Delegation to Washington: data protection, e-evidence, counterterrorism, cybercrime and immigration

washingtonA delegation of the Civil Liberties, Justice and Home Affairs Committee, led by Chairman Claude Moraes (S&D, UK), will travel to Washington D.C. from 17 to 21 July 2017. This delegation is a continuation of previous missions carried out by the LIBE Committee since 2012 and, in particular, the last one in 2016. The objective of the visit is to obtain up-to-date information on the state of play and progress in the US on major topics which fall within the remit of the LIBE Committee. Several meetings with US authorities (e.g. Departments of State, Justice, Treasury, Homeland Security, Commerce, Federal Trade Commission) Congress representatives, stakeholders, academics and civil society are scheduled.The scope of the mission focuses on matters which directly affect EU-US relations in the field of justice and home affairs, more specifically, topics related to the protection of personal data (EU-US Privacy Shield and its implementation by the US, digital privacy and electronic communications, law enforcement), cybercrime, counterterrorism, radicalisation, immigration (ESTA Programme) and protection of victims.

EU-US data cooperation: Privacy and security not a trade-off

washingtonA delegation of seven Civil Liberties committee MEPs visited the US this week. In Washington DC the lawmakers met representatives from key departments of the US administration and Congress counterparts, including ten members of the Bipartisan working group on encryption. In Silicon Valley they met tech companies ranging from Google, Facebook, Apple and Microsoft to start-ups and NGOs such as the Electronic Frontier Foundation (EFF), and discussed the EU-US Privacy Shield proposal, the newly-approved EU general data protection regulation (GDPR), big data, encryption and hate speech/freedom of expression.Commenting on the conclusions from the discussions, Committee Chair Claude Moraes (S&D, UK) said:“It is clear that encryption is all about privacy and security rather than privacy versus security. Encryption enhances security of communications so as to make them safer and prevent data breaches, identity theft and cyber-attacks of critical infrastructures, thereby enhancing consumer trust on on-line communications. Legitimate law enforcement and national security concerns should be addressed within this context with front-door solutions while ensuring due respect of fundamental rights. The current discussion in the US on encryption and law enforcement consideration shows that an in depth and careful reflection process with all interested parties is needed before putting forward hasty legislation.”
On visa and border security issues, discussions with the US administration provided insight on the recent changes to the Visa Waiver Programme and discussions with the Commission on this topic. The delegation also took stock of current practices and measures of the US authorities aimed at fighting radicalisation, countering terrorism and violent extremism and terrorism financing.

Port Corpus Christi to Present at CITEK Forum 2015

Corpus Christi, TX, USA – A delegation representing Port Corpus Christi will travel to Mexico to participate in the CITEK Forum 2015. The CITEK Forum 2015 ( is a global forum that brings together international leaders to network and have discussions in various industries such as Energy, Automotive, Aerospace, Information Systems, and Education. The forum will be held at Centro Fox in Leon Guanajuato, Mexico from September 30 to October 2, 2015. How is EU funding for migration measures best spent? European Parliament delegation to Sicily

MEPs will assess how best to spend EU funding for migration measures, including reception facilities, and how the new “hotspot” concept for screening and identification of migrants will be organised on the spot during a 22-24 July parliamentary delegation visit to Sicily (Italy). The delegation will meet Italian Under-Secretary of State in charge of immigration issues Domenico Manzione, among others, and will also visit migrant reception centres in Pozzallo and Mineo.
MEPs from the european parliament‘s Committee on Budgets and the Committee on Civil Liberties, Justice and Home Affairs will also meet government official in charge of the spending of EU funds for migration measures, representatives of NGOs, the prefects and the heads of police of the area.The delegation will also talk to officials working at the Frontex border agency, the European Asylum Support Office (EASO), the European police agency Europol, the UNHCR and Italian naval officers.The European Parliament delegation is formed by:

