ECSA welcomes recognition of the shipping industry as a transitional sector in sustainable finance package

La Commissione europea ha adottato un pacchetto sulla finanza sostenibile con l’obiettivo di migliorare il flusso di investimenti verso attività sostenibili e quindi utilizzare strumenti finanziari per rendere l’Europa climaticamente neutra entro il 2050. L’ECSA accoglie con favore il fatto che l’industria marittima europea sia stata riconosciuta nell’ambito della tassonomia come settore transitorio. Tuttavia, l’ECSA sottolinea che, per guidare una efficace transizione, è fondamentale che i criteri di screening tecnico siano realistici e neutrali dal punto di vista tecnologico.L’ECSA accoglie con favore il fatto che l’industria marittima sia stata riconosciuta come un settore “Transizionale” ai sensi dell’art 10 (2) del Regolamento sulla Tassonomia. “L’industria marittima europea si impegna a raggiungere i suoi obiettivi di decarbonizzazione e ambientali. Allo stesso tempo, essendo un’industria ad alta intensità di capitale in cui molte navi sono uniche nel loro genere, è anche fondamentale garantire l’accesso a soluzioni innovative e sostenibili, che possano guidare l’intera industria marittima verso un futuro più verde e sostenibile. Quindi il finanziamento della transizione è vitale.” ha dichiarato Martin Dorsman, segretario generale dell’ECSA.Il Climate Delegated Act fornisce la prima serie di criteri tecnici per definire quali attività di trasporto marittimo contribuiscono in modo sostanziale alla mitigazione e all’adattamento ai cambiamenti climatici, i primi due dei sei obiettivi ambientali definiti dal regolamento sulla tassonomia (regolamento (UE) 2020/852).L’ECSA rileva, tuttavia, che i criteri di screening tecnico per il trasporto marittimo al momento definiti nel Climate Delegate Act, sono troppo restrittivi, il che comporta il rischio di mettere in pericolo la transizione. Come afferma la comunicazione della Commissione, la tassonomia dell’Unione europea (Eu Taxonomy) attualmente non definisce come devono essere trattate le attività no-green.In quest’ottica, l’ECSA accoglie con favore il chiarimento della Commissione europea secondo cui il EU Taxonomy Climate Delegated Act è un documento vigente, che sarà soggetto a regolari necessari aggiornamenti. “Oltre ai dettagli tecnici, ci sono tuttavia principi che dovrebbero essere elementi costitutivi nello sviluppo e nell’aggiornamento dei criteri di screening tecnico” ha aggiunto Martin Dorsman.L’ECSA accoglie con favore l’impegno della Commissione a garantire che la tassonomia rimanga basata sulla scienza e neutrale dal punto di vista tecnologico. In base a questo principio, gli armatori europei trovano importante che i criteri di controllo tecnico rimangano coerenti lungo l’intera catena di approvvigionamento, il che richiede ulteriori miglioramenti. Un esempio è la coerenza tra le norme applicabili per la fabbricazione di una nave e l’operabilità della nave. Inoltre, quando si cerca di ridurre le emissioni e di migliorare altri obiettivi ambientali, l’industria marittima dipende anche da altre parti interessate (ad esempio costruttori navali, produttori di motori, catena di approvvigionamento di carburante, infrastrutture portuali). Occorre valutare attentamente anche se l’industria marittima abbia il potere di influenzare la transizione in conseguenza delle sue attività economiche. Dato che l’attività economica della navigazione è basata sull’asset-nave e dato che il carico che trasporta dipende dalla domanda e dall’offerta del mercato di stakeholders di altri settori industriali, considerare il carico come parte dell’attività marittima secondo la tassonomia marittima potrebbe portare a conseguenze impreviste e negative. “Sarebbe altamente controproducente e ingiusto penalizzare il finanziamento per l’industria marittima sulla base del carico trasportato. COVID-19 vaccines: MEPs seek answers from industry representatives

