NATO Commander meets Russian Counterpart in Gulf of Aden

Yesterday, Rear Admiral (LH) Sinan Azmi TOSUN, Commander of the NATO Counter Piracy Mission Operation Ocean Shield, visited the Commander of Russian Warship Detachment of Russian Pacific Fleet, Captain 1st Rank Ildar AHMEROV on board his flagship ADMIRAL TRIBUTS in the Gulf of Aden. The Russian Federation warship, as part of its counter piracy operation, was escorting a merchant vessel convoy and passed the area where the NATO flagship TCG GIRESUN was patrolling. In addition to an exchange of briefings and a ship tour, the visit programme also allowed for open discussion and that opportunity was eagerly used. During a constructive meeting both sides shared information on their counter piracy operations and discussed possible opportunities to conduct training which will enable interoperability between NATO and Russian ships. Commanders expressed their clear determination to improve coordination which allows different task forces to tackle the piracy problem together. Following the meeting, Rear Admiral (LH) Sinan Azmi TOSUN said, “We had a fruitful meeting. Our meeting will certainly help us to work together to tackle piracy in the region. We are all actors in the same area and good cooperation between our forces will enhance the effectiveness in keeping the shipping lanes safe as well as mutual understanding of the NATO and Russian units.”
NATO has contributed to the international counter piracy effort off the Horn of Africa since December 2008. The mission has expanded from escorting UN and World Food Programme Shipping under Operation Allied Provider and protecting merchant traffic in the Gulf of Aden under Operation Allied Protector. In addition to these activities and as part of the latest mission, Operation Ocean Shield, NATO is working with other international actors to help develop capacity of countries in the region to tackle piracy on their own.

Nato Warship Disrupts Another Pirate Ship

RFA Fort Victoria, part of NATO’s counter piracy task force Operation Ocean Shield has successfully disrupted a suspected pirate vessel looking to launch attacks on merchant vessels transiting through the Gulf of Aden.
On Thursday 12 January, USS Carney also part of Operation Ocean Shield discovered and tracked a suspected pirate vessel. Early on Friday 13th January, RFA Fort Victoria along with her embarked helicopter was tasked to intercept the suspected pirate vessel. At first light, Fort Victoria launched her helicopter to investigate the suspected pirate vessel. In order to stop the vessel, the helicopter fired several rounds of various warning shots. A Royal Marines boarding team in fast boats approached the vessel and successfully boarded it. Shortly after the Marines approached, the pirates surrendered moving to the front of their ship with their hands up. A thorough search of the vessel revealed numerous weapons including RPG launchers and machine guns. At this time the suspected pirates are still on the vessel and investigations are still ongoing to determine whether there is sufficient evidence for prosecution. This is the third successful disruption of a pirate action group operating from a pirated mothership in the last seven days. This demonstrates NATO’s capability to track and stop target vessels by using information from the various maritime counter piracy forces operating in the area.

In addition to these activities and as part of the latest mission, Operation Ocean Shield, NATO is working with other international bodies to help develop capacity of countries in the region to tackle piracy on their own. Turkey Assumes Command of NATO’s Counter Piracy Task Force

Yesterday, Rear Admiral Sinan Azmi TOSUN (Turkish Navy), assumed the command of Operation Ocean Shield, NATO’s counter piracy force, from Rear Admiral Gualtiero MATTESI (Italian Navy) who completed a 6-month deployment in the region.
As the handover was completed, Rear Admiral Sinan Azmi TOSUN stated “I am extremely proud to take over command of such a task force from my predecessor, Rear Admiral Gualtiero MATTESI. I would like to thank Rear Admiral MATTESI and his distinguished staff for the excellent job they have done over the period of last six months. They can be really proud of having played a considerable part in contributing to the decline in pirate activity in the Gulf of Aden in recent months. We had a smooth operational handover and now we are ready to continue this important task as NATO’s counter piracy Task Force. Powerful and resolute units under my command will continue to fight against piracy with the same enthusiasm in order to safeguard the merchant community on behalf of NATO during the next six-month period. I wish Rear Admiral MATTESI and his staff a safe trip back home and to their loved ones.”
During their deployment RAdm Mattesi and his flagship, the ITS Andrea Doria rescued 26 members of the crew of the Motor Vessel Pacific Express which had been hijacked by pirates. Just three weeks later, the flagship freed the 18 crew of the Italian Motor Vessel Montecristo which had been pirated but which was intercepted and freed soon after. Three days later ITS Andrea Doria stopped the mother ship that launched the skiffs responsible for the attack and arrested 15 suspected pirates who are now awaiting trial in Italy.