Civil Liberties Committee delegation to Istanbul on the Visa Package

Meetings in Brussels on 13 and 14 April Room: Paul-Henri Spaak (PHS) 1A002. Members from the Civil Liberties, Justice and Home Affairs Committee will go on a mission to istanbul (Turkey) on 9 and 10 April in the framework of the legislative work on the Visa Package, which includes proposals aiming at shortening and simplifying the procedures for non-EU nationals wishing to come to the EU for short stays, reducing costs and bureaucracy, whilst maintaining the level of security.MEPs will visit EU member states’ consulates, meet with representatives of the Local Schengen Cooperation and visit the External Services provider (VFS Global), which deals with visa applications.The delegation will be composed by the rapporteurs on the Visa Package, Juan Fernando López Aguilar (head of the delegation, S&D, ES) and Brice Hortefeux (EPP, FR), Heinz Becker (EPP, AT), Pal Csáky (EPP, SL), Nathalie Griesbeck (ALDE, FR) and Ignazio Corrao (EFDD, IT). The Civil Liberties Committee will hold a hearing on Tuesday 14 April, from 15.00 to 18.30, to discuss with experts the evolving terrorist threats and the policy approach to take, both in the field of counter-radicalisation and in the field of law enforcement and criminal justice.The first session will focus on the evolving terrorist threats and the implications for EU internal security. Contributions will come from Rob Wainwright, Director of Europol, Dolgor Solongo, from the United Nations Office on Drugs and Crime (UNODC), and Lord of Lothian (tbc), Member of the House of Lords’ Intelligence and Security Committee.The second session will focus on ways to countering violent extremism and preventing radicalisation. The invited speakers are Peter Neumann, Director of the International Centre for the Study of Radicalisation, Didier Bigo (tbc), from the King’s College of London and co-author of the study on countering youth radicalisation, and Said Aberkan, Islamic consultant from Antwerp’s prison service.The last session will focus on policy instruments in the fight against terrorism. Anna Nellberg-Dennis, Chair of EUROCOP, Frédéric Van Leeuw, Federal prosecutor in Belgium, and Quirine Eijkman, from the Centre for Terrorism and Counterterrorism of Leiden University, will present their views (draft programme)

A School of Peace of Sant’Egidio in tsunami area

mappa_filippine_matlangA delegation of Pinoy young people of the Community of Sant’Egidio will meet the Pope during his apostolic visit to the Philippines. They will ask the Holy Father to bless a marker of an Elementary School that they are rebuilding in cooperation with the local Church in Matlang, a remote village of Leyte unreached by any other help after the typhoon.Sant’Egidio is an international lay-people Association of the Catholic Church born in year 1968 in Rome and now present in more than 70 Countries. College students, workers, families, young professionals and employees are part of the Community that is active in different areas of Manila and Cebu since several years ago, experiencing what Pope Francis defined as the 3-Ps : prayer, poor and peace.At the end of a working day, they gather to pray with the common vespers. Once per week they help children of squatter-areas to get a better future through the school of peace, or they visit abandoned elderly people in Tayuman and Antipolo. They promote a new culture facilitating the peace process in Mindanao and campaigning for a worldwide moratorium of the death penalty.

Galileo service provision delegated to the European GNSS Agency

space agencyThe European GNSS Agency (GSA) and the European Commission have concluded an agreement which delegates a range of exploitation tasks for Galileo to the GSA, providing a framework and budget for the development of services and operations through 2021.The signing of the Galileo Exploitation Delegation Agreement serves as an initial step towards the full Galileo Exploitation Phase.
According to the governance structure set out in the Agreement for the Galileo programme, the European Commission is responsible for the overall programme supervision, the European Space Agency (ESA) is entrusted with the deployment phase, while the GSA is responsible for the exploitation phase.As to the exploitation phase, the GSA’s responsibilities include:
Provision and marketing of the services Management, maintenance, continuous improvement, evolution and protection of the space and ground infrastructure Research and development of receiver platforms with innovative features in different application domains
Development of future generations of the system Cooperation with other GNSS All other required activities to ensure the development and smooth running of the system “With Galileo, we aim to provide a tangible service to European citizens, and this Delegation Agreement ensures we have the tools and funding necessary to achieve this,” says GSA Executive Director Carlo des Dorides.
The Galileo exploitation phase will be progressively rolled out starting in 2014 – 2015, with full operability scheduled for 2020. The Agreement was signed between Daniel Calleja Crespo, Director-General of the Enterprise and Industry Directorate-General at the European Commission and Carlo des Dorides, Executive Director of the GSA. The Agreement specifically sets the actions to be implemented, the amount of funding provided, and the conditions for the overall management. The implementation period of the Agreement runs until 2021, with a comprehensive review of its functioning by the end of 2016. The maximum current EU contribution amounts to EUR 490 million, which will cover procurement and grant activities, including the GSA-ESA working arrangements and a programme management reserve, along with related research and development activities. The financing of the full exploitation phase will be confirmed during a mid-term review before the end of 2016.
Galileo is a flagship large-scale infrastructure programme fully funded and owned by the European Union (EU). It consists of a space segment, comprised of a constellation of 30 satellites, and a global network of ground stations. Once fully operational, it will be the world’s first global satellite navigation system under civilian control.Galileo services are expected to provide considerable economic opportunities in a wide range of domains, including transport, telecommunication, energy and banking. For example, in 2013 the annual global market for global navigation satellite products and services was valued at €175 billion and is expected to grow over the next years to an estimated €237 billion in 2020. Independence in this area is important to the EU’s economy: in 2011 it was estimated that already 6-7% of Europe’s GDP, or €800 billion, relies on satellite navigation applications.
As an official European Union Regulatory Agency, the European GNSS Agency (GSA) manages public interests related to European GNSS programmes. The GSA’s mission is to support European Union objectives and achieve the highest return on European GNSS investment, in terms of benefits to users and economic growth and competitiveness.

