Europe has been more resilient than US to the financial crisis, a study on mortality found

Milan/Rotterdam. European countries have been more successful than US in avoiding an aggravation of health inequalities due to the 2008 financial crisis. This is the conclusion of a study published on PNAS by Lifepath, a project funded by the European Commission, which investigates the biological pathways underlying social differences in healthy ageing.Health inequalities between different socioeconomic groups are a highly persistent phenomenon, despite having been the focus of public health policy in many countries. Since the early 2000s, the United States has experienced a rise in the so-called “deaths of despair” among low educated middle-aged white Americans, as a result of rising rates of suicide and poisonings, partly due to an epidemic of misuse of opioid painkiller drugs. The multidisciplinary team of Lifepath experts tried to see if similar trends occurred also in Europe. The researchers, led by Johan Mackenbach, professor of Public Health at the Erasmus University Medical Center in Rotterdam, collected data on mortality from 1980 to 2014 for 17 countries (covering 9.8 million deaths), and data on self-reported morbidity – which is a condition of disease, disability, or poor health – from 2002 to 2014 for 27 countries (covering 350,000 survey respondents). And they found that, in contrast to the United States, and despite the occurrence of an economic crisis, health of the low educated in Europe has improved in recent years, while health inequalities have sometimes narrowed.«As the negative consequences of economic crises are likely to strike harder on the most disadvantaged, it is important to assess the health effects by socioeconomic group», said Mackenbach. «Our study shows that, despite the recession, most European countries have experienced an improvement of the health of the low educated in recent years. In Eastern Europe, this even represents a reversal as compared to previous decades».In most Western European countries, mortality has steadily declined among both the low and the high educated without visible signs of a trend interruption due to the 2008 financial crisis, despite the very real increases in unemployment and poverty, often accompanied by cuts to social security and health services. «We think that the underlying trends were too powerful to be derailed, and the short-term effects of the crisis on people’s living conditions were too weak and too well-buffered to be translated into wide-spread health risks», said Paolo Vineis, professor at the Imperial College of London and leader of the Lifepath project.Also, the effects of the economic crisis on people’s health risks were probably mixed, because some risks, such as the stress of being laid off or having financial debts, increased, contributing to a rise of the suicide rate, whereas other risks, such as the risk of dying in a car crash or of excessive drinking, declined.In several Eastern European countries, particularly Hungary, Lithuania and Estonia, a trend reversal has occurred: after a dramatic increase due to the political and economic transformations following the collapse of the Soviet Union, mortality has started to decline among the low educated. These changes have been attributed to a combination of long-term declines in smoking, improvements in health care, dietary changes, road traffic safety measures and alcohol control policies. The massive investments in these countries’ infrastructure, supported by the European Commission, may also have helped. «This is probably our most remarkable finding, as such an inversion has not been reported before», concluded Mackenbach. «It seems that mortality-lowering policies have finally also reached the low educated. This means that inequalities by socioeconomic position need to be monitored when new health strategies are being implemented».