The mission has expanded from escorting UN and World Food Programme Shipping under Operation Allied Provider and protecting merchant traffic in the Gulf of Aden under Operation Allied Protector. In addition to these activities and as part of the latest mission, Operation Ocean Shield, NATO is working with other international bodies to help develop capacity of countries in the region to tackle piracy on their own. Standing NATO Maritime Group 2 (SNMG2) is permanently assigned to NATO. It is a multi-national Naval Group that provides the NATO Alliance with the ability to respond quickly to crisis situations anywhere in the world. It is a capable, stand-alone task group and one of four Standing Maritime Elements that form a flexible core around which NATO can build a larger force to meet a wide range of missions. These include non-combatant evacuations, consequence management, counter terrorism, crisis response and embargo operations. Its command rotates amongst the contributing nations and SNMG 2 is currently commanded by Rear Admiral (LH) Sinan Azmi TOSUN, Turkish Navy.

Nato and pirate activity

NATO’s counter piracy flagship, ITS Andrea Doria, has just completed a successful port visit to the Seychelles between September 30 and October 4, 2011. This visit focused on NATO’s cooperation with the Seychelles Coast Guard and other key actors involved in combating piracy, as pirate activity is increasing after the monsoon season. The commander of NATO’s counter piracy taskforce, Rear Admiral Gualtiero Mattesi engaged in a series of meetings with the Seychelles Defence Forces and local authorities to discuss cooperation between Victoria and NATO in the field of counter piracy. This is NATO’s eighth visit to Port Victoria in 2011. Previous port visits this year have been opportunities for NATO and the Seychelles to share experiences and to conduct mutual counter piracy exercises. On this last occasion, Rear Admiral Mattesi and his staff visited the Seychelles’ Coast Guards and Maritime Rescue Coordination Centre (MRCC), two organisations deeply committed to counter piracy efforts in the Indian Ocean.

Match Against Poverty

Geneva/Hamburg Football stars Ronaldo and Zinédine Zidane announced today that the ninth annual Match Against Poverty will take place in Hamburg, Germany on 13 December 2011, with most of the proceeds going towards addressing the ongoing food crisis in the Horn of Africa. As Goodwill Ambassadors for the United Nations Development Programme (UNDP), Ronaldo and Zidane will gather a team of other famous soccer players for a friendly game against an all-star side from German team Hamburger Sport-Verein (HSV). HSV is one of Germany’s oldest and most successful clubs, and the only one to have consistently played in the country’s football league, the Bundesliga, since it was founded in 1963. The 57,000 tickets for the match at the club’s Imtech Arena go on sale today. The annual Match Against Poverty seeks to mobilize the public to fight against poverty and promote action on the Millennium Development Goals (MDGs) -eight internationally-agreed goals which seek to end extreme poverty worldwide by 2015.
Football legends Ronaldo and Zidane have been the driving force behind the Match Against Poverty since its inception in 2003. Two thirds of the match proceeds will be used to bolster humanitarian and recovery activities in Djibouti, Ethiopia, Kenya and Somalia. The UN is working in these countries to provide emergency food aid, water, shelter and health services, while working on longer term development plans.
HSV will donate the remaining 33 percent of the event’s profits to the club’s initiative, Der Hamburger Weg (The Hamburg Way), to promote corporate social responsibility among its sponsors/partners, and to support diverse community development projects focused on sports, youth, education and protection of the environment.
Carl-Edgar Jarchow, chairman of HSV, said the entire team is honoured to be a part of this important event. “We are glad to join in UNDP’s efforts against poverty this year. Football is a great way to get people together for a good cause,” Jarchow said. “The players are also really excited to be playing against legendary champions such as Zidane and Ronaldo.”
Proceeds from the previous eight Matches Against Poverty have benefited projects in more than 27 developing countries, including recent recovery efforts in the wake of the 2010 Haiti earthquake and Pakistan floods.
As in past years, the Match is supported by football’s governing body, the Fédération Internationale de Football Association (FIFA), and the Union of European Football Associations (UEFA). The Match will take place at the Imtech Arena from 19:30 local time. Josette Sheeran visits Luxembourg

