Commission adopts a report calling on EU Member States to ratify STCW-F Convention as soon as possible

The STCW-F Convention sets standards of training for personnel on board of fishing vessels and is an important contribution to the promotion of safety at sea. It contains stricter provisions for vessels of 24 meters in length or above, but it also contains important provisions on basic safety training and watch keeping applying to all fishing vessels regardless of their size.In 2015, Council Decision 2015/799 authorised Member States to ratify the STWC-F Convention in the interest of the European Union, and encouraged them to do so by May 2017. Today, the European Commission adopted a report to the Council reviewing Member States’ progress in the ratification of the STCW-F Convention.The report shows that only nine EU Member States have become Parties to the STCW-F Convention (Belgium, Denmark, Latvia, Lithuania, Netherlands, Poland, Portugal, Romania and Spain).Ratifying and implementing international standards on safety and working conditions in fishing is of utmost importance to protect the lives of the more than 150 000 fishers in the EU and the livelihoods of their families. Therefore, Member States are encouraged to ratify the STCW-F Convention, without further delay.Fishing is one of the most hazardous professions in Europe and according to EMSA report on marine casualties and incidents of 2018, almost 60% of the accidents are due to human error.National regulations on occupational health and safety in fishing, when they exist, vary widely between countries. Moreover, fishing being an international sector, most of its regulatory provisions are set at international level with the aim of creating a level playing field.

L’indiana Jindal Global University richiede di contrastare i crimini online durante la convention ONU a Vienna

Jindal Global University (JGU) si è distinto nel porre l’accento su questi fenomeni durante la 26° sessione della Commissione delle Nazioni Unite per la Prevenzione del Crimine e la Giustizia Penale (CCPCJ) di Vienna. EU signature of the Istanbul Convention

istanbulThe Council of the European Union today approved the signature of the Council of Europe Convention on preventing and combating violence against women and domestic violence on behalf of the European Union. Co-rapporteurs on the Istanbul Convention, Anna Maria Corazza Bildt (EPP, SV) and Christine Revault d’Allonnes-Bonnefoy (S&D, FR) made the following statement:
“I appreciate the good cooperation with the Maltese presidency and I congratulate them for this first achievement. I regret however that the EU accession is limited to only very restrict areas of the Convention, “said co-rapporteur Anna Maria Corazza Bildt (EPP, SV).
“A broad EU accession, taking into account all aspects of the Istanbul Convention will provide a strong legal framework in all Europe to prevent violence, combat impunity and protect women and girls from violence.
I reiterate the European Parliament’s call to the Commission, together with the Council of Europe, to open a dialogue with member’s states on their concerns on the Convention, to encourage them to ratify it and to support a broader EU accession in the Council. Let’s continue to join forces at all levels to make it possible, “concluded co-rapporteur Anna Maria Corazza Bildt (EPP, SV).“Today the Council approved the EU signature of the Istanbul Convention and I very much welcome it as a step forward. Time is running out considering that one third of all women in Europe have experienced physical or sexual acts of violence. But, I deeply regret the Council decision not to support the broadest accession possible, which the European Parliament called for,” said co- rapporteur Christine Revault d’Allonnes-Bonnefoy (S&D, FR).“My top priority is still to ensure that the EU accession does make a real difference in ending violence against women, once and for all. I will now pay close attention to the negotiation of a Code of Conduct defining the cooperation between the EU and its Member States for the implementation of the Convention. I call for a swift and flexible agreement in order for all parties to act efficiently.
In this time of distrust between the EU and its citizens, the EU accession to the Istanbul Convention is a great example of how the EU has a positive impact on the daily life of its citizens. Call on the Polish government to reconsider its intention to withdraw from the Istanbul Convention

polandTwo Co-Rapporteurs on the Istanbul Convention, Anna Maria Corazza Bildt (EPP, SV) and Christine Revault d’Allonnes-Bonnefoy (S&D, FR), expressed their concern on the public statement made on 7 December 2016 by the Polish Minister of Social Affairs, Labour and Family about the forthcoming renouncement of Poland’s commitment to the Istanbul Convention on preventing and combatting violence against women. They made the following statement:
“I am seriously concerned on a possible set back in our common goal to eradicate violence against women, said co-rapporteur Anna Maria Corazza Bildt (EPP, SV). “I want therefore to engage in an open and transparent dialogue with Poland and other member States on their reservations based on facts, rather than on ideology. I call on the Commission to immediately initiate this process in coordination with the Council of Europe. The definition of gender based violence in the Convention is clear: it is violence done to women just because they are women or that affects women more than men. We are talking about horrible crimes, domestic violence, sexual abuse, rape, honour killing, female genital mutilation, child marriage”.
“To consider that the Istanbul Convention is against our traditional religious values and culture is a false interpretation, even according to the experts of the Council of Europe. How could punish criminals and protect victims be against our Christian values? On the contrary, the Convention is a tool that Poland can

