Tous les moyens doivent être mis en œuvre pour garantir la sécurité du Docteur Mukwege

Déclaration de Maria Arena, Présidente de la Sous-commission droits de l’homme, et de Heidi Hautala, Vice-présidente du Parlement, suite aux nouvelles menaces à l’encontre du Docteur Mukwege. “Les menaces persistantes dont fait à nouveau l’objet Denis Mukwege, médecin et lauréat à la fois du Prix Nobel de la paix 2018 et du Prix Sakharov 2014 décerné par le Parlement européen, sont inacceptables et particulièrement préoccupantes. D’autant plus qu’elles tombent suite à son message dénonçant le récent massacre survenu à Kipupu au Sud Kivu où il fait appel à l’application des recommandations des Nations Unies pour construire une paix durable dans le pays. L’engagement de la Communauté internationale à l’égard du Docteur Mukwege doit être à la mesure de son propre engagement et de son action en faveur des victimes de violences sexuelles en temps de conflit et pour la lutte contre l’impunité en République Démocratique du Congo, et plus largement, au niveau international. Par conséquent, il est impératif et urgent que tous les moyens soient mis en œuvre pour que sa sécurité soit garantie, en particulier à travers le maintien d’une protection renforcée par les Nations Unies. Nous aurons l’honneur et le plaisir d’accueillir très prochainement Denis Mukwege au sein de la Sous-commission des droits de l’homme du Parlement européen pour faire le point sur sa situation et sur les engagements de la République Démocratique du Congo en faveur de la protection des droits de l’homme et de la lutte contre l’impunité.”

70th anniversary of the Schuman Declaration

Bruxelles. At 10:00, MEPs will commemorate the 70th anniversary of the declaration by French Foreign Minister Robert Schuman on 9 May 1950, which set Europe on the course of integration in the aftermath of the Second World War. They are set to discuss current and future challenges and the Conference on the Future of Europe.
A part of yesterdays’ voting results will be announced at 09:00. MEPs will then hold a first remote electronic voting session between 09.30 and 10.45, with results being announced at 13.15. A second voting session will take place between 13:30 and 14:45 with announcements at 17:15. A third voting session will start at 17:30 and end at 18:45. During those voting sessions, MEPs will vote on budget discharge resolutions, on Parliament’s 2021 budget and on the first batch of amendments on a resolution on the new EU long-term budget, own resources and the Recovery plan.

Statement by EP Conference of Presidents on the Schuman Declaration anniversary

Statement by European Parliament’s President and leaders of political groups on the Schuman Declaration anniversary (9th May). The celebration of the 70th anniversary of the Schuman Declaration comes at a moment when Europe is facing its most difficult challenge since the end of the Second World War: a health, economic and social crisis triggered by the outbreak of COVID-19.
The Schuman Declaration, which laid the foundations of our European Union, started a unique and genuine political project to guarantee peace and prosperity and to improve the lives of all European citizens. Already 70 years ago the Schuman Declaration contained the idea that “Europe will not be made all at once, or according to a single plan. It will be built through concrete achievements which first create a de facto solidarity.” This step-by-step approach led to the European Union we know today.
Since the very beginning, the European project has been about building a political and economic community, based on the values arising from our common European history, like solidarity, openness, freedom, tolerance, equality in diversity and respect for the rule of law.Jean Monnet, the author of the Schuman Declaration, declared that “people do not change if it is not out of necessity, and they only see the need in times of crisis”. Each crisis is an opportunity to take a step forward. Likewise, the current crisis heightens the urgency for the European Union to start to work on how to become more effective, democratic and closer to citizens.
Over the last 70 years the world has changed dramatically and the role of the European Union is more crucial than ever. In a new emerging geopolitical order and in the context of an ecological emergency, our responsibility is to accept to become a global force of stability and peace, rule of law, sustainability and multilateralism.This crisis has shown at a very high cost that the EU remains an unfinished project and that the failure to organize solidarity, or to counter the on-going attacks on fundamental rights and rule of Law are not theoretical debates.Because we stand on the shoulders of giants, the capacity of the European institutions and all Member States to respond to current health, social, economic, environmental, security and institutional challenges should be at least commensurate with the political ambition contained in the Schuman Declaration. We need to strengthen and deepen the democratic legitimacy of the European Union, and ensure its policies and leadership are the expression of the citizens of Europe in a fully-fledged European parliamentary democracy.We believe that it is time for an ambitious debate on the future of Europe with EU citizens and all stakeholders, in order to shape the Union in which we want to live together and to find an agreement among European citizens on the political foundations we want to build for the recovery of the European continent. Solidarity has become the main condition of our future common achievements.
In this context, we continue to believe that the planned European-wide project, the “Conference on the Future of Europe” is the appropriate forum to fulfil this ambition. The Conference needs to be convened as soon as possible and has to result in clear proposals by engaging directly and meaningfully with citizens, in order to bring about a profound reform of the Union, enabling it, above all, to take decisions in the common European interest so as to make the EU more effective, united, democratic, sovereign and resilient.We reaffirm Parliament’s position and take note of the Commission’s position that the Conference process, its concept, structure, timing and scope should be agreed upon jointly by the three institutions. Therefore, we call on the Council to come forward with an ambitious position concerning the Conference.Beyond the joy and gratitude at having been united and at peace for 75 years, we need to remember that solidarity does not end at our borders. The current pandemic reminds us of the importance of multilateralism in tackling common challenges and crises together. Instead of reverting to national egotism, a strengthened and more integrated European Union that collaborates closely with international partners in a spirit of mutual fairness and understanding should be the way forward.

