-leading Citizenship by Investment Programme

Dominica’s Prime Minister Roosevelt Skerrit encouraged citizens to talk more about the CBI Programme and help emphasise the admirable number and scope of initiatives it helps create for the island and the environment.The first of many families, originally dislocated by Storm Erika in 2015 and Hurricane Maria in 2017, will soon be moving into their new, modern homes. This is part of an ambitious public housing programme called the Housing Revolution, funded entirely by Dominica’s CBI Programme. The houses are built to withstand even the highest category of hurricanes and thousands are expected to move into their new homes this year. Another notable, CBI-funded project built to last for many generations ahead is the geothermal power plant, whose construction is slated for the third quarter of 2019. Once completed, nearly all Dominicans will have access to clean energy – in perfect agreement with the island’s sustainability ethos.“We recognise its importance,” Prime Minister Skerrit said as he explained how prudent the Government is in managing the CBI Programme. Indeed, Dominica’s vetting process for CBI applicants is said to be the most thorough amongst all citizenship – if not also residency – by investment programmes worldwide. Financial Times experts highlighted this particular aspect when ranking all CBI jurisdictions in their annual CBI Index report, published by PWM subsidiary. After scoring the island with full marks for due diligence and another four factors, the study concluded that Dominica was the world’s best country for second citizenship by investment.With awards to back up its clean reputation, Dominica remains a model of transparency and accountability with regards to CBI. Its real estate route to citizenship is one of the few to offer actually completed properties, while the other option – a contribution to the Economic Diversification Fund – is known for being streamlined, while maintaining unrivalled due diligence standards.

Conscious citizenship: new Maltese citizens give back to society

This charitable event was officially endorsed by Hon Julia Farrugia Portelli, Parliamentary Secretary for Reforms, Citizenship and Simplification of Administrative Processes.Chetcuti Cauchi Advocates has always been conscious of less fortunate people and willing to devote time and money to give back to society. Thanks to the firm’s commitment to charitable giving and the generosity of its high-net-worth investor clients, Claris Foundation has managed to allocate €70,000 of its funds for the installation of a fully-equipped and modern play area with the aim of providing the children with a safe environment for play, leisure and interaction.Lead partner of the firm’s Residency and Citizenship Practice Group and a member of the Board of Administrators of Claris Foundation, Dr Jean-Philippe Chetcuti encourages aspiring Maltese citizens to contribute towards Claris Foundation. In Dr Chetcuti’s words, “The goal of the Programme is not to accept as many new Maltese citizens as possible; rather, it strives to attract talented individuals of an excellent standing that can contribute not only to our economy but also to the social well-being of the country. For instance, some of our clients have invested in promoting Maltese art abroad; but many contribute to approved charities such as Claris Foundation helping underprivileged children and refugees.”Dr Chetcuti also added that the willingness to give back is relatively common amongst high-net-worth investors we work with, with some 91% of the firm’s international client families supporting a charity of their choice.These views are shared by Hon Julia Farrugia Portelli, who inaugurated the completion of the playground. Hon. Portelli Farrugia observed that “since the inception of the citizenship by investment programme, more than 550 donations have been made by applicants of the programme, with an overwhelming value of €3.5 million.” The positive impact of the programme, according to Ms Farrugia Portelli, is “measured not through monetary means, but through the legacy it is leaving behind.”Dr Maria Chetcuti Cauchi, Chairperson of Claris Foundation and co-founding partner of Chetcuti Cauchi Advocates, joined them in expressing her gratitude towards the international investor community, explaining that donations to Claris Foundation used to previously come from the employees and their family members, however, foreign clients have voluntarily joined them in this mission. “It is through the generosity of such persons as well as the hard work carried out by the employees that this initiative has become a reality,” stated Dr Chetcuti Cauchi at the playground inauguration ceremony.It is also worth mentioning that the philanthropic efforts of the firm, coupled with the generosity of international benefactors, have allowed Claris Foundation to realise a number of other charitable projects, including funding children education under the Jesuit Refugee Services Integration Programme, reconstructing a family home in Albania, and covering the costs of the psychological examination for a student in need. Claris Foundation is a Malta-based charitable organisation established in 2008 with the scope of raising awareness about vulnerable persons in Malta and abroad, as well as for developing and implementing programmes in support of health, education and well-being of children worldwide. Projects embarked on by Claris Foundation include the reconstruction of a family’s home in Albania, financial assistance for a student’s psychological examination, as well as supporting the Jesuit Refugee Services Integration Programme.

