Coordinated maritime surveillance for safer and more secure seas

ciseThe European Commission took a further step towards a more effective and cost-efficient surveillance of European Seas by announcing the Common Information Sharing Environment (CISE). By bringing together surveillance data from civil and military authorities like coast guards, navies, and fisheries and border control, duplication of work can be avoided and a potential €400 million worth of savings can be made every year.Increased cooperation and sharing of data will help to deal with “real time” events at sea such as accidents, spills, crime or any other security threat. CISE aims to help the relevant actors share live information and data and is a key part of the recently adopted European Maritime Security Strategy.The CISE Communication is indicative of the progress and commitment made at EU and national level since a roadmap was outlined in 2010. It proposes guidance and priorities for further action with a main focus on how to further enhance information exchange – in particular between civil and military authorities – to better interconnect existing maritime surveillance systems. This will bring allow for more effective and timely co-ordination of maritime surveillance operations in EU waters. It will help create a safer investment climate for blue growth and ensure the security of EU citizens.The Commission will launch a project under the EU’s 7th Framework Programme for Research in order to test Maritime CISE on a large scale. Along with Member States, it will produce a best practice handbook on how to apply CISE based on experience from existing systems and pilot projects like MARSUNO, Bluemassmed and Cooperation.Maria Damanaki, Commissioner for Maritime Affairs and Fisheries, said: “Sustainable economic growth within the maritime sector can only be ensured if our seas and oceans are safe and secure. CISE aims to make sure that all involved maritime surveillance actors have a complete picture of all events at sea. Sharing such information is key to avoid duplication in collection of data and for the use of patrol ships, planes, helicopters or satellites in the same sea areas. Today, about 40% of information is collected several times and 40% to 80% of information is not shared amongst the interested users. We cannot afford such a waste of efforts and money”.(cise)

European Information Society Conference

Bilbao, 20-22 May  400 experts and politicians from all over Europe will be gathering in Bilbao in May to address issues connected to e-governance and the information society in the municipalities and regions of Europe. The 8th European Information Society Conference (EISCO) will focus on the challenges that public authorities will have to deal with over the next decade. High-speed broadband is a service that should be accessible to everyone in view of the objective of “Europe 2020” to provide access to broadband to all households by 2013. When markets fail to meet this objective, the public sector should be allowed to take over: this was the message given on March 4 by Jean-François Istasse (BE / PES), Member of Parliament of the French Belgium Community and author of a report of the Committee of Regions on the issue. This report will be adopted at the CoR plenary session on 14-15 April. On 20 and 22 May, the Association of Basque Municipalities (EUDEL) and the ELANET network with the support of the Council of European Municipalities and Regions (CEMR) will host EISCO 2010. The conference will bring together politicians and experts from local and regional administrations across Europe to discuss strategies, evaluate achievements, exchange experience and learn from each other.  Since 2005, the guiding theme of this annual conference series is the implementation of the so-called “Digital Local Agenda”, a strategic plan for good governance and development of the information society in European municipalities, cities and regions. This year’s conference will assess the progress made so far in implementing this strategy, and discuss the new challenges that public administrations must face in the coming decade. The conference will also showcase pilot projects, demonstrating how Europe’s regions and cities have modernised their administrations and serve their citizens better by using technology-enabled solutions.

17th edition of World Congress on Information Technology

Amsterdam, from May 25 – 27, 2010. the 17th World Congress on Information Technology (WCIT 2010. WCIT 2010 is a three-day summit at which delegates address global impact issues regarding economic and social development and exchange policies and ideas on how ICT can enable change and innovation in all parts of the world. It brings together 2,500 captains of industry, government leaders and academics from more than 80 countries.  The European Commission is presently working on the future EU policy plan for the information and knowledge society as a successor to the i2010 strategy. This plan is expected to be ready in the spring of 2010 and will be presented at WCIT 2010 by the new European Commissioner for the Information Society and Media. The central theme ‘Challenges of Change’ reflects the sense of urgency that is felt by politicians, policymakers, companies and citizens in the current climate and is aimed at working toward viable global economic recovery on the ‘Digital Road to Recovery’. On the agenda will be issues of both European and global importance, including energy, water, mobility, security & safety, e-health, sharing space, e-government, e-inclusion and creative industries. One of the outcomes will be the Declaration of Amsterdam. This Declaration will lay the foundations for WCIT 2012 in Canada to monitor the individual achievements.
The World Congress on IT (WCIT) is the most important IT congress in the world and takes place from May 25 to 27 2010 in Amsterdam. This world congress is a unique collaboration between the international ICT industry, users and governments. The WCIT is organized under the auspices of WITSA (World Information Technology and Services Alliance). It is the bi-annual event where politicians, CEO’s and academics discuss opportunities and possibilities that IT applications offer. In calo le operazioni di m&a in g.b.