MEPs debated ways to secure a quick and safe supply of COVID-19 vaccines on Tuesday, with representatives of pharmaceutical companies, research , and civil society.During the public hearing, MEPs from the Committee on Environment, Public Health and Food Safety as well as the Committee on Industry, Research and Energy heard from key players including researchers, representatives from pharmaceutical companies and civil society organisations, and the European Medicines Agency (EMA). MEPs highlighted the challenge of ensuring that vaccines are available as soon as possible, while at the same time building public trust in vaccination.“Today, we have very little information on the content of the contracts that have been signed by the European Commission and some laboratories”, said the Chairman of the Committee on the Environment, Public Health and Food Safety Pascal Canfin (Renew Europe, FR). “We wanted to have more information on the state of research, the commitments made by laboratories, and whether they will be able to meet them. We do not even know how many of these contracts there are! The lack of transparency surrounding these contracts was very clearly highlighted during this hearing where Parliament played a role in ensuring democratic accountability”, he added.During the debate, industry representatives from Sanofi and Curevac reiterated their commitments to produce one billion doses in 2021, and the importance of keeping safety first. The EMA pointed out that no vaccine is 100% efficient and without risk, but vaccines will only be approved when the benefits outweigh the risks. Curevac and NGO Vaccines Europe advocated for the liability for hidden effects to be made public, as it is in the United States – a view opposed by some MEPs. A representative from Vaccines Europe also stressed that eight billion doses were needed to vaccinate 50% of the world population, whilst the annual global production is five billion doses. Members also questioned the rationale behind the confidentiality of the contracts signed between the European Commission and pharmaceutical companies, and warned against possible bottlenecks in the production of future vaccines. Some MEPs also questioned whether national legal frameworks are sufficient to ensure this production, and how to reconcile intellectual property with the need to make future vaccines widely available.

Parliament says shipping industry must contribute to climate neutrality

To decarbonise maritime transport, Parliament voted to include CO2 emissions from the sector in the EU Emissions Trading System.On Wednesday, Parliament adopted its position on the Commission’s proposal to revise the EU system for monitoring, reporting and verifying CO2 emissions from maritime transport (the “EU MRV Regulation”) with 520 votes to 94 and 77 abstentions.MEPs largely agree that reporting obligations by the EU and the International Maritime Organisation (IMO) should be aligned, as proposed by the Commission. They note, however, that the IMO has made insufficient progress in reaching an ambitious global agreement on greenhouse gas (GHG) emissions. They ask the Commission to examine the overall environmental integrity of the measures decided by the IMO, including the targets under the Paris Agreement. A global ambitious agreement on GHG emissions from shipping is urgently needed, they add.
Parliament wants maritime transport to be more ambitious and believes ships of 5000 gross tonnage and above should be included in the EU Emissions Trading System (ETS).However, MEPs say that market-based emissions reduction policies are not enough and request that shipping companies reduce their annual average CO2 emissions per transport unit for all their ships by at least 40% by 2030.MEPs call for an “Ocean Fund” for the period from 2022 to 2030, financed by revenues from auctioning allowances under the ETS, to make ships more energy-efficient and to support investment in innovative technologies and infrastructure, such as alternative fuel and green ports. 20 % of the revenues under the Fund should be used to contribute to protecting, restoring and efficiently managing marine ecosystems impacted by global warming.
Rapporteur Jutta Paulus (Greens/EFA) said: “Today, we are sending a strong signal in line with the European Green Deal and the climate emergency: Monitoring and reporting CO2 emissions is important, but statistics alone do not save a single gram of greenhouse gas! That’s why we are going further than the Commission proposal and demanding tougher measures to reduce emissions from maritime shipping”.

Shipping industry must contribute to climate neutrality, say MEPs

To decarbonise maritime transport, the Environment Committee voted on Tuesday to include CO2 emissions from the maritime sector in the EU Emissions Trading System (ETS).
The Commission has put forward a proposal to revise the EU system for monitoring, reporting and verifying CO2 emissions from maritime transport (the “EU MRV Regulation”) and bring it in line with new obligations under International Maritime Organisation (IMO) to monitor emissions from 2019 and report in 2020.In the legislative report approved (62 votes to 3 and 13 abstentions) on Tuesday, the Environment, Public Health and Food Safety Committee welcomes the proposal but wants to see more ambition and voted to include ships of 5000 gross tonnage and above in the EU Emissions Trading System (ETS). In addition, MEPs say that market-based emissions reduction policies are not enough, so they also introduced binding requirements for shipping companies to reduce their annual average CO2 emissions per transport work, for all their ships, by at least 40% by 2030.
When adopted by the Plenary, which should happen during 14 – 17 September session in Strasbourg, Parliament will be ready to start negotiations with member states on the final shape of the legislation.

