Tobacco Control Scale 2019: lotta al tabacco

Da quindici anni l’Associazione delle Leghe europee contro il cancro confronta le misure adottate dagli Stati europei per ridurre il consumo di tabacco e stila la “Tobacco Control Scale in Europe”. L’edizione di quest’anno è stata pubblicata ieri in occasione dell’ottava Conferenza europea sul tabacco o sulla salute a Berlino. Come rivela la classifica, l’Italia si attesta a metà scala in Europa esattamente al 16esimo posto, anche se scesa rispetto ai report precedenti, per quanto riguarda la prevenzione del tabagismo. Nel 2016 è entrato in vigore nell’UE il divieto per le sostanze che facilitano l’inalazione e dal 20 maggio di quest’anno sarà vietata la vendita di tabacco aromatizzato, che attrae soprattutto gli adolescenti. Realizzata a scadenza triennale, nel confrontare le misure adottate dagli stati per ridurre il consumo, la scala è un indicatore importante per comprendere come e quali Paesi cerchino di arrestare il fenomeno del tabagismo Europeo; i dati sono stati raccolti ed inseriti nella scala di controllo del tabacco (TCS -Tobacco Control Scale 2019), che classifica i paesi europei in base alle loro politiche di controllo del tabacco. Il Regno Unito si attesta al primo posto, avvalorando la sua posizione di predominanza sulle politiche anti tabagismo, mentre la Svizzera è scesa al penultimo posto (35 su 36), la Germania si è piazzata ultima. A differenza della Svizzera, “patria della multinazionale del tabacco”, la maggior parte dei Paesi europei ha fatto progressi nella lotta al tabagismo. “Nessun reale progresso da segnalare dal 2005 ad eccezione del divieto di fumo nelle auto in presenza di minori.” – è il commento nel rapporto ufficiale riguardante l’Italia. La Svizzera per ‘Colpa delle lobby’, è scesa al penultimo posto segno, per gli autori dello studio, che la Confederazione sta perdendo il contatto con la moderna prevenzione del tabagismo e della nicotina a causa della scarsa protezione dei minorenni, delle regole vigenti in materia di pubblicità, di tasse non disincentivanti e della mancanza di una regolamentazione giuridica nazionale per le sigarette elettroniche. Giovanni D’Agata, presidente dello “Sportello dei Diritti”, associazione in prima linea contro il tabagismo, auspica che l’Italia come la maggior parte dei Paesi europei continuino a fare progressi nella lotta al tabagismo, aumentando, per esempio, la tassa sul tabacco, che viene usata in altri Paesi per creare un effetto dissuasivo. Gli aumenti di prezzo operati negli ultimi anni sono stati decisi dai produttori, non per ragioni di prevenzione. Complessivamente, i paesi che non sono riusciti a intraprendere nuove iniziative hanno perso punti e sono scesi in classifica. I paesi che guidano il controllo del tabacco in Europa sono quelli che hanno politiche globali di controllo del tabacco.

Argentina Capital Controls May Create More Uncertainties for Insurers

Capital controls imposed by Argentina’s government to combat economic instability could limit growth prospects and business opportunities for domestic insurance companies, as well as undermine the efficiencies of these carriers’ operations, according to a new AM Best commentary.The new Best’s Commentary, titled, “Argentina Capital Controls: More Uncertainties for Insurers,” notes that the new restrictions on foreign currency (USD) transactions to stop money from flowing out of the country is an attempt to stabilize reserves, which are being depleted as Argentina supports the peso. However, for Argentina’s insurance industry, the capital controls could lead to economic contraction, and the industry already is dealing with high inflation levels and foreign exchange rate volatility that are impacting insurers’ underwriting performance. Capital controls also may increase management expenses, as well as lead to higher capital requirements and solvency ratios for several insurers.Short-term public debt restructuring resulting from the decision to deploy international reserves to contain peso volatility poses an additional issue for the insurance industry, according to the commentary. Property/casualty companies with significant exposures to government-backed obligations, including Argentinian LETES (i.e., treasury bills), may have to contend with declining market values, asset-liability mismatches and liquidity issues resulting from debt tenor extensions.AM Best believes the negative impact of capital controls on the insurance industry could be offset partly by recent changes on taxation of the life industry. Higher tax deductibles on premiums, safeguarded by new inflation-indexed instruments could promote policyholders’ savings capacity while increasing the industry’s organic growth and investment base. This may help boost financing for small and medium-sized enterprises on infrastructure and construction projects. AM Best will continue to monitor company decisions in light of the recent restrictions enacted in Argentina.