Civil Liberties MEPs concerned about “overload and degradation” of Italian prisons

anguillarA Civil Liberties Committee delegation visited Italy on 26-28 March to gather information on the prisons system in Italy. The delegation assessed detainees’ rights and conditions, pre-trial and prison regime for foreigners and the execution of sentences. Commenting on MEPs’ first impressions, the Head of the delegation and Chairman of the Civil Liberties Committee Juan Fernando López Aguilar (S&D, ES) said:”The European Parliament is concerned about the overload and degradation of Italian prisons. The Civil Liberties Committee delegation notes the lack of adequate budgetary resources and the political impetus needed to improve the existing tough conditions in obsolete facilities such as Poggioreale”. “The European Union must make a difference in how it deals with its most unprotected citizens. In this sense, the Civil Liberties Committee will continue to oversee the situation of prisons in all EU Member States to make sure that detainees’ fundamental rights are duly respected and proper conditions provided”, he added.

EP delegation calls for full investigation of possible CIA prisons in Europe

The European Parliament Civil Liberties Committee delegation visiting Lithuania stressed the need to investigate the allegations of secret detention sites in Europe as fully as possible.The delegation consisted of the Committee chairman Juan Fernando López Aguilar (S&D, ES), EP rapporteur on the issue Hélène Flautre (Greens/EFA, FR), vice-chair of the EP delegation for relations with the US Sarah Ludford (ALDE, UK), Tanja Fajon (S&D, SL), Michèle Striffler (EPP, FR) and Ana Gomes (S&D, PT).During their visit to Lithuania, MEPs met with the prosecutors involved in the pre-trial investigation, as well as representatives of the Lithuanian Presidency, Parliament, Justice and Foreign ministries, Human Rights Monitoring Institute and Civil Aviation Administration. They also visited a secret site near Vilnius, which allegedly was suitable for illegal detention.
In a press conference on Friday, MEPs gave credit to Lithuania for taking the courage to investigate the matter, yet also stressed the need to answer remaining questions. According to Hélène Flautre, not only Lithuania but also other countries involved have a duty to investigate the matter fully, as the alleged crimes, such as illegal transfer and detention of people, and possibly also torture, constitute serious human rights violations. “State secrecy is no excuse for human rights abuse”, added Sarah Ludford. Meanwhile, Ana Gomes called for improving national and European control of civil aviation, particularly of non-regular flights.
Chairman of the National Security and Defence Committee of the Lithuanian parliament (Seimas) Arvydas Anušauskas stressed that the parliamentary investigation found no evidence of illegal detention of any persons in Lithuania, while the oversight of intelligence activities in the country has been improved since then. “As for the remaining questions, it is up to the US authorities to answer them”, he said. Sarah Ludford promised to take up the issue with US officials. “We, MEPs, will play our part, with full respect for national sovereignty”, she added.

Sudanese church leaders raise fears of war

Sudanese church leaders fear war if people in the south are unable to vote on their independence early next year. An ecumenical delegation raised the alarm during a meeting with the UN Secretary General Ban Ki-moon on 11 October at the United Nations in New York as part of a week-long advocacy trip. Southern Sudan goes to the polls on 9 January to decide on the right to self-determination under provisions of a peace deal between the government in the north and the Sudan People’s Liberation Movement in the south, and guaranteed by the UN.
The delegation to the UN included: Archbishop Daniel Deng Bul, leader of the Anglican Church, Roman Catholic Emeritus Bishop Paride Taban of Torit and Auxiliary Bishop Daniel Adwok Kur of Khartoum, Rev Ramadan Chan, Secretary General of Sudan Council of Churches, and Dr Sam Kobia, Ecumenical Special Envoy to Sudan, and representatives from Caritas Internationalis and the World Council of Churches. UN officials assured the delegation that they would have representatives in every county of south Sudan to monitor the referendum. The church leaders raised concerns about the situation in the Blue Nile, Abyei Mountains and Nuba Mountains, where preparations for the vote were seriously flawed. They warned a return to violence in these areas could “spread to full-scale civil war in Sudan.”  They also warned of a climate of fear in the country. They urged the UN to: “Hold accountable those who abuse the human rights of southern civilians in northern Sudan.”