Recovery package: stronger focus needed on research and industry, say MEPs

Industry, Research and Energy (ITRE) Committee Chair and Horizon Europe research programme rapporteurs reacted to the EU recovery package presented by the European Commission on Wednesday.”In this regard, we need resilience and the times we are living through now have shown us that research is of paramount importance. Whether on CO2 emissions, digitalisation and health, the recovery plan should be driven by innovation”, he said. Moreover, “the transformation of our industrial landscape needs to be feasible for all our sectors. No regions should be left behind, in particular those reliant on coal or heavy industry”, he said.“We must also ensure that both households and businesses benefit from cheap electricity bills as our different energy models converge towards decarbonisation. Energy policy can, if we get it right, help to kick-start the European economy in the context of the post-COVID-19 recovery. If we let prices go up, it will have the opposite effect and recovery efforts will be lost”, he added.
“This will require careful assessment, and should, nevertheless, not create new administrative burdens for SMEs, who will be the backbone of the recovery. In this respect we hope that the Commission will observe the “one in, one out” principle it has previously established, to avoid too many new regulations”, he concluded.“Europe will never be economically wealthy nor safe without substantial financing for its basic and applied research and without adequate financing and coordination on the health dimension. The answers to both challenges of the pandemic and the economic recovery are in research, innovation and new technologies”, he added.”From an industry stand point, it is disproportional that we emphasise a green deal so strongly but not an equivalent digital deal for Europe. Without a proportional emphasis on digitalisation, we will fall even more behind our global competitors in Asia and in the US. That is a lesson the Commission didn’t understand, which will lead to disastrous effects for the next generation of Europeans. In her consultations, President von der Leyen left the Parliament out completely, which shows her poor estimation of one of the European Institutions.”The ITRE committee will vote on the opening of negotiations with the Council on the Horizon Europe programme on Thursday. Parliament and Council will discuss the new proposals and decide on their final shape in upcoming negotiations.

MOC Elevates Tea Industry through Cultural Approaches

To transform Taiwan’s tea industry into national cultural assets, the Ministry of Culture is establishing an online database of tea industry and culture through Taiwan Cultural Memory Bank project.Tea played an important role in the modern history of Taiwan. The history of tea industry can be traced back to the Dutch East India Company, which used Taiwan as a trading port in the 17th century. The tea industry has since gradually taken shape – starting with selling indigenous and native tea, then introduced the tea varieties, types and tea drinking culture from southern China, as well as the western ones.It was until the Japanese colonial period when Taiwan developed modern tea processing and manufacturing. After the end of World War II, the tea cultures that had been introduced to Taiwan during different eras integrated and developed into rich and unique Taiwanese tea style, such as hand-shaken tea beverages.To preserve Taiwan’s tea culture systematically, the Ministry of Culture launched the Improving Tea Industry through Cultural Approaches project, utilizing digital preservation and value-added application methods to plan a tea cultural route for the public.In 2019, the project has registered a total of 2,036 data relating to tea industry, spanning tea manufacturing equipment, tea plant varieties, cultivation, and tea diseases. It has also collected information and documents on tea activities, tea factories, and tea shops, as well as authors and researchers engaging in tea culture and studies.In addition, the project planned the first tea culture route based on Dadaocheng, a district in Taipei that was once a major trading port, to promote tea-themed tourism. Featuring cultural heritage spots and tourist attractions, the tea culture route will become an attractive travel path in Taiwan.Once completed, the project will enrich the content of the Taiwan Cultural Memory Bank and create new possibilities for the tea industry.