Citizenship: Civil Liberties Committee Chair welcomes reshuffle to new Commissioner

european parliamentReplying to widespread concerns in the European Parliament, Commission President Jean-Claude Juncker, presenting his team to MEPs on Wednesday morning, announced that Dimitris Avramopoulos would take over the responsibility for “citizenship” from Tibor Navrasics. This means that citizenship will be grouped with Migration and Home Affairs.The Chair of the European Parliament Civil Liberties, Justice and Home Affairs Committee, Claude Moraes (S&D, UK), welcomed the change of Commissioner:”I am confident that Commissioner-designate Dimitris Avramopoulos is extremely competent to manage the additional policy area of citizenship in his portfolio of Migration and Home Affairs, especially after his impressive hearing in the European Parliament”, Mr Moraes said.”However, our committee shares some concerns regarding the decision not to place citizenship in the portfolio of the Vice-President Frans Timmermans. It would have been more beneficial to have placed citizenship in the portfolio of Mr Timmermans as bridging citizenship and fundamental rights is a more sensible link which would help to strengthen policies to protect the rights of European citizens”.”Citizenship is a key area of our committee as it covers a number of areas in the area of discrimination which is in the remit of the LIBE committee. Given that there will be no more official hearings in the European Parliament; we should insist that Mr Avramopoulos comes to talk to the LIBE committee as soon as possible to discuss this new portfolio”, concluded Mr Moraes.

Justice, Fundamental Rights and Citizenship

Following the election to the European Parliament of former Commissioner Viviane Reding, the committees on Civil Liberties, Justice and Home Affairs (LIBE), Legal Affairs (JURI) and Women’s Rights and Gender Equality (FEMM) will hold a hearing with Ms Martine Reicherts on Monday at 19.00, in Strasbourg.
Ms Reicherts, from Luxembourg, has been designated for the portfolio of Justice, Fundamental Rights and Citizenship. Her mandate is expected to last until the end of October, when a new Commission is to be set up.Following the hearing, the European Parliament will vote on Ms Reicherts’ appointment as Commissioner on Wednesday, 16 July, at 9.00.

EU citizenship should not be for sale at any price, says European Parliament

european parliamentEU citizenship must not have a “price tag” attached to it, says the European Parliament in a resolution voted on Thursday. MEPs are concerned about schemes established by various EU member states and in particular Malta, which result in the sale of national, and hence EU, citizenship.
Parliament also stresses that the rights conferred by EU citizenship, such as the right to move and reside freely within the EU, should not be treated as a “tradable commodity”. EU citizenship implies having a stake in the EU and depends on a person’s ties with the EU and its member states or on personal ties with EU citizens, says the text.
Furthermore, citizenship-for-investment schemes “only allow the richest third-country nationals to obtain EU citizenship, without any other criteria being considered”, which implies discrimination, Parliament notes.

Education for democratic citizenship

The Conference on Education for Democratic Citizenship – a role for churches will take place from 5-7 October in Strasbourg, organised by the Church and Society Commission (CSC) of the Conference of European Churches (CEC). The main issues that the church experts are going to discuss include: how churches can be involved in “translating” democratic citizenship into everyday life and the relationship between Christianity, citizenship and education, reflecting on the work done in this field by European organisations. Those CEC members who are active in the field and have long-standing experience will present their projects, such as EYCE, Ecumenical Forum of European Christian Women, Church of Cyprus, Oikos etc. The aim of this project is to start the implementation of the CSC strategy on citizenship and democratisation and to help the participants understand more clearly what Education for Democratic Citizenship is about and how churches can contribute to it. Goals will also be identified for the future work of the EDC Working Group and possible specific actions to be performed by churches or church-related bodies will be discussed.