Calano in Gran Bretagna le operazioni di M&A, ovvero quelle che riguardano fusioni e acquisizioni tra aziende. Secondo una rilevazione Experian, di riferimento nella business information, nel secondo trimestre 2009 (aprile-giugno) il numero di operazioni M&A è calato del 4% rispetto a quanto fatto registrare nel trimestre gennaio-marzo, passando da 1.019 a 976 operazioni. Cade anche il valore totale delle transazioni (-17% per un totale di 47 miliardi di euro). Tuttavia, lascia ben sperare per il futuro la buona prestazione congiunturale, ovvero riferita al primo trimestre 2009, dell’area londinese (+7,2%), che secondo gli esperti Experian dovrebbe essere in prima linea a guidare la ripresa.
Experian (Experian Plc) è leader mondiale nei servizi informativi per la prevenzione dei rischi di credito e di frode, il marketing  e la protezione dei dati di aziende e consumatori. E’ quotata alla Borsa di Londra (EXPN), ove concorre all’indice FTSE-100, espresso dai 100 titoli azionari più importanti.  Ha sede a Dublino (Irlanda) e le principali direzioni operative sono  a Costa Mesa (California, USA) e Nottingham (GB). Africa begins clinical trial

A clinical trial is being launched in three African countries of a drug that could eliminate onchocerciasis, or river blindness, one of the leading infectious causes of blindness across Africa. The drug, moxidectin, is being investigated for its potential to kill or sterilize the adult worms of Onchocerca volvulus, which cause onchocerciasis. Onchocerciasis is also called river blindness because the blackfly which transmits the disease breeds in fast flowing rivers, and blindness is the most incapacitating symptom of the disease which also causes debilitating skin disease.   The development of moxidectin for onchocerciasis is being conducted through a collaboration of the Special Programme for Research and Training in Tropical Diseases, which is executed by the World Health Organization (WHO/TDR), and Wyeth Pharmaceuticals. The work ranges from the development of a formulation for human use and initial studies in healthy volunteers, to clinical studies and community studies in Africa. WHO/TDR, working in partnership with African investigators and institutions, is building the capacity and managing the conduct of the clinical trials conducted in Africa. If the development is successful and results in a positive scientific opinion from the European Medicines Evaluation Agency, Wyeth, with the assistance of WHO, will request approval by national regulatory authorities in the countries where onchocerciasis is endemic.
In conducting this trial, TDR will be working with African investigators and institutions. Fifteen hundred people at 4 sites in Ghana, Liberia and the Democratic Republic of Congo will be enrolled in the study. Preparation has been ongoing since 2007, and included building a clinical research centre in Lofa County, Liberia, and in Nord-Kivu in the Democratic Republic of Congo (DRC). Buildings not used since the war in Ituri, DRC, have been renovated. All centers have been provided with necessary equipment and the research teams trained on how to conduct the trial according to international standards.

