Luxembourg Project/Consultancy title: Monitoring of reception conditions of unaccompanied and separated children (UASC) in Luxembourg.
Organizational context and General background of assignment:The United Nations High Commissioner for Refugees (UNHCR) is an intergovernmental organization with a mandate to protect refugees and stateless persons worldwide. UNHCR works with States, civil society organizations and other actors to address issues of concern which fall under its mandate.Children’s rights are enshrined in international law, including in the United Nations Convention on the Rights of the Child, and are at the heart of UNHCR’s protection mandate. Given the fact that asylum- seeking girls and boys face unique protection risks, responding to their specific needs is a key priority for the BELUX Unit. UNHCR’s commitment to protect children of its concern is not only a moral imperative, but will also contribute to ensuring a better future for children, their families and communities.Between 2015 and 2017, over 200 UASC have applied for asylum in Luxembourg, representing more than twice the number for the period between 2012 and 2014. While the largest increase was noticed in 2015, 2017 was marked by the particularly young age of UASC applying for asylum in Luxembourg (between 12-14 years old).In addition to the 2 already-existing mixed reception centres hosting UASC, 3 reception centres exclusively dedicated to UASC have opened their doors since 2016. The principle of the best interest of the child is embedded in Luxembourg legislation and policy, and should be implemented in the context of reception conditions. A mapping of the current situation for the identification of good practices and elaboration of recommendations in line with international protection standards and the best interest principle will serve as a basis for UNHCR to engage with and support different stakeholders in upholding these standards.

Commissioner Vella travels to Indonesia for World Ocean Summit

DolphinsCommissioner Karmenu Vella, responsible for fisheries and maritime affairs, is attending the World Ocean Summit in Bali, Indonesia this week. Organised by The Economist, this year’s edition addresses the vital issue of how to finance a sustainable ocean economy.
Speaking at the session ‘the ocean economy – a whale of an opportunity?’ yesterday, Commissioner Vella stressed the opportunities the world’s oceans offer for sustainable ‘blue’ growth, for instance in emerging technologies like ocean energy.”Ocean energy illustrates two fundamental conditions of sustainable blue growth. First, that environmental sustainability and business opportunities often go hand in hand. Protecting and restoring ocean ecosystems pays off. Second, business needs the right regulatory and policy framework for investment. So we are working with the European Investment Bank to support blue economy projects, as well as promoting them under the European Union’s ‘Investment Plan for Europe’,” Commissioner Vella said.Commissioner Vella also laid out the EU’s international ocean governance agenda, highlighting the world’s responsibility to act.”Blue economic growth is neither automatic nor inevitable. If our oceans are in bad shape, the blue economy cannot thrive. All of us share the responsibility of keeping our oceans healthy, so that all of us can benefit for the opportunities that oceans offer. That is why, last November, the European Union proposed 50 actions to create the conditions for a sustainable blue economy around the world. We are creating a healthy investment environment for a healthy and productive marine environment,” Commissioner Vella said.On the margins of the Summit, the Commissioner discussed ocean governance and the potential of the blue economy with Ms Susi Pudjiastuti, Minister for Maritime Affairs and Fisheries of Indonesia, Mr John Maneniaru, Minister for Fisheries and Marine Resources of the Solomon Islands, Mr Peter Thomson, President of the 71st United Nations General Assembly (UNPGA), and business leaders.Today, in a panel on ‘what comes next’, the Commissioner will invite ministers, business representatives and civil society leaders to join the fourth Our Ocean conference, a high-level international event aimed at generating commitments for concrete and measurable actions for healthy, sustainable oceans worldwide. Commissioner Vella promises EU support for the Arctic and its people at Tromsø conference