ASA Gold and Precious Metals Limited Announces Distribution Declaration

ASA Gold and Precious Metals Limited (the “Company”) (NYSE: ASA) declared a distribution of $0.01 per common share of the Company. The distribution is payable on November 28, 2018 to shareholders of record as of the close of business on November 13, 2018. Due to challenging market conditions in the precious metals and mining sector, the Company’s net asset value has declined during the current fiscal year. Accordingly, the Board of Directors has approved a lower distribution of $0.01 per share versus the $0.02 per share distribution declared earlier this year. For the full year 2018, the Company will have distributed $0.03 per share. Because of an overall continued low level of dividends received by the portfolio, this distribution will be paid from previously undistributed net investment income. Should current market conditions persist, future distributions, if any, from this source may be unsustainable. The Company has paid uninterrupted distributions since 1959.The Company is a non-diversified, closed-end, internally-managed fund that seeks long-term capital appreciation primarily through investing in companies engaged in the exploration for, development of projects in, or mining of precious metals and minerals.It is a fundamental policy of the Company that at least 80% of its total assets must be (i) invested in common shares or securities convertible into common shares of companies engaged, directly or indirectly, in the exploration, mining or processing of gold, silver, platinum, diamonds or other precious minerals, (ii) held as bullion or other direct forms of gold, silver, platinum or other precious minerals, (iii) invested in instruments representing interests in gold, silver, platinum or other precious minerals such as certificates of deposit therefor, and/or (iv) invested in securities of investment companies, including exchange traded funds, or other securities that seek to replicate the price movement of gold, silver or platinum bullion. The Company employs bottom-up fundamental analysis and relies on detailed primary research including meetings with company executives, site visits to key operating assets, and proprietary financial analysis in making its investment decisions.

EAN (European Antibullying Network) launches the MALTA Declaration Process against Bullying

eanThe conference was held in Valletta and was honored by the participation of the President of Malta, HE Ms. Marie Louise Coleiro Preca, the Minister of Family and Social Solidarity, Dr. Michael Farrugia, and other Maltese dignitaries. Members of the network from different EU Member States, public officials, institutional actors from Malta, the academia, professionals active in the field of child protection, as well as children took part in this high-level conference, hosted by EAN member from Malta, Families for Lifelong Learning.The conference emphasized the absolute urgency to address the widespread and still growing problem of bullying in our society and highlighted a number of recommendations to the Member States and European Institutions for specific actions to combat bullying. An EAN Declaration of Malta is to be the platform for the process of pursuing this objective from within the European Anti-Bullying Network.
“Bullying and its various forms are a major concern in schools and among children, teachers, parents and practitioners”, said in her welcoming address Her Excellency the President of Malta, Ms. Marie Louise Coleiro Preca, pointing to the growing extent of the problem. The President of Malta commended the role of the network in highlighting the need for an anti-bullying European strategy through a multi-national approach and encouraged EAN to pursue its efforts for the establishment of a European Anti-bullying Day.
In his welcoming words, the Minister of Family and Social Solidarity, Dr. Michael Farrugia, said that “bullying needs to be addressed not only among children, but in a wider context, while support has to be provided to both bullies and bullied children”, whereas he presented relevant national policies.“The 3rd International Conference taking place in Malta marks the next step in the development of the network and the fulfillment of its goals”, said the President of EAN and President of “The Smile of the Child. Mr. Costas Yannopoulos referred to the work and institutional consolidation of EAN at the EU-level: After the establishment of the network following the 1st international conference in 2014 in Athens, the 2nd conference at the premises of the European Parliament in Brussels placed the network at the heart of the European Institutions. The 3rd annual conference in Malta puts the emphasis on the continuity of the network.Apart from this strategic approach, the conference offered participants ample opportunity to exchange useful experiences and practices such as awareness campaigns, tools and programs dealing with specific forms of bullying, such as homophobic bullying, practical approaches within school communities, working and prevention methods, as well as the use of arts and in particular of cinema storytelling in the schools.
The keynote speaker of the conference, Peter Smith, Emeritus Professor of Psychology at the University of London, presented major studies on cross-national differences in bullying and demonstrated how differences in the research results reflect the overall difficulty in collecting and interpreting data, whereas Maltese Commissioner for Children, Pauline Miceli, referred to the growing extent of bullying as a daily phenomenon.
During the event a team of students from local Maltese schools presented their direct experience and views on the problem, the way they are dealing with bullying incidents in their school environment either as bullies, bullied or bystanders. Children developed a TV spot on how to stand up against bullying. The day preceding the conference, the General Assembly and the Board of Directors of the network were also held in Valletta. The members elected their new Board of Directors with the President of EAN and “The Smile of the Child” being re-elected for a period of two years. Islamic Climate Declaration calls for fossil fuel phase out