In 2015 we supported 95.701 children and their families across the country and based on the needs of society this year we strengthened and expanded our services for the benefit of all children. The Smile of the Child thanks to the support of citizens and companies managed to deal with the radical increase of requests for support and assistance. Over the last 5 years (2011-2015) the number of supported children and families met an increase of312,5%” said the President of the Organization, Costas Yannopoulos.According to the 2015 annual statistics:The National Helpline for Children SOS 1056 received 272.881 calls (748 calls a day), out of which39.793 related to serious issues of children;
The National Helpline for Children SOS 1056 received 988 reports of serious cases of child abuse and neglect which affected a total number of 1.975 children;
“The Smile of the Child” handled 114 cases of direct intervention for 156 children at immediate risk, 124 of which in need of immediate removal from the family environment;
It received 128 requests of sheltering for 186 children at risk. 48 of them are today living in one of the Homes of the Organization;
1.924 individuals sought counseling support from our Organization on issues related to minors;
The European Hotline for Missing Children 116 000 received 8.852 calls.
141 requests of support to searches for missing children were made to the European Hotline. 119 children were located out of a total number of 141 cases for which specialized services and guidelines were provided. Important to mention that 69% of the missing cases related to teenagers who had run away due to relationship problems within the family environment;
12.828 children and their families with welfare problems were supported. 54,6% was supported for a first time in 2015. In 79,2 % of the supported families, its members were unemployed or under insecure employment status;
324 children are currently living in 11 Homes of our Organization. 180 of these children received special therapeutic support;
214 children received therapeutic support in total during 3.310 sessions provided by the scientific team of our Day Center for the psycho-social rehabilitation of children and teenagers, victims of any form of abuse or violence;
53 adults who had been raised in one of the Homes of our Organization are still provided with support and assistance as necessary (financial support, accommodation, in kind support etc.) These adults study, work or perform their military service.
53 children and their families received services provided in 3 of our Daycare Homes located in the regions of Agrinio, Ilia and Mytikas. For 81% of these families social factors lead them to seek this kind of support.
1.097 children with health problems were supported in a total number of 4.559 requests;
1.409 newborns and children were transported, in response of 3.208 calls of requests and covering 241.109 km! 372 of these children were newborns and infants.
15.038 children in 10 regions of the country were provided for free with 24.749 medical and dental exams through 3 Mobile Medical Units (Multi-Medical Unit “Hippocrates”, Dental Mobile Unit and Ophthalmological and Otorhinolaryngology Mobile Units;
From 2002 until today, 72.586 children have visited our Mobile Medical Units, whilst from 2013 until today 87.354 medical exams have been provided in total;
12.989 hospitalized children received recreational activities at the children’s hospitals of Athens, Thessaloniki and Patras in 2015;
Interactive preventive interventions were conducted to 41.635 students, 16.074 parents and 3.043 teachers through 1.025 visits at school communities nationwide. Bullying and School Violence were the selected topics in more than half of these interventions (56%).

Families Weather Global Financial Crisis

Washington, Governments’ responses helped many families in Eastern Europe and Central Asia to navigate the global economic crisis through a variety of initiatives, including unemployment benefits, public works programs, and in some cases, last resort social assistance programs, states a new World Bank report released in Washington today. However, these initiatives only reached a minority of the families affected by the crisis. Based on specialized crisis response surveys and government monitoring data, the report, ‘The Jobs Crisis: Household and Government Responses to the Great Recession in Eastern Europe and Central Asia’, concludes that the crisis’ effects were, and continue to be, more acutely felt in Eastern European and Central Asian countries than in any other region in the world. Although triggered by tightened credit markets, the crisis brought massive labor market shocks to the region. Registered unemployment in 27 Eastern European and Central Asian countries increased from 9.4 to 12.2 million between December 2008 and December 2009. In Russia, Turkey and Ukraine unemployment increased by around 30 percent between 2008 and 2009. Youth unemployment also rose sharply, with up to a third of young people unable to find work in some countries. Workers who kept their jobs took home smaller paychecks as employers offered lower hourly wage rates or fewer work hours. Worker benefits were also reduced or cut. These effects were felt among poorer households which often did not have the required savings to cushion the impact of the crisis. Consequently, family well-being was threatened as families bought less and cheaper food. Families’ health care expenditures were also markedly reduced. Crisis-affected households in Armenia, Bulgaria and Montenegro, for example, reduced preventive and other doctor visits and prescription drug use significantly. Governments in Eastern Europe and Central Asia played a crucial role in reducing the effects of the crisis on household incomes, the report notes. In close to a third of countries in the region, unemployment benefits were among the first to reach crisis affected households. But, unemployment insurance coverage varied across countries, in some cases leaving many households to fend for themselves after the breadwinner lost his or her job. In Armenia, Kazakhstan, Latvia and Russia, governments responded by implementing public works projects and increasing public investment to boost hiring, while Turkey focused on reducing barriers to hiring women and youth. Still others focused on expanding access to training or retraining. And despite immense fiscal pressures, governments in the region reduced education and health budgets less than their overall GDP contractions – in an attempt to ensure that basic services for poor people were not cut drastically.