The European Union is built on fundamental values and I am deeply concerned to see one of our member states trying to question these core values. Now, The EU must act. Besides being assertive with Poland to respect the rule of law, I call on the EU to quickly sign and ratify the Istanbul Convention so that all members’ states will be, de facto, full members. It is not only the right move to do but the only one to ensure that women are still protected in Poland. Once again, I remind that fundamental rights are still a priority”, added Christine Revault d’Allonnes-Bonnefoy.

Polar bears gain protection under Migratory Species Convention

orsoBorn Free Foundation and Born Free USA representatives welcome the listing of the polar bear on Appendix II of the Convention on the Conservation of Migratory Species of Wild Animals (CMS), which has been meeting in Quito, Ecuador. This move extends additional protection that polar bears so desperately need. By agreeing this move, member countries, also known as ‘Parties’ to the Convention, have agreed to work more closely together to improve protection for this iconic species.The entire global population of polar bears, estimated in 2009 to consist of 20-25,000 individuals, is unevenly distributed across the circumpolar Arctic. Their range is encompassed within the territories of five countries: the United States of America, Canada, Greenland (administered by Denmark), Norway and Russia. Individual polar bears occupy extensive home ranges and migrate across huge distances, during which they frequently cross international borders meaning they classify as ‘migratory’ under the Convention’s rules. Polar bears have come to the attention of the Convention because of the worrying threats they face. Of 19 recognised subpopulations, four are classified by the Polar Bear Specialist Group of the IUCN Species Survival Commission as ‘declining’, and nine as ‘data deficient’, with only one classified as ‘increasing’. Late maturity, low reproductive rates and long-term maternal dependency make polar bears extremely vulnerable to a dramatic decrease in numbers, while their specialised diet renders them highly susceptible to habitat loss and prey-base reductions.Global warming, resulting in reductions in the sea-ice, on which the bears rely for food, mating and denning, is the main threat to the future of this iconic species. The impacts of climate change have been most dramatic in polar-regions, and Arctic sea ice extent is now more than two million square kilometres less than it was in the late 20th century. An additional 10-50 percent decline in annual average sea-ice extent is predicted by 2100.
One study predicts the global population of polar bears could fall by two thirds by 2050 as a result.Some polar bear subpopulations are also directly impacted by human activities including shipping, subsistence hunting and, in the case of Canadian populations, by sport hunting and resulting commercial trade in trophies and hides. Additional threats, such as disease, contamination with pollutants, human-wildlife conflict as human activity in the Arctic increases, and competition/hybridisation with the brown bear Ursus arctos, may become increasingly significant as polar bear habitat contracts.The Appendix II listing provides a framework within which the wider international community can collaborate in its efforts to protect this species. It complements the existing regional priorities and plans administered by the Arctic Council and the range states. The CMS listing adds value since it reaches out to the international community to assist.Mark Jones from the Born Free Foundation said: “The CMS Appendix II listing is a milestone in international efforts to protect the iconic polar bear. The engagement of the CMS family will provide mechanisms for supporting and strengthening exiting multilateral and bilateral collaborative measures between Arctic States and indigenous Arctic communities aimed at conserving polar bears. A partnership between Tuscany and Sicily to promote Italy to the Asian event planners market. This is a summary of the results of the important and new promotional agreement between Firenze Convention Bureau and Sicily Convention Bureau for the sixth edition of the China Incentive Business Travel and Meetings Exhibition – CIBTM – the most important fair in Asia for the world of meeting planners, held in Beijing from August 30th to September 1st, 2011, that every year hosts about 4,000 visitors, 400 buyers and 400 exhibitors from all over the world. The decision of this collaboration is due to past experiences which have confirmed what the Chinese customers, for your trip in Europe, is involved in multiple destinations in one trip. Great result for both the Regions, with more than 120 interviews in 3 days with local buyers interested in the Italian locations. Regarding to Firenze Convention Bureau, the consortium has been supported also by the collaboration of Promofirenze – Italian Chamber of Commerce to organize meetings targeted towards Chinese companies appropriately selected. Firenze Convention Bureau has been able to represent the Tuscan Region as a whole as a result of the agreement reached between Tuscany and Firenze Convention Promotion Bureau to assign him a leading role in promoting congressional Tuscan destinations for 2011. La Convention Reti Amiche  sarà l’occasione per fare il punto sullo stato di avanzamento dei servizi Reti Amiche attivati dai partner, per stimolare le Amministrazioni Pubbliche all’attivazione dei servizi on line, per inquadrare, anche sotto il profilo regolamentare, il tema dei “piccoli pagamenti” che sono stati introdotti in base alla Direttiva sui Servizi di Pagamento. Si terranno anche due panel sui servizi Reti Amiche attivi. Al convegno intervengono, tra gli altri, il presidente dell’Agenzia per la diffusione delle tecnologie per l’innovazione Davide Giacalone  e il vice presidente dell’Abi Giovanni Pirovano. L’intervento conclusivo del Ministro Brunetta è previsto per le ore 13,20.

