European Coast Guard Functions Forum

European peace and prosperity depends on safe, secure and clean seas and oceans. But adequate maritime security requires excellent cooperation between coastguard authorities, agencies and other bodies at regional, national or European level.
That’s why ten years ago, the European Coast Guard Functions Forum (ECGFF) was created, with the support of the European Comission. Bringing together over 30 national coastguard authorities from EU countries and associated Schengen countries, it works on collaborative issues such as multi-agency, multinational operations and capacity-building among coast guard academies.
Speakers agreed that cooperation between the authorities performing coast-guard functions leads to better maritime security. Not only does it improve situational awareness, it helps anticipate threats and risks and maximizes efficiency of operations at sea.
The European Commission praised the Forum for bringing together civil and military coast guard authorities across Europe, contributing directly to the execution of the EU maritime security strategy action plan. Also the other speakers agreed that the ECGFF has helped taking cooperation to the next level, particularly in the last 2 years. Maritime security responsibilities are becoming more complementary at national and European level, and silos are being overcome. A special focus of the discussions has been put on the coast guards cooperation handbook and the multipurpose maritime operations as essential elements to consolidate future cooperation.
Other topics included the outcomes of the ECGFF projects (ECGFA Net – training Net, Exchange programme and Sectorial qualification Framework) funded by the Commission and the possibility of continuing this under the agencies framework.

European Border and Coast Guard: Civil Liberties Committee approved the compromise text agreed with Parliament and Council negotiators

The creation of an EU border control system received the green light from the Civil Liberties Committee on Monday evening. A provisional agreement on this file was reached between the Council, Parliament and Commission on 21 June. It is now up to Parliament as a whole and member states to endorse the agreement. Parliament will vote on the agreed text on Wednesday, 6 July at noon. The cornerstone of the deal is to upgrade today’s Frontex border agency, which, together with national border management authorities, will form a European Border and Coast Guard.If approved, the regulation would enable extra border guard teams (European Border and Coast Guard or EBCG) to be rapidly deployed to EU countries whose external borders are under pressure. National authorities would still manage their borders day to day, but could seek help from the new agency in a crisis. This legislation is expected to enter into force this autumn.

The Civil Liberties Committee will vote this afternoon, Monday 30 May, on its amendments to the European Border and Coast Guard regulation (EBCG).Following the legislative vote, the committee will vote on whether to give a mandate to start talks with Council and Commission (trilogue) on Tuesday 31 May.Under the EBCG system, national border management authorities and a new EBCG agency, built up out of the EU’s existing Frontex agency, will work together. National authorities will manage their borders on a day-to-day basis but will be able to request assistance from the EBCG if needed.The EBCG agency will not have its own border guards but will be able in emergencies to call on a pool of guards to be supplied by the Member States.The press conference will take place at 09:00 on Tuesday 31 May and be webstreamed on EP Live. Coast guard and external border checks: debate with Commission and Council today

europa comunitariaPlans to turn the EU’s Frontex border agency into a common border and coast guard, which in emergencies could be deployed even without the approval of the country concerned, will be presented by the EU Commission and the Dutch Presidency of the Council to Civil Liberties Committee MEPs on Monday at 16.30. MEPs will also debate systematic checks at external borders and European travel document proposals.
The Commission presented the border and coast guard package on 15 December 2015 to ensure strong and shared management of the EU’s external borders. The package also includes:
· a regulation to establish the European border and coast guard,
· a revison of the Schengen Borders Code to introduce mandatory systematic checks on EU citizens entering and leaving the EU, and
· A European travel document for the return of illegally staying third country nationals.
The Commission’s proposal aims to:turn Frontex into a European border and coast guard agency,
which, with its own 1,500-2,000 staff and equipment, would no longer have to rely entirely upon member states’ contributions and could, in urgent cases, deploy agents even without the approval of the country concerned,establish a European “return” office within the new agency. In urgent situations, rapid return intervention teams could be deployed either at the request of a member state or by decision of the EU, and introduce mandatory systematic checks on EU citizens and third country nationals entering and leaving the EU.