Financial Crisis in South East Europe

Vienna, Austria December 2, 2009 12:00 pm CET Media Call-in Roundtable with John Hegarty, Head, Centre for Financial Reporting Reform.  Finance Ministers from eight economies in South, East and Central Europe will meet in Vienna on December 3 in support of a unique regional action plan that will increase stability in their country economies and help support their accession to the EU by accelerating reforms in corporate financial reporting and auditing. The conference, hosted by the World Bank’s Centre for Financial Reporting Reform will include the Finance Ministers from Albania, Bosnia & Herzegovina, Croatia, Kosovo, Macedonia, Moldova, Montenegro and Serbia. The Ministries support the jointly developed “Road to Europe – Program of Accounting Reform and Institutional Strengthening” (REPARIS) plan for the period 2009-2013. The action plan seeks to urgently assist each economy in overcoming the current financial crisis, by improving the climate for internal and external investment, which is important for job creation and economic growth. John Hegarty, Head of the Centre for Financial Reporting Reform, will host an audio conference to explain the challenges that lie ahead and how the plan will help countries to tackle them. Matisse: 1917-1941: Solo show

Palacio de Villahermosa Museo Thyssen-Bornemisza Matisse’s career can be divided into three major periods: the years running from the end of the 19th century up to 1917; a middle period from 1917 to 1941; and a final period from 1941 until the artist’s death in 1953. The present exhibition focuses on the middle period, which is the longest and the least well understood. Marked by the shadow of World War I and by forebodings of the next worldwide conflict, this period can be divided into two very different halves; the first one, spanning the 1920s, was characterised by the growing acceptance of modern art both by society and institutions, a process in which Matisse was the leading figure together with Picasso; and the second half, which was dominated by the world financial crisis of 1929, the Depression, the serious social and political tensions the 1930s, and finally World War II.  When Matisse returned to his -painting of intimacy- in 1934 the historical climate had changed and his investigations became increasingly self-absorbed and inward looking. He gradually abandoned his intention to express volume and space through colour, and his compositions now concentrated on line. When the German army occupied France in 1940 Matisse decided to remain in the country, unlike many other artists and writers who moved to the United States. In 1941 he underwent a major operation and was almost on the point of death. The artist never fully recovered and from then onwards had to remain in bed for most of his time. This did not, however, prevent him from working, submerging himself in his creative activities and focusing on a series of drawings that he entitled The’mes et variations. About influenza pandemic

The 62nd World Health Assembly opened today in Geneva, as officials from 193 member countries began their annual review of the activities of the World Health Organization and set new priorities for the future. In her address to the Assembly, the WHO Director-General, Dr Margaret Chan, noted that the world was facing multiple crises, including the current financial crisis and global economic downturn. In addition to this, it also faced the prospect of the first influenza pandemic of this century. She said that the world today was more vulnerable to the adverse effects of an influenza pandemic than it was in 1968, when the last pandemic began. The increase in air travel, meant that any city with an international airport was at risk of an imported case. Global economic interdependence amplified the potential for economic disruption. Dr Chan noted that 85% of the burden of chronic diseases was concentrated in low and middle income countries, which meant that the developing world had by far the largest pool of people at risk for severe and fatal H1N1 infections. She urged the international community to look at everything that could be done to collectively protect developing countries from bearing the brunt of an influenza pandemic.  The Director-General said that concerns about a pandemic should not overshadow, or interrupt other vital health programmes. She said that an effective public health response to threats depended on strong health systems that were inclusive, and offered universal coverage down to the community level.  Adequate numbers of trained, motivated and compensated staff, as well as fair access to affordable medical products and other interventions were all required for an effective public health response to the current situation. She urged delegations in particular to complete work under the item on public health, innovation and intellectual property. The International Health Regulations and the need to finish the job of polio eradication were all important issues. Dr Chan also referred to the proposed programme budget which will be discussed by the World Health Assembly, and said that “WHO is prepared to lead the response to a global public health emergency. Our services, in several areas, are strained, but we are coping. We need to be assured that we continue to function well, especially if the emergency escalates.

