Competitive and Open Solicitation Process to Transform Northeast Florida

JEA, one of the largest municipally-owned electric, water and wastewater utilities in the country and the largest in Florida, released an Invitation to Negotiate (ITN) #127-19 for Strategic Alternatives. With the purpose of soliciting competitive responses from qualified firms in industry sectors including financial, technology and energy and water, JEA will consider proposals that seek to eliminate certain constraints that limit the utility’s ability to grow, compete and remain relevant today, tomorrow and in the future. The goal of this process is to maximize JEA’s customer, community, environmental and financial value over the long term. The ITN includes an established set of minimum requirements including, but not limited to, at least $400 million distributed to customers, at least $3 billion to the City of Jacksonville and protection of employees.This solicitation opportunity is the result of a thorough scenario-based strategic planning process. Critical, industry-wide challenges such as revenue loss driven by energy efficiency and distributed energy resources, new disruptive technologies and competitors, when combined with JEA’s current government constraints, make it impossible for the utility to optimally address changing customer demands and capitalize on the forces that are reshaping the industry today to create value.
The ITN will be conducted in three phases, solicitation, evaluation and negotiation. Abortion Drone first flight to Poland

abortionOn Saturday June 27 th the Abortion drone will fly for the first time packages of abortion pills from Frankfurt an der Oder in Germany to Słubice in Poland.The campaign is a collaboration between Women on Waves; Cocia Basia, a Berlin based abortion support group for Polish women; Feminteka Foundation from Warsaw and the 8 th of March women’s rights informal collective “Porozumienie kobiet 8 marca”.The Abortion drone will mark the different reality for Polish women to access to safe abortion services compared to other women in Europe. In almost all European countries abortion is legal, only in Poland, Ireland and Malta abortion is illegal and women’s rights are still violated.The drone will start its journey at 11 AM from “Am Winterhafen” in Frankfurt an der Oder and fly to Słubice. There will be opportunity for the press to ask questions after the landing of the abortion drone in Poland. The exact location will be announced on friday evening.Drones are used to make areal shots and for military purposes. However they can also be used to deliver packages. Both Google and Amazon are also already testing the possibility to deliver packages. So drones can also be used to provide safe abortion pills by uploading the package in Germany, where abortion is legal and delivering it into a border town in Poland where abortion is severely restricted since 1993. The only exception is in cases of rape or incest, when woman’s life is in danger, or if there is potential damage to fetus, and even in these cases, abortion is very difficult to obtain.As the Abortion drone weighs less than 5 kg, is not used for any commercial purposes, will stay within the sight of the person flying it and does not fly in controlled airspace, no authorization is required under Polish or German law.

Colombia’s Port Santa Marta to Purchase Port Corpus Christi’s Refrigerated Warehouse

AerialCorpusChristi TX, USA – Port Commissioners voted unanimously to approve the sale of the refrigerated warehouse to Port Santa Marta, Colombia in a special port commission meeting held Tuesday, January 26, 2015.
In support of the alignment and construction of a new Harbor Bridge the port committed to remove the Refrigerated warehouse. On August 12, 2014, the Port Commission approved a Resolution designating the Refrigerated Warehouse Facility and associated furniture, fixtures, and equipment currently located at Cargo Dock 10 as surplus property. Furthermore, the resolution authorized staff to prepare bid specifications and to advertise the sale of the Refrigerated Warehouse Facility in accordance with the applicable Texas Municipal Code.
On January 13, 2015, we received two responses to the Notice to Bidders. Texas Descon, LLC, a Texas based firm representing the Port of Santa Marta in Colombia, submitted the highest and best bid in the amount of $410,000. The Port of Santa Marta intends to disassemble the facility, ship the components to Colombia, and re-assemble the building and equipment to support operations at their location. In addition to their bid, Texas Descon submitted an executed Bill of Sale.”We have a sister port relationship with our friends from Port Santa Marta. We have to give up the cold storage facility to support the new path of the New Harbor Bridge but Port Commissioners and staff are glad to know that the refrigerated warehouse will have a great home at Port Santa Marta,” said Judy Hawley, Chair Port Commission.Mauricio Suárez Ramírez, CEO of the port of Santa Marta commented, “This news is historic for the our country’s international trade and infrastructure. Colombia handles large flows of refrigerated cargo, but it did not have a port with refrigerated warehouses for such purpose, therefore we are betting on commercial products strengthening both imports and exports offering more efficient services, with competitive prices.” Port Santa Marta’s CEO continues; “In honor of a sister port agreement with our friends of the Port of Corpus Christi and we will tribute it with our commitment to baptize the cold storage with this name.
As the primary economic engine of the Coastal Bend, Port Corpus Christi is the 5th largest port in the United States in total tonnage. The Port’s mission statement is to “serve as a regional economic development catalyst while protecting and enhancing its existing industrial base and simultaneously working to diversify its international maritime cargo business.” Strategically located on the western Gulf of Mexico, with a straight, 45’ deep channel, the Port provides quick access to the Gulf and the entire United States inland waterway system.