Control Study for Digital Therapeutic Smoking Cessation App

Cloudflare Launches AMP Real URL to Give Publishers and Site Owners More Control Over Their Brands

Cloudflare, the leading Internet performance and security company, today announced that it is launching AMP Real URL to give Accelerated Mobile Pages (AMP) publishers the ability to display content under their own unique domains, rather than AMP-generated domains. With AMP Real URL, Cloudflare customers using AMP can get all the performance benefits of AMP without sending visitors to a domain they do not control.
The AMP Project, founded by Google, is an open-source initiative aimed at optimizing mobile content and making it available anywhere, instantly. AMP is great at providing content quickly to users and is especially crucial for driving traffic to eCommerce sites and news publishers. Google Search directs Internet users to AMP-enabled results (identified by a lightning bolt). Historically, AMP required the Google URL to appear in a browser’s address bar, meaning that publishers could not display their own domains and direct visitors to their own sites. AMP Real URL keeps traffic on publishers’ sites, giving them control over their pages, analytics, and the way their content is displayed to users.To build this at scale, Cloudflare worked with Google to implement an emerging standard called Signed Exchanges. This technology, paired with Cloudflare’s global network of 175 data centers in 75+ countries, allows Cloudflare to digitally sign each AMP page it delivers to Google’s AMP Cache. Supported browsers will now show actual domains ( instead of the Google AMP URL ( so that publishers can control their own cookies, analytics, and brand in their URL bar. Cloudflare is currently the only company with a CDN solution to implement AMP Signed Exchanges. Cloudflare customers can enable this feature with one-click on their dashboards, and it will roll out over the next few weeks.

EU deploys vessel in the Adriatic Sea to reinforce fisheries control

mare adriaticoSince 1 December, the inspection vessel ‘AEGIS I’ has been patrolling in the Adriatic Sea as part of a joint deployment plan for the Mediterranean. The European Fisheries Control Agency (EFCA) is collaborating with Greece, Italy and Croatia who will have inspectors on board the vessel.
The main purpose is to monitor and carry out inspections on fishing vessels engaged in fishing of small pelagic species, blue fin tuna and swordfish. In addition, the operation will monitor fishing activity in the Jabuka/Pomo Pit area where a new fisheries restricted area will come into force in 2018 as part of a recommendation by the General Fisheries Council for the Mediterranean (GFCM).This GFCM recommendation and the associated control regime are tangible results of the commitments made in the Malta Medfish4ever ministerial declaration, which acknowledged that control and inspection are essential elements for the success of conservation and management measures in the Mediterranean. Moreover, the Declaration sought to further develop both fisheries restricted areas and marine protected areas in the Mediterranean Sea. It is expected that the Declaration will ensure effective protection of least 10% of the Mediterranean by 2020, in line with the United Nations Sustainable Development Goal 14.5 and the priorities of the Our Ocean conference hosted by the EU in October.
Compliance with the rules of the EU’s Common Fisheries Policy is crucial for achieving healthy and sustainable fish stocks. The European Fisheries Control Agency contributes to an effective and uniform application of these rules. Through joint deployment plans, EFCA facilitates cooperation between Member States by exchanging inspectors, joint planning and coordinating the deployment of national fisheries patrol vessels.

Now, John McCain supports Donald Trump to become our next Commander-in-Chief — the person who decides whether we use our nuclear weapons. So this should have been a pretty easy answer.Here’s how The Washington Post transcribed his response:
McCAIN: [Silence, followed by unintelligible stammering.] Anyone that the people of this country choose to be the Commander-in-Chief and the President of the United States — therefore can lead this country, and will lead in a responsible fashion. Anyone who is elected president fairly in this country. And that’s the way that our democratic system works. That’s how our government works. The American people select the next President of the United States, knowing full well what the role of the Commander-in-Chief is. Therefore, I have the utmost respect for the verdict of the people. You may have noticed that, after the “unintelligible stammering,” McCain didn’t actually answer the question! But he did get one thing right: the person we elect in November will have all the power and responsibility of Commander-in-Chief. So we can’t let someone as dangerously unhinged as Donald Trump become president.