Council Defends Dominican Market

A delegation from a corn-milling company, Maciera Dominican, traveled to the United States this week to explore the status of the 2010 U.S. corn crop. Maciera Dominican typically purchases 70,000 metric tons (2.8 million bushels) of U.S. hard endosperm yellow corn for its corn milling operations. It was forced to switch to South American origin due to difficulties procuring hard endosperm corn out of the United States.  Maciera has been paying a $25/ton premium for flint Argentinan corn and is hoping to switch back to buying U.S. corn when the 2010 crop is harvested. The U.S. Grains Council hosted the delegation in Illinois and facilitated meetings with producers and exporters of hard endosperm corn.  “While hardendosperm corn is a small export market, it is one of the few “value added” grain products that the United States offers,” said Kurt Shultz, USGC director in Latin America and the Caribbean Region. “It’s very important that we maintain or defend our existing markets. The Dominican Republic is our neighbor and an important customer of the United States. Getting this customer back to buying U.S. corn is critical.”

Condemn President Ahmadinejad’s Remarks

At a meeting of the UN Alliance of Civilizations, the UN Secretary-General Ban Ki-Moon condemned in no uncertain terms remarks made yesterday by Iranian President Mahmoud Ahmadinejad implying a US Government role in the September 11, 2001 attacks on the United States “I strongly condemn the comments made the day before yesterday by a leader of a delegation that called into question the cause of the 9/11 terrorist attacks on US soil,” said UN Secretary-General Ban Ki-Moon. High Representative to the UN Alliance of Civilizations and former Portuguese President, Jorge Sampaio, echoed the Secretary-General’s view on President Ahmedinejad’s comment in his subsequent remarks.

Hult Delegation shines at EuroMUN 2010

Climate change, global recession, nuclear treaties, and Millennium Development goals—these are some of the issues that the Hult student delegation debated at the European Model United Nations 2010 event earlier this month. The 11-strong Hult team emerged as key leaders in foreign policy-making and diplomacy winning 3 major awards at the closing ceremony and a number of other academic and non-academic titles.  EuroMUN 2010 in Maastricht, Netherlands hosted more than 530 delegates, from 111 universities, and 50 different nations. The Hult team consisted of undergraduate and master students from Hult’s ModelUN Club and for many this was their first MUN event. At the end of the four day conference of heated negotiations and debates Hult students Vanessa Matos and Victoria Martinez were both awarded as Best Delegates, and Divya Nawale received an Honourable Mention.  Hult students had their efforts once again recognized at the Official Delegates Ball with Juan Jose Rosel winning Mr. EuroMUN, Divya Nawale taking home the title of Miss Human Rights Council and Vanessa Matos voted as Miss Social Cultural and Humanitarian Committee.

Iraqi refugees: EP delegation visits Syria

The European Parliament Delegation expressed its “appreciation on how Syria has become a shelter for hundreds of thousands of refugees from Iraq”. Furthermore, it underlined “how the country has continued to show genuine hospitality towards the refugees, despite the significant socio-economic challenges which come with hosting them”.Representing the Committee on Civil Liberties, Justice and Home Affairs (LIBE), Juan Fernando López Aguilar (LIBE chairman and Head of delegation, S&D, ES) Rui Tavares (Rapporteur, GUE/NGL, PT) and Georgios Papanikolaou (EPP, EL) conducted the three day mission.Delegation conclusions • Appreciates the hospitality and transparency of the Syrian Authorities in facilitating the Delegation’s access to the refugees, • Had excellent opportunity to gather first hand information necessary to deliver better legislative proposals for EU asylum policy, in particular concerning resettlement, • Will report to other MEPs about the continued need of assistance to refugees, which the EU and its Members States should deliver, • Believes that its testimony will strengthen EU Member States involvement for the improvement of resettlement efforts targeted also at Iraqi refugees, • Believes that the EU’s new legal framework under the Lisbon Treaty will imply a diplomatic shift for the 27 Member States in order to improve the efficiency in finding political solutions to challenges in the Middle East. Trusts that it would be the most efficient way to diminish the suffering of civilians. • Is impressed with the quality and quantity of assistance to refugees provided by the Government of Syria, the UNHCR and the NGOs present in Syria, • Has improved its knowledge as to the possible steps which could be taken to improve the European policy for refugees, which would have a universal and long lasting character, • Resettlement is one of the long-term solutions to help refugees and it can be applied when the return to the home country is not a realistic possibility.