EU: Fundamental Rights Agency

The European Union Agency for Fundamental Rights (FRA) released its Annual Report 2009. The report covers information, events and developments in the EU for the year 2008. It supplies material under the heading of ‘racism, xenophobia and related intolerance’, and adds to this an overview of developments in a range of other fundamental rights areas, consistent with the Agency’s mandate. The Agency’s research shows that alarmingly few people are aware of their rights and where to report incidents of discrimination. Poor data collection in the EU-27 continues to hamper the implementation of effective policies to combat discrimination, whilst gaps in legal protection ensure that discrimination continues to thrive in certain areas. The FRA calls for better official data to raise awareness of how to report discrimination and encourage effective crime prevention initiatives at Member State level. Member States should also be encouraged to close the gaps in legal protection, raising awareness of the legal instruments available and targeting specific groups at risk of discrimination.
The Annual Report 2009 of the European Union Agency for Fundamental Rights (FRA) covers information, events and developments in the EU in 2008. This report is broader in scope than previous Annual Reports of the Agency. As with previous years, the report covers material under the heading of ‘racism, xenophobia and related intolerance, but it adds to this an overview of developments in a range of other fundamental rights areas, consistent with the Agency’s mandate. In addition, it contains a summary of FRA activities on fundamental rights in the form of research projects, incident reports and opinions produced in 2008. The Agency has three key functions: to collect information and data on fundamental rights; provide advice to the EU and its Member States; and promote dialogue with civil society in order to raise public awareness of fundamental rights.

Bombardier Aerospace vende otto aeromobili

Bombardier Aerospace ha annunciato oggi che la MIG Aviation 3 Limited, filiale della greca Marfin Investment Group Holdings S.A., ha siglato un ordine fermo per otto aeromobili Q400, tra cui cinque aerei di linea Q400 NextGen, più le opzioni per altri otto aerei di linea Q400 NextGen. In base ai prezzi di listino degli aerei di linea Q400 e Q400 NextGen, il valore del contratto per gli ordini fermi è di circa 224 milioni di US$ e potrebbe arrivare a 468 milioni di US$ se venissero esercitate le otto opzioni. Gli aeromobili Q400 e Q400 NextGen verranno operati con il brand Olympic Air dalla Pantheon Airways. The system “SBB by Alnair”

Paris, EMS SATCOM, a division of EMS Technologies, Inc., and Alnair Aerospace FZC, a UAE-based company, announced the award of the first European Aviation Safety Agency (EASA) Supplemental Type Certificate (STC) on EMS SATCOM’s AMT-3800 High-gain Antenna (AMT-3800) and HSD-440 High-speed Data Terminal. The antenna and transceiver were tested and certified on an Asia-based Airbus A319 air transport aircraft. The certification tests were successfully performed by Toulouse-based EAD Aerospace, also responsible for obtaining the antenna’s EASA STC.  The system, “SBB by Alnair,” integrated by Alnair Aerospace, also received a VSTC (Vendor Supplemental Type Certificate) approval from the Civil Aviation Administration of China (CAAC). It provides passengers with worldwide high-speed airborne e-mail, voice, internet and Wi-Fi capabilities at affordable prices. It also provides Inmarsat cockpit safety services and Aero H+ voice. Christians call for a new model of global integration

“The last fifteen years have been characterised by the hegemony of neo-liberal policies focused on the dominance of free market and commerce. This model of integration left serious traces on the quality of life of our people. The weak continue to be weaker and stability is difficult to achieve. Therefore, we look for new models of integration, which allows for not just the integration of markets. This is what we want to discuss internationally. The core of the integration process has to be the person, the human being. We have to put into the centre of the process cooperation and solidarity,” said Rev. Nilton Giese, the general secretary of CLAI characterising the challenge which globalisation puts on the churches. Along with increasing the level of information about life of the churches in two different continents, the encounter focused on the discussion of themes about different forms of poverty and wealth, the role and responsibility of the state in the shaping of economic policies, indebtedness of countries and ways of  overcoming  illegitimate debts, as well as the role of civil society and churches in addressing challenges of globalisation and climate change.  The impact of economic and financial crises raises, with an increasing urgency, questions about relations of economy to work and life. Globalisation is not only about economy, it also covers areas of personal and social life, as well as cultural phenomena and areas of ethics and religion. Specific and sometimes different experiences with globalisation in Europe and Latin America pose a challenge to dialogue. The building of trust on the base of common faith belongs to the main aims of the project. Special attention at the meeting was given to the question of regional integration and sharing of experiences with the processes of European integration and the steps in progressing integration in South America.
Consejo Latinoamericano de Iglesias (CLAI) is a regional ecumenical organisation with 180 member churches in 20 countries in Latin America.  Its mission is to contribute to the work of churches in witness for peace and unity in the region.
Conference of European Churches (CEC) is a regional ecumencial organisation with 120 member churches of Anglican, Orthodox and Protestant traditions. Weekly address of Obama