“Lipstick” cigarette packages woo young women

The new WHO report on the global tobacco epidemic reveals that only 13 out of 53 countries in the WHO European Region, most of them in the European Union, require cigarette packets to carry pictorial warnings about the dangers of smoking, and most of these graphic images cover less than half of the package. Of the remaining 40 countries, 27 stipulate that packets carry warnings of various kinds, but graphic images are not yet required, and the others call for weaker warnings. No country in the Region uses large and clear health warnings, on the front and back of packets, that highlight specific illnesses, as agreed in the WHO Framework Convention on Tobacco Control (FCTC). The tobacco industry specifically targets girls and young women through appealing pack designs. Countries increasingly restrict and ban conventional tobacco advertising: over 81% of those in the European Region ban advertising, promotion and sponsorship. The tobacco industry circumvents these bans by investing heavily in less traditional forms of promotion, such as using the packet itself as advertising.
The industry has identified women and girls as a highly viable market, and recently used new product designs, such as tobacco packages that resemble lipsticks. Social and cultural constraints are weakening, and tobacco use by females has become acceptable, and possibly even glamorous. Female spending power is increasing, and the industry’s false portrayal of smoking as a symbol of empowerment has indisputable impact.
The evidence shows that effective health warnings, especially those that include pictures, motivate users to quit and reduce the appeal of tobacco to people who are not yet addicted. Yet only close to 39% of the population in the WHO European Region lives in countries that require such warnings on tobacco packaging. Tobacco is the single most preventable cause of death in the world. This year, it will kill nearly 6 million people: more than tuberculosis, HIV/AIDS and malaria combined. Other key findings from the report include:
23% of the population in the Region (207 448 988 people) is protected by comprehensive national legislation banning smoking in public places;
19% of countries still allow smoking in hospitals and schools; and
62% of countries offer national toll-free quitlines, although 1 does not offer any support to quit tobacco use.
In addition, the WHO European Region excels in tobacco taxation. Of the 27 countries and territories in the world with the highest tobacco taxes, 22 countries are in the Region, and 42% of European countries have tobacco taxes that make up more than 75% of the retail price. On average, tax comprises 75% of the retail price in high-income countries, and 51% in low- and middle-income countries. Ireland has the most expensive price for a twenty-piece pack of the best-selling and the cheapest brands. Kazakhstan has the lowest price for the best-selling brand and the Republic of Moldova has the lowest price for the cheapest brand. Low control for high cholesterol

The largest ever study – representing 147 million people – shows that most people with high cholesterol levels are not getting the treatment they need to reduce their risk of cardiovascular disease such as heart attack and stroke. Many of these people – living in England, Germany, Japan, Jordan, Mexico, Scotland, Thailand and the United States of America – are unaware that they need treatment, which is easily accessible in the form of low-cost medicines. This study, published today in the international public health journal, the Bulletin of the World Health Organization, is the first to show the extent of the treatment gap for high cholesterol – a common risk factor for early cardiovascular deaths. In Thailand, for example, 78% of adults surveyed had not been diagnosed, while in Japan, 53% of adults were diagnosed but remained untreated.

Ship captured by pirates in Red Sea

London. A cargo vessel was captured by pirates in the Southern Red Sea. The MV Motivator issued a distress call at approximately 1pm local time. She was 50nm north of the Bab al-Mandeb and travelling south when she was attacked by two small vessels. The NATO flagship, HNLMS De Zeven Provinciën  who was 110 miles away was tasked to intercept the MV Motivator and during the night shadowed her to establish the situation on board. The vessel did not respond to any hails and at first light the NATO warship assessed that the MV Motivator was under the control of at least five armed Somali pirates. Commenting on the incident, Cdre Michiel Hijmans, the Commander of the NATO Task Force said “following the attack on MV Motivator HNLMS De Zeven Provinciën swiftly responded, shadowed the ship, identified it was hijacked and that hostages were on board. We could not intervene at that time as this could risk the lives of the hostages  The Yemeni Coastguard did respond to her distress call but received no reply and a merchant ship near by reported that suspected pirates were boarding the MV Motivator.
Today, the MV Motivator is believed to be heading for the Northern Somali coast.
NATO has contributed to the international counter piracy effort off the Horn of Africa since December 2008.  The mission has expanded from escorting UN and World Food Programme Shipping under Operation Allied Provider to protecting merchant traffic in the Gulf of Aden under Operation Allied Protector.  In addition to these activities and as part of the latest mission, Operation Ocean Shield, NATO is offering  countries in the region, upon their request, to help develop their own capacity to combat piracy.  This complements the existing international efforts as coordinated with the Contact Group on Piracy off the coast of Somalia (CGPCS).

Lifting border controls

Bruxelles. Bulgaria and Romania have moved a step closer to having their border checks with the borderless Schengen area lifted. A Council decision that both comply with data security requirements for joining the “Schengen Information System” border control database was approved by the Civil Liberties Committee on Thursday. Parliament is consulted on both countries’ accession to the Schengen Information System (SIS), the sophisticated database used by border control agents to exchange information in the fight against crime and illegal immigration. A report by Carlos Coelho (EPP, PT) approving the Council decision, which is the first step towards lifting the border checks, was approved in committee with 36 votes in favour, 1 against and 3 abstentions. An evaluation working group had verified that Bulgaria’s and Romania’s branches of the SIS system (which are not yet connected to the central database), ensure satisfactory levels of data protection and came to a positive overall conclusion, thus opening the way for further tests. These tests are to begin before the end of the year, says the Council Decision approved by the committee.

