Hearing and debates on migration, asylum

commissione europeaThe Committee on Civil Liberties, Justice and Home Affairs, jointly with the Committee on Foreign Affairs and the Subcommittee on Human Rights, will hold a hearing on Tuesday 15 September 2015 on “Respecting human rights in the context of migration flows in the Mediterranean”. Draft programme of the joint hearing. The event will be chaired by Elmar Brok (EPP, DE), Chair of the Committee on Foreign Affairs, Claude Moraes (S&D, UK), Chair of the Committee on Civil Liberties, Justice and Home Affairs, and Elena Valenciano (S&D, ES), Chair of the Subcommittee on Human Rights.Key note speeches will be given by Federica Mogherini, Vice-President of the European Commission/High Representative of the EU for Foreign Affairs and Security Policy, Dimitris Avramopoulos, Commissioner for Migration, Home Affairs and Citizenship, and António Guterres, United Nations High Commissioner for Refugees (UNHCR),Members of the Parliaments of Jordan, Lebanon, Libya, Morocco, Tunisia and Turkey will also take part. The Civil Liberties Committee co-rapporteurs on the strategic report on migration, Roberta Metsola (EPP, MT) and Kashetu Kyenge (S&D, IT), will contribute to the debate.A second panel on the “Vulnerabilities of migrants and their situation in transit countries” will take place with representatives from NGOs Médecins Sans Frontières (MSF), Euro-Mediterranean Network on Human Rights (EuroMedRights) and the International Federation of the Red Cross and Red Crescent Societies (IFRCS).

Migration: Movie screening, debates and vote on the emergency relocation mechanism

labour-migrationThe Civil Liberties Committee will hold the eighth debate on the strategic own-initiative report on migration on Thursday 16 July, from 9.30 to 10.30. MEPs will discuss two working documents, one on solidarity and the other on safe and legal access to the EU. The committee will also vote on the emergency relocation mechanism of asylum seekers from Italy and Greece to other EU member states.A series of debates on the portrayal of migration through cinema is taking place in the framework of the preparation of the strategic own-initiative report on migration, followed by a sequence of screenings focussing on this topic. The fourth movie will be shown in room Altiero Spinelli (ASP) 1G3 on Wednesday 15 July, from 19.00: “Akadimia Platonos”, by the Director Filippos Tsitos. After the movie, there will be a debate hosted by co-rapporteur Roberta Metsola (EPP, Malta).
On Thursday morning (9.00 to 9.30), the Civil Liberties Committee will vote on the draft report by Ska Keller (Greens/EFA, Germany) on the provisional measures in the area of international protection for the benefit of Italy and Greece (emergency relocation mechanism of asylum seekers within the EU, on which Parliament has to be consulted).After the vote, the committee will hold the eighth debate on the strategic own-initiative report on the situation in the Mediterranean and the need for a holistic EU approach to migration (9.30 to 10.30). The discussion will focus on two working documents, one on solidarity, by co-rapporteurs Roberta Metsola (EPP, Malta) and Kashetu Kyenge (S&D, Italy), and the other on safe and legal access, co-authored by Roberta Metsola, Kashetu Kyenge, Cecilia Wikström (ALDE, Sweden) and Judith Sargentini (Greens/EFA, The Netherlands).This debate will be followed by the presentation of the European Asylum Support Office (EASO)’s annual report on the situation of asylum in the EU in 2014 by EASO’s Executive Director, Robert K. Visser, (10.30 to 11.30), and the presentation of two studies: “Policies, practices and data on unaccompanied minors in the EU Member States and Norway – 2014”, by the European Migration Network, and on “EU funds for Migration policies: Analysis of Efficiency and best practice for the future”, but the European Parliament’s Policy Department on Budgetary Affairs (11.30 to 12.30).

European Summit of Local Governments

Barcelona from 22 to 24 February 2010, Barcelona will play host to the European Summit of Local Governments.  Organised by the Spanish Presidency of the EU, this three day event will see debates on the role of local authorities at European and local level in the form of thematic sessions including: “The role of Intermediate Local Governments in the articulation of the territory”; “Sport as an instrument for social cohesion: Towards the European Day of Sport” and; “Local governments and the new energy policies”.  At the core of discussions will be the question of what local governments should do to ensure that cities continue to thrive within a cohesive Europe. With Europe set to recover from the recent global economic and financial crisis, the year ahead is likely to provide many challenges to the newly mandated European Institutions, including the Committee of the Regions who’s Plenary Session on 9 10 February will see the election of a new President and Vice President.  The European Summit of Local Governments provides a space for debate and exchange among local governments from across Europe, the European institutions, member states and the private sector, for the purpose of providing a response and promoting specific proposals in this current context of economic and financial crisis and new European governance. The future perspectives, the models, public financing and the policies of European local governments will be revised, while taking into account their special position of being the government body closest to the citizen.
Dal 22 al 24 febbraio 2010 Barcellona ospiterà il Vertice europeo delle amministrazioni locali . Nel corso delle tre giornate del vertice, organizzato dalla presidenza spagnola dell’UE, si svolgeranno discussioni, strutturate sotto forma di sessioni tematiche, sul ruolo degli enti locali a livello europeo e locale. Fra i temi che vi saranno affrontati figurano Il ruolo delle amministrazioni locali intermedie nell’articolazione del territorio, Lo sport come strumento di coesione sociale: verso una giornata europea dello sport e Le amministrazioni locali e le nuove politiche energetiche. Il tema centrale delle discussioni sarà: cosa devono fare le amministrazioni locali per garantire che le città continuino a prosperare in un’Europa coesa.