Istanbul, instanbul Islamic leaders from 20 countries today launched a bold Climate Change Declaration to engage the world’s 1.6 billion Muslims on the issue of our time.Adopted by the 60 participants at the International Islamic Climate Change Symposium, (Istanbul, 17-18 August) the Declaration urges governments to deliver a strong, new international climate agreement in Paris this December that signals the end of the road for polluting fossil fuels by creating architecture that will give us a chance of limiting global warming above pre-industrial levels to 2, or preferably 1.5, degrees Celsius.The Declaration presents the moral case, based on Islamic teachings, for Muslims and people of all faiths worldwide to take urgent climate action. It was drafted by a large, diverse team of international Islamic scholars from around the world following a lengthy consultation period prior to the Symposium. It has already been endorsed by more than 60 participants and organisations including the Grand Muftis of Uganda and Lebanon. The Declaration is in harmony with the Papal Encyclical and has won the support of the Pontifical Council on Justice and Peace of the Holy See.The Declaration calls for a rapid phase-out of fossil fuels and a switch to 100% renewable energy as well as increased support for vulnerable communities already suffering from climate impacts. It can be seen as part of the groundswell of people from all walks of life calling for governments to scale up the transition away from fossil fuels. Wealthy and oil-producing nations are urged to phase out all greenhouse gas emissions by 2050. All people, leaders and businesses are invited to commit to 100% renewable energy in order to tackle climate change, reduce poverty and achieve sustainable development.Amongst keynote speakers at the Symposium were three senior UN officials – from the UN Environment Programme, the secretariat of the UN Framework Convention on Climate Change and the UN Secretary-General’s climate change team. Presentations were also made by scientists, NGO leaders and academics. Also attending were religious leaders from many other faith traditions.That the Symposium was held in Istanbul is significant – for the first time in history, the G20 summit will be organized by the presidency of Turkey, a country with a majority Muslim population.- just two weeks before the Paris Summit, Leaders from the world’s largest 20 economies will gather in an attempt to reach agreement on how international financial stability can be achieved. The economic implications of climate change and the huge amounts of subsidies given by G20 countries to the polluting fossil fuel industry will also be on the agenda.

Washington, DC – Today, as the world pauses to recognize Human Rights Days and mark the 32nd anniversary of the adoption of the Universal Declaration of Human Rights, Human Rights First President and CEO Elisa Massimino issued the following statement: “Today we celebrate human rights defenders around the world who labor each day to make the promise of the Declaration of Human Rights a reality. Some, including this year’s Nobel Peace Prize winner Liu Xiaobo, have sacrificed their own freedom as a result of their efforts to secure basic human rights and freedoms for the oppressed. Others, including this year’s Eleanor Roosevelt Human Rights Award recipients Sarah Cleto Rial, Wade Henderson, the late Professor Louis Henkin and his wife Alice Henkin have inspired countless men and women here in the United States and around the globe to live each day in a way that will benefit the world around them for generations to come. WCIT adopts Declaration of Amsterdam

