Shipping industry must contribute to climate neutrality, say MEPs

To decarbonise maritime transport, the Environment Committee voted on Tuesday to include CO2 emissions from the maritime sector in the EU Emissions Trading System (ETS).
The Commission has put forward a proposal to revise the EU system for monitoring, reporting and verifying CO2 emissions from maritime transport (the “EU MRV Regulation”) and bring it in line with new obligations under International Maritime Organisation (IMO) to monitor emissions from 2019 and report in 2020.In the legislative report approved (62 votes to 3 and 13 abstentions) on Tuesday, the Environment, Public Health and Food Safety Committee welcomes the proposal but wants to see more ambition and voted to include ships of 5000 gross tonnage and above in the EU Emissions Trading System (ETS). In addition, MEPs say that market-based emissions reduction policies are not enough, so they also introduced binding requirements for shipping companies to reduce their annual average CO2 emissions per transport work, for all their ships, by at least 40% by 2030.
When adopted by the Plenary, which should happen during 14 – 17 September session in Strasbourg, Parliament will be ready to start negotiations with member states on the final shape of the legislation.

The EU must contribute to ending female genital mutilation, say MEPs

In a resolution adopted by 612 votes in favour, 7 against and 32 abstentions, MEPs call on the Commission to ensure that the upcoming Gender Equality Strategy, to be presented in early March, includes actions to end female genital mutilation (FGM) and provide care for survivors, robust commitments, clear indicators, regular reporting and a strong monitoring mechanism.
Parliament calls on member states to urgently ratify the Istanbul Convention and urges the Council and the Commission to ensure its full integration into the EU legislative framework to ensure the prevention of FGM, the protection of women, the prosecution of offenders and adequate provision of services in response to FGM.Furthermore, MEPs urge the Commission and member states to ensure that EU funding goes to projects aimed at training and awareness-raising campaigns for professionals on how to prevent, detect and respond to cases of FGM. They also call on them, as well as on the EEAS, to step up cooperation with non-EU countries in order to encourage them to adopt national laws banning FGM.
MEPs are worried about the increasingly widespread phenomenon of the ‘‘medicalisation’’ of FGM in some countries (even those in which FGM is illegal) and the growing involvement of health professionals in this practice. They invite the countries concerned to explicitly outlaw medicalisation, while raising awareness among medical staff of its harmful effects by providing information and training, as well as adequate supervision and enforcement.
According to the World Health Organisation, FGM is a global issue affecting at least 200 million women and girls around the world. In Europe, the latest national data available estimate that around 600,000 women and girls are living with the lifelong consequences of FGM, and that a further 180,000 girls are at high risk of FGM every year.FGM comprises all procedures that involve partial or total removal of the external female genitalia, or other injury to the female genital organs for non-medical reasons. It is recognised internationally as a violation of the human rights of girls and women.

Contribute to our evaluation of the European Observation and Data Network

(EMODnet) The European Marine Observation and Data Network (EMODnet) contributes to the EU’s integrated maritime policy. It was set up as a flagship project to prepare a seamless multi-resolution digital seabed map of European waters by 2020. Following the Green Paper “Marine Knowledge 2020” It had been estimated that public bodies in European countries were spending over one billion euro a year in observing the seas and oceans including work by hydrographic organisations, geological surveys, scientists and environmental agencies. However, scientists and engineers who wanted to use the data had encountered that they were difficult to find and were hampered by restrictive usage conditions and poor interoperability. Data from different sources had different baselines, different formats, different nomenclature and different standards. The Commission Communication on “Innovation in the Blue Economy” set out a roadmap for replacing the fragmented, inaccessible and inhomogeneous repositories of marine data in the EU by a sustainable process whereby data are easily accessible, interoperable and free of restrictions on use. EMODnet is now operational.

Waterloo, Canada The Financial Stability Board (FSB) should expand its scope, its geographical diversity and institutional capacity, and adopt a bottom-up approach to regional consultation, a high-level panel has concluded. The Brookings-led panel of 14 of the world’s top financial stability experts features former finance ministers and central bank governors from Colombia, Spain, Thailand and Uganda, and includes CIGI Chair in International Political Economy Eric Helleiner and CIGI Senior Fellow Bessma Momani.
The panel put forth 12 recommendations for the FSB in seven keys areas: mandate, chair, staff, legal personality, regional consultative groups, transparency and evaluation. Among its recommendations, the panel urges the FSB to expand its framework for cooperation with the International Monetary Fund (IMF) to include the regulation of cross-border capital flows. The panel also suggests the FSB appoint a nominating panel and develop clear procedures for selecting its chair. It also calls for a substantial expansion of FSB staff in a manner that reflects “the broad geographical and institutional diversity” of its membership.
To enable the FSB to better implement these reforms and give the FSB an independent legal personality, the panel recommends the Board adopt “the most favorable and flexible corporate form offered by domestic law in a convenient national jurisdiction.” The panel also suggests the FSB’s regional consultative groups be determined through a bottom-up approach in a move toward universal membership.
“Participating in the panel provided a fascinating opportunity to hear diverse views from around the world, and to work toward common positions, regarding the governance of this new, yet vitally important, institution in the global financial architecture,” Eric Helleiner said.
The Financial Stability Board was created at the height of the global financial crisis as a successor to the Financial Stability Forum—a group of finance ministries, central banks’ supervisory and regulatory authorities, and international financial bodies formed in 1999 to monitor and promote global financial stability. With a broadened mandate, a stronger institutional basis and enhanced capacity, the Financial Stability Board is now responsible for strengthening global financial supervision and regulation. However, despite its growing importance, there is limited knowledge as to how the Financial Stability Board operates, how it is governed and how it will effectively carry out the responsibility of ensuring global financial stability.

Les nuages…la-bas…les merveilleux nuages!

Pierre et GillesLe Havre until 24/1/2010 2, boulevard Clemenceau, Mesee Malraux The exhibition which is inspired by Baudelaire – the name given to the exhibit is actually a quotation from the poem entitled The Stranger from Spleen in Paris – reflects on the future of the photographic iconography of clouds, from the middle of the XIXth century to our day. Its genesis can be found in the museum’s permanent funds, with a magnificent collection of nearly 300 works by Euge’ne Boudin, of which some twenty studies of skies. Exceptional loans from the MUSEE D’ORSAY not only enrich the exhibition, but also contribute to its objective. Additionally, the museum offers another exhibition on the theme of clouds. Its itinerary allows the visitor to reread the works from the old schools in a new perspective while paintings from the last century close the exhibit.  Catalogue directed by Annette Haudiquet, Marc Donnadieu and Jean-Pierre Me’lot. Jill Biden Release Income Tax Returns

The Vice President and Dr. Jill Biden released their 2008 federal and state income tax returns.  He and Dr. Biden filed their income tax returns jointly and reported an adjusted gross income of $269,256 and an after-tax income of $183,315.  The family’s primary sources of income were salaries from the United States Senate, Widener University, Delaware Technical & Community College, as well as royalties from the audio rights to the Vice President’s book.  The Bidens paid $46,952 in federal income taxes; $11,164 in Delaware state income taxes; and donated $1,885 to charity. The charitable donations claimed by the Bidens on their tax returns are not the sum of their annual contributions to charity. They donate to their church, and they contribute to their favorite causes with their time, as well as their checkbooks.