European Citizens’ Summit

Brussels May 11, Some 150 citizens from across the EU who have been taking part in a unique pan-European debate on how to tackle the economic and social challenges facing Europe will meet top policy-makers in Brussels on Monday 11th May to hand over their recommendations at a European Citizens’ Summit.  The event is the culmination of the first phase of the 2009 European Citizens’ Consultations, involving some 250,000 online users and 1,600 randomly selected citizens from all 27 Member States in a large-scale deliberative process designed to produce recommendations for action at the EU level. These recommendations, currently being voted on by the citizens who took part in national debates in all 27 Member States to select their top 15 priorities, include calls for wide-ranging measures to boost Europe’s economy, including tougher supervision of the financial markets, more focused spending on research and innovation, and increased investment in sustainable energy. Other issues raised included the fight against poverty, promoting a better work/life balance, and action on education.   The 150 participants who will attend the European Citizens’ Summit are drawn from the 1,600 citizens who took part in the national events. They will meet at Palais de la Bourse de Bruxelles, Place de la Bourse, B-1000 Brussels on May 10th from 9.30 am until 6.45pm to finalise the top 15 recommendations to be presented to the European leaders the following day. Journalists will have the opportunity to interview the participants both about their experiences during this process and the final recommendations, either during their final deliberations on May 10 at Palais de la Bourse or just before the European Citizens’ Summit on May 11 over lunch at the Palais d’Egmont II, Place du Petit Sablon, Brussels, from 12.00-13.00.  They are also welcome to attend the debates between the citizens and policy-makers at the Palais d’Egmont II from 13h to 16.30h. After introductory remarks by Olivier de Chastel, State Secretary for Foreign Affairs, Belgium, and Luc Tayart de Borms, Managing Director of the King Baudouin Foundation, there will be two panel debates: the first with the Presidents of the main European political parties: Wilfried Martens (EPP), Annemie Neyts-Uytterbroeck (ELDR), Poul Nyrup Rasmussen (PES) and Philippe Lamberts (Greens); and the second with the Presidents of the main EU institutions – José Manuel Barroso (European Commission), Hans Gert Pöttering (European Parliament), Mario Sepi (European Economic and Social Committee), Luc Van den Brande (Committee of the Regions) and Czech Deputy Prime Minister Alexandr Vondra (EU Presidency). These debates will be moderated by Pat Cox, President of the European Movement. Commission Vice-President Margot Wallström will make some concluding remarks.  For security reasons the press is kindly asked to register for one or both of the events the events by using the attached form before May 7th.  Only registered members of the press will be allowed to enter.

Rencontres internationales Paris/Berlin/Madrid

Madrid, April 16 – 25  Tabacalera – future National Centre for Visual Arts  Reina Sofia National Museum CA2M Centro de Arte Dos de Mayo  the Spanish Cinematheque  Auditorium of the Ministry of Culture. Following on from Paris in November and preceding Berlin in July, the  18th Rencontres Internationales Paris/Berlin/Madrid, now in its third  year in Madrid, will once again create a space for discovery and  thought between new cinema and contemporary art at several  prestigious locations of Madrid’s art scene: the Reina Sofia National  Museum, the auditorium at the Ministry of Culture, the CA2M Centro de  Arte Dos de Mayo, the Spanish Cinematheque, and the Tabacalera –  future National Centre for Visual Arts.  Singular in Europe due to the triangle formed between three of Europe’s main capitals, the Rencontres Internationales  Paris/Berlin/Madrid offer a rare insight into the numerous existing  contemporary audio-visual practices. Cutting-edge cinema and documentaries, video art, multimedia installations, the Rencontres Internationales’ programme is the result of an extensive research process (from around 6500 submissions) inviting certain artists, key  figures in the world of cinema and contemporary art. In the presence  of 150 artists and directors from all over the world, this year’s  festival offers an unprecedented international programme of 200 works  from Spain, France, Germany, and 60 other countries, and brings  together internationally-recognised artists and directors alongside young artists and directors presented in Madrid for the first time. Highlights include various film premières (over 30 screenings), an  exhibition, and a series of round-table debates.