To combat economic crisis

The European University Association (EUA) – an organisation representing more than 800 universities and 34 national university (Rectors’ conferences) associations – has today published a Declaration that contains a series of targeted messages to Europe’s politicians with proposals from universities to help combat the current economic and financial crisis. Based on the outcomes of the recent EUA meeting of Europe’s university leaders in Prague – the Declaration also sets out a long-term agenda for European universities in the next decade identifying ‘10 paths to success’.The Declaration – that will be presented to the 46 education ministers attending the Bologna process Ministerial Summit at the end of April – underlines universities’ role as a driving force for economic recovery in Europe. However, it stresses that for universities to play their full role in helping European economies out of recession, politicians must commit to major investment in higher education and research. “Europe cannot afford to run the risk of losing a generation of talented people or a serious decrease in research or innovation activity,” the Declaration underlines. EUA urges “decision makers at the national and European level to emulate the major investment in higher education and research that characterises the US economic stimulus package” and which supports both high end research and students and families struggling to pay for higher education. EUA is calling for renewed efforts from governments to reach the Barcelona target of 3% (of GDP) investment in research and the 2% (of GDP) target for investment in higher education proposed by the European Commission. The Declaration recommends that European stimulus packages are needed to: create real opportunities and incentives for young researchers; to tap unused potential through the implementation and financing of lifelong learning across Europe; and to upgrade universities’ facilities and campus infrastructure.

Daily guidance of President Obama

President Obama will be joined by Congressional leaders and middle school students from the Washington, DC area in the Roosevelt Room to congratulate the astronauts on the International Space Station and the Space Shuttle Discovery on their successful ongoing mission.  There will be a pool spray during the call.   Later in the morning, the President will receive the Presidential Daily Briefing in the Oval Office.  This meeting will be closed press.  The President will then hold a one-on-one meeting with Australian Prime Minister Rudd in the Oval Office.  The President and the Prime Minister will discuss major issues such as the international financial crisis, climate change, Afghanistan/Pakistan policy, nuclear nonproliferation, and arms control.  There will be a pool spray at the bottom of the meeting.  In the early afternoon, the President will receive the Economic Daily Briefing and have lunch with the Vice President in the Oval Office.  These meetings are closed press.  In the evening, the President will hold a news conference in the East Room.  This event is for credentialed press only; the deadline to apply for credentials has already passed.

Creativity and Innovation

Brussels 14-15 April 2009 Spring University on the European Year of Creativity and Innovation during the financial crisis. The European People’s Party Group in the Committee of the Regions is holding its fourth edition of Local Media Meets Europe – Europe Meets Local Media on 14th and 15th April 2009. The two-day event will take place in Brussels with the aim of encouraging local and regional media to take an interest in European issues.  The topics for discussion will include how the financial crisis has affected regions and cities, the role of SMEs in fostering jobs and growth and how investing in creativity within the environmental sector can bring economic development to regions. On the second day, debates will focus on the importance of communicating European Affairs in a way that citizens can relate to and how this is particularly relevant in light of the June elections. It will also be an opportunity to get advice on how to find information which is relevant at the local and regional level. The meeting will be concluded by a networking lunch in the European Parliament.

President “Lula” of Brazil to Washington

President Obama will meet with President Luis Ignacio “Lula” Da Silva of Brazil at the White House on Saturday, March 14.  Brazil is a close friend and partner of the United States and the President looks forward to discussing ways in which the two countries can strengthen cooperation on global and hemispheric challenges.  The President looks forward to consulting with President Lula on effective measures to respond to the global financial crisis during the upcoming G-20 meeting, ensuring a productive agenda for the Summit of the Americas in April, and on ways to deepen cooperation on other wide-ranging issues in the bilateral relationship.