During the closing session of WITSA’s 17th World Congress on IT (WCIT 2010) in Amsterdam the Declaration of Amsterdam was presented by Minister Van der Hoeven (Economic Affairs). The Declaration of Amsterdam, subtitled ‘The Digital Road to Recovery’, spells out commitments to direct the use of ICT to stimulate economic growth and address key societal challenges such as climate change, healthcare and quality of life. To address these challenges in a full and timely manner, the intelligent use of information and communication technologies (ICT) is an important enabler. The Declaration provides a strong support for the development of ICT which is important because ICT is a crucial factor on the way to global economic recovery.  According to Minister Van der Hoeven “it is important to turn the Declaration of Amsterdam and its messages into action”. As an interesting example she mentioned the way the ICT-sector in the Netherlands together with the government wants to reduce the CO2 footprint of the ICT-sector. “More of these public private partnerships are necessary,” according to Van den Hoeven. To turn the Declaration into action the WCIT website doa.wcit2010.org contains an Action Forum to engage a wide range of stakeholders. The results provide input for a process that will continue beyond Amsterdam, towards the next WCIT in 2012 in Montreal, Canada. According to Henk Broeders (chairman ICT~Office) about 70 interesting projects have been submitted since the opening of the website, which can make a difference in making better use of ICT to fulfill its promises.  The Declaration of Amsterdam and its Call for Action is a first step towards implementing the Granada Ministerial Declaration and the EU Digital Agenda and will be recommended for support by the G20 countries at their summit in June 2010 in Toronto, Canada. The declaration is supported by among others: ICT-office, The City of Amsterdam, the Ministry of Economic Affairs, the Spanish presidency of the EU and the European Commission.

Declaration on Environment and Health

We the Ministers and Representatives of Member States in the European Region of the World Health Organization (WHO) responsible for health and the environment, together with the WHO Regional Director for Europe, in the presence of the European Commissioners for Health and Consumer Policy and for the Environment, the Executive Secretary of the United Nations Economic Commission for Europe (UNECE) and the Regional Director for Europe of the United Nations Environment Programme (UNEP) have gathered in Parma, Italy from 10 to 12 March 2010 to face the key environment and health challenges of our time. Building on the foundations laid in the European Environment and Health Process to date, we will intensify our efforts to implement the commitments made through previous WHO ministerial conferences, especially those set out in the Children’s Environment and Health Action Plan for Europe (CEHAPE). We will address these challenges by setting up or strengthening existing mechanisms or structures that can ensure effective implementation, promote local actions and ensure active participation in the European Environment and Health Process. Recognizing that economic arguments are increasingly critical to develop sound policies, we will pay special attention to fostering strategic partnerships and networks, so that environment and health issues are better integrated across the policies of all sectors. We call on these sectors and relevant organizations to work with us more closely to ensure healthy environments. We agree to meet again at the Sixth European Ministerial Conference on Environment and Health in 2016. We the Minister of Health and the Minister of the Environment, Land and Sea of Italy, on behalf of all the ministers of health and environment in the European Region of WHO, together with the WHO Regional Director for Europe and in the presence of the European Commissioners for Health and the Environment, the Executive Secretary of UNECE and other partners, hereby fully adopt the commitments made in this Declaration.

Obama and Medvedev after meeting

London, United Kingdom Winfield House (astract) President Obama: Let me just make a brief comment. I am very grateful to President Medvedev for taking the time to visit with me today. I’m particularly gratified because prior to the meeting our respective teams had worked together and had developed a series of approaches to areas of common interest that I think present great promise. So I am very encouraged by the leadership of the President. I’m very grateful that he has taken the time to visit. I am especially excited about the fact that the President extended an invitation for me to visit Moscow to build on some of the areas that we discussed on today. And I have agreed to visit Moscow in July, which we both agreed was a better time than January to visit. And my hope is that given the constructive conversations that we’ve had today, the joint statements that we will be issuing both on reductions of nuclear arsenals, as well as a range of other areas of interest, that what we’re seeing today is the beginning of new progress in the U.S.-Russian relations. And I think that President Medvedev’s leadership is — has been critical in allowing that progress to take place.
President Medvedev: (As translated.) I would like to sincerely thank President Obama for this opportunity to meet him and to meet this time in person. And, indeed, we had an opportunity to compare our views on the current relations and current situation in the world. And we had an opportunity to agree upon certain common values that we need to foster in our relations, and provide for further areas for cooperation in progression of our relations. I can only agree that the relations between our countries have been adrift over the past years. As President Obama has said, they were drifting, and drifting in some wrong directions. They were degrading, to some extent. I share the view of President Obama who said that our teams have worked really well in preparation of this meeting, and the declarations, the two declarations, which we are adopting are just another proof of that. And those are a declaration on the strategic weapons, and the declaration on the general framework of relations between Russia and the United States, which set good grounds for our further interaction. We will be very glad to host President Obama, to greet him in Moscow in July. Indeed, July is the warmest time in Russia and in Moscow, and I believe that will be exactly the feature of the talks and relations we are going to enjoy during that period in Moscow. And of course we have set out certain objectives and certain goals and tasks we need to work through in order to get better prepared for this meeting. And indeed I am convinced that is a good opportunity for this interaction. After this meeting, I am far more optimistic about the successful development of our relations, and would like to thank President Obama for this opportunity.