VI edizione del Master in Corporate Citizenship

Sono aperte le iscrizioni alla VI edizione del Master in “Corporate Citizenship. Strategie Integrate di Responsabilità d’Impresa” organizzato da FONDACA – Fondazione per la cittadinanza attiva con il supporto della Scuola Superiore Sant’Anna di Pisa e del Winston Center for Leadership and Ethics del Boston College.  Attraverso il Master, FONDACA si propone di offrire un percorso formativo che vada da una visione generale delle dinamiche inerenti alla cittadinanza d’impresa a strumenti, metodologie e standard utili ad operare, con competenza, nella propria attività professionale.  In questa VI edizione, l’offerta formativa si caratterizza per una più marcata centralità del “saper fare” nel campo della CSR e da un’organizzazione dei tempi favorevole a persone con impegni di lavoro e studio full-time. Infatti, il Master si rivolge in particolare a coloro che, inseriti in aziende, in organizzazioni della società civile o nel settore pubblico, ricoprano o intendano ricoprire incarichi collegati ai temi della responsabilità d’impresa, nonché a tutti coloro che siano in possesso di laurea di primo livello o di titolo equipollente. Il corso, che si svolgerà a Roma, avrà inizio il 15 giugno 2010 per terminare a gennaio 2011. Si articolerà in 6 moduli di 3 giorni ciascuno (giovedì, venerdì e sabato), per un totale di 120 ore di attività d’aula e 80 ore di lavoro tutorato.Su http://www.fondaca.org è possibile scaricare il bando e la domanda di partecipazione, che potrà essere presentata entro e non oltre il 22 maggio 2010. Launch of the “Mind the Gap” Report

Brussels 5-6 pm on January 19th, 2010 The IPC, I Boulevard Charlemagne 1000  Press Briefing for the launch of the “Mind the Gap” Report. Losing patience with “the gap” between the fine principles of European law and the way it is applied on the ground, ECAS called on senior academic and practicing lawyers to come up with solutions. The 30 page report of the high level panel with a conclusion of 10 recommendations to the new Commission and EU Institutions for action is the result. The report explains the practical reality EU citizens face, by analyzing “the gap” between the legal framework and the way it is applied. The report attempts to evaluate the difficult but important subjects of enforcement, prevention, and existing inefficiencies in areas such as information and advice services, and how to improve non-judicial and judicial remedies.  The report will be presented by the Chair of the Panel and former judge at the European Court of Justice, David Edward. Tony Venables, ECAS’ Director, will describe the barriers to recognition of the rights of EU citizens to reside in other countries, especially if they are looking for work and on a low income, or have family members or partners from outside the Union. In a period of economic downturn “red tape” has increased as public authorities seek to limit access to social entitlements or make it more difficult for people to achieve recognition of their qualifications.  ECAS will be following up this report with the legal affairs and other committees of the European Parliament and in particular with the Viviane Reding, the new Vice President of the Commission designate for justice, fundamental rights and citizenship.

Milano in festa per l’Europa

Giovanni sul Muro 2 Ad un mese dalle Elezioni europee, la tradizionale Festa dell’Europa Presenta: Irene Pivetti Una festa dei giovani e per i giovani, occasione per premiare – come ogni anno – gli studenti del Nord Italia che hanno preso parte ai progetti ed ai concorsi indetti dall’Ufficio a Milano del Parlamento europeo. Scuole superiori, istituti di alta formazione, associazioni culturali e compagnie teatrali: queste le realtà con cui il nostro Ufficio ha collaborato per informare e formare sull’Europa e che si ritroveranno a festeggiarla nella cornice del Teatro Dal Verme. Oltre agli studenti italiani, saranno presenti 23 delegazioni della rete “European Active Citizenship” provenienti da altrettanti paesi dell’UE e che durante tutta la settimana hanno partecipato a incontri ed eventi organizzati dal CESES: Belgio, Bulgaria, Danimarca, Estonia, Finlandia, Francia, Germania, Regno Unito, Lettonia, Malta, Portogallo, Rep. Ceca, Slovacchia, Slovenia, Spagna, Svezia e Ungheria sfileranno e saluteranno il pubblico dal palco nella propria lingua. Fu il Consiglio europeo riunito a Milano al Castello Sforzesco, nel 1985, a decidere di celebrare il 9 Maggio come “Festa dell’Europa”.  In tale data si ricorda la “Dichiarazione Schuman”, ovvero il discorso tenuto a Parigi il 9 maggio 1950 da Robert Schuman, allora Ministro degli Esteri del governo francese, che viene considerato il primo discorso politico ufficiale in cui compare il concetto di Europa come unione tra i vari stati europei. A premiare le classi vincitrici, saranno Europarlamentari e Rappresentanti politici locali e regionali del Nord Italia. Come ogni anno i premi offerti dall’Ufficio del P.E. a Milano consistono in viaggi/studio al Parlamento europeo, a Strasburgo.
