EU Member States are stepping up measures to protect seas and oceans, but more improvements are needed

The European Commission published a report on the implementation of the EU Marine Strategy Framework Directive assessing the measures put in place by EU Member States[1] to achieve ‘good environmental status’ by 2020. This concept is defined by measures conserving biodiversity and tackling pressures like overfishing, seabed damage, marine litter and contaminants.Karmenu Vella, Commissioner for Environment, Maritime Affairs and Fisheries, said: “Oceans and seas are essential to the well-being of our planet, and we cannot compromise on their protection. This is why the EU has one of the most ambitious marine environment policies in the world. Over the last years, Member States have put a lot of effort to ensure that the seas’ resources are used and managed sustainably, relying a lot on regional cooperation. Unfortunately, despite these efforts, the measures taken so far are not yet sufficient to achieve good, healthy and productive seas by 2020. I therefore urge Member States to take heed of the recommendations made by the Commission to move a step closer to achieving this goal.”
The programmes of measures set up by Member States under the Marine Strategy Framework Directive are the last step of 6-year strategies. In their programmes of measures Member States have relied on regional cooperation more than ever before, and integrated different national, EU and international policies. For example to fight overfishing and reduce the negative impacts of fishing, Member States have reported measures taken under the EU Common Fisheries Policy, in regional and international agreements, as well as new measures, such as introducing the use of specific and less damaging fishing gear.One in four measures announced by Member States has been developed specifically for the purposes of this Directive to target pressures on the marine environment that would otherwise not be covered. Nevertheless, the assessment shows that the goal of ‘good environmental status’ of European marine waters by 2020 will not be achieved without further improvements. In some cases, such as marine litter, where Member States lacked coordinated measures, this shortcoming is partly addressed at EU level, through the EU’s Strategy on plastics and its subsequent actions.

Agriculture and Fisheries CouncilThe Agriculture and Fisheries Council (Luxembourg, 16 June 2015) discussed fishing opportunities for 2016 in EU waters. Ministers of EU Member States reaffirmed their strong commitment to make EU fisheries more sustainable.Other topics included expenditure under the European Fisheries Fund 2007-13, the Russian ban on fisheries products imports from Latvia and Estonia and negotiations for a sustainable fisheries partnership agreement with Tanzania.
Fishing opportunities for 2016. The Commission briefed ministers on a communication on EU fishing opportunities for 2016, which it had tabled earlier this month. The document reports that in the last few years the EU has generally managed its fisheries more sustainably and thus achieved a better state for a large number of its fish stocks. Overfishing is still predominant in the Mediterranean however, where improvements have been slower.
Several Member States acknowledged the overall improvement in the state of fish resources; however some delegations stressed that improvements in other stocks, such as Blue Fin tuna, could have been better recognised. They also recalled the importance of setting up multiannual plans with a multispecies approach for fish stocks. The Council needs to agree on the fishing opportunities for 2016 by the end of this year. The agreement will take into account the impact of fishing fleets on stocks (fishing mortality). Several countries noted that this means moving to levels needed to permit stocks to rebuild to biomass levels that can produce maximum sustainable yield (MSY), while taking into account socio-economic factors.
Ministers also discussed a request by Greece to extend the eligibility period of expenditure for the Operational Programme Fisheries 2007-2013. The period is set to expire on 31st July 2015. The Commission explained that it could not extend the period of eligibility and that funds available should be used under existing rules.
Russia has imposed a ban on Latvian and Estonian fish and fish product imports for sanitary reasons, as of 4th June 2015. The Commission presented a set of measures and instruments that could be mobilised to support the member states and industry affected by this decision. They include more storage aid, better support in identifying alternative markets and greater flexibility for transfers of fishing quotas for the most affected stocks.
EU and Tanzania – negotiations for a Fisheries Partnership Agreement Ministers have authorised the Commission to open negotiations on behalf of the EU for the conclusion of a sustainable fisheries partnership agreement (FPA) and protocol with the United Republic of Tanzania.