World Bank supports FYR Macedonia in strengthening its competitiveness

The World Bank’s Board of Executive Directors today approved the Second Programmatic Competitiveness Development Policy Loan (DPL2) of EUR 36.4 million (US$50 million equivalent) for FYR Macedonia. This operation aims to strengthen the competitiveness of FYR Macedonia’s economy by supporting investment and upgrading technology in the manufacturing, agribusiness, and trade logistics sectors, and creating the conditions to increase labor market flexibility and innovation capacity.“Improving competitiveness and the conditions for local businesses to thrive is necessary in order to put FYR Macedonia on a sustainable growth path, create more and better jobs, and promote shared prosperity,” says Tatiana Proskuryakova, World Bank Country Manager for FYR Macedonia.Building on the results of the First Programmatic Competitiveness DPL of 2012, the reforms under DPL2 will stimulate investment and innovation in key export-oriented sectors that have the potential to boost long-term growth and job creation in an increasingly competitive global economy.
The actions taken under the DPL2 will increase the sustainability and impact of the government’s Technological Industrial Development Zones (TIDZ) program – an important tool to attract foreign investment in value-adding and export-oriented manufacturing.In addition, new exporter support programs are helping to advance the upgrading of industries with high export potential. In the agribusiness sector, the launch of a program for the sale of state-owned agricultural land will lead to a better use of land resources, higher productivity, and market entry by new foreign and domestic firms. C-Suite Study Reveals Gaps in UK plc’s Ability to Remain Competitive

London, (PRNewswire) Business leaders in the UK have admitted that companies are failing to keep up with the increasing rate of change they face, placing businesses at risk from factors such as reduced turnover and hostile takeover. With an economic climate that remains threateningly unclear, the findings of the ‘Fit to Change’ report, carried out on behalf of Fujitsu, call into question UK plc’s ability to adapt and succeed in the uncertain environment they operate within today. The study, which included interviews with 150 c-suite executives[1] and input from the Fit to Change[2] panel, reveals that two thirds of executives believe that the current rate of change, driven by factors such as customer demand and new competitive threats, is too quick for UK organisations to keep pace with and 57% agree that an inability to respond rapidly and effectively to change is one of the most significant risks their organisation faces today. Commenting on the findings, Professor John Kotter, Harvard Business School said, “Only 32% of those in private sector firms are at all optimistic that they are actually ‘fit to change’. In a world that is changing more and more rapidly, these are highly distressing numbers.”
Today, 33% believe they can plan one year ahead, and a quarter feel it is only possible to plan ahead six months with any degree of certainty The most likely consequences of failing to adapt to change are financial. Overwhelmingly, 96% of executives believe decreased turnover would be a consequence of not reacting appropriately to change. Similarly, respondents felt that the ability to get finance would be severely impacted by a failure to appear responsive to the market. 62% believe that a drop in share price would be a likely outcome and 59% fear hostile takeover.
To tackle change successfully, respondents were clear that strong leadership is the key ingredient – 97% felt this. Additionally, the capacity to change and available resources topped the list of ingredients required to be fit to change. However, when comparing the ingredients that business leaders believe are essential to being fit to change with those they believe are most lacking across UK plc, the gaps occurred in three areas – a robust ecosystem of suppliers; a long term vision and the right technology solutions.