46th Democratic National Convention in 2012

Letter to editor. Riccardo I am thrilled to make sure you are the first to hear some very exciting news. Charlotte, North Carolina will host the 46th Democratic National Convention in 2012. Charlotte is a city marked by its southern charm, warm hospitality, and an “up by the bootstraps” mentality that has propelled the city forward as one of the fastest-growing in the South. Vibrant, diverse, and full of opportunity, the Queen City is home to innovative, hardworking folks with big hearts and open minds. And of course, great barbecue. Barack and I spent a lot of time in North Carolina during the campaign — from the Atlantic Coast to the Research Triangle to the Smoky Mountains and everywhere in between. Barack enjoyed Asheville so much when he spent several days preparing for the second Presidential debate that our family vacationed there in 2009.And my very first trip outside of Washington as First Lady was to Fort Bragg, where I started my effort to do all we can to help our heroic military families. All the contending cities were places that Barack and I have grown to know and love, so it was a hard choice. But we are thrilled to be bringing the convention to Charlotte. We hope many of you can join us in Charlotte the week of September 3rd, 2012. But if you can’t, we intend to bring the spirit of the convention — as well as actual, related events to your community and even your own backyard. More than anything else, we want this to be a grassroots convention for the people. We will finance this convention differently than it’s been done in the past, and we will make sure everyone feels closely tied in to what is happening in Charlotte. This will be a different convention, for a different time. To help us make sure this is a grassroots convention — The People’s Convention — we need to hear from you. We want to know what you’d like to see at next year’s convention, how and where you plan on watching it — and the very best way we can engage your friends and neighbors. That’s also the belief at the core of The People’s Convention. That the table we sit at together ought to be big enough for everyone. That the thread that binds us — a belief in the promise of this country — is strong enough to sustain us through good times and bad. Barack talked at the State of the Union of his vision for how America can win the future. That must be the focus now, and I know so many of you will help talk about our plans with your neighbors — that through innovation, education, reform, and responsibility we can make sure America realizes this vision. For international forest protection funds

Nagoya. Today, at the meeting of the parties to the Convention on Biological Diversity (CBD) being held in Japan, Greenpeace Asia-Pacific released a report explaining why the Government of Papua New Guinea (PNG) is in no fit state to receive international funds under a global deal to stop deforestation and mitigate climate change. Greenpeace also presented the Government of PNG with a ‘Golden Chainsaw’ award for demanding unconditional, fast-track money to Reduce Emissions from Deforestation and Degradation (REDD) from the international community, even though it continues to destroy rainforests.
Sam Moko, Greenpeace Asia-Pacific Forests Campaigner from PNG, who is in Nagoya to launch the report and announce the award, said:  “The Government of PNG is hungry for international forest protection funds but has no plans to stop destroying its rainforests or to reduce its greenhouse gas emissions. Under the current direction of this Government, PNG is not ready for REDD.” The new report, ‘PNG not ready for REDD’, recommends that PNG only receives funding when it has enforced a moratorium on all deforestation, tackling both corruption and illegal logging. It also urges donor countries to put strict preconditions on any REDD funds they give PNG, to ensure stringent safeguards are in place to protect biodiversity as well as indigenous peoples’.
At the last REDD+ Partnership meeting in Tianjin, China, PNG was criticised for trying to derail progress on the REDD deal for its own ends. With only weeks until the UN climate summit in Cancun, efforts to fast-track forest protection funds could come to nothing if PNG continues to use its position as co-chair of the negotiations to undermine efforts to ensure the funds are spent effectively.

