CalHFA Makes Preliminary Mixed-Income Program Awards to Eight Developments

The California Housing Finance Agency has made preliminary awards to eight mixed-income multifamily housing developments to use $40 million in Senate Bill 2 funds. When constructed, these housing developments will serve 1,379 low to moderate income California families. Senate Bill 2, the Building Homes and Job Act, was authored by Senate pro Tempore Toni Atkins and signed into law by former Governor Edmund G. Brown Jr. as part of 2017’s historic package of housing legislation. The measure provides a permanent funding source for affordable housing, the Building Homes and Jobs Trust Fund, of which 15% is annually allocated to CalHFA for its Mixed-Income Program. This allocation began in 2019. “I agree with our state’s leadership, including Governor Gavin Newsom and the legislature, that mixed-income housing is an efficient and effective way to address California’s affordability crisis,” said CalHFA Executive Director Tia Boatman Patterson. “This type of housing is socially beneficial for the residents and the developments are more financially sustainable.” CalHFA’s Mixed-Income Program provides long-term gap financing to help construct rental housing developments that are affordable for a mix of incomes between 30% and 120% of the Area Median Income (AMI). “It’s gratifying to see Senate Bill 2 producing real results,” Atkins said. “The bill was a top priority for me because I knew it would help provide the funding necessary to complete the financing for housing projects targeted for struggling families. I look forward to celebrating when these developments open their doors and families are able to move into their new homes.” CalHFA Mixed-Income Program funding is designed to leverage additional resources to produce new housing units throughout California at a time when our state desperately needs them. Developments receiving preliminary awards in 2019 will use bonds and tax credits, as well as partnerships with private lenders to create housing in locations that span Northern and Southern California.

Human Rights begin within the Churches

The Church and Society Commission of CEC (CSC) is organising a Consultation on “Human Rights begin within the Churches”, related to the project Human Rights Manual for European Churches, from 3-5 May 2010 in Hildesheim – Himmelsthür in Germany. The local host is the Church and Society Commission of the diocese for Central Europe of the Serbian Orthodox Church in whose premises the Consultation will take place. About thirty participants from across Europe will discuss the practical concepts of the Human Rights Manual for European Churches (Part II), including Human Dignity – Security of the Person, Religion and Public Life, Discrimination and Equality, the movement of people, Roma etc.  The discussions will take place on the basis of recent trends and developments in the human rights discourse from the perspective of the European Institutions and European churches, and the priorities of the Churches’ human rights home agenda and themes already tackled in its first part. The participants will shape the Churches’ Human Rights Experts Network, which will serve for the implementation of the Human Rights Manual for European Churches.  The Church and Society Commission of CEC is thankful to the authors of the Human Rights Manual for European Churches (Part I) for their valuable contribution in supporting and strengthening the churches’ involvement in promoting and implementing human rights.

EU: Fundamental Rights Agency

The European Union Agency for Fundamental Rights (FRA) released its Annual Report 2009. The report covers information, events and developments in the EU for the year 2008. It supplies material under the heading of ‘racism, xenophobia and related intolerance’, and adds to this an overview of developments in a range of other fundamental rights areas, consistent with the Agency’s mandate. The Agency’s research shows that alarmingly few people are aware of their rights and where to report incidents of discrimination. Poor data collection in the EU-27 continues to hamper the implementation of effective policies to combat discrimination, whilst gaps in legal protection ensure that discrimination continues to thrive in certain areas. The FRA calls for better official data to raise awareness of how to report discrimination and encourage effective crime prevention initiatives at Member State level. Member States should also be encouraged to close the gaps in legal protection, raising awareness of the legal instruments available and targeting specific groups at risk of discrimination.
The Annual Report 2009 of the European Union Agency for Fundamental Rights (FRA) covers information, events and developments in the EU in 2008. This report is broader in scope than previous Annual Reports of the Agency. As with previous years, the report covers material under the heading of ‘racism, xenophobia and related intolerance, but it adds to this an overview of developments in a range of other fundamental rights areas, consistent with the Agency’s mandate. In addition, it contains a summary of FRA activities on fundamental rights in the form of research projects, incident reports and opinions produced in 2008. The European Union Agency for Fundamental Rights was established in March 2007 in Vienna (Austria). The Agency has three key functions: to collect information and data on fundamental rights; provide advice to the EU and its Member States; and promote dialogue with civil society in order to raise public awareness of fundamental rights.