Il prezzo dell’energia

“Il fatto che nel secondo semestre 2010 le imprese italiane abbiano pagato prezzi dell’energia elettrica superiori alla media europea è molto allarmante. La relazione presentata oggi dall’Autorità per l’energia elettrica e il gas ha portato a galla l’ennesimo ostacolo alla crescita: il prezzo alto per la fornitura e il consumo di energia da parte delle aziende. Se il governo fosse lucido e vigile sui problemi del Paese si renderebbe conto che nulla è stato fatto per portare a termine le liberalizzazioni che renderebbero più competitive le imprese e anche le aziende fornitrici, come dimostrano le vicende degli altri paesi europei. Quello al quale ogni giorno assistiamo, invece, è un continuo innalzamento di paletti allo sviluppo, da parte di una maggioranza che non bada alla tutela della carne viva del Paese – le imprese – e pensa soltanto a come tutelare il proprio premier. Liberalizzazioni, piano energetico sono strumenti fondamentali per rilanciare la competitività del sistema Italia: governo e maggioranza si occupino subito di questo”. Hunt blows away competition

‘Brilliant Brit’ takes second consecutive win in France. 70,000 spectators, winds up to 60kph and 12 athletes competitive to the core – La Rochelle added a few more superlatives to its collection during the 4th stop of the Red Bull Cliff Diving World Series, while Gary Hunt (GBR) lead the dozen of high divers who defied the harsh conditions in the early evening hours on Saturday, June 18. Friday prevented take-off from the 27.5m platform and thus the competition was decided in three rounds. The venue in the Bay of Biscay staged the midway stop of the 2011 edition, presented a new face on the podium – Alain Kohl from Luxembourg made his first appearance in the top three and followed Michal Navratil in third place – and stirred up the overall standings. Reigning champion Hunt pulls further ahead in the overall rankings. After the French gusts, the high diving elite heads south to Lake Garda, Italy, for the next stop on July 24. Universities and university autonomy

Around 450 university leaders and other higher education stakeholders gathered last week (13-15 April) at Aarhus University, Denmark for the EUA Annual Conference on the theme “Investing today in talent for tomorrow”. Europe’s future as a dynamic competitive global region will depend largely on its ability to increase the number of highly trained people within EU Member States and to attract others from abroad. The meeting in Aarhus highlighted that developing and nurturing more talented individuals is already central to the mission of European universities. One of the most striking developments in recent years in this respect has been the rapid development of doctoral (PhD) education within universities. The establishment of structured doctoral programmes and schools has rapidly become the norm in Europe. Other recent changes have also included improved university-industry partnerships and rapid internationalisation of universities. At the same time, universities face a number of challenges in developing talent – not least because of increasing global competition to attract and retain the best researchers and students. At a time when the EU is preparing priorities and budgets for the next financial period (2014-2020) the conference examined the elements that condition successful strategies for developing talent and will determine universities contribution to the EU2020 agenda for ‘Smart, Sustainable and Inclusive Growth’ . Participants discussed different ways of embedding research from the undergraduate level onwards and underlined how engaging undergraduate students in research improves their overall educational experience and increases interest in pursuing research careers. They also analysed different ways of creating greater critical mass which makes it easier for universities to develop better career opportunities and structures for young researchers. As employers, universities themselves also play a crucial role in developing talent.  University leaders agreed, for example, that they will need to: improve support to young researchers in writing their first grant proposal, or through transversal skills development; provide clear recruitment and exit procedures; and do more to retain staff through a set of institutional benefits such as supplementary pension schemes, support for international mobility and competitive wages. They will also need to put in place the additional human resource (HR) management needed to support international recruitment. University rectors/presidents/vice-chancellors will also have to focus on mentoring and grooming the next generation of university leaders.