Haiti. Arlacchi (IdV): “Bertolaso ha ragione”

Gli USA hanno militarizzato il luogo del disastro ostacolando operazioni di soccorso. “Bertolaso ha ragione e Frattini torto sulla vergogna che sta accadendo ad Haiti. L’aiuto umanitario internazionale è semi-bloccato dalla occupazione militare americana coperta da alcuni pezzi dell’ONU.” Lo ha dichiarato in una nota, Pino Arlacchi, europarlamentare dell’ Italia dei Valori ed ex-vicesegretario generale dell’ONU.  “L’opinione pubblica internazionale e vari governi, tra cui quello francese, hanno protestato per l’intervento non-umanitario messo in atto dagli Stati Uniti dopo il terremoto che ha colpito Haiti. Invece di inviare soccorritori, medici, cibo e medicine come fanno tutti, gli USA hanno inviato 10mila soldati che si sono preoccupati solo di assumere il “command and control”, come lo chiamano loro, della situazione. Cominciando col bloccare l’aeroporto, destinandolo solo ai loro mezzi, e deviando gli aiuti del Programma Alimentare Mondiale, della Croce Rossa e di Medici senza Frontiere nella Repubblica Dominicana ed altrove”. “I militari USA – prosegue Arlacchi – sono per giunta arrivati a mani vuote, senza quasi nulla da distribuire nelle 72 ore cruciali di ogni post-terremoto. Si sono rifiutati di lanciare acqua e cibo dall’aria,  e hanno consentito la creazione di soli 4 centri di distribuzione degli aiuti nell’area urbana di Port-au-Prince, che ha 2 milioni di abitanti. Il loro unico interesse era la cosiddetta “sicurezza” di quello che era solo un quasi-cimitero”. “Il governo americano –  conclude Pino Arlacchi – non ha imparato nulla dalla tragedia del ciclone Katrina. Questa ottusa militarizzazione ha significato la condanna a morte di centinaia di sepolti vivi che potevano essere salvati da un intervento magari disordinato ma tempestivo. Ma i sepolti vivi di Haiti avevano, evidentemente, il colore della pelle sbagliato”.

(The press conference will be held in English) The survey interviewed 23,500 people from ethnic minority and immigrant groups in the EU about their experiences of discrimination. The survey covered four thematic areas: experiences of discrimination, experiences of criminal victimisation (including racially motivated crime), experiences of policing, and rights awareness. The survey also interviewed 5,000 people from the majority population in 10 Member States in order to compare the survey’s findings on experiences of police stops and border control.

Stockholm the EU Fundamental Rights Agency (FRA) will present the results of a major representative survey examining discrimination and racist crime in the EU in Stockholm. World Health Organization for cancer control

Geneva  World Health Organization (WHO) Director-General, Dr. Margaret Chan has appointed Ambassador Nancy Goodman Brinker, Founder of Susan G. Komen for the Cure®, a breast cancer foundation, as WHO Goodwill Ambassador for Cancer Control As Goodwill Ambassador, Ambassador Brinker is expected to raise awareness about cancer as a global public health problem. She will also advocate for strengthening global action for cancer prevention and control in the context of the Global Strategy for the Prevention and Control of Noncommunicable Diseases endorsed by the World Health Assembly in May 2008. Her messages will emphasize the need for low- and middle income countries to strengthen comprehensive and evidence-based cancer control policies and programmes.   “I am very pleased to appoint Ambassador Nancy Brinker as a Goodwill Ambassador for WHO,” said WHO Director-General Margaret Chan. “I look forward to Ambassador Brinker’s help in raising global awareness of the need for comprehensive cancer control policies. The disease burden has shifted from wealthier to less affluent countries, and her advocacy will help in building awareness in low- and middle-income countries. Ambassador Brinker served as United States Ambassador to Hungary from 2001 to 2003 and as U.S. Chief of Protocol from 2007 to 2009.  During her career as a businesswoman, consultant, health care advocate and philanthropist, she has received many awards.   Ambassador Brinker has served on various boards, including Harvard University’s School of Public Health and was appointed by President Reagan to serve on the National Cancer Advisory Board at the National Cancer Institute. With former First Lady Laura Bush, Ambassador Brinker helped launch the U.S.-Middle East Partnership for Breast Cancer Awareness and Research in the areas of awareness-building, grassroots advocacy support, research, training, community outreach, and women’s empowerment. On her appointment as WHO Goodwill Ambassador, Ambassador Brinker said: “I would like to thank the WHO for this great honor and opportunity. If we raise awareness about the global burden of cancer, its socioeconomic and psychological consequences on cancer patients and their families and the necessary actions for its control, we will be able to advance the global agenda in the fight against cancer. I will work diligently to effectively disseminate these messages to the world.”