articCommissioner Vella is travelling to Tromsø, Norway, to attend the Arctic Frontiers conference, one of the biggest Arctic gatherings of the year. The Commissioner’s attendance is preparation for a midsummer arctic showcase of EU commitment to the region. That event will take place on 15-16 June in Finland and is designed to promote action to protect and support sustainable development in the region and the 4 million who live there.Speaking at a panel session on the blue-green Arctic economy, the Commissioner said: “Climate change in the Arctic is a real cause for concern. The region is warming twice as fast as the rest of the world – and every year seems to bring more bad news. That is why the European Union is engaged in the Arctic. With our integrated policy for the Arctic, our prime objective is to respond to climate change and safeguard the Arctic environment, to strengthen cooperation with our Arctic partners, and to promote sustainable blue-green development”.The impact of the EU on the Arctic – and of the Arctic on the EU – is becoming increasingly more intense, hence the need for an integrated and a coordinated approach. Against this background, the European Commission and EU High Representative adopted a Joint Communication on the EU Arctic policy in April last year. Following the conference, Commissioner Vella will participate in an open session of the Arctic Stakeholder Forum, a forum set up by the Commission in 2016. It brings together governments, regional and local authorities from the European Arctic to identify key investment priorities for the Arctic and ways to better streamline EU funding programmes in the future. Commissioner Vella announces EU to host global ‘Our Ocean’ 2017 Conference in Malta

karmenu-vellaKarmenu Vella, Commissioner for Environment, Maritime Affairs and Fisheries was in Washington DC at the 2016 Our Ocean Conference. The conference, hosted by US Secretary of State John Kerry, was addressed by US President Barack Obama. During the meeting Commissioner Vella announced that the next ‘Our Ocean’ Conference will be hosted by the EU and take place in Malta. This choice is a significant recognition of the efforts of Commissioner Vella, and the EU as a whole, to help deliver international cooperation on ocean issues.It builds on Vella’s pledge that the EU plays a key role in improving Ocean Governance. President Obama praised the EU during his address, saying that the urgency of the issue and the need to act “was why the EU was so quick to raise its hand and offer to host the Our Ocean Conference in 2017”. Commissioner Vella, in his speech, noted: “If we want to ensure a more sustainable use of the oceans and their resources, we need to close legal gaps, cooperate more effectively and strengthen enforcement – in short, we need better ocean governance. I therefore intend to launch a major initiative on international ocean governance before the end of the year. We need to keep the momentum for change. In this spirit, I am proud that the European Union will be hosting the fourth edition of the Our Ocean Conference in Malta on 5-6 October 2017. In the spirit of Washington and Chile, it will follow up on previous commitments and seek new ones”. The 2017 conference will build on the issues of the ocean and climate change, marine pollution and sustainable fishing. Civil Liberties MEPs gives first assessment after hearing of UK candidate for Commissioner for Security Union

Commissione-europeaAfter the hearing on Monday evening, the Civil Liberties Committee recommends that Sir Julian King should be appointed as Commissioner for Security Union. On Tuesday morning, Civil Liberties coordinators met to evaluate the candidate’s performance. Their assessment will now be passed on the Conference of Presidents (President Schulz and leaders of the political groups). If the Conference of Presidents declares the hearing process as closed, the full house will vote on the candidature of Sir Julian King on Thursday at noon.Civil Liberties MEPs are satisfied that the candidate possesses the necessary competence and determination to do the job, he was well prepared for the hearing and understood the challenges of the portfolio, Civil Liberties Committee Chair Claude Moraes (S&D, UK) told the press at a doorstep on Tuesday morning after the coordinators of the Civil Liberties Committee had assessed the candidate’s performance. They were also satisfied that Sir Julian King would act as a guardian of the treaties and in the best interests of the EU, should he be appointed Commissioner for the Security Union.Watch a recording of the doorstep with Claude Moraes HEREBased on the committee´s recommendation, the Conference of Presidents will decide if Parliament has received sufficient information to declare the hearing process closed. If so, the plenary will vote by secret ballot on whether or not to give a green light to Sir Julian King’s appointment.