Competitive and responsible tourism

Tourism’s sustained growth and its capacity to tackle global challenges – from economic crises and persistent unemployment to environmental pressures and the poverty imperative – can only be achieved through collective action. This was the central message coming out of the Global Tourism Forum Andorra 2011 (GTF) (Andorra la Vella, Andorra, 6-7 March).  The GTF has concluded in Andorra with calls for the international tourism community to move the tourism agenda forward sustainably and in full coordination and collaboration.  The Forum centered on the challenges and opportunities of competitiveness and responsibility for the tourism sector. Ministers of Tourism, industry leaders and heads of travel organizations outlined the necessary steps for a more competitive tourism sector, such as strengthening private-public partnerships and addressing taxation on travel through concerted action. The Secretary of Tourism of Mexico, Gloria Guevara, pointed to a common agenda between the private and public sector as a central condition for competitive growth. Issues of local community involvement in tourism development, best practices and the three pillars of sustainability – economic, environmental and social – were central to discussions on responsibility.  Side events throughout the day addressed further tourism issues, including the increasing relevance of mega events for tourism, organized by Visa, at which the Minister of Tourism of South Africa, Marthinus van Schalkwyk, shared his experience of the economic and social legacy resulting from the 2010 FIFA World Cup. The WEF launched its Travel and Tourism Competitiveness Report 2011 and the contribution of traditional and new media to communicating tourism’s importance was debated during an event organized by UNWTO global media partner CNN.  The GTF was preceded by a High Level Retreat, at which tourism leaders from across the sector met to share insights and expertise on how to further mainstream tourism in the global agenda and its role in sustainable development.

Pmi siano più competitive all’estero

Premi fiscali, anche da parte della politica regionale, per creare le condizioni affinché le imprese si aggreghino. E la velocizzazione della concessione dei contributi della legge regionale 4/2005. Perché non si può parlare di export prescindendo dalla situazione strutturale del Paese, dalle problematiche di capitalizzazione e patrimonializzazione delle Pmi, né dalle leve di fiscalità e dalle politiche che aiuterebbero le imprese a mettersi insieme per essere più competitive anche sul mercato globale. La scaletta è quella “dettata” dal presidente della Cassa di Risparmio del Fvg, intervenuto al convegno su prodotti del territorio e prospettive sui mercati esteri, promosso dalla Camera di Commercio di Udine ed Enterprise Europe Network, la più grande rete europea al servizio delle Pmi. La risposta è arrivata dall’assessore regionale alle attività produttive Federica Seganti: ecco, a tal proposito, «la significativa azione della Regione sul tema della fiscalità di vantaggio, non solo in funzione delle aggregazioni, ma proprio per accrescere la competitività del sistema regionale soprattutto rispetto ai Paesi vicini». Ed ecco, per quanto riguarda la legge 4, la garanzia di un lavoro assiduo «per pungolare la situazione difficile che ho trovato», ha detto la Seganti. Se il numero di pratiche che il gestore Unicredit dovrebbe evadere sarebbe di 40 a settimana, ha spiegato, «nel 1° semestre di gestione ne ha fatte solo 20. Questo è il clima», ha rimarcato la Seganti, che comunque ha ribadito l’impegno anche da parte dell’amministrazione regionale per verificare se e come sia possibile semplificare l’istruttoria, «ponendoci pertanto in modo costruttivo». Così come costruttive sono le proposte di collaborazione per non disperdere le azioni a sostegno dell’apertura all’estero delle imprese, «evitando la parcellizzazione – ha concluso la Seganti –: pochi Paesi, magari, ma da affrontare con una serie di attività il più possibile completa e duratura». Se in Italia, delle imprese con meno di 50 dipendenti, ossia la maggioranza, solo il 3% esporta, come ha ribadito Morandini, «è chiaro – ha detto – che dobbiamo far diventare le esportazioni un tema di massa, qualsiasi sia la loro dimensione». Certo, ci sono passaggi da fare e strategie da pianificare accuratamente, come hanno spiegato tutti gli intervenuti. A partire dal presidente della Cciaa Giovanni Da Pozzo, che ha messo in luce le attività messe in atto dalla Cciaa di Udine per supportare la prima internazionalizzazione delle Pmi friulane: oltre 900 quelle che hanno partecipato ai progetti della Camera di Commercio nel 2009. E già più di 1000 quelle che hanno aderito nel 2010, tra consulenze precompetitive – indispensabili per essere pronte ad affrontare il mercato -,  seminari e check up, fino alle missioni. Perché, è stato rimarcato nei vari interventi moderati dal giornalista del Messaggero Veneto Renato D’Argenio, se internazionalizzare è un “must”, non ci si può improvvisare quando si va all’estero, ma è necessario strutturarsi, adeguare se necessario la propria produzione e il sistema di relazioni, e tenersi sempre aggiornati sui mercati di riferimento. Come hanno approfondito Pietro Butturini e Giulio Veneri di Interprofessional Network, con un focus su agroalimentare, meccanica e arredo, «spesso le imprese friulane sottovalutano mercati meno complessi e più vicini, che invece permetterebbero buone possibilità». Basterebbe analizzare approfonditamente la crescita e le stime di prospettiva per i prossimi anni. Per quanto riguarda il vino, per esempio, oltre a quelli tradizionali, da non trascurare ci Paesi come Belgio, Olanda, Svizzera o Danimarca, dove è prevista una notevole crescita delle importazioni, oltre ovviamente a Cina, Hong Kong e Australia, dove però i mercati sono molto diversi dal nostro. Lo stesso vale per il settore mobili e arredo, che ha prospettive promettenti soprattutto in Australia, Federazione Russa, Emirati Arabi, mercati che non si possono conquistare solo con attività “spot”, ma che richiedono relazioni stabili, presenza costante, scelte strategiche più “pesanti” per le Pmi, anche se di probabile successo. Per la meccanica, suggerimenti sono arrivati per Cina, Federazione Russa, Australia, ma anche Olanda e Polonia, verso cui il nostro export è ancora bassissimo ma che invece andrebbero affrontati con più decisione.

