Not a listening exercise, but a real relaunch of the European project

The President of the Union of European Federalists (UEF), Sandro Gozi, welcomes the Franco-German non-paper on the Conference of the Future of Europe with a view to the upcoming Council meeting:
“I am delighted to see the French and German governments placing the Conference on the Future of Europe firmly on the European agenda for the next Council meeting. Following a promising draft in the Constitutional Affairs Committee of the European Parliament, it is good to see that also the Member States recognise the urgent need for a relaunch of the European project. I also welcome that the Franco-German proposal foresees an open mandate for the Conference aimed at tangible reform proposals. We do not have the time for another inconclusive listening exercise. This open mandate will allow the members of the Conference to make all types of proposals they deem necessary to strengthen Europe, including treaty changes or a new treaty framework altogether where it is needed to give Europe the necessary competences, financing and effective governance tools.””The results of the Conference should however not only be presented as recommendations to the European Council as the Franco-German paper envisages. Instead, Member States must give a clear commitment from the start either to take forward the results in the framework of an Article 48 procedure or by a sub-set of member states where unanimity cannot be reached”, Gozi continues.
The President of the Young European Federalists, Leonie Martin, adds: “While decisions of the conference must be taken by participants with a democratic mandate, the success of the conference hinges critically on the meaningful inclusion of citizens and civil society in the process. Citizens know what they expect from Europe – we must be given a chance to express our demands! The Conference should therefore be supported by consulting organs composed of citizens and experts from civil society on different levels of technical detail, in Brussels, but also beyond the capitals!”

Maltese EU Presidency: Revitalizing faith in the European Project

A joint delegation from the Conference of European Churches (CEC) and the Commission of Bishops’ Conferences of the European Union (COMECE) met with the Prime Minister of Malta, Dr Joseph Muscat, and representatives of the government of Malta at the start of their six month Presidency of the Council of the European Union. The meeting was convened to discuss common concerns, especially relating to the priorities of the Maltese presidency including migration, neighbourhood policy, and social inclusion.“Malta’s Presidency of the Council of the European Union offers our nation the opportunity to give a strong impetus to revitalizing faith in the European project,” said the Archbishop of Malta, Mgr Charles J. Scicluna.Issues relating to migration and the reception of refugees in Europe dominated the hour-long meeting. Both government and church representatives expressed the need to reframe this discourse, including speaking of the benefits of migration for European societies and emphasising opportunities to welcome those in need of safety in Europe. The churches also reiterated their call for improved safe and legal pathways to Europe, the central importance of family unity and reunification, and the work churches do in local contexts in providing transformative encounters with refugees.The CEC-COMECE delegation also encouraged the Maltese government to take a holistic, global approach as they make progress in each of their priority areas. Responses to migration and the reception of refugees must take into account the root causes of the displacement of people, including ecological crises. The United Nations Sustainable Development Goals and their coherence with European Union policies are one area for developing a robust and balanced approach.
The meeting of CEC and COMECE with the Maltese Presidency of the Council of the European Union took place under Article 17 of the Treaty of the Functioning of the European Union. This is a commitment of the EU to open, transparent, and regular dialogue with churches and religious communities. Enrico Letta Appointed President of the Jacques Delors Institute

Paris. Former Italian Prime Minister Enrico Letta, dean of the School of International Affairs at Sciences Po in Paris, has been appointed president of the Jacques Delors Insitute, a European think tank founded twenty years ago by former European Commission President Jacques Delors. Enrico Letta succeeds António Vitorino, a former European commissioner and former Portuguese deputy prime minister who was appointed to head up the think tank in 2011. António Vitorino was appointed in the wake of the sudden death of Tommaso Padoa-Schioppa, who had chaired the institute for five years and whose line of thought continues to provide the think tank with its inspiration today. The institute’s founding president said that he is “happy” that Enrico Letta has been appointed and he sent the former Italian prime minister his best wishes for a successful term of office. “I am certain that Enrico Letta will prove capable of pursuing our mobilisation in favour of the construction of Europe, particularly at a time when Europe is facing so many challenges”, Jacques Delors said, also voicing his gratitude to António Vitorino and to the institute’s team as a whole. The institute’s new president said that he is “extremely honoured to become the president of the Jacques Delors Institute. This appointment provides me, in my capacity as a convinced proEuropean, with a splendid opportunity to grasp in my endeavour to devote even more of my time and energy to imparting a fresh thrust to European integration, a process in which my faith is even stronger at this time of crisis. We should see this crisis as an opportunity for imparting a fresh boost to the European project”. Enrico Letta, who will be heading up a team of some twenty people in the institute’s two offices in Paris and in Berlin, will be able to rely on the assistance of Jacques Delors, the institute’s founding president, and of Pascal Lamy, its president emeritus who is a former director general of the World Trade Organisation and a former European Commissioner.
