Upgraded EU visa information database to enhance security at external borders

Committee would ensure a better EU response to security and migratory challenges. Visa Information System (VIS) is an EU database used by authorities to store issued visas, to verify that a person presenting a visa is its rightful holder and to identify persons found on the Schengen territory with no or fraudulent documents. The reform would enable the system to better respond to evolving security and migratory challenges and improve the EU’s external border management The Civil Liberties Committee agreed to the following changes to VIS: mandatory security checks across all databases (such as for example Eurodac and the Entry-Exit System) to detect applicants using multiple identities and identify anyone posing security or irregular migration risks;
inclusion of long-stay visas, including the so called golden visas, and residence permits in the database to close security information gaps;
the age for obtaining fingerprints and facial images of minors will be lowered from 12 to 6 years, to help identify and trace missing children and establish family links;
a more structured access to Europol and law enforcement authorities to VIS data for the prevention, detection or investigation of terrorist offences or other serious crimes or for the search and identifying of missing or abducted persons and victims of trafficking, and Quote.
Rapporteur Carlos Coelho (EPP, PT) said: “We are securing our territory before people reach our borders. We are enhancing the screening of third country nationals, including those with golden visas. We will have better tools for return. We will prevent child trafficking and better identify criminals and terrorists. This is a future proof VIS.”The draft report was adopted by 30, to 8, 3 abstentions on Monday. The Full House will likely vote on the draft report in the first March plenary.The Civil Liberties MEPs agreed that the new rules should become applicable two years after their publication. Eu-LISA agency will be responsible for the development and management of the upgraded VIS database.

MEPs back plans to pool policing of EU external borders

Plans to set up an EU border control system, bringing together the EU’s Frontex border agency and national border management authorities, were endorsed by MEPs on Wednesday. Under these plans, national authorities will still manage their borders on a day-to-day basis but, if their EU external europeborders are under pressure, they will be able to seek help from the European Border and Coast Guard Agency (EBCG), to rapidly deploy pooled border guard teams to those borders.”The European Border and Coast Guard Regulation will ensure that the EU external borders are safer and better managed. This is not a silver bullet that can solve the migration crisis that the EU is facing today or fully restore trust in the Schengen area, but it is very much needed first step”, said rapporteur Artis Pabriks (EPP, LV).In cases where a member state faces increased pressures on its external border, such as disproportionate migratory pressure or cross-border crime, rapid border intervention teams could be temporarily deployed either at the request of an EU member state or by Council decision:following a member state request, an operational plan would be agreed with the EBCG, which would deploy, within five working days, the necessary staff and provide technical equipment,in cases where a member state does not take up the measures proposed by the EBCG or migratory pressure is jeopardising the functioning of the Schengen border check-free area, the EU Commission may present the Council with a proposal to act. The Council will then decide on the need to send border intervention teams. The operational plan should be agreed by the member state concerned and the EBCG before deployment can take place, and if a member state opposes a Council decision to provide assistance, other EU countries may temporarily reintroduce internal border checks.
The EBCG will play a greater role than today’s Frontex agency in returning migrants to their country of origin, but only where executing decisions that have already been taken by national authorities. Return provisions have been further strengthened by additional fundamental rights safeguards. The EBCG agency will not be involved in returns between non-EU countries.The EBCG will not have its own border guards but will be able to call on a rapid reaction pool of 1,500 border guards to be nominated by member states.
MEPs ensured that the teams of border guards in the Rapid Reaction Pool will have the equipment they need, by inserting a requirement to make equipment available from the rapid reaction pool no later than 10 days after the operational plan is agreed.The EBCG will be accountable to the European Parliament and Council. Parliament will be kept informed through regular reporting and access to information for MEPs.The mandates of the European Fisheries Control Agency (EFCA) and the European Maritime Safety Agency (EMSA) will be aligned with that of the EBCG, so as to enable all three to coordinate their operations at sea and share information.
They are empowered to support national authorities performing coastguard tasks at national and EU levels and where appropriate at international level. The text voted by the European Parliament will be sent to the Council for approval. The legislation is expected to enter into force this autumn.

Secure EU external borders to help save Schengen passport-free area, urge MEPs

Plenary – Schengen. The reimposition of checks at the Schengen area’s internal borders has put one of the greatest and most tangible achievements of the European project at risk, observed most MEPs speaking in a debate with the Commission and the Council on Wednesday. They agreed that, in order to restore the normal functioning of the passport-free zone, the EU’s external borders need to be properly secured.
Many speakers warned about the costs that these internal border checks impose particularly in the transport and tourism sectors. Others questioned the need for and proportionality of the current controls and demanded that they be lifted as soon as possible. Commissioner Dimitris Avramopoulos underlined that these border checks are “exceptional and temporary” and assured MEPs that the aim is to lift them by the end of the year, at the latest.

The European Union’s external borders

Montenegro exodusThere is a race today in Europe between two very different concepts of how to restore control over the European Union’s external borders. One plan foresees the orderly large-scale resettlement of hundreds of thousands of refugees from Turkey and an end to the Balkan route by controlling the Aegean through close cooperation between Greece and Turkey. Versions of this plan are backed by German chancellor Angela Merkel, although crucial details remain to be settled and negotiated.However, there is also a radically different plan which proposes blocking all refugee movement by constructing a new wall across the Southern Balkans, an insurmountable fence along the green borders between Greece and all of its northern neighbours: Macedonia, Albania and Bulgaria. This idea is the brainchild of Hungarian prime minister Viktor Orban, and backed by other Central European political leaders.The decision as to which of these plans will be implemented and backed by European institutions will have far-reaching consequences for Greece, Balkan stability, EU relations with Turkey and the future of refugee law around the world.In recent weeks, ESI presented its analysis on the refugee issue in Vienna, Berlin, Brussels, Washington, Athens, Istanbul, and Munich; we explained what it would take to implement the Merkel plan; and argued why the Orban plan was certain to fail. It would needlessly and unfairly antagonize Greece, destabilise the Western Balkans and create a huge demand for readily available smuggling services. It would also require a fence on the scale of the Iron Curtain or the Israeli fence along its Egyptian border (which took three years to build) and the readiness to use deadly force to have any real chance to stop those determined and desperate enough to cross the Iranian-Turkish border or brave the deadly Aegean.(photo: Montenegro exodus)