Rendere competitive le imprese

Le Telecomunicazioni in Banda larga e le Tecnologie dell’Informazione e della Comunicazione (ICT) sono oggi alla base dello sviluppo, soprattutto per i territori montani o lontani dai tradizionali centri di produzione. La Banda larga è un sistema di cavi che permette la trasmissione e la ricezione di molti dati in tempo reale, le ICT sono invece le tecnologie informatiche avanzate che permettono di creare e comunicare rapidamente informazioni. La prima rappresenta l’autostrada su cui corrono i dati, le seconde il mezzo di trasporto della conoscenza, elemento che, nel nostro mondo sempre più globale, sta alla base dell’economia. Utilizzata per gli scambi di informazioni dalle amministrazioni pubbliche del territorio, il passo successivo è quello di rendere disponibile questa rete per le imprese del territorio, rendendola accessibile a costi di mercato: «La Banda larga rappresenta un fattore di sviluppo fondamentale per rendere competitive le imprese. Nuove opportunità economiche e nuovi mercati si aprono grazie a queste infrastrutture. Approvvigionamento energetico

Alcoa è profondamente riconoscente per l’impegno profuso dal Ministero dello Sviluppo Economico, dal Governo, dai sindacati e dai propri dipendenti per trovare una soluzione al problema di un approvvigionamento energetico a condizioni competitive per i propri impianti produttivi di Fusina e Portovesme. Le azioni intraprese finora, inclusa la proposta di Decreto Legge del 22 Gennaio, sono state molto costruttive e tuttavia non sono sufficienti ad evitare la necessità di una fermata temporanea dei nostri impianti di alluminio primario di Fusina e Portovesme sino a che non vi sia una soluzione approvata dalla Commissione Europea. Poichè la Commissione Europea ha deciso che il regime tariffario vigente in Italia per gli impianti della società rappresenta un “Nuovo Aiuto di Stato illegale”, e dato che Alcoa dovrà rimborsare una somma di 300/400 milioni di Dollari, la società non può assumersi ulteriori rischi finanziari. Per assicurare ad Alcoa di poter operare nel quadro delle nuove misure proposte, è necessaria la certezza che le stesse vengano tradotte in legge e ottengano l’approvazione della Commissione Europea e questo processo richiederà verosimilmente diversi mesi.  Inoltre, il prezzo dell’energia elettrica ottenibile attraverso gli strumenti proposti dal Governo non permette di operare gli impianti in maniera redditizia e, al tempo stesso, di realizzare gli investimenti necessari al miglioramento della loro competitività.  Il miglior modo di procedere, e quello che fornisce la migliore opportunità per il futuro esercizio degli impianti, è la prosecuzione del processo di Cassa Integrazione unitamente ad una fermata temporanea degli impianti, effettuata in maniera ordinata, che pensiamo di completare entro il 6 febbraio. Alcoa si impegna a riavviare l’impianto di Portovesme se è stata effettuata una chiusura ordinata e se si è ottenuta una fornitura di energia accettabile ed economicamente sostenibile.