The Executive Director of the United Nations World Food Programme (WFP), Josette Sheeran, will visit Luxembourg on 14-15 September to hold meetings with government officials and to deliver the keynote address to the country’s annual development conference, the Assises de la Coopération.
Sheeran will also deliver a speech on WFP’s response to humanitarian emergencies, highlighting the role of technology in emergency response. She is scheduled to hold meetings with Prime Minister H.E. Jean-Claude Juncker, Minister of Foreign Affairs H.E. Jean Asselborn and Minister of Cooperation and Humanitarian Issues H.E. Marie-Josée Jacobs. Sheeran will also hold a private meeting with His Royal Highness Grand-Duke Henri. Luxembourg is WFP’s largest per-capita donor, contributing more than €15 per person. This year, it has provided quick response to WFP’s emergency operation in the Horn of Africa, as well as ongoing support to WFP’s activities in West Africa and its work on emergency preparedness, climate change, school meals and nutritional support for HIV/AIDS and tuberculosis activities.

World humanitarian day

Marking World Humanitarian Day this morning, top United Nations officials recognized the sacrifices made by humanitarian workers around the globe, but stressed that it was also critical to use the event to redouble efforts to help those currently suffering in the Horn of Africa and elsewhere. This year’s theme for the day was “People helping people”, said Ms. Amos, who was joined at a Headquarters press conference by Anthony Lake, Executive Director of the United Nations Children’s Fund (UNICEF). They said that a large focus of the Day’s events in 2011 would be mobilizing support for Somalia and other countries of the Horn of Africa suffering from severe drought and famine. On the African famine, the United Nations system and its partners was doing all that could be done, but were still not reaching enough people to prevent widespread death, she said, emphasizing that some 12 million people were at risk in Somalia alone. Despite the generosity of donors, $1 billion more were still needed. Whether by giving money, or by volunteering or by spreading the word, “we have to do all we can to help the people of the Horn of Africa”, she stressed.
Kenya and other countries in the region were not currently in crisis because they had been working with agencies on sustainability programmes, she noted. Donors should be encouraged to put more money into such resilience activity, with stronger links made between humanitarian response and development, and a focus on such preventive tactics as prepositioning aid. With so many children dying, all those activities had to be increased. In that context, Mr. Lake noted that the Food and Agricultural Organization (FAO) conference yesterday had published a list of actions that could be taken for adaptation to climate change. He emphasized, however, that in areas like north-west Kenya, pastoralists needed, not only better water supplies, but also education to allow them to make choices and avoid forced resettlement into irrigated agricultural areas.
Thus far, aid delivery had gone well in those areas, he said, paying tribute to the “extraordinary bravery of the people on the ground” from his organization, the International Committee of the Red Cross (ICRC), the Red Crescent and a number of other non-governmental organizations. Ms. Amos stressed the need to support the efforts of organizations that were able to deliver aid in such areas.

NATO Warships Meet Piracy

“After busy months on patrol in the Gulf of Aden and Somali Basin, a task force of NATO warships today handed over their counter-piracy mission, (code-named Operation Ocean Shield) to the new task force of NATO ships which had sailed to the area to take up the mission.  NATO warships have been conducting counter piracy patrols off the Horn of Africa, an area of strategic importance, since October 2008 and today it was the turn of the 5 warships from the Standing NATO Maritime Group 2, who currently come from the UK (flagship), Greece, Italy, Turkey and USA to pick up the baton of this ongoing mission. Speaking about the handover between the two NATO groups, which took place at Djibouti, NATO’s maritime commander, Admiral Sir Trevor Soar commented “The continuing presence of warships from the Standing NATO Maritime Groups, together with warships from the EU Naval Force, Combined Maritime Force and other nations such as Russia, China and India is essential if we are to combat the scourge of piracy.  Piracy has the potential to affect us all given that 95% of the world’s trade goes by sea.  As we have clearly demonstrated NATO is making a real impact in deterring and disrupting piracy”.    Speaking from his flagship ‘Absalon’, the commander of NATO’s Maritime Group One, Commodore Rune (Royal Danish Navy) said “The last few months have been extremely busy for the NATO task force.  We have, together with our maritime partners, actively disrupted and prevented attacks by armed pirate gangs on innocent vessels, who carry the goods and food into our countries.  Whilst I am proud of what we have achieved, NATO remains ever vigilant.”  Embarked in HMS Chatham, the commander of NATO’s Maritime Group 2 is Commodore Steve Chick (Royal Navy).  Commenting on his return to the area he said “My task group is well-trained, well-equipped and ready to tackle the job ahead”. Last week, the NATO nations decided to extend Operation Ocean Shield until the end of 2012.