Roma 19 ottobre 2010 presso l’Auditorium Via Veneto  prima Convention italiana interamente dedicata alle gestione sostenibile delle strutture ricettive ideata e organizzata da Innovazione Sostenibile, che si svolgerà Un’iniziativa unica nel panorama italiano, che ha già ottenuto un ampio riconoscimento da parte di tante aziende che hanno deciso di diventare espositori, di enti e associazioni del settore e delle Istituzioni. Di grande rilevanza in particolare, per quanto riguarda queste ultime, il patrocinio concesso all’evento dal Ministero dell’Ambiente e della tutela del territorio e del mare, e dal Ministro del Turismo. Durante la mattina inoltre, grazie al contributo della Regione Lazio, si terrà il Convegno “Punta sul verde: opportunità di sviluppo e buone pratiche di sostenibilità”, nel corso del quale esperti del settore presenteranno le ultime soluzioni strategiche e gestionali per l’abbassamento dei costi e l’aumento della qualità, e i casi studio più significativi di alberghi ecosostenibili.
Molto importante anche il patrocinio all’evento di ENEA, l’Agenzia nazionale per le nuove tecnologie, l’energia e lo sviluppo economico sostenibile, che parteciperà anche alla Tavola Rotonda “Ridurre i rifiuti per far crescere il turismo. Confronto aperto sulle linee guida della Provincia di Roma”. A questo si sono affiancati a loro volta i patrocini di Asshotel – Confesercenti, Federmanagement, Equorete, Premio etica impresa e l’Ordine Ingg. Prov. di Roma.
Un segnale evidente del valore di un’iniziativa che rappresenta una reale opportunità di crescita per tutti gli attori protagonisti del settore turistico – ricettivo, in grado di offrire know how, case history e soluzioni concrete per attivare vincenti strategie per la gestione sostenibile di alberghi, resort, villaggi turistici, camping, bed&breakfast.

Convention di scienza e fantascienza

Bari 11 aprile (dalle 9:00 alle 21:00) allo Sheraton Nicolaus Hotel&Conference Center”, via Cardinale Ciasca, 27  La LevanteCon è l’unica Manifestazione italiana che unisce, in un unico grande evento, Scienza e Fantascienza attraverso due eventi: il Festival dello Spazio e la Star Trek NautiCon. All’interno dell’evento gli appassionati e i curiosi potranno trovare il Planetario, esperimenti scientifici, talk-show con ospiti scientifici e fantascientifici, mostre,  oggetti viaggiati nello spazio, oggetti di scena di Star Trek e altre trenta attività. Alla manifestazione sono abbinati due premi nazionali molto importanti: il Premio Nazionale Divulghiamo la Scienza Galileo Galilei, dedicato al divulgatore dell’anno, che nel 2010 è stato assegnato, dal Festival Science Award Commission, al Dott. Umberto Guidoni (astronauta ASI e NASA) per l’opera svolta in oltre venticinque anni di lavoro nel campo della Fisica. L’alto riconoscimento, il Premio Nazionale Divulghiamo la Fantascienza Gene Roddenberry, che viene assegnato al soggetto o ente che si è distino nella divulgazione della fantascienza in Italia. Per questa edizione il premio è stato assegnato al network televisvo Sci Fi Italia (Steel – Gruppo Studios Universal). La premiazioni, alle 17:45 per il “Galileo Galilei” e alle 18:45 per il “Gene Ronddenberry”, saranno precedute da due importanti Talk-Show con ospiti di livello internazionale. Tra i vari eventi di quest’anno segnaliamo: ospiti di grande livello (Astronauta Umberto Guidoni) e in esposizione la riproduzione fedele della Tuta Spaziale di Buzz Aldrin (missione lunare Apollo 11).