Washington – In his weekly address, President Barack Obama announced that Jeffrey Zients, a CEO, management consultant and entrepreneur, will join the administration as the Chief Performance Officer, and that Aneesh Chopra, Virginia’s Secretary of Technology, will serve as the Chief Technology Officer.  Zients will also serve as Deputy Director for Management of the Office of Management and Budget.  He will work to streamline processes, cut costs, and find the best practices throughout the government.  As Chief Technology Officer, Chopra will promote technological innovation to help the country meet its goals from job creation, to reducing health care costs, to protecting the homeland.  Together with Chief Information Officer Vivek Kundra, they will help give all Americans a government that is effective, efficient, and transparent. The worst economic downturn since the Great Depression.  A credit crisis that has made that downturn worse.  And a fiscal disaster that has accumulated over a period of years. In the year 2000, we had projected budget surpluses in the trillions, and Washington appeared to be on the road to fiscal stability.  Eight years later, when I walked in the door, the projected budget deficit for this year alone was $1.3 trillion.  And in order to jumpstart our struggling economy, we were forced to make investments that added to that deficit through the American Recovery and Reinvestment Act. But as surely as our future depends on building a new energy economy, controlling health care costs and ensuring that our kids are once again the best educated in the world, it also depends on restoring a sense of responsibility and accountability to our federal budget.  Without significant change to steer away from ever-expanding deficits and debt, we are on an unsustainable course.
So today, we simply cannot afford to perpetuate a system in Washington where politicians and bureaucrats make decisions behind closed doors, with little accountability for the consequences; where billions are squandered on programs that have outlived their usefulness, or exist solely because of the power of a lobbyist or interest group; and where outdated technology and information systems undermine efficiency, threaten our security, and fail to serve an engaged citizenry.  And this Monday, at my first, full Cabinet meeting, I will ask all of my department and agency heads for specific proposals for cutting their budgets.  Already, members of my Cabinet have begun to trim back unnecessary expenditures.  Secretary Napolitano, for example, is ending consulting contracts to create new seals and logos that have cost the Department of Homeland Security $3 million since 2003.  In the largest Department, Secretary Gates has launched an historic project to reform defense contracting procedures and eliminate hundreds of billions of dollars in wasteful spending and cost overruns.  And I commend Senators McCain and Levin – a Republican and a Democrat – who have teamed up to lead this effort in Congress.  Finally, in the coming weeks, I will be announcing the elimination of dozens of government programs shown to be wasteful or ineffective.  In this effort, there will be no sacred cows, and no pet projects.  All across America, families are making hard choices, and it’s time their government did the same.  If we’re to going to rebuild our economy on a solid foundation, we need to change the way we do business in Washington.  We need to restore the American people’s confidence in their government – that it is on their side, spending their money wisely, to meet their families’ needs.

Opinion poll on European elections and citizens’ policy interests

An opinion poll on interest in the 4-7 June European elections and on EU policy issues reports that 34% of possible voters surveyed across the EU say they are already certain that they will go and vote in June, while 19% of respondents said they were already certain that they would not vote. The poll, which was taken from mid-January to mid-February, does not predict the final turnout at the June elections; it provides instead a sliding scale between those who, at the time of the poll, definitely intended to go and vote and those who definitely intended to stay at home. Late in March, the European Parliament unveiled its institutional campaign to raise awareness of the elections. Concerned at the steady decline in turnout over the years and polls reporting that respondents felt they lack information, the European Parliament devised an eye-catching campaign which focuses on specific policy options available. It is hoped that as the different parts of the campaign become visible from April in all EU countries, interest in and knowledge of the elections will rise. Also, in the weeks leading up to the elections, the political debate will heat up. More solid indications of voters’ intentions are expected in those weeks. On policy issues, respondents expressed greatest concern about the economy: the topic which preoccupied them most was unemployment  (57%), closely followed by economic growth. Other major concerns were inflation and purchasing power, and pension security.  The first non-economic subject on the list of respondents’ stated interests was crime (29%) followed by the security of energy supply (27%) and climate change (26%).