International diploma in mental health

The International Diploma on Mental Health Law and Human Rights is currently accepting applications for the academic year 2010-11. The Diploma, now in its third year of existence, is a collaboration between WHO and the ILS Law College in Pune, India. The course builds the capacity of students to advocate for human rights and to influence national legislative and policy and service reform in line with the UN Convention on the Rights of Persons with Disabilities and other key international human rights standards. It is a one year Diploma and includes two residential sessions and distance learning.  Students to date have comprised health and mental health professionals, lawyers, mental health service users/survivors, government officials, social workers, human rights defenders and families and carers.  The course is taught be a faculty of renowned international experts in the area. The International Master in Mental Health Policy and Services, promoted by the New University of Lisbon, in collaboration with WHO, is accepting applications for 2010-2011. The main scope of the Master Degree in International Mental Health Policy and Services (MHPS) is to build capacity of mental health professionals to lead and contribute to conceiving, formulating, implementing and evaluating: • National Mental Health Policy • National Mental Health Legislation • Mental Health Services and Care delivery. The course will start on the 20th September 2010, with a two-week residential session, at the Faculdade de Ciências Médicas campus in Lisbon. A second two-week residential session will take place in Lisbon, from 4 to 16 April 2011. Between the two residential sessions, the students will participate in e-learning teaching activities under the orientation of supervisors. Convention nazionale di Federcongressi

Caserta dall’11 al 13 marzo ore 9,00 (presso il Centro congressi Hotel Crowne Plaza, il Grand Hotel Vanvitelli e il Teatro di Corte della Reggia) si terrà la convention su “Le risorse umane come fattore distintivo per la generazione di valore”. Il Comitato scientifico, composto da Mike van der Vijver, Ugo Canonici, Maria Cristina Dalla Villa, Enrico Jesu e Stefano Ferri, ha prodotto l’elenco completo dei temi oggetto dei seminari e delle sessioni plenarie. Ora, in sinergia con il Comitato di supervisione e coordinamento, composto dal Coordinatore dell’area Attività Strategiche Stefania Agostini, da Gabriella Gentile (responsabile di progetto) e da Nicola Pala (coordinatore operativo), si vanno definendo i nomi dei relatori e il dettaglio dei contenuti di ciascuna sessione.  In uno scenario sempre più complesso e competitivo, caratterizzato da cambiamenti repentini e imprevedibili, le persone e le risorse di cui sono portatrici acquistano una centralità senza precedenti. Per le organizzazioni la possibilità di vincere le sfide della competizione globale passa attraverso la capacità di attrarre, individuare e valorizzare i talenti e le potenzialità dei collaboratori. Nel seminario, dopo aver chiarito il significato di concetti come “competenza”, “talento”, “potenzialità” e “attitudine”, verranno approfonditi due fattori chiave in grado di incidere in modo molto importante su questa capacità, ossia: 1) la metodologia per individuare le potenzialità e progettarne lo sviluppo, e 2) la cultura che si respira e il ruolo della leadership, davvero cruciale nel talent scouting. Verrà infine presentata la metodologia del Development center, uno degli strumenti più interessanti ed efficaci oggi a disposizione delle organizzazioni, illustrando le fasi principali che ne caratterizzano l’applicazione e individuando le principali insidie che possono ostacolarne la realizzazione. Secretary-General, Twentieth Anniversary,  Says Treaty ‘Our Beacon, Our Template’, Its Influence ProfoundFollowing is the text of Secretary-General Ban Ki-moon’s remarks on the occasion of the twentieth anniversary of the Convention on the Rights of the Child, today, 20 November, in New York: “The Convention on the Rights of the Child recognized for the first time that children have human rights, and that they need special protection that adults do not.   Over the past 20 years, the Convention has been our beacon, our template, our guide in protecting and nurturing the youngest and most vulnerable members of society.   Its influence has been profound.  It has become history’s most widely accepted international human rights treaty.   One hundred and ninety-three States have ratified it.  We look forward to the day when all United Nations members give it their full backing.  The Convention has had a huge impact on the agenda for human rights and development.  It has inspired new approaches and advances in child survival and education and it But realizing the rights in the Convention remains a huge challenge. Millions of children still die before their fifth birthday from largely preventable causes.  Millions more lack access to clean food, water and education, and are victims of violence and exploitation. Children are physically and emotionally vulnerable.  They are often the first to succumb to disease and malnutrition.  They can be scarred for life by mental or emotional abuse. That is why children should always have the first claim on our attention and resources.  But this is especially true now, at a time when multiple crises threaten the poorest people, particularly in developing countries. Children must be at the heart of our thinking on climate change, on the food crisis, and on the other challenges we are addressing on a daily basis.
